Turnament Headquarters Heather Farms 1 (HF1) will serve as the Primary Turnament Headquarters. Turnament standings and any ther annuncements pertinent t the turnament will be psted at an infrmatin area near the HF1 filed entrance. Participatin The turnament is limited t registered players and teams wh played in the bys and girls U9, U10, U11, U12, and U14 age divisins fr WCSC Huse league. Schedule Dates: Sat. Nv. 10 and Sun. Nv. 11 Rainut dates: TBD Times: Games may start as early as 8:00 a.m. (See Game Schedule fr each age grup) Champinship and Cnslatin games will be played n Sunday afternn where apprpriate. Game Frmat Each team will play a minimum f three games in preliminary play (except Divisins with 3 r 5 teams in them. Please see Brackets belw). Age grups can be divided int upper and lwer divisins and typically cnsist f either 4 r 6 teams in each. Depending n the divisin make-up, at the end f preliminary play, the tp-ranked teams in each divisin will advance t Champinship (1 st and 2 nd place teams) games. 6 team divisins will als have a Cnslatin (3 rd and 4 th place teams) game. Divisin Placement Teams are placed and ranked in divisins based n their standings after Week 10 f regular seasn play. (See Game Schedule fr each age grup.) Game results frm week 10 must be entered and cnfirmed by caches by 6pm n Saturday, Nvember 3rd. After 6pm, uncnfirmed scres will be cnfirmed frm what was entered. If n scres were entered, the system will recrd results as 0-0 tie. If a team frfeits a week 10 game f the WCSC Huse seasn, they will frfeit all games in the turnament. Awards The 1 st, 2 nd, 3 rd and 4 th place teams in each divisin will receive awards. (Exceptin: A 3, 4 and 5 team divisins will have nly tw places, 1 st and 2 nd ). Best effrts will be made fr the award ceremnies t take place immediately fllwing each Cnslatin and Champinship game at the field where the game is played. Brackets 1. 3 Teams Age Grup/Bracket The teams will play in a single bracket, rund rbin frmat. Each team will play tw games n Saturday and tw games n Sunday. Tw teams with the highest pint ttals will be awarded medals. 2. 4 Teams Age Grup/Bracket The teams will play in a single bracket, rund rbin frmat. The Champinship game is determined based n ttal pints fr teams in the age grup. The teams with the 1st and 2nd highest pint ttals will play in a Champinship Game. There will be n Cnslatin Game. 3. 5 Teams Age Grup/Bracket The teams will play in a single bracket, rund rbin frmat. Each team will play tw games n Saturday and tw games n Sunday. Tw teams with the highest pint ttals will be awarded medals. 4. 6 Teams Age Grup Teams will be split int Bracket A & Bracket B. Each team in A will play all the teams in B. Each team in B will play all the teams in A. Pints System - Preliminary Play 1. Scring System: Teams shall be awarded pints n the fllwing basis: 6 pints Win 3 pints Tie 0 pints Lss 1 pint fr each gal up t three 1 pint fr a shut-ut 1 pint will be deducted fr each send ff (red card), including sidelines. 1 pint will be deducted fr each gal abve a 6 gal differential (Slaughter Rule) Nte 1: There is n advantage gained by btaining a gal differential f mre than 3 gals. Nte 2: Tie games will stand in preliminary runds. A bye r frfeit shall be cnsidered a 1-0 game fr scring purpses; 0-0 ties are shututs (4 pints fr each team). Maximum f 10 ttal pints is pssible fr each game. 2. Tie-Breaking Prcedures at the end f Preliminary Play Tie breaking prcedure is as fllws: 1. The winner in Head t Head cmpetitin 2. Team with best gal differential ( gals fr minus gals against max f 3 gals per game) 3. Gals AGAINST (3 gals max per game) 4. Gals FOR (3 gals max per game) 5. Red Cards Against If a tw-way tie still exists after steps 1 thrugh 5, FIFA Penalty Kicks will be taken at a time and lcatin determined by the Turnament Directr. If a three-way tie exists after steps 1 thrugh 5, a three-way cin flip will be cnducted. The teams that tie in the cin flip will cmpete in FIFA Penalty Kicks t eliminate ne team prir t prceeding t FIFA Penalty Kicks with the third team. The lcatin f the cin flip and time f the FIFA Penalty Kicks will be determined by the Turnament Directr. Champinship and Cnslatin In case f a tie at the end f regulatin, extra-time cnsisting f tw (2) five (5) minute perids will be played. The Glden Gal rule will be in effect during extra time (first gal wins). If a Glden Gal is nt scred in extra time, kicks frm the penalty mark will be used t determine the champin, based n FIFA rules (see page 7). The turnament directr reserves the right t make changes in the abve frmat depending n unexpected field prblems, daylight issues r the number f teams in each age grup in the turnament. All frfeits will be a 1-0 game, with the winner receiving 8 pints. A team that frfeits will frfeit all games and will nt be allwed t play in champinship r cnslatin game. All teams must field a minimum f 6 players fr the entire game fr age grups U9-U11, and 8 players fr age grups U12-U14. A team will frfeit if: Team frfeits a week 10 game f the WCSC Huse seasn Team is nt present at the field at least 10 minutes prir t the scheduled start time Team plays a red-carded player in any game fllwing the issuance f the red card Leaving Field: If a team leaves the field f play befre the end f the game, the team remaining n the field will be declared the winner. Pints will be awarded either based n the scre f the game up t that pint r as a 2-0 frfeit, whichever prvides mre pints t the team that wins. Game Cards and Cach Respnsibilities Game cards in PDF frmat will be send by Turnament directr t all the caches ne week prir t turnament. The Hme Team is respnsible fr supplying the game card fr each match and shuld fill in all apprpriate sectins cmpletely befre a game. At the