Sam (Ajit) Thiara Community Consultation Manager Vancouver 2010 Bid Corporation File: 0550-20-10 Sam (Ajit) Thiara, Community Consultation Manager, and Yvette Parson, Vancouver 2010 Bid Corporation, were in attendance to present a 20-minute overview and update for the 2010 Olympic Winter Games and Paralympic Winter Games. Ms. Parson reported the following: That the Vancouver Whistler 2010 Bid Corporation will create sustainable legacies for sport development, our host communities, our province, our country and the global Olympic family by winning the right to host an outstanding Olympic Winter Games and Winter Paralympic Games in Vancouver and Whistler in the year 2010. That the Federal and Provincial Governments are member partners and have matched each others funding to $620M if the bid is successful. That the Olympic Winter Games and Paralympic Games would be held sometime in February and/or March of 2010 with an estimated 6,000 athletes and officials from around the world coming to Vancouver and Whistler. That the Bid is proposing that Vancouver host the ice events: Curling, Figure Skating, Ice Hockey, Speed Skating and Short Track Speed Skating. Snow events in the Vancouver area include Freestyle Skiing and Snowboarding. General Motors Place and an upgraded Pacific Coliseum may be used along with additional new or renovated ice surfaces in Greater Vancouver. That events proposed for the Whistler area include Alpine Skiing (downhill and slalom events) on Whistler Mountain and Blackcomb Mountain. Cross Country Skiing, Biathlon and Ski Jumping are slated for a proposed new Nordic Centre in the Callaghan Valley near Whistler. The Bobsleigh, Luge and Skeleton events are also proposed for Whistler. That if chosen for the Olympic Winter Games, a host city is committed to also staging the Paralympic Games, and Vancouver Whistler's bid encompasses both. The current proposal is to stage Paralympic events in Whistler. Plans for both the Olympic Winter Games and the Winter Paralympic Games will ensure that all facilities are barrier-free. That the Bid Committee has submitted a mini bid book. That a series of open houses will be presented to many Lower Mainland communities. That the timeline for the announcement of the shortlist will be near the end of August and the main bid book would be submitted by January 10, 2003. The IOC makes the final decision on July
2, 2003. That the Bid Corporation will prepare an effective transportation plan for the 2010 Winter Games that will address the needs of athletes, coaches, officials and spectators. Work groups that include organizations like the Ministry of Transportation and Highways, BC Rail, TransLink and others who provide transportation services or infrastructure will develop this plan. That sustainable development, planned in a way that balances economic, social and environmental factors, is a cornerstone of this bid and of the Vancouver Whistler community. Because most venues already exist, environmental impact will be minimized. That the Vancouver Whistler 2010 Bid Corporation will honour, respect and be in accordance with the community development plans and guiding principles of all communities involved. That the IOC and the COA have also made environmental preservation a key criterion in the bid review process. That there are eight cities who have declared their intentions to bid for the 2010 Olympic Winter and Winter Paralympic Games: Andorra la Velle, Andorra Bern, Switzerland Harbin, People's Republic of China Jaca, Spain Pyeonchang, Korea Salzburg, Austria Sarajevo, Bosnia-Herzegovina Vancouver, Canada That the Olympics games represent great International Tourism appeal. That there is Aboriginal participation members on the Board of Directors, and that traditional use studies of are being conducted on the Callaghan Valley which would be used as the Nordic Centre. That the three pillar approach is sustainability, culture and sport. That the website is www.winter2010.com. C. COMMITTEE REPORTS 1. The Fraser Region Community Justice Initiatives is hosting its first annual Restorative Justice Summer Institute at the Travel Lodge, Langley City, from August 19 23, 2002. Festival of the Arts was a tremendous success. 2. BC Volunteer Appreciation Dinner Mayor McCallum reported that he attended the B.C. Volunteer Appreciation Dinner. 3. Rotary Club Luncheon Mayor McCallum reported that he attended the Rotary Club Luncheon. 4. Hearing Research Foundation Mayor McCallum reported that he attended the ground breaking ceremony for the B.C. Family
