Seasn Dates July 16 August 27 as needed. Team Registratin and Cst Early Bird: $199 per team After 6/25: $240 per team Deadline: July 2 Registratin is first cme first served. Ttal payment is due at the time f registratin. Teams are nt cnsidered in the league until all fees are paid in full. Rsters and payment are t be turned in at the Durang Cmmunity Recreatin Center. Space fr teams may be limited and may fill befre early bird r deadline dates. Rsters Rsters must include the Captain and C-Captain infrmatin and signatures when submitted fr registratin. A player may play fr nly ne team in the entire league. Yuth/Teens Players must be 14 years f age r lder t participate in the Adult Kickball League. All players ages must have a parent/legal guardian sign the team s registratin/rster frm giving apprval fr the minr t play. League Frmat 4 game rund-rbin and single-eliminatin turnament. The turnament begins after the games are cmpleted. Captains are respnsible fr picking up brackets and ntifying teammates f the turnament dates. Players shuld be prepared t play turnament and makeup games n any day f the week, including weekends. League Schedules Schedules will be determined by ttal team registratins. Schedules will be available prir t games at the Cmmunity Recreatin Center. Team Captains are respnsible fr picking up schedules and frwarding all league infrmatin t their players. Captains and C-Captains that prvide an address t be sent league infrmatin and schedules. League Placement Teams may autmatically be placed ne league higher r lwer than their first chice withut being ntified. League Turnaments Turnaments will begin immediately fllwing rund rbin play. All teams shuld be prepared t play any day f the week and/r weekend. Sme leagues may be cmbined fr turnament play. Captains are respnsible fr btaining turnament infrmatin and ntifying teammates f the turnament dates. 1

2 Game Cancellatins Fr wet grunds/rain-ut cancellatins infrmatin call the Adult Sprts Office at (970) If games have been canceled the phne greeting will specifically include any cancellatin infrmatin. Teams shuld be prepared t play a make-up game n any day f the week r weekend. Game Lcatins Games will be played at the Flsm Park baseball field. Divisin/Skill Level Days Times Ced Rec. Mndays 6:10 and 7:15 Suggested schedules are subject t change due t the number f teams that register and field availability. KICKBALL RULES The bjectives and purpses f the Durang Parks and Recreatin Department Adult Leagues shall be: T develp and prmte amateur recreatinal leagues within the City f Durang; T establish rules and regulatins gverning all participating teams; T engage in any activity that will be beneficial t the participants and the leagues wellbeing; and T prmte utstanding sprtsmanship. The fllwing Durang Parks and Recreatin rules apply t the kickball league and are highlights f and/r supplements t current Durang Parks and Recreatin s Adult Ced Sftball ASA rules, which will gvern this league and be used as a reference fr all ther kickball rules nt clearly stated. ROSTERS Anyne engaged n a team must sign the registratin/rster frm befre s/he is eligible t participate. If a persn plays withut signing the rster, it will result in a team frfeit fr the game(s) s/he plays. Each player and team captain is respnsible fr any frged signature. Playing under an assumed name r as an ineligible player results in the guilty team frfeiting the game. The player will be suspended fr the remainder f the seasn and placed n prbatin the fllwing seasn. A player may nly appear n ne team rster fr each seasn. Once a persn is n a team rster fr the seasn, s/he must stay with that team fr the remainder f the seasn. All rsters must be final prir t the last tw league games. All players signed n a rster at that time are eligible fr league turnament play. Any player added t the rster fr the last tw league games is nt eligible fr league turnament play. If a player n the riginal rster is unable t fulfill the 2 league-game requirement due t injury, s/he must advise the league s supervisr f the situatin and request in writing permissin t play in the turnament. This prcess will nt guarantee permissin t participate. Rsters may be accessed at the game site frm the Field Supervisr during the seasn. UNIFORMS, SHOES, ETC. Similar clred team jerseys with numbers are recmmended but nt required. Shes: All players must wear shes. A she shall be cnsidered fficial if it is made with either canvas r leather uppers r similar material(s). The sles may either be smth r have sft r hard rubber cleats. Metal cleats are nt allwed. Under n circumstances are sandals r bare feet allwed. Hats are nt required, but if a hat is wrn it will need t be judged safe by the umpire. Prtective gear such as glasses, shin guards r bandages are acceptable. Braces with expsed hard surfaces must be padded. Any item judged by the umpire t be ptentially dangerus is illegal. Under n circumstances are casts allwed. Jewelry: Expsed jewelry, which is judged by the umpire t be dangerus, must be remved and may nt be wrn during the game. 2