cnclusin f a game: On Saturday, winning Cach (r hme team Cach, if a tie game) must deliver the game card t Turnament Headquarters at HF1 within 45 minutes after the end f the game. If game cards are nt turned in n time, the game will be recrded as a 0-0 tie. If n ne is present at HF1 headquarters when yu arrive, place the game card in the designated bx n the desk. Unless therwise specified in these Turnament Rules, play will be in accrdance with the WCSC Playing Rules fr 2016 and the Califrnia Yuth Sccer Assciatin Rules and Regulatins, as apprpriate t each age grup. If a referee des nt arrive within 5 minutes prir t game time, the caches must agree n a slutin and start the game n time. This is critical t cmplete all games befre darkness falls. Each cach shuld bring a whistle t each game and have an assistant cach, parent, r ther persns available t serve as center referee and perfrm sideline referee duties. Caches Kits On Sunday, cme prepared t turn in yur club-supplied keys, galie shirts and cach s kits (cnes, bag, vests, first-aid kits) after each team s final game if nt befre. Please place an 8 1/2 x 11 inch sheet f paper in the bag, nting yur name, telephne number, team name, and age grup (GU12, etc). Please return yur kits t the Turnament Headquarter frm 1 4 pm. (Heather Farms #1, near the restrms) Caches: This is where yu will bring yur caches kits and keys (1-4pm) n secnd day f turnament. Field Maintenance and Team Respnsibilities Bth teams are asked t help set up and take dwn nets, flags, and gals. The gal psts must be anchred t the grund r the referee will nt start the game. The Game Schedule specifies the Hme and Visitr teams. The Hme Team is the first team listed in each pairing. Fr pairings determined based n standings during the turnament, the team with the mst pints is the Hme Team. Last game n Saturday Gals are t be left up. Flags shuld be placed in the green bx. Last game n Sunday Teams are respnsible fr putting away all the gear and clean up the fields. Hme Team (Blue Jerseys) Hme team selects side f field. This shuld be dne at least 20 minutes prir t start f game. Visitr Team (White Jerseys) Visitr team sets up n the ppsite side f the field frm the Hme Team. Bth Teams are respnsible fr: First game f day: Set up gals, nets, and flags Last game f day: Take dwn equipment and return t strage lcatin. Rain r Wet Field Cnditins In the event f measurable rain r wet field cnditins (cnditins determined by the schl districts, and the City), individual games and/r the turnament may be cancelled. This will be dne nly if abslutely necessary. If games must be cancelled, a ntice will be psted n the WCSC rain line (925-256-3574). Until such ntice is psted, games are t cntinue as scheduled. If the turnament is cancelled befre any play has taken place, we will attempt t reschedule the turnament. If the alternate weekend is als cancelled, medals will be awarded t the tp fur teams in each age grup nly (bys and girls) based n the standings frm the regular 10-week seasn. Turnament divisin seeding will be null and vid. If the turnament is underway and must be cancelled, the turnament will be pstpned t the alternate weekend if pssible, at which time turnament games will cntinue frm the pint where play was pstpned n the first turnament weekend. Scres and pints frm the first weekend will carry ver t the alternate weekend; games already cmpleted will nt be replayed. If games must be cancelled during the alternate weekend, matches nt played due t rain ut r wet field cnditins will be declared a 1-1 tie and 4 pints will be awarded t each team in rder t determine the final turnament standings. Weather Cnditin In the event f cld weather cnditin, players are allwed t wear cld weather gear and/r tights. Cld weather gear shuld match the jersey clr. Walnut Turnament Kicks frm the Penalty Mark t Determine the Winner f a Match Only thse players wh are n the field and playing at the end f the vertime perid f the game are eligible t participate in the sht-ut. These players must stay n the field. N substitutins will be permitted after vertime expires unless the keeper is injured. The referee chses the gal at which the kicks will be taken. If at the end f the vertime perids, ne team has mre eligible players fr the shtut than their ppnents, the team with the greater number f players must reduce its number t equate with their ppnents. Each team is t select five players t participate in the first rund f the sht-ut. The galie may participate as a shter. It is nt necessary t prvide the rder t the referee. The sht-ut takes place at the penalty spt with galie in gal. Caches and all players participating in the sht-ut, except the keepers and the active shter are t stand in the center circle during the sht-ut. Teammates nt participating in the shtut can sit n the field with their team prvided they wear pennies t distinguish themselves as nn- participants. N parents are allwed n the field during the sht-ut. The keepers may be replaced by ther participants at any time. Teams alternate shting until all five shters frm each team have taken a turn r until ne team has scred mre gals than the ther team culd scre even if it were t cmplete all five kicks. In this case n mre kicks are taken. The team with the mst gals after all five shters have taken a turn is the match winner. If a tie still exists after the first five kicks, kicks cntinue until ne team has scred a gal mre than the ther team in the same number f kicks. N player may sht a secnd time until all players participating have sht nce. N substitutes participate in this part either. If all players have sht and the teams are still tied then the prcess will cntinue with a secnd rund. Again players will take kicks until ne team has scred a gal mre than the ther team in the same number f kicks.
