Anne Arundel Cunty R&P/GLAAAC 2017 Official Girls Lacrsse Rules REMEMBER - SPORTSMANSHIP - BEFORE, DURING AND AFTER THE GAME! DIVISION OF PLAY Sticklette Pee-wee Thugh there will be n divisin f play at this level, cmmissiners can indicate n their team registratin frms whether the team is Kindergarten,1st graders, 2nd graders, r mixed. Thugh there will be n divisin f play at this level, cmmissiners can indicate n their team registratin frms whether the team is 3rd graders, 4th graders r even. Middies There shall be 3 divisins f play at this level: A, B and C. Any rganizatin with 3 r mre teams at this level must place at least ne team in the A divisin. Junir There shall be 3 divisins f play at this level: A, B and C. Any rganizatin with 3 r mre teams at this level must place at least ne team in the A divisin. Senir There shall be n divisin f play at this level. LEAGUES STICKLETTE PEE WEE MIDDIE JUNIOR SENIOR Grades K, 1-2 Grades 3-4 Grades 5-6 Grades 7-8 Grades 9-12 Players cannt play dwn, but they can play up. Exceptin - Sticklettes - a player can chse t play Pee Wee if; they are in 2 nd grade, and nly if they turn 8 yrs. ld n r befre 3/31/16. Players can nly play n ne (1) team. 9 th graders wh want t play in the Junir League must get a waiver frm the Cunty. Players playing n a High Schl schlastic lacrsse team at any level may nt play in the Cunty leagues. MINIMUM PLAY All Levels Each player in unifrm shall play a minimum f 50% f each game. Exceptins will be made in the event f a squad s large as t make this mathematically impssible, and als in cases f illness, injury r disciplinary actin. Page 1

2 HOME FIELD RESPONSIBILITIES It is the respnsibility f the rganizatin upn whse field the game is t be played t ensure that the field is ready fr play. In mst instances, this will be the hme team, but in sme cases it may nt. Fr example, when Team A plays Team B at Organizatin C s field, it is the respnsibility f Organizatin C t ensure that the field is ready fr play. Ready fr play means that the field is: lined, substitutin area is marked, and gals are in psitin with game quality nets, and field crners must be marked with sft/flexible cnes, pylns r flags. SCORE AND TIME KEEPING Every cach shuld be prvided with a stpwatch. Each team shuld prvide a vlunteer screr t stand behind the substitutin area. By mutual agreement, ne screr shuld keep penalty time. Bth shuld keep the scre, and cnsult with each ther after each scre t make sure that they are in agreement. It is their respnsibility t keep the scre and penalty time. Officials will keep fficial game time n the field. In the event nly ne persn is available t scre keeping duties, it is fficial. In the event n ne is available t perfrm scre keeping duties, then the Hme Team Frfeits. STANDINGS FOR MIDDIES, JUNIOR AND SENIOR LEAGUE ONLY It is required that the winning team (r bth teams if game is tied) is t their game scre t the Recreatin & Parks Department by at rphayd00@aacunty.rg. The team must submit scre within 10 hurs f cmpletin f the game. When submitting in scre, the must be in the fllwing frmat: 1. League name, 2. Lcatin f game, 3. Bth team s names, 4. Final scre and 5. Number f fficials. Failure f winning team submitting game scre in prper frmat = FORFEIT! Rain Plicy - see Rain ut Plicy sheet, page 6 POSTPONEMENT AND REASSIGNMENT OF GAMES # f Games ffered in the Seasn: The cunty will schedule 12 regular seasn games fr Pee-wee. Middie and Junir leagues will play 10 regular seasn games with playffs. Sticklettes will play 8 scheduled games. Senirs will play 10 scheduled games. Rain ut Games: The Cunty will nly schedule rain-ut games if a team has played 9 r fewer games. They will reschedule rain-uts t bring a team up t 10 games played if calendar time allws. Rainuts fr Sticklettes will nt be rescheduled. If game cancellatin is nt psted n the website r n the htline number, g t the field unless yu ve received a call that the field is unplayable. Page 2

