Oceania Sport Education Programme (OSEP) In 2015, ONOC launched its new 3-year strategic plan. The plan consists of four pillars of Leading by example, Building NOC capacity, Promoting sporting excellence and Promoting community sport for change. OSEP aligned its activities to the second pillar of Building NOC capacity with the strategic objective of Support and develop activities & expertise within NOCs. OSEP reports to the Education Commission, one of four (Athlete, Women in Sport and Medical) Commissions under ONOC, whose organisational target is to establish OSEP training and development pathways in 8 NOC s in the 2013-2016 quadrennial. The four goals for OSEP were established as follows: OSEP Goals Description Goal 1- OSEP Training and Development program implemented nationally by NOC's Outcome Pool of OSEP Educators and Master Educators in NOCs All NF s self assess using RAT survey, NOC use data to input into new strategic plan Coordinated sport education systems Partnerships formed with sport, education and health Fully functional NOC education commissions Regularly monitored and reported NOC strategic plan in the education component Full time administrator in 50% of ONOC member countries Quality sport organisations Goal 2- Partnerships established with training providers to deliver OSEP courses nationally Training provider in each member country Quality maintained for all regional and nationally run OSEP courses Policies, procedures and guidelines adopted by NOCs to support the training and development pathway of sport volunteers and professionals Increase sport participation in communities Goal 3- OSEP integrated into sport specific pathways, for athlete support personnel, in association with national and regional sport federations. Training and development pathways for sport volunteers and professionals in each country revised according to Quality management system standard Revised and new courses created and implemented 15
2015 HIGHLIGHTS 453 participants trained across 6 NOCs (increase from 289 in 2014) 54 community coaches accredited (29 in 2014) 3 regional sports joint training with OSEP SiC with Oceania Table Tennis; MiSO course FIBA in Oceania; Educator, Master Educator and MiSO courses with Oceania Rugby 42 total courses delivered nationally (increase from 31 in 2014) 81 Management in Sporting Organisations administrators accredited (39 in 2014) Fiji Rugby League use OSEP Governance module to conduct orientation for new Board members 3 new national staff recruited in Palau, Pohnpei (FSM) and Samoa. Total of 3 regional and 8 national staff supporting OSEP All 12 OSEP courses delivered across the region 10 Advanced sport management administrators accredited (70% of the graduates were women). Best student prizes awarded to Nynette Sass and Meli Cavu OSEP s first official MOU signed with a regional sport federation - Oceania Rugby NOC s of Samoa (118) and Fiji (128) recorded the highest total number of trainings and participants accredited for the year Largest single training workshop date Fiji NOC with Fiji national sport commission, Oceania Rugby and national federations with 81 participants across 7 courses OSEP part of the UNESCO and ONOC Pacific Sport Compass working group Females comprised of 31.57% of total participants trained OSEP Training provider MOU renewed with Kiribati Institute of Technology OSEP Quality management system (QMS) for training component delivered in 3 countries 27 Educators and 18 Master Educators trained (from 24 and 15 respectively in 2014) OSEP Educators and Master Educators courses delivered in 3 countries of Kiribati, Samoa and Fiji respectively OSEP leadership module developed New versions of the OSEP SiC, CC&O, Educator and Master Educator training guides launched 16 176 sport in communities administrators accredited (89 in 2014) OSEP community coach integrated with FIBA in Oceania Hoops for Health coach and Beach volleyball community coach courses 99.34% of annual funds expended to support activities (Total income of US$350,000 budget allocation plus US$89,895 balance from 2014) KEY: Goal 1 - Training and Development programs in NOCs Goal 2 - Partnerships with National Training Providers Goal 3 - OSEP integrated with Sport specific pathways

OSEP courses include Sport in Communities Administrator, Community coach & official, Management in Sporting Organisations, Development coach, Competition Coach, Advanced Sport Management Course, Presenter, Assessor, Educator, Master Educator, Strength and Conditioning coach with Oceania Rugby and Beach Volleyball community coach with Vanuatu/Oceania Zone Volleyball CHALLENGES 1. Timely alignment of OSEP deliverables with NOC education priorities, budget allocation, training calendars and operationalizing staff plans 2. Sport Education officers being used to deliver other NOC activities 3. Regular and timely performance appraisal of staff between NOC and OSEP office 4.
