1 Beachlands Maraetai Touch Football Information Booklet 2017/18 Season Start Date: Wednesday 25th October Season Dates U6 and U8 COACHING WORKSHOP Sunday 8th October 3 to 4 pm Compulsory training for all U6 and U8 grade coaches. All other junior coaches welcome. MANAGERS MEETING Wednesday 11th October 6.30pm A meeting for all managers or coaches of every team will be held in the bar at Te Puru. This meeting is compulsory. It will be no longer than 45 mins. Committee members will be present to answer questions. Please return any trophies at this meeting. REFEREES MEETING Tuesday 17th October 6.30pm Compulsory training for all teams (U18 and Open) nominated referees. COMPETITION STARTS: Wednesday 25th October 2017 Wednesday 6th Dec (Xmas break) RESTARTS 2018: Wednesday 24th January Wednesday 21st February 2018 FINALS DAY Saturday 24th February
2 NEW THIS SEASON: Open Mens and Womens Grades If team registrations allow then an Open Mens and Womens competition will be run. 3 and 3 mix for Junior Grades Now a maximum of 3 boys on the field. (Minimum 1 boy). Girl Tries now worth 1 point (not 2 as in previous years). Registration Information Fees Juniors: Under 6, 8, 10, 12, 14, 16, 18 $330 Seniors: Open A, B, C, D and E $450 All full team payments are to be made to the BMTFC account by 14 October Use your team name and grade as a reference. This account is with the BNZ Bank. Payment can be made via internet banking or via payment by cheque or cash at any BNZ branch. Individual registrations BMTFC does not accept registration of individual players however we do collate a list of players who are looking for teams and of teams who are looking for players. For this service forward the player name, age, date of birth, sex and contact details to beachlandsmaraetaitouch@gmail.com Conditions Registration will only be accepted if payment is made in full by the due date. Late registrations will incur an additional fee of $50. At least 8 players must be registered at time of registration. Uniforms: All teams are responsible for supplying their own uniform. Donation of time Please be aware the Committee has an expectation that every team is happy to donate 2 hours of time per season to assist with the running of the module, so please do not be offended if a request is made to your team. Minimum Team Compositions for ALL GRADES! Grades Male players/s maximum 3, minimum 1 Female player/s maximum 5 minimum 1 Junior Age Grades The cut off age for each age grade is 31 December Teams can register a maximum of 14 players. Under 6 Players need to be 5 and under as at 31 December 2017 Under 8 Players need to be 7 and under as at 31 December 2017 Under 10 Players need to be 9 and under as at 31 December 2017 Under 12 Players need to be 11 and under as at 31 December 2017 Under 14 Players need to be 13 and under as at 31 December 2017 Under 16 Players need to be 15 and under as at 31 December 2017 Under 18 Players need to be 17 and under as at 31 December 2017 Please include the correct date of birth when registering. Proof of age may be requested at the committees discretion. Open Mixed Grade - Includes divisions A, B, C, D and E depending on team numbers. Players must be 13 years or older to register. Teams with players under 18 years will be asked to sign a waiver accepting their responsibility for registering a Junior. Open Mens and Womens Grade Players can be registered in this grade in addition to another Grade. This Grade will only go ahead if team registrations and field allocations allow.
3 Referees Under 6 and Under 8 These grades are to be refereed by the coaches/managers. There is a mandatory Coaches training day for Coaches/Managers of Under 6 and Under 8 grades. This is to provide methods of teaching basic level skills for teams. This will be held on Sunday October 8 th 3-4pm at Te Puru. REFEREES TRAINING DAYS 17th October 6.30pm Under 10, 12, 14, and 16 Grades Referees will be provided by the referee development program. Your teams nominated referees must attend this session. Touch NZ Level 1 Referee Course The committee in conjunction with Counties Manukau Touch and Touch NZ will be offering this course. If you are interested, beachlandsmaraetaitouch@gmail.com. Date and time to be confirmed. Under 18 and Open Grades The onus is on the team to supply two referees, so when one is unable to attend the reserve referee can fill-in. This is to be co-ordinated by the team. It is the responsibility of the Team Manager to ensure their teams referee turns up for duty. Anyone can be put forward to referee. These referees are allocated to games based on merit and availability regardless of age. Training provided. Fines Imposed for U18 and Open Grades If your referee does not show for the assigned game, the TEAM (not the referee) will be fined $ This fine will need to be paid in full at the Registration Desk before you take the field the following week.
