Four (4) new rules in 2016 adopted by the USGA and R&A that affect playing and scoring: Can t anchor any club to your body when making a stroke. If the ball moves on the green and the player didn t cause it to move, there is no penalty. Play the ball as it lies. If you sign an incorrect scorecard due an incurred penalty that you were not aware of at the time, you will no longer be disqualified. The new penalty is 2 strokes. If you use an artificial teaching aid in the middle of play the penalty is 2 strokes for the first occurrence and disqualification for the second occurrence. SWD Club Rules for 2016 The Golf Club adheres to the USGA Rules of Golf. We do, however, provide some additional rules and guidelines that are intended to speed up tournament play, provide clarification for how we determine handicap flights, and specific tournament rules. We have modified our rules from last year regarding penalty for Slow Play. Please take a minute to review the following list of club rules (in addition to the USGA rules) that will be in effect this year. 1. When the first group in the tournament completes their round, they will set up a clock at the scorer s table. Time on the clock will be set at 20 minutes. The second group must finish and check in with the scorer s table before time on the clock reaches zero. The clock will be reset to 20 minutes for the next group. (Time may be taken after checking in for players to review their scorecards for accuracy and signature prior to then submitting them off the clock. ) Penalties will apply for late play note the following: Check in with the scorer s table in 20 minutes or less and there is no penalty. If your group is more than 20 minutes behind, but less than 30 minutes (within 10 minutes), two (2) strokes will be added to the gross score of each member of the foursome. If your group is more than 30 minutes behind (after 10 minutes), five (5) strokes will be added to the gross score of each member of the foursome. An additional 5 minute allowance will be added to the clock if the succeeding team has more players than the preceding team. 5
While this process is not desirable, it is more liberal than the NCGA s guidelines, and is an attempt to make our tournaments more timely and thereby more enjoyable for all of our members 2. The tournament chairman will determine summer or winter rules on the day of the tournament. If not specified, the rules in effect at the golf course will be used. Summer rules are play the ball as you find it and winter rules usually allow the ball to be bumped to within 6 inches of its original spot. 3. Take a maximum of two putts on temporary greens. 4. All putts must be holed out. No Gimmes 5. Out-of-Bound Option If your shot goes out of bound, you have the option to take a 2 strokes penalty and drop at the point of entry no closer to the hole. However, you have to decide before you hit your next shot unless it is a provisional. 6. Water hazard holes should be played from designated tees. i) If your tee shot lands in the water, you may drop on the other side - 1 stroke penalty. ii) If two consecutive shots land in the water, you must drop on the other side, total penalty -2 strokes. iii) You may also hit from the opposite shore and take a 2-stroke penalty. If you choose any one of the 3 options above, you must also circle the strokes on that hole to indicate this option has been invoked and you will be disqualified from winning any prizes for that tournament. 7. The Men's "A" and "B" flights will be split evenly among the participants in each tournament based upon current index. If the total participants results in an odd number, the A flight will have an extra competitor. Since your flight may change from one tournament to the next, it is YOUR responsibility to determine your flight prior to teeing off on the first hole. This is important as the tee boxes may be different for each flight, and hitting from the wrong tee box constitutes a penalty. 8. During the Club Championship, once you are placed in a flight, you will remain in that flight for the duration of the club championship. 9. For all members without handicaps, until you receive your official NCGA handicap you may compete for prizes, but you will be assigned a ZERO handicap. 10. Prize distribution for each flight and closest to the pin prizes will be points. The prize payouts are below: 6

Keeping accurate scores is an easy thing to do. Besides being easy, it helps to ensure fair competition. We all need to remember to post our practice round scores so that our course handicap fairly compares to another golfer's handicap during competitive rounds. If you forget to post your score at the golf course you can go to the NCGA website and post your score online at NCGA.org. The Tournament Committee has the responsibility and authorization to ensure fair competitions. Please help to ensure fair competition by posting accurate scores of all your practice rounds. Tournament Sign-ups, Cancellations, and Fines As an introduction to our new members (and a reminder to our returning members), here are some guidelines and information regarding signing up for a club tournament, cancellations, and the dreaded fines. In order to participate in a club tournament, you must sign-up with our tournament chairperson (TC). This is because we are provided a limited number of openings by the course. Members signing up after the field is full will be placed on a waiting list. The general rule is that you must sign-up with the TC no later than two weeks prior to the event. The sign-up number is listed with the tournament announcement. We recommend signing-up earlier to ensure that you will not be on a waiting list. 7
Cancellations are a fact of life. Things happen and even though you have signed-up, you find you cannot make the tournament. PLEASE contact the TC and let them know as soon as possible. This gives the TC time to notify the people on the waiting list. The last date to cancel and avoid a possible fine is two weeks prior to the tournament. Published in each newsletter with the announcement of the next tournament is a signup/cancellation deadline. Members canceling after that date or not showing up at the tournament will be notified of a fine by a written letter from the club. The fine structure is $5.00 for individual medal play tournaments and $10.00 for team event tournaments. The cost of the green fees will also be assessed if the club is charged for the fees by the course and we are unable to find a substitute for you. So, if you have signed up for a tournament and discover you can't play after the cancellation date has passed, contact the TC immediately.
