Animal Welfare Policy: Upholding the welfare of the horses exhibited at the Winter Dressage Challenge is of primary concern to First Coast Classical Dressage Society, Inc. We require that all horses be treated with kindness, respect and compassion and never be subject to mistreatment. Owners, trainers, riders and grooms, or their agents, must use reasonable care in the handling and treatment of their horses, whether owned or placed in their care for competition or for any other purpose. At all times for horses competing at the Winter Dressage Challenge we will provide for the continuous well-being of the horse by vigorously enforcing the rules of the U.S. Equestrian, Inc. and the U.S. Dressage policy which pertain to the welfare of the horse. Exhibitors are cautioned that GR839 (which defines the Federation policy on abuse), and GR803 (which pertains to the Use of Whips), will be strictly enforced. Any handling and veterinary treatment should ensure the health and welfare of the horse. High standards of nutrition, health, sanitation and safety shall be encouraged and maintained at all times. Adequate provision will be made for ventilation, feeding and watering and maintaining a healthy environment. Any method of riding and training should take into account the horse as a living entity, and must not include any technique considered to be abusive. The wellbeing of the horse must be considered above the demands of the breeders, trainers, riders, owners, dealers, organizers, sponsors or officials. Violators are subject, under the above rules, to elimination from competition and to protest or charge with resulting formal proceedings which may result in severe fines, suspensions or other penalties. Head Gear: DR120.5 At any time while mounted on the competition grounds, all riders under age 18, all riders while on horses competing in national level tests, all riders competing in Para-Equestrian tests, and all riders while on non-competing horses, must wear protective headgear as defined by this rule and otherwise in compliance with GR801. When a horse is competing in both national and FEI levels or tests (e.g. Fourth Level and PSG), the rider must wear protective headgear at all times when mounted on that horse on the competition grounds and during all tests. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Any other exhibitor may wear protective headgear at any level of competition without penalty from the judge. Protective headgear is defined as a riding helmet which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted. Unless jackets are waived, while in the competition ring, exhibitors wearing protective headgear must wear a short, dark jacket, dark tail coat (only permitted for tests above Fourth Level), or Armed Services or police uniform (if eligible), dark hatcovers (where applicable) and must otherwise conform to DR120 (see GR801). BOD 1/23/11 Effective 3/1/11 NOTICE: The First Coast Classical Dressage Society, the Jacksonville Equestrian Center, their officials, owners, employees, agents, and guests will not be held responsible for accidents or loss which may occur to an exhibitor, spectators, guest, rider, groom, other employee, animal or equipment at the competition. All exhibitors, spectators, guests, grooms, or other employees are subject to the rules and regulations of FCCDS and the Jacksonville Equestrian Center. Show Management: Show Management reserves the right to split, cancel or combine classes, depending on entries received. Management retains the right to refuse any entry, use substitute judges and combine or split classes as entries warrant.