4 FIELD LAYOUT Wednesday Night Schedule Our information tent is located on the field. Here you can find the draw, notices and Referees check in sheet. Games are two 14 min halves. With a 1 minute changeover. One blast of the hooter sounds the start and finish, referees whistle sounds the start and stop of play. Under 6 and Under 8 teams play on half field. There will be 1 competition ball per field, these are to be left in the centre of the field at the completion of each game last game of the night, referee to hand ball and field cones into registration desk. PARKING No parking in front of the Te Puru complex. Extra parking is available at Kelly s Creek. As per Council Regulations no dogs are permitted on the fields. AFTER YOUR MATCH Sausage Sizzle, hot dogs and refreshments are available for Junior Rounds. Clubrooms are open for refreshments and food from 6pm. Times: 5.20pm: Under 6 and 8 grades 5.50pm: 6.25pm: 7.00pm: 7.35pm: Under 10, 12 and 14 grades Under 14, 16, and 18 grades Open divisions Open divisions The usual times for playing for each grade will not be determined until all teams are registered and the draw is made. Times may vary from those indicated above. BYES If there are an uneven number of teams in a grade some teams may have a bye round. Affiliation BMTFC are affiliated with Touch New Zealand (TNZ) and Counties Manukau Touch Association (CMTA). All BMTFC registered players are eligible for selection for CMTA representative teams. CMTA trials will be held in October and November for all age groups from under 10 to over 50 s. Date, time and place to be advised. BMTFC intend to enter representative teams in the CMTA Supa-Touch tournament and / or carnival in the under 10, under 12 and under 14 grades. Further details will be provided at the start of the season.
5 OTHER RULES Uniforms identical coloured t-shirts to be worn by each team member. Numbers must be on the back of each shirt. (Under 6 s grade are excluded). Social Touch Rules THE PURPOSE OF THE GAME To Score Touchdowns. The team who scores the most touchdowns wins the match. 10 Basic Rules of Touch 1. Commence (and recommence) match with a tap at the center of halfway. Footwear: Shoes without screw in or metal studs, or cleats are to be worn by all players. Light leather or synthetic boots or shoes with soft moulded soles are permitted. Bare feet are not permitted. Jewellery and fingernails please note safety concerns. No jewellery to be worn, including watches and sunglasses prescription glasses only. 2. Team in possession (attacking team) is allowed 6 touches, unless the ball goes to ground or an infringement occurs. 3. After a touch is made, all defending players must move back 5 metres from the touch to be on side. 4. All touches are to be effected with minimum force only. Only claim touches you make and claim them loudly and clearly. Any touches claimed incorrectly should be followed immediately by a clear No touch claim. 5. At a change of possession, restart play with a roll ball. 6. At penalties, recommence play with a tap or a roll ball (your choice) at the mark the referee indicates. Duration and Scoring Duration the match is 30 minutes in duration consisting of two 14 minute halves. No extra time will be played (except in finals games). Scoring a touchdown is worth (1) point whether scored by a male or female. 7. Dummy half (the player who picks up the roll ball) may run with the ball but if touched the ball is handed to the opposing team (unless the player making the touch is in an offside position). Dummy half cannot score a touchdown. 8. Ball must be placed on the mark where the touch occurred and a roll ball performed, (unless it is the 6 th touch, then the ball will be left on the mark or handed over to the opposition immediately). 9. To score touchdowns, the player in possession (other than the dummy half) must have possession (control) of the ball and places (or grounds) the ball on or over the teams attacking score line, prior to a touch being effected. The feet DO NOT have to be grounded. 10. Penalty Offences include: Forward pass Touch and pass (where the player passes the ball after they have been touched by an opposition player). Roll off the mark Obstruction Offside Touches claimed and not made Over-physical play
6 COMPETITION POINTS Competition Points points are awarded in competition matches as follows: WIN = 3 points BYE = 3 points DRAW = 2 points LOSS = 1 point FORFEIT = 1 point DEFAULT = 0 points If at the end of the season, two or more teams are found to have equal competition points, then teams placing is based on the greatest difference between touchdowns scored versus touchdowns against. Competition points and the following weeks draw will be posted on the Notice Board (and also on the website follow the link from each week. Default a team will be considered to be in default should they not field a team within the first ten (10) minute period of a match. For every two (2) minutes that a team is late then one (1) touchdown will be awarded against that team to a maximum of five (5) touchdowns. Player Registration Rules Players can be registered in more than one team. These teams must be in different grades. (a player cannot play in more than one division of A, B, C, D or E in Open Grade A player must be registered in each team they play in. If a team fields a player not registered to their team, an automatic loss of competition points for that game will occur. If a player plays in more than one team and is also a referee, their referee duties take priority over playing. If a team is found to have played an unregistered player, that team will be defaulted and awarded 0 points. The non-offending team will be awarded a win and 5 touchdowns. If a team is found to have registered and played a player whose age is greater than the maximum age for the grade, an automatic loss of competition points for that game and the season to date will occur. The committee is able to request any Junior players proof of age at it s discretion. Additional players can be registered (maximum of 14) after the season commences, but will need to of played 5 competition games to qualify to play on finals day. Cancellations and Injuries Cancellations if due to weather conditions Council closes the grounds, or if the BMTFC committee cancels the evenings play for any reason, a notice will be posted on the Touch/Te Puru website. Please ensure that individuals in teams do not phone the committee. That night s competition will then be played the following week, with the complete published draw rolling back one week. Injuries BMTFC or the committee do not accept any responsibility for players or spectators unfortunate injuries while playing or participating in touch football. If an injury does occur, first aid and ice packs are available from the barbecue area.
