3 A Accidents and near misses Research has shown there is a clear link between near misses and accidents. Reporting of near misses or unsafe conditions can help prevent accidents and promote a safer working environment. Please report any incident or near miss to an event, who can be found in the s office. Arrivals On arrival, please head to the main entrance of the Eikon. When you get to the main entrance, you will see UCAS higher education signs please enter through the glass door, and have your ticket ready for inspection. If you do not have a ticket, please report to the registration desk, which will be clearly signposted. C Cars There is free car parking at the front of the Eikon Exhibition Centre. Please follow the direction of the on site traffic team. Cash machines There is an ATM machine located outside the venue manager s office. Catering There will be refreshments available for at the rear of the exhibition hall. Coaches There is coach parking at the venue. Coaches will be directed by the on site traffic team to the drop-off point, and car park. To ensure the smooth and safe running of the exhibition, it is imperative the traffic marshals instructions are followed at all times. D

4 Directions From the M1 motorway Exit at Sprucefield, Junction 7. Exit onto Hillsborough Road, and take the A1 towards Lisburn. Take the first left on to Blaris Road and turn left on to Halftown Road. The entrance to the Eikon Exhibition Centre is on the right. From the M2 motorway (Belfast International Airport) Follow the Westlink to the M1, and exit at Sprucefield, Junction 7. From here, use directions as above. From Belfast City Airport Follow signs to Dublin on the Sydenham By-Pass, on to the Westlink, and then M1. From here, use directions as above. By Belfast Docks Follow signs for Westlink and M1 motorway. Exit at Sprucefield, Junction 7. From here, use directions as above. Public transport Bus service 325G goes to the venue. This operates from Lisburn, Sprucefield, and Hillsborough. The Eikon Exhibition Centre is also only a short taxi ride from Lisburn train and bus stations. The rail route offers access to travellers from all over Ireland, with links running from Belfast and Dublin. E Emergency procedures Please make sure you re familiar with the procedures to be followed in the event of an emergency at the venue. The emergency procedure document is at the back of this information pack. Event staff For general queries during the event (e.g. directions to facilities), ask any of the event staff, who can be identified by their red UCAS t-shirts. F First aid If you need first aid during your visit, help can be found at the first aid office, just inside the entrance of the hall, on the left-hand side.

5 I Insurance The has adequate public and employee liability cover. A copy of the certificate can be found at the back of this pack. While the s take every precaution to protect visitors property during an event, they are not responsible for any loss or damage. All group leaders should make sure they have adequate public and employers liability cover, in line with the booking terms and conditions. Internet The Eikon Exhibition Centre has a WiFi connection. A free 15-minute session is available, by logging into the WiFi network CAFE at the venue. L Lost property All lost property found at the Eikon Exhibition Centre will be handed in to the s office. Items not claimed during the event will be passed to Eikon and kept for six months. After six months, if an item is not claimed, it will be considered abandoned, and Eikon have the right to sell it. O Organisers The s office is located at the front of the hall, and signposted by a large flag. A member of the Events Team will be in the office throughout the event. 6 R Risk assessment The has completed a risk assessment for the event, and a copy is at the back of this pack. S Security Security is provided for the event at all times. If you are a victim of theft, please report it to the s office immediately. Seminars Seminars will be running throughout the event. These are in the seminar pods at the rear of the exhibition hall. They will be signposted, but please ask a member of the team for directions. You can view the full seminar programme on the event web page. Smoking The venue operates a strict no smoking policy in the venue, and would ask for your full cooperation in ensuring this is complied with. Suitable space around the stands and feature areas, which will be monitored, by floor managers and s. Exhibitors to ensure that staff manning the stands keep within their stand to avoid bottle necking in aisles. Organisers to reinforce this with any exhibitor deemed to be carrying out interactions away from their allocated stand space. Fire Evacuation overcrowding. Coach arrival schedule also to be used if appropriate. Appropriate staffing to be put in place by s, to manage the flow of visitors through the venue. All staff to be visibly identifiable. Organisers to monitor the exhibition area. Exhibitors to notify s should their stand, or the immediate locality of their stand, become overcrowded. All to obey instructions given by the, venue staff or sub-contractor used, to help control traffic and pedestrian flows. 