1 1 SCHWAN S USA CUP WEEKEND Turnament Rules July 13-15, 2018 The Schwan s USA CUP Weekend will be played under FIFA Laws and Regulatins in effect January 1, 2017 as mdified by the Minnesta Yuth Sccer Assciatin with the fllwing mdificatins: I. TOURNAMENT FEES Please refer t turnament website fr turnament fees. Teams that drp frm the turnament will nt be refunded their team applicatin fee and drm husing depsit. (and available n the USA CUP web site A team representative may check in the team. Players d nt attend Final Team Check-in. MYSA teams may use valid physical player passes. Laminated US Club, NSC, US Yuth Sccer, USSSA, AYSO player passes r Canadian bklet player cards are required. Internatinal teams (nt Canada) will prvide passprts/internatinal player passes. Arrange player passes/bks/passprts in alphabetical rder t match rster. Bring any changes fr previusly submitted frms per team central. D nt bring player passes f players that are nt participating in the turnament t Final Team Check-in. Yur Official Turnament Rster will be frzen and n changes will be made t yur rster fr the remainder f the turnament at Final Team Check-In. Teams that are nt sanctined by US Yuth Sccer r US Club Sccer must prvide prf f insurance. Nn-MYSA US Yuth Sccer teams must prvide prf f permissin t travel and fficial rster frm hme assciatin. All teams must carry medical authrizatin frms. IV. ELIGIBILITY Schwan s USA CUP is pen t all bys and girls teams wh are registered and in gd standings with their FIFA affiliated assciatin. Teams will be accepted based n infrmatin included in their applicatin. Once an age grup fills, teams will be placed n a waiting list and duly ntified f their acceptance. If an age grup des nt have enugh teams, teams registered will be given the pprtunity t play up a categry. USA CUP weekend may split the divisins int additinal flights if the team numbers warrant it. Fr example the turnament may add additinal flights based n the make-up f the age grup. Natinal Teams are nt eligible. GAME FORMAT 9U-10U 7v7 Jambree Frmat

2 2 Maximum number f 7 players n the field: 6 field players and a galie. Will play fur games in a jambree-style frmat; n scres r standings will be kept. Age-apprpriate fields will be used. One referee per game. N club linesman. Offsides is nt in effect. 11U-12U 9v9 Maximum number f 9 players n the field: 8 field players and a galie. 11U-12U may ffer multiple flights based n the number f teams that apply. Will play a minimum f 3 games The maximum number f games is determined by the number f teams in an age grup. Teams are generally scheduled ne r tw games per day. Teams in larger age divisins may play three games per day. When this ccurs, a minimum f ne time slt fr rest purpses will be scheduled between games. Age-apprpriate fields will be used. Three persn referee team per game. Offsides is in effect. 13U-19U 11v11 Maximum number f 11 players n the field: 10 field players and a galie. 13U-19U may ffer multiple flights based n the number f teams that apply. Will play a minimum f three games. The maximum number f games is determined by the number f teams in an age grup. Teams are generally scheduled ne r tw games per day. Teams in larger age divisins may play three games per day. When this ccurs, a minimum f ne time slt fr rest purpses will be scheduled between games. Field size meets FIFA regulatins. Gal size is 8 feet high and 24 feet wide. Three persn referee team per game. Offsides is in effect. Minimum number f teams at any age/flight is 4; maximum is 16. VI. PLAYERS AND RESERVES 9U 10U playing 7v7 teams may rster and dress up t 14 players. 11U-12U playing 9v9 may rster and dress up t 18 players. 13U-14U playing 11v11 may rster and dress 18 players fr games. 15U-19U playing 11v11 may rster 22 and dress 18 players fr games. Players nt n the game rster are allwed t sit n the bench in team s ppsite unifrm r in street clthes. Teams must have a minimum f 5 players (9U/10U 7v7), 7 players (11U-19U 11v11) t begin a game. All players must meet the age requirements and be listed n the team rster with unique jersey numbers. Girls may rster n bys teams; bys may nt rster n girls teams. Shin Guards must be wrn by all players. Hard casts are nt prhibited, but they must receive explicit apprval frm the referee befre a player wearing such a cast is allwed t play in the game. All casts must have the apprval f the Referee. It is nt a given that sft casts will be apprved. N jewelry will be allwed. VII. PLAYER PASSES Apprved player passes, signed and laminated r Canadian bklets are checked at final team check-in and by the fficials prir t the start f each game. Players must have player passes in rder t play. N pass n play plicy. VIII. GUEST PLAYERS Teams may rster up t 6 guest players. Duble rstered players are limited t tw per team. Players may nly guest play r duble rster n ne team in additin t their primary team, prviding they are nt playing n a team in the same age bracket and flight.

