NEED FOR ADDITIONAL FUNDING Funding levels significantly reduced during recession Backlog of system maintenance and rehabilitation projects Growing population, more pressure on the system State and federal transportation revenue streams have declined Gas tax primary funding source for transportation - hasn t been raised since 1993 Need stable local revenue to attract state and federal matching funds

FINAL EXPENDITURE PLAN Expenditure categories: 69.85% Roads 29.85% Transit 0.3% Admin Front loads 75% of funds for Fix it First for roads & RT in first 5 years: Local roads to meet 70 PCI RT replacement of light rail & bus vehicles, improve maintenance & security, reach State of Good Repair

FINAL EXPENDITURE PLAN (CONT.) Balances need for investment in both road and transit options Emphasizes complete streets plans for bike, ped & transit Elk Grove SMART Service requires feasibility and coordination Protects air quality conformity Leverages matching dollars, limits admin & requires independent audits

ACCOUNTABILITY Annual audit by Independent Taxpayer Oversight Committee Five Year Update Plans required: Cities and County must demonstrate how 70 PCI will be achieved and maintained RT must demonstrate consistency with MTP and RT Board financial management policies Before any agency can dedicate less than 75% to Fix it First in first five years: Cities and County must demonstrate they have reached the established PCI RT must meet ridership increase, farebox recovery and reserve policy goals Agencies may divert to capital projects only with supermajority vote