Resource Centres new Hearing Research Foundation, which will be built in the area of 152 Street and Fraser Highway. 5. Teddy Bear Picnic Mayor McCallum reported that he attended the Annual Teddy Bear Picnic and stated that over 4,000 people attended this very successful event at Green Timbers. 6. Bus Rodeo Mayor McCallum reported that he attended the Surrey Transit Centre Bus Rodeo and commented that he had the opportunity to drive a bus through the course. He also commented on the bus maintenance competition featuring competitors from Oregon, Washington and B.C. 7. Port Kells Annual Spring Fair Mayor McCallum reported that he attended the Port Kells Annual Spring Fair which was very successful. 8. Aboriginal Awards Ceremony Mayor McCallum reported that he attended the Aboriginal Awards ceremony held at Frank Hurt Senior Secondary School. 9. Victim Services Volunteer Dinner Mayor McCallum reported that he attended the Surrey RCMP Victim Services Volunteer Appreciation Dinner and commended the volunteers on the tremendous work they provide. 10 Air Care Scholarship Presentation Mayor McCallum reported that he attended the Air Care Scholarship presentation at Lord Tweedsmuir Senior Secondary School. 11. Official Opening - McDonalds Guildford Mayor McCallum reported that he attended the Grand Opening of the Guildford McDonalds store. 12. Surrey Summit on Sports Mayor McCallum reported that he attended the Surrey Summit on Sports presented by the Parks, Recreation & Culture Department. 13. Filipino Independence Day Celebrations
Mayor McCallum reported that he attended the Filipino Cultural Centres Independence Day celebrations. The event featured 400 singers and dancers. 14. Banner Day - Ocean Park Mayor McCallum reported that he attended the Banner Day festivities held in Ocean Park. 15. Greek Food Festival Mayor McCallum reported that he attended the Surrey Greek Food Festival in Fleetwood and commented that it is a very successful event. 16. BC Wildlife - Fishing Forever Event Mayor McCallum reported that he attended the B.C. Wildlife Federation fishing event. 17. Filipino Zodiac Circle Mayor McCallum reported that he attended the Filipino Zodiac circle featuring speakers. 18. Athlete Club Fundraiser - Bear Creek Park Mayor McCallum reported that he attended an Athletic Club fundraiser at Bear Creek Park which was very well attended and that the Indo Canadian community brought in 4 or 5 Olympic medallists to promote getting youth involved in sports. F. COUNCILLORS REPORTS 1. Heritage Society B.C. Awards Councillor Steele reported that she attended the Heritage Society B.C. Awards held June 1 st in Chilliwack, and added that the City of Surrey won two awards: one for the Elgin School Restoration project which was shared between Parks, Recreation & Culture and the Surrey Heritage Advisory Commission; and the other award for the Heritage Signage Project shared with Parks, Recreation & Culture and several community partners. She commented that Council may wish to present the awards to the community representatives. 2. B.C. Festival of the Arts 2002 Councillor Steele reported that the B.C. Festival of the Arts was very successful and received many favourable reviews.
3. Real Canadian Superstore Councillor Steele reported that she is very impressed with the new Real Canadian Superstore on 104 Avenue. 4. Hjorth Park Councillor Steele commented on the fine job the Parks, Recreation & Culture Department staff provide in keeping the Hjorth Park grounds beautifully kept. 5. Annual Teddy Bear Picnic Councillor Tymoschuk reported he attended the Annual Teddy Bear Picnic which was very well attended. 6. Port Kells Annual Spring Fair Councillor Tymoschuk reported that he attended the Port Kells Annual Spring Fair which was very festive. 7. Summit on Sports Councillor Tymoschuk reported that, as Chair of the Parks, Recreation & Culture Commission, he attended the Surrey Summit on Sports. 8. Surrey Greek Food Festival Councillor Tymoschuk reported that he attended the Surrey Greek Food Festival. 9. Hands Across the Border Councillor Tymoschuk reported that he attended the Hands Across the Border festivities at Peace Arch Park. 10. Skateboard Park Royal Kwantlen Park Councillor Tymoschuk reported that in response to requests for a skateboard park in the West Whalley area, Parks, Recreation & Culture staff have worked with local youth to select a location for the skateboard park. The Parks, Recreation & Culture Commission has endorsed the recommendation for a location at the Royal Kwantlen Park on 104 Avenue. 11. Online Program Registration (Webreg) Councillor Tymoschuk reported that online registration for Parks, Recreation & Culture programs is now available on the Citys website.
