These comments are in addition to any requirements that are included in the attached Traf?c Impact Analysis Review Report performed by the Congestion Management Section of the Transportation Mobility and Safety Division of NCDOT. All requirements or recommendations included herein are based off current Department policies. This review should not be mistaken for approval of the driveway permit, design/construction plans, or?nal plat. A driveway permit must be obtained prior to construction. All design aspects of any submitted plans shall comply with current NCDOT Standard Specifications for Roads and Structures and Policy on Street and Driveway Access to North Carolina Highways. GENERAL COMMENTS 0 Lane Closures for required improvement construction will only be permitted under restricted hours due to heavy traf?c volumes in the vicinity of the proposed development. ' These restrictions will be determined during the driveway permitting application and approval RIGHT-OF-WAYDEDICATION& RESERVATION I A 25 right-of-way reservation shall be a requirement of the driveway permit and recorded via plat for the proposed subdivision for the property frontage along SR 1700. Additional evaluation will be necessary for lane con?gurations and storage lengths at this location. For informational purposes, the previous proposed TIA review for this parcel identi?ed the following configuration: 0 Fourlanecross section with dual left turn lanes and right turn lane on EB SR 1700 Covered Bridge Road o Threelanecross section with exclusive left turn and through lanes on NB SR l708 O Neil Street o Fourlanecross section with exclusive right turn and through lanes on SB SR 1708 O Neil Street, dual NB receiving lanes to the north of the intersection for the EB dual left This intersection was previously identified as being realigned in concurrence with the Town s long range transportation plan. The Department continues to support a realignment at this location should the Town require. The configuration, when determined will not be subject to realignment occurring. The installation of a signal at this intersection being identified by a TIA for an adjacent development does not dismiss or release this development from installation and or participation of a signal at this location provided the other development does not move forward as intended. It is recommended that the Developers coordinate this installation with other committed developments. The Department will not participate in determining the value of each individual contribution to this roadway improvement. - SR 1708 and Site Driveway I Northbound left - turn lane on SR 1708 with a minimum storage of 150 and appropriate SR 1700 and SR 1553 Intersection 2 Installation of a signal at this intersection has been identified as being necessary at this intersection. Should the timelines presented for project build-out dates not be met and traffic conditions change due to growth in adjacent areas, these recommendations may not be applicable.