3 4 12 Fire exits to be kept clear of obstructions. Fire extinguishers to be available in the venue. Ensure all waste is collected and stored correctly. Exhibitors to ensure all waste and flammable waste material is removed from stand area. s and event will use designated smoking areas. Collate evidence that fire drills are undertaken annually at the venue (Under the Regulatory Reform (Fire Safety) Order 2005, venues have to record the results of a fire drill as part of fire safety and evacuation planning) 3 3 9 Venue to ensure fire prevention detection and alarm systems are adequate for the venue, and have been checked and maintained in efficient working order. Organisers and venue to ensure the current number of exits from the venue are adequate. Floor plan submitted to venue in advance of the event for approval. Slips / trips and falls Organisers to provide exhibitors and visitors with relevant evacuation procedure documentation, including fire assembly point. Exhibitors should ensure they are aware of the nearest emergency exit and keep all exits clear of obstructions at all times. Contractors, exhibitors and visitors to ensure they are aware of evacuation procedures, read all relevant documentation provided, and follow all instructions given if needed to evacuate. Ensure all gangways and emergency exits are kept clear. All emergency exits maintained and kept clear for the duration of the event. Exhibitors should not block aisles or public areas, including during build-up and breakdown periods, and ensure that stand displays are kept within the allocated stand space. Organisers to ensure PA system can be heard clearly in all public areas, where possible. If any evacuation announcements cannot be heard over the atmospheric noise, then security staff are to go into the halls to evacuate people. Working at height Stands falling over venue and UCAS staff Public and exhibitors Exhibitors should request that all empty, flat-packed, and broken boxes are removed from their stand by the event staff. Organisers and exhibitors to ensure empty boxes are cleared from stand, with assistance from event. Organisers and exhibitors to ensure no trailing cables in stand area, or in adjoining pedestrian walkways. Organisers and exhibitors to ensure personal belongings are stored away appropriately. Organisers and exhibitors to ensure all other waste is stored and removed safely. Exhibitors should ensure they do not break down any part of their stand until all visitors have left the exhibition area and the has said breakdown may begin. 3 3 9 Maximum height build of 4m. All work to be carried out from a stable support either ladder or scaffold with suitable warning signs and barriers to section off the work area as necessary. Exhibitors to ensure all staff required to work at height are suitably trained. Suitable personal protective equipment (PPE) clothing and footwear to be worn. 3 2 6 All exhibitors to ensure their stands are safe and secure, and report any problems to the. Any exhibitors with complex stands to submit their own risk assessment to UCAS Events. Organisers will ask any stand deemed unsafe to be removed, or will work with the exhibitor to secure the stand. Maximum height build of 4m. Contractors 3 3 9 Only the appointed qualified contractor supplied by venue or to use lifting equipment. Power tools used by contractors have the minimum length of trailing leads and protection mechanically and visually from any damage. Such equipment is never to be left unattended with the power supply switched on. Appropriate signage and warning lights used, where necessary. Contractors and exhibitors 3 2 6 All catering facilities and staffing provided by venue, and therefore at the control of venue. Reputable and known concessions units only. Hygiene regulations to be followed rigidly. Catering company to employ suitable and trained staff. Catering staff to ensure all spills are cleaned immediately. 2 3 6 Exhibitors to agree to a risk assessment as part of their booking, and supply additional information where appropriate for tasks which are not covered by the standard Exhibitor Risk Assessment. Only experienced, reliable and approved contractors used. Organiser to be informed of any particular hazards arising prior to, and during the exhibition. Electricity: connections, and power to stands etc. Basic checks made on contractor and exhibitor risk assessments. Contractors are the specific responsibility of the hiring company, i.e. the exhibitor. Exhibitors are responsible to ensure that their contractors use appropriate equipment and are competent to do so and be able to show proof of training if requested. Estimated staffing number of contractors is two. All exhibitors and contractors wishing to work late must request permission from the prior to the event, to enable security, first aid, electricity and lighting to be arranged for the halls or particular stands. Each contracting firm must have a qualified first aider on their staff, covering crew staying late. The contractor must also supply the name of the person in