12. Greek Days Councillor Higginbotham reported that she attended the Annual Greek Day Festival. 13. Filipino Independence Day Festivities Councillor Higginbotham reported that she attended the Filipino Independence Day festivities. 14. Annual Banner Day Councillor Higginbotham reported that she attended the Ocean Park Business Association Annual Banner Day. She presented a photo of the winning banner, which was created by a local high school student. 15. Tourism Councillor Higginbotham reported that tourism is doing well in Surrey with many sporting events providing business for local hotels and motels. The Surrey Tourism and Convention Association is actively promoting many different sporting events in Surrey and there are over 42 members in the Association. 16. Surrey Indoor Sports Facilities and Outdoor Sports Facilities Brochures. Councillor Higginbotham presented two new brochures. 17. FCM Convention Councillor Higginbotham reported that she attended the FCM Convention and enjoyed the discussions regarding cities and transportation. She mentioned that Steven Lewis, United Nations Ambassador to South Africa gave an excellent speech on the subject of AIDS. 18. Annual Tourism Awards Councillor Higginbotham reported that the First Annual Tourism Awards ceremony is scheduled to take place on June 20 th. 19. National Drug Strategy Councillor Higginbotham reported that she would be chairing a Roundtable on National Drug Strategy in Richmond. She added that the Lower Mainland Municipal Association will also be attending the meeting and may participate in joint meetings in the future. 20. Victim Services Volunteer Recognition Dinner
Councillor Higginbotham reported that she attended the RCMP Victim Services Award and that it was a wonderful event. She commended Rita Fried who has volunteered for this organization for over 13 years. 21. FCM Convention Councillor Hunt reported that he attended the FCM Convention and commended Councillor Higginbotham for her long service on the Board of Directors. 22. Fire Chiefs of BC Association Councillor Hunt reported that he attended the Fire Chiefs Association of B.C. Annual General Meeting and Conference along with the Deputy Fire Chief, outlining the many innovations happening in smaller communities when dealing with events in high schools and how the police force and fire departments work together on major incidents. 23. FCM Convention Councillor Bose reported that he attended the FCM Convention and that Surrey, Burnaby and Vancouver share two directors on the Board. He added that there appears to be a landmark shift in Federal policy towards cities. He continued that he was invited to attend a Cultural Heritage Consultative Committee meeting on Culture and the Arts. G. CORPORATE REPORTS 1. The General Manager, Engineering was recommending approval of the recommendations outlined in his report. That: 1. Council approve an agreement with Sher-Dan Holdings Ltd. to deliver the Citys Residential Water Metering Program for a maximum amount of $3,210,000 per year (including GST) over three years, subject to the signing of the Agreement for the funding with the Provincial Government under the Canada/B.C. RES.R02-1279 Carried Item No. R113 2002 General Local Election File: 4200-01 The Acting City Clerk submitted a report concerning to document the options that are available and to make recommendations for Council's consideration in each case. The Local Government Act requires that election by-laws be adopted by August 2, 2002. The Acting City Clerk was recommending approval of the recommendations outlined in her report. That: (a) Pursuant to Section 59 of the Local Government Act, the existing Register of Electors be cancelled; (b) The City Clerk be directed to prepare a new Register of Electors based on the Provincial list updated to include January 16, 2002; RES.R02-1280 (c) (d) The form of the Register of Electors consist of a computer disc and printout; and The Provincial Registration cards be utilized to solicit new registrations. RES.R02-1291 Carried Item No. R117 Integration of Policing Services - Homicide Unit File: 7400-01 The General Manager, Finance, Technology & Human Resources submitted a report to inform Council of the progress of the Lower Mainland Policing Study and to provide information on the Lower Mainland Police Advisory Committee (LMPAC) proposal to integrate homicide investigation services in the Lower Mainland. The General Manager, Finance, Technology & Human Resources was recommending approval of the recommendations outlined in her report. It was Moved by Councillor Watts Seconded by Councillor Tymoschuk That Council not support the integration of homicide investigation services in the Lower Mainland. BY-LAWS FINAL ADOPTIONS 1. "Surrey Park Closure By-law, 2002, No. 14674" 3900-20-14674/0910-20 - City of Surrey A by-law to close parkland at 2294-134 Street containing 791 square metres. The purpose of this closure is to close the subject park and consolidate the property with the adjacent lots at 2308 and 2276-134 Street. Compensation: $18,000 (payable to the City of Surrey) Approved by Council: February 18, 2002 Corporate Report Item R024 Note: A counter petition opportunity was undertaken in accordance with Section 305.2(3) of the Local Government Act. The deadline for submissions was June 4, 2002. No counter petitions were submitted regarding By-law 14674. The City Clerk advised that this matter had been withdrawn.
