Special Olympics National Games 2014 Sailing Regatta 20-24 October, 2014 Albert Park Lake Albert Park Yacht Club Organising Authority In association with Special Olympics Australia and Sailability Victoria SAILING INSTRUCTIONS 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Yachting Australia Special Regulations Part 2 will apply. 1.3 The Special Olympics Summer Sports Rules - Sailing will apply, except that where there is a conflict between the Special Olympics Summer Sports Rules Sailing and the ISAF Racing Rules of Sailing, the ISAF Rules shall apply. The following rules of the Special Olympics Summer Sports Rules Sailing shall not apply: A2, A3, B2, C2, E1, E2, E3, F4 and F8. 1
1.4 a) Racing rule 26 will be changed as follows: An audible countdown may be provided during the start sequence. b) Racing rule 44 will be changed as follows: Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. c) Racing rule 61 will be changed as follows: If a protesting boat is unable to hail or display a red flag, she shall inform the other boat at the first reasonable opportunity. d) Racing rule 63.3(a) is changed as follows: A representative at a protest hearing who was not on board at the time of the incident may be allowed to speak on behalf of either party. 1.5 Under rule 87, rule C6 of the Hansa 2.3 and Hansa 303 class rules will not apply. Membership of the Class Association is not required. 1.6 Rule 75 and the provisions of ISAF Regulation 19 will not apply. Membership of an affiliated club is not required. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located in the Albert Park Yacht Club. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted not less than 1 hour before the race session for which it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the flag mast of the Albert Park Yacht Club. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 15 minutes in the race signal AP. 5 SCHEDULE 5.1 Monday 20/10/14 0900-1000 Volunteer Briefing 1000-1100 Equipment Inspection 1100-1300 Registration 1300-1330 Competitor Briefing 1600-1900 National Games Opening Ceremony Tuesday 21/10/14 0900 Race Management Team Briefing 0930 Team Leaders / Head Coaches Meeting 1100 Racing Wednesday 22/10/14 0900 Race Management Team Briefing 0930 Team Leaders / Head Coaches Meeting 1100 Racing 2
Thursday 23/10/14 0900 Race Management Team Briefing 0930 Team Leaders / Head Coaches Meeting 1100 Racing 1700-1900 Medal Presentation Ceremony (MSAC) Friday 24/10/14 0900-1200 Equipment Try-Outs 1600-1900 National Games Closing Ceremony 5.2 The scheduled time of the warning signal for the first race each day is 1055. 5.3 No warning signal will be made after 1400 on Thursday, October 23. 6 CLASS FLAGS Class flags will be: Class Flag Hansa 303 / SO Level I Numeral Pennant 1 Hansa 303 / SO Level II Numeral Pennant 2 Hansa 303 / SO Level IV Numeral Pennant 4 Hansa 2.3 / SO Level V Numeral Pennant 5 7 RACING AREAS Attachment 1 shows the location of racing area. 8 THE COURSES 8.1 The diagrams in Attachment 2 show the courses and the order in which marks are to be passed. All rounding marks are to be passed to port. 8.2 No later than the warning signal, the race committee signal boat will display the course to be sailed on a whiteboard using the descriptions W2, W3, T2 or T3 as per Attachment 2. 9 MARKS 9.1 Marks 1, 2 & 3 will be Purple Buoys. 9.2 The starting and finishing mark will be a Purple Buoy with grey markings. 10 THE START 10.1 Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal. 10.2 The starting line will be between a staff displaying an orange flag on the race committee signal boat at the starboard end and the course side of the port-end starting mark. 10.3 A boat starting later than five minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. 11 CHANGE OF THE NEXT LEG OF THE COURSE The course will not be changed after the start. This changes rule 33. 3
12 THE FINISH The finishing line will be between a staff displaying an orange flag on the race committee signal boat at the starboard end and the course side of the port-end finishing mark. 13 PENALTY SYSTEM Rule 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn Penalty. 14 TIME LIMITS 14.1 The time limit for the first boat in each class to sail the course and finish is 60 minutes. Otherwise, the race will be abandoned. 14.2 Boats failing to finish within 10 minutes after the first boat in their class sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit. 15.2 The protest time limit is 30 minutes after the last boat has finished the last race of the day. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2. 15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. 15.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 15.5 Breaches of instructions 17, 18, 20 & 21 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.6 A request for reopening a hearing shall be delivered no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66. 16 SCORING 16.1 6 races are scheduled, of which 3 races are required to be completed to constitute a series. 16.2 (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17 SAFETY REGULATIONS 17.1 Boats may be inspected by the race committee at any time. 17.2 A boat that retires from a race shall notify the race committee as soon as possible. 17.3 PFDs (lifejackets) shall be worn at all times while afloat. 4
18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of competitors will not be allowed without prior approval of the race committee. 18.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made at the first reasonable opportunity. 19 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. 20 SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment. 21 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 22 AWARDS Awards will be given by Special Olympics Australia. Medals will be presented for first, second and third place finishers, and ribbons for fourth to eighth place finishes. 23 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 24 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1 Million AUD per event or the equivalent. 5