charge and a contact number. No helium balloons allowed in the venue unless prior written consent is obtained, and safe systems of work are put in place. Exhibitors 3 3 9 Exhibitors to only use electrical supplies/sockets supplied by the event s, or those that have been supplied by sub-contractors appointed by the. The s appointed contractor will install power supplies on all stands, where needed. Exhibitors are not allowed to do their own wiring, due to potential substandard and dangerous installations being energised. Exhibitors to ensure equipment is used safely and for the purpose for which it was designed. Exhibitors should ensure no sockets or connections are overloaded in their stand area, and, if in doubt, should seek approval from the event. All electronic portable appliances brought to site by exhibitors should bear a valid PAT test certificate. Security marking: PUBLIC Page 6 of 15

Build-up and Breakdown Traffic management venue and UCAS staff Visitors and exhibitors Ensure all electrical risks are controlled, and a member of staff from the electrical contractor is onsite at all times. Only experienced, reliable and approved contractors used. All orders for electricity must be placed before the deadline, where applicable. 3 3 9 At least two hours set-up period for exhibitors, with any additional access time to be allowed only with pre-approval from the before the build-up day. Only authorised persons are permitted in the venue for build-up and breakdown. Children under 18 are not allowed on-site for the entire duration of build-up and breakdown. No vehicles allowed in exhibition area during open hours. Vehicles can be permitted on-site during build-up and breakdown with permission from the. All to be aware of the potential hazards of contractors moving around site, including the use of forklift trucks and delivery vehicles. Badges/wristbands to be worn by exhibitors to allow them access before the event opens to the public. All contractors to be monitored on-site, with regard to the tasks undertaken, and suitable PPE to be worn when necessary. Organisers to control access into areas where major lifting and construction is taking place. Security to wear PPE only if indicated by the and assist floor managers in PPE policy if required. Parking arrangements for exhibitors and visitors and loading bay information to be communicated in advance within the exhibitor manual on www.ucas.com/exhibitions Traffic marshals used to control flow of traffic on-site Venue contact details to be made available in advance, along with parking permits, if applicable. ACTIVITY & SIGNIFICANT HAZARDS Manual handling Visitor orientation PEOPLE AT RISK Exhibitors and event Likelihood Impact Initial Risk RISK CONTROL MEASURES 3 3 9 Exhibitors to ensure all stand staff are trained in the correct manual handling procedures. Manual handling document to be provided in exhibitor and event packs. All to wear appropriate footwear. Liquid spills to be monitored by cleaners and cleared up. Any wet floors to be marked with hazard signs immediately. 3 3 9 Visitors to access venue through front main entrance during event. All relevant information will be put on the floor plan including first aid, catering, etc. Use the floor plan to highlight key areas of interest to aid movement around the venue, such as exhibitor stand locations, entrance and exit points, first aid point, s office, seminar rooms, refreshments areas. All stands are advised to have access for the disabled, via the exhibitor manual and stand inspection. Organisers and stewards to monitor disabled guests for ease of movement around the venue. Organisers to ensure there is disabled access/egress to the venue. All height limits will be strictly enforced to enable clear view of signs and banners. Organisers to ensure appropriate staffing in place to provide a managed and safe environment for exhibitors, staff and visitors. Alcohol / substance controls Hazard and injury from negative and positive behaviours where staff may not follow rules, and requirements of risk assessments for the above hazards and risks. Illness or injury No use of trolleys on the exhibition hall floor to move materials during the open hours of the exhibition. Security marshals in place to monitor flows of traffic and pedestrians in the venue. No alcohol/substances permitted in the venue. Venues with bar facilities are clearly notified of this before event. Venue will be responsible for relevant checks, if necessary. If anyone is found to be in possession of controlled drugs (Class A, B or C), or under the influence, the police will be notified. Any offenders will be asked to leave the event. First aid staff to manage any injury as a result of alcohol/substance abuse. 3 3 9 Company policy, procedures and rules apply in all cases. 