1. RULES 1.1 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS), and the Australian Sailing (AS) Special regulations Part 1 and Part 2. 1.2 Boats in Danger Within the waters of Port Philip and Corio Bay, Commercial Shipping has right-of-way whether that Vessel is in a channel or otherwise. Any boat in the anticipated path of a commercial vessel may use every alternative means of propulsion to avoid collision provided that: a) Propulsion is used to drive the boat the minimum distance necessary to avoid collision. b) The course taken is no closer than 90 degrees to the direction of the next mark c) The boat completes a two-turn penalty immediately on resumption of racing. d) Nothing in the Notice of Race or Sailing Instructions relieves a boat of her responsibility under civil law to comply with the International Regulations for Preventing Collisions at Sea or local regulations. e) Between sunset and sunrise, competitors are reminded that part of the definition of room includes taking into account the existing conditions (including visibility). 1.3 AS Special Regulations Categories a) Keel Boats Classic & Modern :- AS Special Regulations Part 1, Category 5 plus VHF Radio for Passage race b) Couta Boats & Tumlarins :- AS Special Regulations Part 1, Category 7 plus VHF Radio for Passage race. c) Heron :- AS Special Regulations Part 2 d) OTB Wooden Boats :- AS Special Regulations Part 2 1.4 Safety Requirements: - a) A.S. approved personal flotation devices (PFD s) shall be worn at night and whenever conditions make working on deck difficult or when crew capability is reduced. b) The wearing of approved PFD s is mandatory at all times for every crewmember on a boat which is not equipped with lifelines. c) Transport Safety Victoria regulations regarding navigation lights apply at all times. d) Transport Safety Victoria regulations regarding PFD s apply at all times. e) Deck-stowed anchors shall not protrude beyond the gunwale or bow of a racing boat. f) It is recommended that boats carry a ladder suitable for the purpose of retrieving a man overboard. g) The minimum number of persons on-board a Keel boat, Couta Boat or Tumlarin while racing shall be two. 1.5 Retractable Keels. Retractable keels must be locked down at all times when racing. 1.6 Discarding elastic or wool bands when setting a sail is permitted. This changes RRS 55. 2

2. LOCATION OF RACE OFFICE, FLAG POLE AND OFFICIAL NOTICE BOARD 2.1 The Race Office is situated in RGYC Club House. 2.2 The flag pole on which signals made ashore will be displayed is located in the North- West corner of the Club s property. 2.3 The official notice board is located east of the Clubs slipway. 3. CHANGES TO SAILING INSTRUCTIONS (SI s) 3.1 Any change to the Sailing Instructions (other than as per 3.2) will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted with three(3) days clear notice. This changes RRS Appendix S 3.1. 3.2 The Race Committee may issue a change of sailing instructions from the Race Committee Vessel by displaying Flag 3rd substitute with three sounds. Further instructions will be issued by radio. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the Flag Mast situated in the North-West corner of the Club s Property. 4.2 Flag AP When Flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. This changes RRS Appendix S 4.2. 5. 6. COURSES Refer Appendix A B & C 7. THE START. A boat starting later than 10 minutes after her starting signal will be scored DID NOT START. This changes RRS A4, A5, and 63.1 8. SAFETY REGULATIONS. 8.1 Boats are required to comply with the relevant provisions as set out in the current Victorian Marine Act and Regulations. 8.2 On boats without lifelines, all crew shall wear an approved PFD at all times while racing. 8.3 Unless in use, no part of any anchor may project forward of the bow at any time while racing. 8.4 Competitors retiring from a race are requested to advise the Race Committee vessel or RG Base radio operator on VHF channel 71 8.5 Commercial Shipping a) Port Regulations specify that boats shall not interfere with commercial shipping on Port Phillip or Corio Bay. Any boat found to have interfered with commercial shipping shall be disqualified without a hearing. This changes RRS 63.1 b) The owner or person in charge of a boat found to have impeded the operation of commercial shipping shall be responsible for all obligations resulting from the reported incident. 9. OFFICIAL BOATS Race Official Vessels will display the RGYC burgee. 10. RADIO COMMUNICATION 10.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. [DP] 10.2 Royal Geelong Yacht Club Base radio station, call sign RG-Base, keeps a listening watch on VHF Channels 16, 71 and 73. 10.3 The Race Committee may broadcast the course to be sailed, names / sail numbers of OCS boats, and / or other information of interest to competitors on the appropriate course VHF channel. Any failure of, or defect in, such a broadcast will not be grounds for redress. This changes RRS 60.1(b) and 62. 4

TIME LIMIT a) The time limit for boats to sail the course and finish is 1800 hrs b) Boats failing to finish within the time limit will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 5. CHECK IN: Prior to the warning signal, boats shall sign-on to the Race Committee Vessel (Alpha 1) by radio (VHF 71) with their boat name, sail number and number of persons on board and have the call acknowledged. Boats failing to sign-on may be scored DNC without a hearing. This changes RRS A4, A5 and 63.1 5

Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored DID NOT FINISH without a hearing. This changes RRS 35, A4 and A5. 6. CHECK-OUT AND CHECK-IN: Boats are to check out and in by entering their details on the sheets provided on the desk in the breezeway under the OTB clubrooms. 7

APPENDIX D The Ruth Plummer Grande Parade of Boats and Cavalcade of Sail. SCHEDULE OF EVENT: DATE ASSEMBLY TIME START TIME Sun 11 th Mar 2018 From approx. 1100 hrs 1130 hrs 2. THE COURSE: 2.1 The course will pass to the North of the RGYC Marina and Cunningham Pier, Geelong. It is intended that the wind will be aft of the beam for boats taking part in the Parade. 2.2 If the wind is from the North, North-East, East, South-East or South, the course will be laid with the starting line to the North-East of the RGYC Marina, and boats will sail / motor westwards towards Cunningham Pier. 2.3 If the wind is from the North-West, West, or South-West, the starting line will be to the North of Cunningham Pier, and boats will sail / motor eastwards towards Limeburners Point. 3. THE MARKS: The marks will be as indicated in Attachment D 11

Attachment D All yachts, whether racing or not, and all power boats are invited to participate in the GRANDE PARADE OF BOATS AND CAVALCADE OF SAIL SAIL PAST DIRECTIONS At approx. 1100hrs vessels leave RGYC Marina and assemble near RGYC Committee Vessel, which will be stationed to either the North-West or North-East of the RGYC Marina depending on wind direction. (As per course directions) The starting line for the Parade will be between the Committee Vessel and a red and white buoy. At 1130hrs the RGYC Committee Vessel will make a sound signal. RGYC inflatable rescue boats will then lead the Parade of Boats and Cavalcade of Sail. Yachts / sailing vessels are requested to then follow in an orderly manner so as to present one or two continuous lines of craft passing the foreshore. Power boats should form their own massed contribution and follow at the rear of the yachts / sailing vessels. Power boats should not exceed the sailing speed of the yachts / sailing vessels. As indicated in the course directions, the direction of the Grande Parade and Cavalcade of Sail will be determined on the day. 12
