ACCOUNTABILITY Annual audit by Independent Taxpayer Oversight Committee Five Year Update Plans required: Cities and County must demonstrate how 70 PCI will be achieved and maintained RT must demonstrate consistency with MTP and RT Board financial management policies Before any agency can dedicate less than 75% to Fix it First in first five years: Cities and County must demonstrate they have reached the established PCI RT must meet ridership increase, farebox recovery and reserve policy goals Agencies may divert to capital projects only with supermajority vote