3 3 9 a) PPE training on all types of PPE, and on skin care: risk assessment requirements briefed to staff PPE as identified in risk assessment b) Chemicals - COSHH risk assessment requirements briefed to staff. EIKON CONTINGENCY PLAN An emergency is defined as an incident or situation that is or has the potential to cause injury or death, or damage to property or the environment that cannot be managed using existing procedures and resources. There are three types of emergency: Internal: situations that arise as a result of a systems failure within the premises, i.e. a structural collapse, or gross disorder at an event. External: situations that arise from a systems failure outside of the premises, i.e. a gas leakage in the area or a fire in neighbouring property that impacts on the event site. Generic: situations that arise as a result of widespread circumstances i.e. prolonged rain resulting in widespread flooding, or high winds in the local area. It is not possible to predict every potential emergency situation, however a number of procedures have been implemented to respond to the threat of a major incident and to commence with the recovery process if required. There are three stages to an emergency: Incubation Stage: the period prior to the incident. The organisation should take steps to prevent the accident occurring or to reduce its impact, i.e. providing fire extinguishers, or inspecting and strengthening structures as appropriate. Response Stage: effectively addressing the damage/ injuries caused by the incident, i.e. suitable planning and communication systems. Recovery Stage: resuming business with minimal disruption, i.e. suitable backup records, suitable equipment replacement strategies. Key Personnel Emergency Controller The Event Controller is Rebecca Jones. She or her nominated deputy will remain in the event control room at all times during the event. She will be in radio contact with the control room at all times during the event. In the event of a situation that cannot be managed using the systems and resources as detailed in the Management Plan she, after consulting with a Senior Police Officer (if present) will declare an emergency. If a senior police officer is present he/ she will assume control of the site and event staff will act in support of and under his/ her direction. In the absence of a senior police officer on site, the Event Controller will assume the role of Emergency Controller until their arrival on site. She will contact the PSNI and any other agency as appropriate by telephone advise them of the situation and establish the access route onto the site that the emergency services will utilise. She will arrange for a member of her staff to meet the emergency services accordingly to brief them on the situation.

In the period prior to the arrival of the emergency services she may decide to suspend or cancel the event and/ or evacuate the site or part of the site. Deputy Emergency Controller The Deputy Event Manager is David Hale in the event of an emergency she will advise a police officer (if present) and will act in support of and take directions from the officer accordingly. In the absence of a senior police officer on site, and until their arrival, she will assume the role of Deputy Emergency Controller. During the event she will remain in the control room when the Event Controller is monitoring the site and will remain in radio contact with the control room at all other times. Radio Operative A Radio Operative will be appointed and they will convey information and keep a record of significant messages/ decisions either during the emergency. Emergency Control Room The Event Control Room located in an office in the Eikon Exhibition Centre and will act as the Emergency Control Room in an emergency. The room will be fitted with telephone, maps of the event site and the immediate area and have lists of the contact details of the emergency services and utilities readily available. An inventory of those individuals issued with radios, the mobile telephone numbers of stewarding supervisors and production personnel, and the contact details of relevant external organisations will be maintained. Non-essential personnel will be excluded from the room particularly during an emergency. Backup Emergency Control Room In the event of the emergency situation involving the Emergency Control Room a backup Emergency Control Room will be set up in the portacabins adjacent to the Arena or alternatively in the MLK boardroom at Gate 3. This will have similar facilities as the Emergency Control Room and will be used until the emergency situation has been resolved or the Emergency Control Room becomes available. Communication Arrangements Arrangements for communication between the Control Room and Key Personnel Radios Key personnel will be issued with short wave radios and trained in their use. A list of persons issued with radios will be kept in the Event Control Room/ Emergency Control Room. Channel 1 will be the event/ emergency channel and all communications should be directed via the Control Room. Stewards or others not in possession of a radio will be advised of the location of their supervisor who will be in possession of a radio and will be located in their general area. Mobile Telephones The mobile telephone numbers of key personnel will be held in the control room/ Emergency Control Room. Key personnel will be issued with the telephone number of the Event Control Room/ Emergency Control Room.

