BOP U13 Ellis Shield Team 1 History The Ellis Shield Rugby Tournament is an annual Junior Rugby tournament run by the three Bay of Plenty Rugby Junior Rugby Committees in conjunction with the Bay of Plenty Rugby Union. The tournament sees Eastern, Western and Central Bay Under11, Under 12 and Under 13 representative teams compete for age grade trophies and the Ellis Shield. The age grade winners will win trophies including the Liam Messam Trophy (U13), Tanerau Latimer Trophy (U12) and the Rob Shaw Trophy (U11). These trophies were named after those who have made a great contribution to rugby in the Bay of Plenty. The region that wins the most games across the three grades wins the Ellis Shield. Eastern Bay of Plenty Junior Rugby teams made history in 2014 by being crowned the Ellis Shield Champions for the first time ever in the 22 years that the competition has been played. Comment from former Eastern Bay Junior Rugby Committee Chairperson, Raylene Gage Te Hau said, It s about getting our best Eastern Bay junior players, in the older age groups, to play and be competitive at a representative level, and to experience the tournament and its history. It s a great opportunity for them to really test their abilities, raise it to another level, and it's also a time where the younger players can watch their tukana and hopefully aspire to play at that representative level one day as well ".

Responsibilities BOP Rugby Union Undertake administration for the Tournament Appointment of Referees Distribution of Ellis Shield Handbook with draws, results and rules Undertake media releases as needed and update website and Facebook Ensure trophies and Ellis Shield is available for presentation at each venue Host Venue Appoint an Event Manager to be responsible for the overall running of the day and ensure the following tasks are completed: On site First Aid (at discretion of host venue see H&S section for emergency procedure) Ensure the fields are marked Man Power to dress and undress grounds including post pads, flags and side-line ropes All fields will be set up at 9am Access to Change rooms one hour prior to first game starting Ensure visiting teams and referees are met on arrival and understand the location/venue Each of the host venues to provide two parents to be act as Crowd controllers and running the day Facilitate the presentation of Shield after the final game Ideally the venue will have food available for public sale i.e. simple sausage sizzle (at discretion of club and subject to manpower) Sub Union Committees Appoint coaches Provide playing apparel Provide training equipment as required
5. Health & Safety Emergency Procedure There will not be a medical presence at each venue i.e. St John. In case of emergency dial 111. The host venue Event Manager needs to know when this occurs to ensure access can be arranged if an ambulance is called. The host venue Event Manager will let all team managers know, upon arrival if there are any hazards that teams need to be aware of. Technical Zones / Ground Set-up For all club rugby games from Bay wide Premier to U11, technical zones are to be prominently marked with control barriers, ropes, painted lines or cones. These technical zones are to consist of 2 x 7.5 m x 1.5 m rectangular boxes located on ONE side of the field, one for each team. They are to be situated at least 3 metres and no more than 7 metres back from the touch line with one of its edges in line with the 10 metre line and the other near the half way line. (See diagram) Where clubs have games operating on two fields simultaneously side by side and where the space between the fields prevent 10 metres of clear distance between the touch lines and the control barriers, the two technical zones are to be erected on the outside edges of the fields and the area between the two fields is to be roped off to ensure NO PERSONS can access this area to watch the games. (See diagram 2 Fields set up) Clubs MUST erect control barriers across both touch lines of each field in operation. This barrier must be AT LEAST 5 metres from the touch in goal line and dead ball line intersection and 7 metres from the half way line. (See diagram)
All team reserves, coaches, managers and water carriers must remain within the confines of the technical zone during the match. Medics and water carriers must be clearly identified (ie fluro bibs provided to the Clubs by the BOPRU in 2014) and are the only personnel permitted to enter onto the field of play during stoppages (tries, injuries, other stoppages). No bibs, no entry to field of play allowed by referee.
6. Tournament Rules The Tournament: 1. This tournament is open to the Under 11, Under 12 and Under 13 Representative teams from the following Sub-Unions: - CBOP, WBOP and EBOP. 2. The Tournament shall be held annually. 3. The Tournament shall be held at each Sub Union as the Bay of Plenty Rugby Union shall decide. Venues to be on a rotational basis unless otherwise agreed. 4. The tournament committee will comprise of BOPRU staff and Sub Union Delegates. This committee will be formed to handle Judicial and Disciplinary matters and to ensure all tournament rules are adhered to. Tournament Operation Teams: 1. The BOPRU shall be responsible for: referees, tournament admin. 2. The BOPRU shall decide the times of the games in consultation with the Sub Unions. 3. From 2016 each of the three sub unions will annually host one of the three grades on the same day. WBOP U11s, EBOP U12s, CBOP U13s, The host Sub-Unions will provide volunteer support to manage the day to ensure sidelines are safe and crowd control ropes are in place. 4. For Health & Safety purposes, fields must be set up as detailed in the diagram below. Referees will not start the game unless this has occurred. 5. Each Sub-union will be responsible for appointing an independent Tournament team selector who will over the course of the games determine a BOP tournament team which will be announced at the end of the competition day. This will be a 22 player paper team for U11 and U12. The BOP U13s 22 player tournament team will play three further games arranged with other unions. 6. BOPRU/Sub Union delegates will contact each other between the three venues to communicate the age grade results on the day to determine the winner of the overall Ellis Shield. 1. Each Sub-Union shall select no more than 25 players per team. No allowances will be made for traveling reserves. 2. Each Sub Union will send to the BOPRU on or before the date of the local competition finals (16 August in 2017) a team sheet with Names of the players, Date of birth, Club name 3. To participate at the Tournament, the player must be: Under 11, 12, 13 years of age on 1 st of January the year of the tournament and play in the correct age grade 4. A current NZRU registered rugby player
5. Tai Mitchell representatives are permitted to play in this tournament. Competition: 1. Points shall be allocated: 4 for a win, 2 for a draw 2. The Sub Union which has accumulated the most points over the whole day shall be the winner of the Ellis Shield. 3. If there is a tie at the end of the day, the winner will be determined by point s differential over all grades over the whole day. 4. All games will be played in 22 minute halves with 5 minutes for half time. Game will commence at 10.30am with 30mins break between games. 5. Substitutions must be made in accordance with the NZR Small Blacks rules, ie. All players on the team sheet for a game must play a minimum of 22 min / game. 6. Ball size All grades will use size 4. Tournament Rules: 1. All Tournament Rules will be distributed in advance of the tournament, and clarified at the Managers Meeting prior to the commencement of the first game. Competition will be played under the NZRFU small blacks rules. 2. Any breach of Tournament Rules will result in the offending team losing points, i.e. 4 points for each offence. 3. If a breach in the rules occurs prior to the commencement of a game, the opposition team will win the game by default. 4. The BOPRU reserves the right to expel any Sub-Union that continually demonstrates a total and complete disregard for the tournament rules, following an internal investigation
