DES MOINES COUNTY FAIR ASSOCIATION CONDUCT RULES Section 174.3 grants the Des Moines County Fair Association "...sole and exclusive control over and management of...the fair". Conduct detrimental to the well being of the fair will not be tolerated and may result in the participant being prohibited from participating in or attending the Fair. 4-H/FFA Conduct Rules All exhibitors and program participants are expected to be cooperative, courteous and good 4-H and FFA representatives while on the Des Moines County Fairgrounds and/or participating in the Des Moines County Fair events and comply with the Iowa Youth Code of Ethics which is listed on pages 4-5. Standing To Protest Any interested individual may file a protest regarding a possible violation of the Code of Ethics, or a general or departmental rule of the Des Moines County Fair. The protest shall be in writing. No protest will be considered based upon a complaint that a judge or judges are incompetent.

4-H/FFA Protest and Appeal Procedures During the Des Moines County Fair 1. PROTEST PROCEDURE When a protest is made as to the eligibility of an animal or article to compete in any class or to an interpretation of a rule or violation of the Iowa Youth Code of Ethics, it must be made in writing and filed with the Des Moines County Fair Secretary Manager or the fair 4-H Extension office before noon of the day following the one on which the class was shown or within 24 hours of when the possible violation occurred. The Des Moines County Fair Secretary Manager, Des Moines County Extension Regional Director and FFA Advisor will immediately confer to determine the appropriate committee to consider the protest; including but not limited to department committee, 4 -H Youth committee, or Mediapolis School Board (FFA). Any decisions regarding the protest shall be made with a quorum of committee members present and shall be in writing. The quorum shall consist of a majority of the members of the committee. No committee member shall be entitled to vote on a matter involving his/her family or a matter in which he or she has a conflict of interest. Any individual affected by the decision of a committee shall have a right to appeal pursuant to the protest procedures set out in Paragraph 2. 2. APPEAL PROCEDURE When an appeal is made from the decision of a Committee, it shall be made in writing and filed with the Des Moines County Fair Secretary Manager within six (6) hours of receipt of the original decision of the committee. Upon receipt of a written appeal, the Fair Board President and the Fair Secretary Manager will decide if it is an issue of Eligibility to Exhibit, or Other. Eligibility to Exhibit appeals will be turned over to the Elected Extension Council; all other appeals will be heard by the Fair Board.
