Annual report The secretary went through his previously circulated report. Areas touched on were: Training courses and the problem of the declining number of trainees. The growing importance of the off field observation of Umpires. The setting up of Umpires subcommittee attached to the DCCL and DPCL and its importance for the ongoing review of Umpires performances. The successful annual dinner in October 2013 Proposed G Dallard, seconded T Dorr that the report be accepted Carried unanimously Financial report PG presented the accounts revealing a healthy balance. ECBACO monies would now be going direct to DCBACO not DCB. A yearly admin sum will be agreed each year with DCB. Tom Lungley has been elevated to the level of Emergency Umpire by ECB nationally. All level 1 Umpires on training courses were successful as were those on the Scorers course. Ian Peberday is on the way to full trainer status. Thanks to all the trainers who have worked so hard at the respective training venues. Proposed by C Harris, seconded P Gibson that the report be accepted Carried unanimously Performance Officers report DC addressed the remit of the role as follows: Grading of Umpires. The promotion of candidates for the level 2 Umpiring status.

The observations and assessments system. Assessors for 2014 will be: A Owen, A Davies, C Harris, E Lummis, B Sandham. The problem of Captains markings which means there will be a new system in place for Captains to record their assessment of Umpires performances. The importance of observing DPCL Umpires will need to do CPD to maintain standards. Proposed T Dorr, seconded C Harris the report be accepted Carried unanimously Membership services report DP explained his role as follows: ECBACO has a centralised membership system. Counties are responsible for the accuracy of membership statistics in their County. The DBS Safeguarding system is also part of the role. The importance of all Umpires notifying changes of addresses/emails etc There are 155 members with 17 still to renew. DCB ACO Annual Report 2014-15 At the AGM in March 2014 the following were elected to serve on the DCBACO Committee for the 12 months to March 2015 Chairman Alan Davies Vice Chairman Dave Connor Secretary Jon Salisbury Finance Officer Peter Gibson Education Officer Alan Davies Performance Officer Dave Connor Appointments Officer Jon Salisbury Scorer s Officer Not appointed (John M Brown confirmed in the Office at the first committee meeting) Memberships Officer Dave Price Welfare Officer Jon Salisbury Committee Members Harold Rhodes, Adam Hitchcock, Keith Hitchcock, Terry Dorr, Annette Owen, John C Goodwin co-opted October 2014. The primary focus of our work is the DCBACO Action Plan which enables us to focus on the delivery of well trained, efficient and competent Umpires and Scorers throughout the County. The most important level of training is that at level 1. Unfortunately, level 1 training has suffered from a lack of trainees during the last two years. Level 1 training in 2015 has seen this lack of training in Holmewood and Rosliston but 14 people have been attending at Derby. The autumn of 2014 has however seen a healthy number attending level 1A courses at Derby and Holmewood. There is one Umpire currently working on Level 2 training and three have been identified for progress towards the Level 3 qualification. At Scorers level the annual course at Denby continues to attract small numbers but there is also one additional scorer who has achieved the level 2 qualification. One of the most significant aspects of DCBACO s service to Development of Umpires is the system of off-field observation. Thanks to monies provided by the DCB, DACACO, Derbyshire County Cricket League and Derbyshire Premier Cricket League, 50 Umpires are observed each summer. The following categories are used to inform those who will be observed: Premier League Umpires (a requirement by ECB) New Umpires Umpires who may be worthy of promotion to high level games Those whose performances may warrant additional support Those who are undertaking Level 1A, Level 2 and Level 3 qualifications Those involved in officiating at the level of age-group Cricket The observation system has been very successful and has encouraged Umpires to reflect critically on their own levels of performance.

2014 was the first year of the Umpires sub-committee attached to the DCCL and DPCL to review Umpires performances, their grading and the appointment of Umpires to cup finals. Two meetings were held which were positive and helpful. One area of development identified in the action plan is the creation of an elite panel for officiating in age-group Cricket. Careful consideration has been given to the principle of right Umpire, right game so that those on this panel are aware of the different demands of age-group Cricket from U10 to U17. On the social point there was a hugely enjoyable annual dinner at Derby Rugby Club in October 2014. The guest speaker was the hugely entertaining Tony Borrington, the meal was excellent and more than 50 people attended. This was a marked increase on the 2013 figure and there were many positive comments from those attending for the first time. The 2015 dinner will be on Friday, November 20 th at Derby Rugby Club.