Communication Arrangements between the Event Control Room/ Emergency Control Room and External Organisations A list of the telephone numbers of external organisations who are likely to be able to provide information or assistance regarding the running of the event or in an emergency situation will be kept in the Event Control Room/ Emergency Control Room. Communication Arrangements between the Event Control Room/ Emergency Control Room and Patrons Information can be conveyed to the audience from the Event Control Room/ Emergency Control Room via the PA system (arrangements are detailed below), or if this system fails via loud hailers that will be kept in the location. Patrons should only communicate with the Event Control Room/ Emergency Control Room by speaking to a steward who in turn would speak to their supervisor who in turn would radio the facility. Reporting an Incident Stewards and other personnel should report any accident, incident or unusual occurrence that they observe or have been made aware of their supervisor who in turn should report it discreetly to the control room using the radio network or by telephone. Messages should be concise and delivered in a calm manner. Information may also be conveyed directly to the control room by the public, or via a telephone call. The Event Controller will deal with the situation accordingly. Alternatively information could be received via another source e.g. a telephoned message to an outside agency. Again the Event Controller will deal with the situation accordingly Declaring an Emergency Incidents conveyed to the Control Room will generally be addressed using normal procedures. Should the normal procedures prove to be inadequate, the Event Controller (or her deputy) will assume the role of Emergency Controller and an emergency will be declared. Control will pass to the senior police officer (if present), and the event controller and his staff will act in their support as directed. The Radio Operative will record all significant messages and decisions. In the absence on site of a senior police officer, the Event Controller will assume the role of Emergency Controller until a senior police officer arrives on site. She will contact PSNI and any other agency as appropriate, and arrange for them to be met on their arrival and to be briefed of the situation. Modes of Operation There are three modes of operation for the event. Green signifies that there is no particular problem and activities proceed as normal. Amber signifies that there is a potential problem and staff should adopt a state of high alert. Red signifies that a problem has been identified and specific instructions in response will be issued such as evacuating a particular area. Communication Arrangements (from the Emergency Control Room)

In an emergency situation information and instructions will be issued to stewards and key staff from the Emergency Control Room. Information will be relayed via the radio network or mobile phone. Message recipients should behave in a discreet manner when receiving and acting upon the information. They should convey the information (as appropriate) to other staff under their control or in the vicinity. Specific instructions may be issued such as to monitor a particular area or open a particular exit gate in preparation for an evacuation. It may also be appropriate to issue information to external organisations such as the Northern Ireland Fire and Rescue Service. This will be under the direction of the Emergency Controller. An announcement informing the public of the emergency and the actions to be taken will then be broadcast. The PA announcer will be advised of the situation and may be instructed to convey the information to the public via the PA system. There will be a prepared form of words although the content may vary under the direction of the Emergency Controller or the senior police officer. Draft Form of Words Ladies and gentlemen due to an unforeseen incident the UCAS Higher Education Exhibition has had to be suspended/ cancelled. A Please remain calm until the situation is remedied we will keep you updated regarding this matter. B Please leave the arena via the following exits. Please leave the arena in a calm manner and follow the directions of the security staff. In the event of the public address system not being available for use information will be conveyed using loud hailers that will be stored in the Event Control Room/ Emergency Control Room. Actions to be taken on receiving an Emergency Communication On receiving a message relayed to a supervisor etc by radio or telephone, event staff will perform specific tasks as directed or monitor their area and convey their findings to the Event Control Room/ Emergency Control Room accordingly. They will also ensure that exits are available for use. Actions should be performed in a calm and discreet manner and unless specifically instructed non authorised persons should not be advised of the problem. Should the potential incident not materialise staff should revert to their normal work mode. Should however the Event Controller declare that an emergency situation has developed, staff should follow instructions issued from the Emergency Control Room. They should not undertake any additional actions unless they receive authorisation from the Emergency Control Room as they may not have a comprehensive overview of the situation. Duties should be performed in a calm and efficient manner. Staff should remain at their post until specifically stood down unless they are in personal danger. In the event of the police assuming control of the situation they will act in support of the emergency services. Personnel should participate in a debriefing session after the emergency situation has been addressed.

Media Communications All communications with the media will be handled by the Emergency Controller or someone who has been specifically authorised to undertake this duty. On no account should any person not specifically authorised by the Event Controller communicate with the media on matters relating to an incident. Muster Point The muster point during an evacuation in Eikon Exhibition Centre is the Balmoral Park Main Arena.