3 Rescheduled Games: The Cunty will NOT reschedule games cancelled by the caches r the rganizatin. If the caches wish t play a scrimmage, which des nt cunt twards league standings n their wn, they may d s if they can find an pen field. If these teams wish t use the cntracted fficials rganizatin, the teams must cntact the rganizatins assignr, pay a scheduling fee t the rganizatin and have the assignr schedule the fficials. The Cunty will reschedule games if it is determined that the game cannt be played due t a verifiable schl r religius related bligatin that affects mre than 50% f a cmpeting team. REFEREE FEES Head Cach f each team is required t have cash n the field t pay referee(s) fr the games assigned by the Cunty. Payment is Due BEFORE game begins. Refs will nt start the game until paid in full. PEE WEE MIDDIES JUNIORS AND SENIORS $32/team fr 2 refs $42/team fr 2 ref s $52/team fr 2 refs Nte: number f scheduled games played may be less than assigned, due t inclement weather and scheduling cnflicts Rainuts if game has nt started and the fficial has determined the field is nt playable, then the Cunty will pay the referees the assigned fee. Frfeits if Team B des nt shw, then Team A must pay the refs their assigned fee. The Team B fee MUST be paid t the Cunty by Team B BEFORE Team B may play any ther scheduled game. If fficials shw t a game and n teams are present BOTH teams are respnsible fr paying their respective fficial fees prir t their next scheduled game. All subsequent games are subject t frfeit until payment is received. If a team knws mre than 2 days in advance (by Wednesday fr weekend games) that they will nt be able t play a game, they shuld ntify bth Je and the ppsing cach. N frfeit fee will be assessed. If bth caches dn t want t play the game with 1 fficial, the game will be rescheduled. Certified fficials are nly permitted t fficiate Cunty scheduled games. Sticklettes excluded. SENIOR minute halves - running time with the clck stpped during last minute f each half and during timeuts. 5 minute half times time uts per game. Injuries are running time unless in last minute f half r game. 3. Team gets free clear at midfield after gal when dwn by five r mre gals. One pass required. 4. There will be a draw t start the 2 nd half even if the team is dwn by five r mre gals. 5. Scre and Standings will be recrded. Each team must prvide a vlunteer at the screr's table. 6. All abve cunty rules apply t ALL playff games. 2. Playffs will be played prir t Memrial Day. 3. It will be a single eliminatin playff. 4. Games will be played at varius fields arund the Cunty. 5. Seedings will be determined after 10 regular seasn games. 6. NFHS vertime rules will apply. The defense has bth hands n her stick c. The defense is in a psitin t legally check were full checking allwed. 5. Team gets free pssessin at midfield after gal when dwn by five (5) r mre gals. One pass required. 6. There will be a draw t start the 2nd half even if a team is dwn by 5 r mre gals 7. Scre and Standings will be recrded. Each team must prvide a vlunteer at the screr s table. 8. Stick fllw thrugh nt allwed in gal circle. 9. Deputizing f gal keeper nt allwed. 10. NFHS Girl s rules used with the abve exceptins. USL Yuth 14U rules will be used nly as they apply t the 3 secnd rule and NOT in cntradictin t Rule #4 abve. 11. N 5-gal differential rule fr Middie Playffs ONLY. Seven (7) field players and a galie. 3. Five- secnd rule A player wh has held the ball fr mre than (5) secnds must make a pass befre a sht can be taken. Pssessin will nly be taken away if the player takes a sht Page 4