3 3 Guest players may cme frm any FIFA r USSF affiliated assciatin/team. If a team is playing as a US Club team, they are allwed t have registered US Club players r internatinal players as guests. If a team is playing as a USYS team, they are allwed t have registered USYS players r internatinal players as guests. A jersey must be prvided t the guest player by the hst team. If age eligible, players may play up r dwn. Players may nt play n tw teams in the same age and flight. Players that are age eligible but registered with an adult league with an adult player pass are nt eligible t play. IX. SUBSTITUTION PROCEDURE All teams are allwed unlimited substitutins with their entire rster. Unlimited substitutins may be made with the cnsent f the referee at the fllwing times: Prir t a gal kick by either team. After a gal by either team. After an injury by either team when the referee stps play. At half-time. Prir t a thrw-in. The team in pssessin f the ball fr a thrw-in may substitute. If the team in pssessin f the ball chses t substitute, the ppsing team may als substitute at that time, prvided they are ready and waiting at the midfield line. X. HOME TEAM JERSEY The first team listed in the schedule is the hme team. The hme team must have an alternate jersey and be prepared t change, if, in the pinin f the referee, there is a clr cnflict. Team jerseys must match with unique numbers fr each player as submitted n the Official Turnament Rster. N sharing f jerseys permitted. XI. SCHEDULES, RESULTS AND STANDINGS After every game, the referee will cmplete a game card t reprt the scre. The winning cach must verify bth scres n the game card after the game. Any scres that are marked incrrectly n the game card will affect the standings and playff standings. Game cards are cllected by turnament runners and brught t Turnament Headquarters fr recrding. Schedules, results and standings are psted at varius lcatins n the NSC Campus, n the USA Cup website and USA Cup mbile app. Scres are psted n the event web site and schedule bards are psted arund the NSC Campus. Schedule bards are lcated: In the lbby f the NSC Schwan Center. This lcatin als psts scres. On the East campus On the Nrth campus acrss 105 th Avenue, nrth and suth f the pnd XIII. OFFICIAL GAME BALL The turnament prvides each team an fficial game ball t be used in all matches. It is the respnsibility f bth teams t have their turnament game ball at all turnament games and make every effrt t ensure that this ball remains in play. The hme team shall prvide the ball t start the game. If additinal balls are needed, they may be prvided by either team. Only 1 ball per team will be prvided.

