6. 2008-2010 Championships Open to the floor for comments Seeding question when you have a team that has ineligible players for OFSAA but get a high seed and can t play those players for OFSAA incorrect - Which players are you bringing to OFSAA do you have any ineligible - Allowed to play in regular season should be dealt with at association level, why is it not dealt with at the local level? - Record is lopsided - Ask for ineligible players on AELS - Ask for injuries for AELS - What about hosting? And having a game in your own facility is that a concern? - Schedule is set out in advance and if hosting may get a break on facility playing in own gym - Paul- OFSAA championships- any concern about players play in their home gym? - Lexy- she approves schedules, and tries to assure teams are rotated, but players may end up playing in home facility - Jason L. Is there a template for banquets? Some are really well put together, others you feel cheated out of your money. OABO Presentation on 3-Person Officiating Bruce Covert 3- Person Officiating Proposal put together last year - Last year this committee supported the proposal going forward but the boys committee did not, both have to agree in order for it to work. Boys found too many roadblocks. - Pilot project for AAA and AAAA because it doesn t work for the A and AA because there are just not officials at this level. Boys wanted it to be available across the board if it were to be implemented. - Contract has been reformed Female Officials- - Female officials 25% or higher at all four tournaments this past year. - Have female officials min 25% and have more than 25% for 2 champs - OFSAA has helped to increase presence of girls officials. - Had a few females for boys championship - Happening at the college level and OFSAA has helped with this - Site selection - Selection of the sites - Certain parts of the province that don t have the officials to work the champ - 2 boys tournaments in North Bay- this area of the province does not have the officials to host this tournament. The most officials North Bay has ever provided of the expected 8 is 2, which is a cost to convenors of paying 6 travelling officials. - Deciding on a host could OABO be consulted - Let host know that costs are going to go up if don t have officials to host - Gradual increase in contract money was request of committee 2

Review of Playing Regulations LTAD Model - Sean- Working on LTAD/CS4L and FIBA joint - We re going to bring chart to show FIBA and NFHS rules to see what difference and what the reasons for differences are based on LTAD - Wants to educate coaches and players- links, on-line - Train to win/compete stage- # of games, practices cannot match up to the recommended 3 practices:1 game for this stage in a HS season - OBA wants to track HS season- to ensure proper rest/recovery - Lexy- CS4L committee is supposed to be formed to deal with these issues - Paul mentioned in the past there have been changes to shortening girls season which has added to this problem - Add into minutes - Jon- Is there a max. number of minutes you can play? Sean- No more than 2 games in a day is the recommended, but nothing is set - Looking at game limit for high school - Nothing specific for basketball - Waiting for PSOs to decide on their own CS4L - Once they come up with something we can look at what is needed for high school specific - OBA coming up with own committees to look at age specific needs - Links and education we need - Only restriction is can t play 3 games in a day - Looking to restrict seasons so high school and OBA don t overlap for the girls season Shot Clocks - Sean is doing data collection to see OBA clubs that have clocks and how clubs can share clocks with high schools HS Coaches Issues around FIBA rules Gender equity update - Update on girls on boys teams- Lexy explained the data will available from the gender survey for the winter season - Update on girls playing on boys team Review of Entry Chart Structure - Review of Entry Chart Structure - Changes to National Capital numbers - LOSSA 16 AAAA with - LOSSA has zero entries at A level - NCSSAA-11 A schools - SINGLE A (to make 16 entries) - TDSSAA plays TDCAA - COSSA plays CISAA - YRAA plays GBSSA - NEOAA plays NWOSSAA - DOUBLE A (to make 16 entries) - CISAA has 0 - Split second entry between COSSA and NCSSAA - Take second entry away from SOSSA - NEOAA plays NWOSSAA - TDCAA plays LOSSA - YRAA plays GBSSA - GHAC plays ROPSSAA 3
