Incentives & Recognition Policy Tehama County 4-H 2016-2017 All County 4-H events will follow this County Incentives and Recognition Policy. Each event outlined below includes the maximum amount of physical awards available from the 4-H Office, and the minimum that each club will award for their chosen event. If the hosting club wishes to provide more awards for their event, they must generate their own funds for such. All additional funding must be cycled through council funds, with proper fundraising and accounting procedures as all are County Council events. With the exception of Record Book Evaluation, all County 4-H events will be open to all 4-H members regardless of the county in which they are enrolled, and receive recognition identical to any other 4-H member. County 4-H Event County Recognition Policy Record Book Evaluation Star Ranks are awarded at the club level after evaluation and/or review. It is the responsibility of the 4-H Club or Unit to approve Star Rank applications and ensure all requirements have been met. County UCCE 4-H Offices may have a Star Rank verification process before final awarding of Star Ranks to members. If a discrepancy is noticed that could prevent the member from attaining the Star Rank, the county office should work with the club leader to reach an agreement and best course of action for the member. The state evaluation forms and processes must be used. Record Book competition and review cannot include additional contests such as interviews and knowledge bowls. Separate contests like these may be held, but they must be separate from the evaluation of Record Books. It is recommended that each book be reviewed by two or three evaluators and that books be evaluated in groups of same age youth so that appropriate developmental expectations are applied. After evaluators have awarded points, the administrator collects score forms and assigns awards based on the average score of the evaluators. If there is a wide score range between evaluators, another evaluator may be asked to read and score and that additional score is then factored into the final average. Gold and Blue sealed books from club evaluation may advance to the county evaluation. Green seals are reserved for Primary Record Books as a participation seal for the sake of consistency across all clubs and counties. Awards will be given as following: Winner- Gold County Record Book Pin & Certificate Medalist- Silver County Record Book Pin & Certificate Merit- Ribbon & Certificate Participation- Certificate

Primary members will not be evaluated and are not eligible for awards or special category awards. All Poultry Breeding, Rabbit Conformation, Pygmy Goat Conformation, and Cavy Conformation classes will be evaluated with the American Evaluation System. Each class will award one top individual with a blue ribbon. Second high individual will receive a red ribbon. Third high individual will receive a white ribbon. All Dog Obedience classes will be evaluated with the Danish Evaluation System. Each class will award a blue, red or white ribbon to each entrant based on evaluation. Pins will be awarded to the Top Conformation (Rabbit, Cavy, Pygmy Goat), Breeding (Poultry), and Obedience (Dog). Only classes in the premium book will be judged NO CLASSES ARE TO BE ADDED. Still Exhibits Fair Showmanship class divisions are based upon current enrollment and are subject to change depending upon participation. Junior, Intermediate and Senior 4-H Members entries will be evaluated with the Danish Evaluation System on the most current county score card. Each class may award one top best exhibit with a hat pin and blue ribbon. All other entries will be awarded a blue, red or white ribbon based on evaluation. Any exhibitor, receiving three (3) or more blue ribbons in a Still Exhibits Division will receive one rosette (while supplies last; once there are no longer are rosettes, award winners will receive a certificate). 3

Fashion Revue A Still Exhibits Sweepstakes and Reserve Sweepstakes Award will be awarded with a hat pin to the 4-H member with the greatest number of points from exhibits. Junior, Intermediate and Senior 4-H Members entries will be evaluated with the Danish Evaluation System on the most current county score card. Awards will be given as following per division & class: (Junior, Intermediate, & Senior) Winner- Medal 25-28 pts- Blue Ribbon 18-24 pts- Red Ribbon 11-17 pts- White Ribbon Under 10 pts- Certificate Participants earning Red Ribbon or higher are eligible for Winner. If there isn t an outstanding exhibit in a class, no winner award will be given. Livestock Breeding & Market Prospect Show Top Models will be chosen by division (Junior, Intermediate, & Senior) from the following classes: Traditional, Consumer Science Purchased, Upcycled, and State 4-H Challenge(s). Each will be awarded a medal. Evaluation System. All Showmanship classes will be evaluated with the American Evaluation System. Each division (Junior, Intermediate, & Senior), in each class, will award one top individual with a hat pin and blue ribbon. Second high individual will receive a red ribbon. Third high individual will receive a white ribbon. Each Market Prospect and Breeding class will award one top individual with a blue ribbon per class. Second high Breeding animals who receive a blue ribbon (1 st ) in their respective class will be invited to a final evaluation class to be chosen for champion animal. This class will award one top individual with a hat pin and blue ribbon. Second high individual will receive a red ribbon. Third high individual will receive a white ribbon. Only classes in the premium book will be judged NO CLASSES ARE TO BE ADDED. Showmanship class divisions are based upon current enrollment and are subject to change depending upon participation. 4