4 4 9U-12U teams use a size 4 ball. 13U-19U teams use a size 5 ball. XIV. PLACEMENT OF TEAMS AND SPECTATORS Teams and rstered caches r managers nly will psitin themselves n the same side f the field. Caching may nly ccur n the team s half f the sideline frm the centerline t within 30 yards f the end line. Spectatrs fr bth teams will be psitined n the ppsite side f the field frm the teams. Parents/Guardians are respnsible fr supervisin f their children at all times. In the event that a child is lst, immediately ntify any vlunteer with a radi wh will ntify the plice. Fund children will be brught t Turnament Headquarters t be reunited with parents/guardians. XV. REFEREE SYSTEM The diagnal system f cntrl is used with certified referees. Referees must be currently registered with USSF; internatinal referees must be certified by their natinal assciatin. Referees are assigned fr all matches; hwever, teams must be prepared t prvide a Club linespersn, if necessary. A Club linespersn may nly determine balls ut f play. Referees are evaluated by assessrs during the week. These evaluatins are used t help determine referee assignments fr the play-ffs. XVI. FACILITY Minnesta State law prhibits the use f drugs and alchl. Players in vilatin will be ejected frm the turnament. Schwan s USA CUP is cmmitted t prmting an envirnment that is free frm harassment and vilence in any frm; verbal r physical intimidatin; vandalism; drug, alchl r tbacc use; gambling and inapprpriate language. These plicies apply t all players, caches, referees and spectatrs. The NSC is a state-wned facility and adheres t the NO SMOKING POLICY mandated fr all state facilities. Pets are nt permitted n the NSC campus. XVII. UNSPORTSMANLIKE BEHAVIOR Unsprtsmanlike behavir is nt tlerated n r ff the field. Knw and understand the laws f the game. Educate players n the technical/tactical/physical demands f the game. Zer tlerance fr fighting r heckling. Persns exhibiting these behavirs will be asked t leave the premises. Be a psitive rle mdel. Set the standard fr sprtsmanship with the ppnents, referees and spectatrs. Encurage mral and scial respnsibility. Encurage players t have fun and t keep a psitive attitude abut winning and lsing. Shw pride and supprt fr yur club, state and cuntry, but be respectful f ther natin s custms and traditins. Any player, cach spectatr r participant wh is ejected frm a game r participates in any miscnduct will be cntacted by Turnament Headquarters; the lcal authrities may be called if necessary. Miscnduct by any f the abve listed may result in a warning, game frfeit, turnament disqualificatin r ther actin if necessary. XVIII. FIELD MANAGERS A field manager system is utilized t keep the games n time and as a first line f cmmunicatin in the event f a prblem. There will be ne field manager fr every tw t fur fields. Each field manager will have a cmmunicatins radi and ice fr injuries. Only turnament fficials may use the field manager s tents. This is nt a meeting r gathering place fr teams r players. There will be n pre-game warm-up n the field. Plan yur pre-game warm-up in an adjining area r n the sideline. XIX. RED CARDS Red cards will be administered as per FIFA laws f the game. A player sent ff will nt be allwed t play fr the remainder f that game and the next game at a minimum, the player may remain in the bench area, unless specifically asked t leave fr intlerable behavir. A cach dismissed frm the game will nt be allwed t be n the team s bench fr the remainder f that game and culd result in further suspensin by turnament cmmittee decisin. A cach wh is remved frm a game must leave that area f the field. The area f the field includes but is nt limited t the bench and spectatr areas. If a cach is ut f cntrl, a referee may request the cach t leave befre a game cntinues. If a cach is asked t leave a game, the referee will retain the member s pass and will send it t turnament headquarters alng with the apprpriate game reprt.

5 5 Vilent Cnduct by a player r cach may result in mre than a ne game suspensin by turnament cmmittee decisin. If a player receives a red card, the player pass will be cllected by the referee and frwarded t Turnament Headquarters. After the suspensin is served, the cach may pick up the pass in Turnament Headquarters. Player passes fr un-served red cards frm Minnesta players will be recrded by the turnament and frwarded t MYSA within 48 hurs f the end f the turnament. Player passes fr un-served red cards frm nn-minnesta teams will be returned t the cach at the cach s request. A cach r team manager can pick up the players pass at turnament headquarters. Unclaimed player passes, nn US Yuth Sccer, will be kept at NSC fr pick up by the wner r cach within 48 hurs f the end f the turnament. Unclaimed player passes, US Yuth Sccer, will be frwarded t MYSA within 48 hurs f the end f the turnament. A red card reprt will be sent t MYSA within 48 hurs f the end f the turnament. MYSA will cntact the apprpriate state assciatins. XX. PROTESTS N prtests will be heard n any judgment calls by the referee. All decisins by the referee are final. Prtests n player eligibility and ther technical matters may be made in writing and submitted t Turnament Headquarters within ne hur f the cnclusin f the match. Express cncerns regarding vilatins prir t the start f the game r at the time the incident ccurs. If yu have a prblem regarding the rules r prcedures at yur game, take the fllwing steps: Ntify the referee immediately s that a crrectin can be made. If the situatin is nt reslved, ntify the field manager and a turnament fficial will respnd. XXI. SCHEDULING Games will begin Friday, July 13 at 7:50 am, with teams playing tw games that day. Requests fr late starts are nt pssible. 9U-10U jambree teams will play 4 games in a jambree style. 