5 befre passing. In the event a sht is taken befre passing, whether that sht results in a scre r nt, pssessin will be awarded t the galkeeper. Officials will use hand and verbal signals t indicate when (5) secnds has ccurred. In the event (5) secnds ccurs in the act f shting, fficials will allw the sht. 4. Tw (2) passes frm pssessin befre a sht can be taken. Passes by galies, hand-ffs, and underhanded passes are excluded. 5. Tw (2) passes must be made after any whistle. Passes by galies, hand-ffs, and underhanded passes are excluded. 6. Playing field shuld be apprximately fifty-(50) yards in length frm gal t gal and 40 yards wide. 7. Only 5 field players allwed past midfield. Galie cannt g past midfield. 8. N Checking. 9. All free psitins are indirect. 10. N zne defense, man-t-man nly. N duble-teams. 11. Draw after every gal; ther than after 5 gals dwn. A cin tss will be used t decide attacking gals and alternate pssessin. Players ther than thse invlved in the draw need t be 4 meters away 12. Sticklettes fcus n fun and instructin minute halves running time with n stpped clck. N time-uts. 5 minute half times. 3. Teams will play six players at a time. NO GOALIE. 4. Cach frm each team will fficiate. 5. N Target/Shting Net 6. One (1) pass frm pssessin befre a sht can be taken. Hand-ffs, and underhanded passes are excluded. 7. One (1) pass must be made after any whistle. Hand-ffs, and underhanded passes are excluded. 8. Five- secnd rule A player wh has held the ball fr mre than 5 secnds must make a pass befre a sht can be taken 9. 6 4. Head Caches are required t attend pre-game meeting at mid-field, where payment will be made t referees. 5. Maximum number f caches allwed n the sidelines per team is three (3). 6. Spectatrs must be n the ppsite side f the field f all players and caches (unless n stadium seated field). 7. N Caches n the field during the game. Exceptin Sticklettes are allwed ne cach frm each team as an fficial. 8. Galie must be fully prtected accrding t NFHS Rules. 9. Time uts can be used fllwing a gal and n a dead ball with pssessin. Nte: Substitutins may nt be made during time uts. 10. On the Fly substitutin fr all levels. 11. Yellw, Lime Green r Orange NOCSAE apprved ball will be used. Girl s LAX regulatins stick nly, NO mesh pcket. 12. Players shake hands, nt sticks fllwing games. 13. Subject t A.A. Cunty Recreatin and Parks Guidelines and Reference Manual. 14. The player serving the 2 minute penalty time must serve it in the substitutin area. 15. Tw yellw cards by the same player in the same game will lead t disqualificatin fr that player fr that game. 16. A red card issued t a player, cach r spectatr will be an autmatic ejectin frm that game. Players receiving a red card are suspended fr that game and at least the next subsequent game. Players, caches and spectatrs ejected frm a game are subject t additinal disciplinary actins. Please refer t page 50 f the AA Recreatin and Parks Guidelines and Reference Manual fr mre detail. 17. Deputizing the galie is nly allwed at the peewee level. RAIN POLICY Weekday Plicy Cmmissiners r Caches must call Recreatin & Parks at (410) by 3:00 p.m. n game day and leave a message n the Sprts Supervisr s vice mail at ( x3533) if yur field is in unplayable cnditin fr that night s game. Cancellatins fr the whle cunty will be psted n the website. Cancellatins fr individual grass fields are the respnsibility f the hme team. The sprts supervisr must be ntified by befre 3:00 pm f cancellatin. The sprts supervisr will ntify the head f the fficials. Inclement weather decisins made by the Cunty will be psted at 4:00 p.m. n weekdays. Please check the website fr game cancellatins. If games have nt been cancelled (there will NOT be an update), g t the field where the fficial will determine whether the field is playable. If the game is cancelled at the site, all games will be cancelled at that lcatin and it is up t the hme team cmmissiner/head cach t call: 1. The head f the fficials (Cmmissiners will have the number fr the Officials) 2. All teams scheduled t play at their field n that day. 3. The Sprts Supervisr s vice mail ( ext. 3533). If it rains after the game has started, it is t be determined by the fficial if the game shuld be stpped fr inclement weather. If the game is cancelled, all games will be cancelled at that lcatin. Once a decisin has been made, the head caches shuld ntify the cmmissiner and the cmmissiner shuld ntify: 1. The head f the fficials (Cmmissiners will have the number fr the Officials) Page 6
