Sattahip International Regatta 2018 12 22 July 2018 Sailing Instructions 1. RULES 1.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 and the class rules of the respectiveclasses. 1.2 No national authority prescriptions will apply. 1.3 In all rules governing this event, the notations: 1.3.1. [DP] denotes a rule for which the penalty is applied according to the RRS introduction - Notation. 1.3.2. [SP] denotes a rule for which a standard penalty may be applied by the Race Committee without a hearing or a discretionary penalty applied by the Jury without a hearing. This changes RRS 63.1 and A5. 1.3.3. [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a). 1.4. The Equipment Rules of Sailing (ERS) will apply. 1.5. For medal races, World Sailing Addendum Q Umpired Fleet Racing will apply, and shall take over any conflictinginstructions. 1.6 If there is a conflict between languages the English text will apply. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located at the race office at The Yonlada House. The copies will be posted at the Information Board infront of the race office. Failure to post the copies will not be grounds for redress. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0900 on theday it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the official flag staff located at the beach in front of the race office. 4.2 When the flag AP is displayed ashore. The 1 minute is replaced with not less than 30 minute in the race signal AP. 5. FORMAT OF RACING 5.1 Racing is scheduled as stated in Attachment.

5.2 2 boats or more constitute a class. The regatta will consist of a single series for all Classes except for Optimist, Laser Standard, Laser Radial and Laser 4.7 the regatta will consist of an opening series and a medal race. 5.3 For an opening series, 12 races are scheduled. A minimum of 4 races are required to be completed to constitute an opening series for an event in order for the top 10 finishers to advance to the medal race. If less than 8 races are completed by 20July 2018, the opening series shall be the final series score, the medal race will not take place. 5.4 On the last day (22 July 2018), there will be only a medal race scheduled. Other classes no racing is scheduled on the last day. 5.5 Assignments to the medal race will be based on the results available as soon as possible after the protest hearing(s) for the last race of the opening series. 5.6 Optimist Fleet A and Fleet B. Fleet A are Top 40 Sailors based on the score after first day. Fleet A shall display a orange ribbon and Fleet B shall display a blue ribbon. Ribbons will be provided by Race Officers. 6. 6.3 On the last day of the regatta, if medal races are scheduled, no warning signal for the medal race shall be made after 1300. 6.4 To alert boats that a race or sequence of races will begin soon, an orange flag may be displayed with one sound signal for at least five minutes before a warning signal is displayed. 7. CLASS FLAGS Class flags will be as follows: Class Flag Optimist Class insignia(after Qualify races, B fleet use blue background with class insignia) Super Mod Class insignia OK Class insignia LaserStandard/Radial/4.7 Class insignia (white background) 470/420 Class insignia Hobie/Catamaran Hobie 16 Farr Platu/keelboat Class insignia Vaga Rudder SIR flag 8. RACING AREAS AREA A AREA B Super Mod Hobies/Catamaran OK Platu/Keelboat Optimist 470/420 Laser Standard Laser Radial/Laser 4.7 Attachment 2 shows the location of racing areas. 9. THE COURSES 9.1 The diagrams in Attachment 2 and 3 show the courses, including the course signals, the order in which marks are to be passed and the side on which each mark is to be left. 9.2 Hobie/Catamaran, Farr Platu/keelboat will sail windward-leeward courses only. 9.3 Courses will not be shortened except Royal Vega Rudder Championship. This changes RRS 32. 10. MARKS 10.1 Mark Types AREA A OK and Super Mod Yellow Cylindrical Optimist Mark 1 and 2 are White Cylindrical, Gate Marks are white teardrop. AREA B Hobies/Catamaran M1 Back Cylindrical Platu/Keelboat M1 Back Cylindrical 470/420 Orange Cylindrical Laser Standard Orange Cylindrical Laser Radial/Laser 4.7 Orange Cylindrical 10.2 Replacement marks, will be the mark boat with M Flag. 10.3 The starting marks will be the Race Committee signal boat display orange flag at the starboard end and orange/white teardrop mark at the port end. 10.4 The finishing marks will be Race Committee boat at one end displaying blue flag and orange teardrop mark at the other end.