11U-19U teams will be divided int grupings f 3, 4, r 5 fr rund rbin play Grups with three teams will play f ne f tw ways based n the flight: Tw games within their wn grup and ne game against a team frm anther grup. Teams may play n games against teams in their grup and play all f their initial pl play games against the ther grup. Teams may nt participate in higher age divisins unless therwise apprved by the turnament ranking cmmittee and turnament directr. In the event that a Flight nly has 7 teams, teams may play n games against teams in their grup and play all f their initial pl play games against the ther grup. If there is an insufficient number f teams in a grup/flight, the turnament reserves the right t play that grup as ne all team Wrld Cup grup. The tp tw teams frm the Wrld Cup pl will play a champinship game t determine the winner. All games cunt in the grup standings fr determining play-ff placement Caches wh cach mre than ne team must rster enugh caches t cver teams when games cnflict. Frfeits: The turnament will make every effrt t avid a frfeit. A frfeit may nly be decided by Turnament Headquarters. The turnament philsphy is t put its effrt int playing turnament games rather than declaring frfeits. In general a frfeit will be called if a team cnsisting f at least 7 players has nt arrived at the field within 1 hur f the start time. The turnament staff reserves the right t determine whether r nt a team wh frfeits during grup play advance t the playffs regardless f the standings. XXII. WORLD CUP GROUP RANKING N vertime will be played during grup cmpetitin. Teams will be awarded three pints fr a win and ne pint fr a tie. A frfeit scre will be recrded as a 3-0 victry. The winning cach must sign the game card after verifying bth scres (either cach may sign in the event f a tie). Any scres that are marked incrrectly n the game card will affect the standings. Fllwing preliminary runds, criteria in rder f imprtance will determine placement fr the play-ff brackets: Greater number f pints. Each team receives 3 pints fr a win, 1 pint fr a tie, and 0 pints fr a lss.

If tw r mre teams are equal n the abve criteria, their place shall be determined as fllws: Greater number f pints btained in matches between the teams cncerned. ADVANCEMENT PROCEDURES 11U-19U The tp tw teams in each Wrld Cup gruping advance t play-ffs. Teams will be pre-seeded int play-ff brackets based n their standings in grup play Teams will nt be assigned t play against teams f its wn gruping in the first rund f the play-ffs when pssible, unless the team is playing all their initial grup Wrld Cup pl games against anther grup. Teams receiving byes will be selected at randm. Overtime. In play-ff cmpetitin, including finals, a maximum f tw 5-minute vertime perids will be played. If a team is in the lead at the end f tw 5-minute vertime perids then that team will be declared the winner. If the game is still tied at the end f the secnd vertime perid, the FIFA tie-breaking prcedure f kicks frm the mark will be used t determine wh advances. Players may be taken t a designated area where a referee crew will cntrl, mnitr and fficiate the series f kicks frm the mark. Only thse players n the field at the end f the vertime perid may participate in the taking f the kicks frm the penalty mark. If at any pint in the play-ffs, a team chses nt t cntinue, Schwan s USA CUP Weekend reserves the right t mve ther teams frward int its psitin, even if that ther team has already lst. Teams wh chse nt t cntinue may nt be invited t participate in Schwan s USA CUP Weekend in the future. XXIV. AWARDS 9U-10U Jambree participatin awards are given t all players and are given ut at final team check-in. All play-ffs will have 1st and 2nd place games nly with trphies awarded t the 1st and 2nd place teams. Individual gld medals are als awarded t 1st place teams; silver medals t 2nd place teams. All medals and trphies will be awarded at a ceremny area n mre than tw hurs frm the end f the champinship game. Pht pprtunities are available at the award presentatin area. XXV. WEATHER PROVISIONS The Schwan s USA CUP Weekend Turnament will fllw MYSA weather guidelines. Severe weather is a pssibility. All weather decisins are the sle decisin f the turnament cmmittee and are based n the Weather Sentry strm tracking system and weather sptters used by Anka Cunty Airprt, TPC Glf Curse and the NSC Victry Links Glf Curse. If weather r the cnditin f fields makes it impssible t carry ut the turnament t its full extent, the turnament cmmittee will make the necessary decisins cncerning the rearrangement r cancellatin f games fr any reasn. Every effrt is made t play all games in their entirety. Fees are nn-refundable, if games r the turnament are cancelled fr any reasn. The turnament cmmittee has the right t: Institute water breaks, this is nt a caching break; players must remain n the field. Shrten the length f games. Suspend games due t lightning r trnad warning. A game may be suspended by the turnament cmmittee withut being cancelled r cnsidered cmplete if in the secnd half f play. If the decisin t terminate a game is made, and, if ne half f the game has been played befre terminatin fr weather cnditins, the game stands as a cmpleted match. If it is necessary t suspend games due t lightning, suspensin and all clear annuncements will be made ver be made ver the PA system in the Sprts Hall, Schwan Center, Schwan Super Rink, and NSC Stadium, as well as ver the radis t the field managers. Infrmatin will als be psted n the website. When games are suspended due t lightning, caches and players are instructed t prceed t the nearest safe lcatin: buses, cars, r the buildings n the NSC campus. Teams shuld nt be n the playing fields, in tents r shelters during game suspensin due t lightning.