7 Code of Conduct HAVE FUN AND PLAY HARD, BUT PLAY FAIR. ABUSE FROM PLAYERS AND SPECTATORS WILL NOT BE TOLERATED PREVIOUS SEASON'S CONDUCT WILL BE CONSIDERED IN ANY DISCIPLINARY ACTION TAKEN. It is important to us as competition/module organisers that all players enter into the social spirit of the game and treat their fellow players and officials with respect. If this does not occur the following disciplinary actions will apply: 1. Frequent Undisciplined Behaviour a player who continually breaches the playing rules is liable to dismissal. We are all responsible for the conduct of players in our respective teams and should be aware that illdisciplined players are disruptive to the spirit of the game. 2. Dismissals any player may be dismissed or sin binned for five minutes for misconduct at the discretion of the referee and cannot be replaced by another player. Dismissed players may be reported to the judiciary committee for further action. 3. Any player sent from the field for the duration of the game may not be replaced. 4. Dispute No player, team official or spectator may dispute or make any protest of the referee s decisions. We all dispute calls from time to time, but what we want to encourage is that this is done in a constructive way which encourages respect and consideration. Players and spectators need to appreciate that the volunteer referees and officials are doing the best they can. If you do have any disputes or complaints please lodge these with the Committee immediately after the game. This will enable us to mediate and consider the issues. If we do not know there is an issue and a complaint is not lodged, our disputes process cannot be implemented. 5. All complaints of misconduct are held on record and may be considered for any disciplinary matters the following season. 6. All players, coaches, managers and supporters are expected to show a positive, respectful attitude for everyone involved in the touch module. Criticism and disrespect for officials, opponents, coaches and supporters undermines the purpose of the BMTFC and only encourages behavior contrary to the spirit of the game. Parents, coaches and other adults should remember that children learn by example it is up to the adults to set good examples. 7. BMTFC will not tolerate conduct that is detrimental to the sport or to the BMTFC module. We require self-restraint by all participants. Any conduct that is contrary to the spirit of the game and BMTFC may be referred to the Disciplinary Committee. 8. BMTFC are affiliated with Touch New Zealand and Counties Manukau Touch Association and therefore have the support of these organisations regarding disciplinary matters.
8 Disciplinary Procedures BMTFC want to foster an environment where players, officials and all participants of our Touch Module are treated with respect and play within the rules and guidelines. Procedures will be in accordance with the Touch New Zealand Discipline and Player Misconduct guidelines and the Code of Conduct Judicial Rules of the BMTFC information booklet. Players, coaches, referees, managers and spectators may be liable to penalty, sanction or other appropriate action regarding breaches of the code of conduct and / or rules. A player, referee, parent of a player, coach or manager of a team, or a committee member can lodge a complaint to the BMTFC committee. The complaint must be made in writing either on the BMTFC complaint form or in an to a committee member. Verbal notification of a complaint from a referee or committee member is acceptable provided it is followed up in writing. Complaints must be received within 24 hours of the alleged incident. The complaint may relate to team registration, player behaviour, side-line behaviour of spectators or a decision of an administrative nature. Complaints regarding the on field decisions of the referee in general play will not be considered. Any matters relating to referees are to be referred to the referee s co-ordinator. Complaints will be heard and considered by the disciplinary committee of BMTFC. Complaints may be proceeded on an informal basis such as discussion if the matter is minor or by the more formal process set out below if it is of a more serious nature. Process once an allegation of a serious nature is received: Within 48 hours of receiving a complaint, the disciplinary committee will notify the person or team in writing if practicable of the following: The general nature of the allegation That a response is required within 48 hours of notification of the complaint if the allegation is accepted or not. Recommending a meeting with the Disciplinary Committee to discuss the allegations at hand If no response is received within 48 hours of notification, the committee will make a ruling and impose a sanction if appropriate That if the allegation is accepted, the person or team within 48 hours may provide any information, comment or mitigating circumstances that the committee may take into account before imposing any sanction if appropriate The procedure if the allegation is not accepted The appeal authority once a ruling is made. The time that a response is required by If the team/person does not accept the allegation the a hearing may be conducted as soon as possible where representatives of the two sides will be heard. At the conclusion of the hearing a ruling will be made. The hearing will be conducted by the BMTFC disciplinary committee and may include the presence, assistance and advice of Counties Manukau Touch Association committee representatives. Appeals: The appeal authority for disciplinary hearings rulings is the Counties Manukau Touch Association. Any appeal to CMTA must be made in writing to the secretary of CMTA within 48 hours of the ruling by BMTFC disciplinary committee.
9 FINALS DAY NOTICES BMTFC may impose specific rules and guidelines for Finals Day and any semi-final games that are played prior to Finals day. This information will be distributed prior to this day or games and may include: TRAINING The fields at Te Puru are closed until Labour Weekend.