11. THE START 11.1 Races will be started by using RRS 26. 11.2 The Racing Area for boats and the start sequence will be: Racing Area A : OK and Super Mod start together then follow by Optimist A and then B Racing Area B : Hobie/Catamaran, Farr Platu/keelboat, 470 and 420, Laser,windsurf Racing Area C : Vega Rudder course are Hobie/Catamaran, Farr Platu/keelboat, 470 and 420, Laser 11.3 Boats whose warning signal has not been made shall avoid the starting area. 11.4 A boat starting later than 2 minutes after her starting signal or later than 5 minutes for Royal Vega Rudder Championship will be scored Did Not Start. This changes RRS A4 and A5 12. CHANGE OF THE POSITION OF THE NEXT MARK To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. 13. THE FINISH The finish line will be between a staff displaying a blue flag on the finishing vessel at one end and the finishing mark at the other end. 14. PENALTY SYSTEM 14.1 For Hobie/Catamaran, Farr Platu/keelboat rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 14.2 Appendix P will apply as changed by SI 14.1 and 14.3 14.3 3 RRSS P2.3 will not apply and RRS P2.2 is changed so that it will apply to any penalty after the first one. 15. TIME LIMITS AND TARGET TIMES 15.1 Time limits and target times in minutes are as follows: 15.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did not finish. This changes rules 35 and A 4. 15.3 The time limit of Royal Vega Rudder Championship is 8 hours. The absolute time limit is 1700 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 No boat, regardless of her hull length, need to display a red.(flag).this changes RRS 61.1 (2) 16.2 Protest forms are available at the race office (Yonlada House) at the beach. Protests and Requests for Redress shall be delivered there within the appropriate time limit. 16.3 For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. 16.4 Notices will be posted within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at the protest room atyonlada House. 16.5 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). A list of boats that, under instruction 13.2, have been penalized for breaking rule 42 will be posted. 16.6 Breaches of instructions 10.4, 18, will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.

16.7 On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) (b) Within the protest time limit if the requesting party was informed of the decision on the previous day; No later than 30 minutes after the requesting party was informed of the decision on that day.this changes RRS 66. 16.8 Onthe last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2 17. SCORING 17.1 Four races are required to be completed to constitute a regatta. 17.2 (a) When fewer than 4 series races have been completed, a boat s series score will be the total of her race scores. (b) When from 5 to 9 races have been completed, a boat s score will be the total of her race scores excluding her worst score. (c) The score from the medal race will not be included for Laser Standard, Laser Radial and Laser 4.7 17.3 The Low Point Scoring System will be used. 17.4 To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the race office. 17.5 (a) The boats assigned to compete in the medal race will be ranked highest in the regatta, except for a boat disqualified under RRS 5 or 69. (b) For the medal race, RRS A4.1 is changed so that the points are doubled. RRS A4.2 is changed so that the scores are based on the number of boats assigned to compete in that race and then doubled. (c) For boats assigned to compete in the medal race, ties will be broken by the medal race score. This changes RRS A8. For tied boats with the same points score in the medal race, ties will be broken by the medal race score. This changes RRS A8. For tied boats with the same points score in the medal race, ties will be broken applying RRS A8 to the opening series scores. 17.6 For the Royal Vega Rudder Championship, the Portsmouth Yardstick handicap system will be used.royal Vega Rudder race will not be counted in the series. 18. SAFETY REGULATION 18.1 A boat that retires from a race shall notify the race committee as soon as possible. All dinghy classes boat shall personally sign-on on the forms provided at the beach master tent prior to launching. After arriving on shore, each boat shall personally sign-off on the form provided within the protest time limit. The penalty for infringing SI 19.1 will result in a penalty equivalent to a 5% of the fleet for the first race of that day if the boat fails to sign-on and of the last race of that day if the boat fails to sign-off, without a hearing. This changes rules RRS 63.1, A4 and A5. 18.2 Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. 18.3 A boat that retires from a race shall notify the race committee as soon as possible. 19. REPLACEMENT OF CREW OR EQUIPMENT 19.1 Substitute of competitors will not be allowed without prior written approval of the protest committee. 19.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the protest committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

20. SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside area where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 21. TRASH DISPOSAL Trash may be placed aboard support or official boats. 22. DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 23. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 24. PRIZES 24.1 Royal Vega Rudder Championship trophy for varies classes from the Late King Rama 9. Super Mod National Championship trophy from the Late King Rama 9. OK dinghy Championship trophy. Optimist Championship Trophy. 24.2 Super Mod classes that races the National Championship title is reserved to Thai National sailors only. 24.3 Medal race trophy for Laser Standard, Laser Radial and Laser 4.7 24.4 Prizes categories will be posted on the notice board. 25. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. ------------------------------------