7 7 When games are suspended due t trnad warning, caches and players are instructed t prceed t either the Sprts Hall r the Schwan Super Rink as these buildings have prtins that are undergrund and are the safest lcatins. The Schwan Center (HQ) building will be clsed during trnad warning. Caches are requested t stay with their teams. A team representative may cme t turnament headquarters t await updates. Turnament HQ will be abandned during trnad warning s caches are requested t stay with their team in either the Sprts Hall r the Schwan Super Rink. Caches/players shuld stay in a safe lcatin until they see field managers return t their psts with radis. Caches and referees shuld then prceed t their respective field manager t receive instructins n resuming games. Turnament participants can check weather updates n the website, mbile app and Facebk. XXVI. WEATHER FLAGS SEE CENTER FLAGPOLE ON TOP OF SCHWAN CENTER The health and safety f participants is a primary cncern. If the turnament fficials and medical staff determine that the risk f heat exhaustin is becming t high, varius ptins using a flag indicatr system will be utilized. Heat index flags will be flwn n the tp f the Schwan Center n a flagple. Green Flag - Nrmal play cnditins. Fllw regular cnditins and allw free access t fluids. Yellw Flag - Mderate heat cnditins; 2-minute water break at the middle f each half is instituted. The clck is stpped during water breaks. Mdified Yellw Flag - Extreme heat cnditins. Game shrtened by 5 minutes per half. In play-ff runds, the vertime perids may be eliminated. Instituted water breaks cntinued. Red Flag - Game length shrtened. Please ask field manager r referee headquarters fr prtcl during red flag cnditins. Black Flag - Suspensin f play. Inclement weather r ther emergencies may cause suspensin f games. Suspensin des nt mean cancellatin f games. After a suspensin is called, games may be restarted. In the event games are cancelled, games that have cmpleted the first half f play are cnsidered final. XXVII. INJURIES Caches are cnsidered guardians fr underage participants when the parents are unavailable, and fr all players regardless f age, when impairment f mental status renders the player incapable f making an infrmed decisin. As such, they have a respnsibility t make decisins in the best interest f the health and safety f the player. A cach s decisin t allw a participant t play, cntrary t the recmmendatin f the medical staff, may leave the cach pen t legal liability. If the cach is under the legal age, the team is required t have an fficial representative f legal age at the field wh will serve as the legal guardian. Caches are respnsible fr having emergency medical infrmatin fr all players in their pssessin at all games. Referees are respnsible fr summning the cach and first aid persnnel nt the field, in the event f an injury. The injured player will first be evaluated n the field by first aid staff. If further evaluatin is warranted, the injured player will be mved t the sideline when medically safe, accrding t emergency medical prtcl. XXVIII. MINNESOTA CONCUSSION LAW This turnament, held by the Natinal Sprts Center and sanctined by the Minnesta Yuth Sccer Assciatin, requires cmpliance with Minnesta Statue 121A.37 in accrdance with the MYSA Cncussin Plicies. All participating caches and referees are required t take cncussin training.