Championships - Could go with pool play for 20 team championship - 5 pools of 4 with reseeding 1-8 - And have tie breaking procedures with a maximum of 20 spread - Moving to a 20 team- pool structure finals vs. 16 team for AA/AAA - Try with 5 pools of 4 vs. 4 pools of 5-5 pools winners move on plus top 3- seeded 1-8, - Tie Breakers: 1) offensive points for point cap of 20 lead/ game, 2) defensive points for/against in your wins, 3) - Jason Mover 5 pools of 4, top team from each pool moves forward, and 3 wildcards, first 5 are seeded based on previous pool seeds, wildcards are seeded 6-8 - The wildcards determined by a tie breaking procedure- 1) offensive points for and against with cap of 20 points/ game, 2) points against, 3) random draw seconded by Jon - Heather Mover to remove the entry chart Seconder Paul - OBA head to head - Points for and against with 20 team maximum - Look at second option - 2 nd is points against - 3 rd random draw - Motion Jason 1 st 2 nd Jon motion 5 pools of 4 with top team moving forward and 3 wild cards determined by tie breaking procedure carried - Motion Heather 2 nd Paul remove entry chart Review of number of medals given - 18 medals Jon & Paul carried Need to develop a seeding format - Lexy outlined other seeding formats from other sports, and committee selected snake format - 1-10-11-20 - 2-9-12-19 - 3-8-13-18 - 4-7-14-17 - 5-6-15-16 - Seeding for 20 teams -Mover Paul, Seconder Heather, Carried - Paul brought up the issue of the entry deadline, and wanting to move it forward to give the convenor more time. Officials - Bruce officials will be selected as per the OABO agreement Mover Jon, Seconder Heather- Carried - 9b) should be removed Officials shall be selected as per the OABO agreement mover Jon & 2 nd Heather carried Uniforms - Bruce uniforms- formerly teams have come with illegal uniforms/ illegal numbers/ just one set of uniforms (financial issue-paul), in the past it has been ignored- it should be a technical foul - Paul had question to Bruce about issue with light/ dark jerseys- can official make you change colour - Teams are now having FIBA numbered jerseys and this goes against the rules - Should follow the rules - Why was bb rule needed? Other Business Club and high school divisions - To separate them it would be almost impossible to do - Different divisions playing on same team - Tried in past no way to regulate 4
- Could have team full of really bad club players- various club players of different levels, no guarantee cub trained athletes are better athletes - Difficulty in school system with keeping coaches - Fees draw athletes to clubs because they assume better quality, which is going to impact schools which do not pay - OBA tryouts must be after the high-school season to not steal from the high schools Preferred ball for OFSAA basketball championships - Wilson ball is preferred, want to move to Wilson basketballs-popular at the college - Spalding ball very hard, not liked ok ball - Molton might be an option, ties with FIBA, would be buying a lot of basketballs Expensive not tried - Nike balls kids do not like these basketball Review of Ophea Safety Guidelines - Admin will flag things go against safety guidelines - Use for phys ed classes and to look at equipment - Schools at the local level that are so small, maybe moving those games to larger venues New committee chair - Erin committee chair FIBA Rules - OCAA is gone to FIBA rules- Sean - Officials standpoint one set of rules would be great - Boys not in favour this year - Not a sense across the province with what we people want - Need to go back to associations and ask about this - Coaches who are doing both club and hs want FIBA - High School coaches want to stick with Federation rules - FIBA is best for the athletes - Shot clock is the contentious issue and the fact that the clock is 24 seconds and that changes the game so coaches have change - Coaches don t want to make change - Have to present it as a good package - Shot clock is problem and resetting the clock is a problem, scoring staff, shot clock expense, adjustment to gyms - Canada BB made presentation 5 years ago and joint meeting - Backs were up and no one would say FIBA without trouble - 5 years ago with Canada Basketball told what to do - Need to come in with plan for FIBA and then present - Keep game at 32 minutes otherwise makes a lot of trouble and extra expense - Someone needs to present in association what FIBA - OFSAA, OABO, Ontario Basketball- create presentation to SACs, SAC- adopts, and promotes it to specific associations - Collaborative efforts to come up with FIBA plan - Should be same person for each region - Each regions committee- would have to get the numbers of boys/girls reps in favour or against FIBA - Keep the presenter explaining the change to FIBA consistent throughout all regions - Generic package to give to each region to be presented - Do rules without the shot clock and then 5 years down the road put in the shot clocks - FIBA rules without shot clocks recommendation from committee mover Paul 2 nd Jon Carried - Ask Laura to speak on behalf - 5