3 GAME OPERATION A minimum f 6 players must be n the field ready t play at game time. The minimum number f females allwed at anytime is 2. The maximum number f males allwed n the field at anytime is 6. When playing 2 females; a minimum f 1 must be in the utfield and 1 in the infield. When playing 4 females; a minimum f 2 must be in the utfield and 2 must be in the infield. Players arriving late must wait until the tp f the next inning t enter the utfield r kicking rder. Game time is frfeit time. Players must be n the field and ready t play at game time. Teams with less than 6 players must frfeit. The umpire s decisin is final in all frfeiture matters. If a frfeit ccurs, the scheduled team(s) may practice n that field until 10 minutes befre the next game time n that field. Under n circumstances will umpires be utilized. Teams with 2 seasn frfeits will be ineligible fr the league turnament play. Exceptin, t becme eligible fr the league turnament: It is the team captain s respnsibility t cntact the league s Recreatin Supervisr t first receive apprval and then pay a $50.00 frfeit fee. Apprval and the fee must ccur befre the last seasn game and/r befre the turnament brackets are cmpleted. All games are 9 innings, 1 hur, r the Run Rule whichever cmes first. Run Rule: If a team is winning by 20 r mre runs after 3 innings, r 15 runs after 4 innings, r 10 runs after 5 innings, that team will be the winner. Time begins n the cin flip. One extra inning will be played t break a tie. In the extra inning, the player wh is scheduled t kick last in the extra inning will be placed n 2 nd base. This will ccur fr bth teams. If the player wh is scheduled t be n secnd base in the extra inning is nt available due t an injury, already had a curtesy runner, etc., place the kicker wh precedes him/her n 2 nd base. The next ½ inning r a new inning will ccur nce the 3 rd ut is made. If an inning is in prgress after 1 hur, the inning/game will be cmpleted accrding t the fllwing rules: If the hme team is kicking and ahead, the referee shall declare the game ver. If the visiting team is kicking and behind, the inning will be cmpleted. If the scre is tied at the cmpletin f the inning, an extra inning will be played accrding t Rule #1. If tied after the extra inning, the game will be declared a tie. The umpire (r ther Parks and Recreatin staff) can declare a game cmplete/regulatin regardless f the scre, if five f mre cmplete innings have been played, r if the team secnd at bat has scred mre runs in fur r mre innings than the ther team has scred in the five r mre innings. Anything less than these standards is cnsidered an incmplete game. The umpire (r ther Parks and Recreatin staff) is empwered t call a game at any time because f darkness, rain, lighting, fire, panic, r any ther cause that places the patrns r players in peril. Games may initially be delayed, befre being cnsidered suspended r cmplete. Games that are nt cnsidered cmplete/regulatin are cnsidered suspended and shall be resumed at the exact pint where they were stpped in a rescheduled make-up game. The league supervisr may cnsidered a game cmplete/regulatin at a later time/date than the umpire r n-site staff. Games that are nt cmpleted due t a suspensin will resume at the pint f suspensin. Games fficially start with the cin flip. If the game is suspended it will resume frm the pint f suspensin at a later scheduled date. All imprtant game infrmatin will be recrded (e.g., time remaining, scre, player line-up, batting rder, base runners, uts, pitching cunt, etc.) and the game will resume frm that pint as the same game. 3

4 The league supervisr will reschedule cancelled r suspended games. Teams shuld be prepared t play make-up games n any night f the week and/r weekend. Game times may change accrding t new and revised make-up game times. Teams nt able t play make-up games must frfeit. Determinatin f wet grunds/rain-uts will be made as sn as pssible. Later games may be played even if early games are canceled. Captains are respnsible fr calling their teammates. Call the Adult Sprts Office at (970) fr updates. N alchlic beverages are permitted n the premises. Hme Team: A cin tss will determine Hme and Visitr during league and turnament play. Cunt: 2 Fuls = Out; 3 Outs = Cmpletin f teams half inning. If yu chse nt t kick a ball it will be cnsidered a ful. There are NO strikes and NO walks. Each player will receive tw pitches. Bld Rule: If bld is nticeable n a player, cach r umpire, an fficial s time-ut will be called t stp the bleeding r cver the wund. Bldstained clthing r equipment must be replaced r sufficiently cvered. A substitutin may be required. A player leaving the game due t bld may return, be substituted fr r must fllw the re-entry rule. It is the team s respnsibility t prvide first aid supplies t handle these situatins. Curtesy Runner: They will be allwed in Durang City Leagues if a player is injured. A curtesy runner must be the last same-sex player t make an ut. If a kicker/base runner requests a curtesy runner befre he/she is due t kick, he/she will nly be awarded first base fr any kick (even a hme run) fr the remainder f the game. If the kicker attempts t advance past first base fr any reasn, a delayed dead ball will result and the kicker will be called ut after play has stpped. Only ne player may have a curtesy runner per game. Once a player uses a curtesy runner, he/she must use a curtesy runner fr the remainder f the game. If mre than ne player is injured during the same game the secnd injured player may leave the game (as lng as 6 players remain) and take an ut fr his/her remaining at-kicks, r a legal substitute may enter the game fr that player. If an injured player leaves the game, and that leaves his/her team with 6 r less players, the game must be frfeited. Captain s Obligatins: The team captain must handle all cmmunicatin with umpires. Any deviatin frm this is cnsidered unsprtsmanlike cnduct and will be penalized accrdingly. Pitching Regulatins: The ffensive team will pitch t their kickers. The pitch must be within the kicking bx. A pitch utside the bx is a ful. The pitcher can nt interfere with the play r the runner clsest t hme plate will be called ut. The defense may chse t prvide a defensive player t stand apprximately five feet t the pitcher. The defensive player must stay apprximately five feet t the pitcher until the kicker makes cntact with the ball. General Kicking Regulatins: An ut ccurs when: a player accumulates tw fuls; a kicked ball is caught; a runner is tuched with a ball at any time when they are nt n base (remember yu can hit a runner with the ball t get them ut, but avid headshts!); a runner is frced ut at a base, and s n If a fly ball is caught, runners must tag up befre prceeding t the next base. Runners hit abve the shulders are awarded an extra base. If the runner intentinally used their head t blck the ball, the runner will be called ut. If a player is sliding t a base and gets hit abve the shulders the umpire will make a judgment call based n the play. This is a judgment call and can nt be prtested. The ball may nt be kicked t tag a runner ut. Runners hit by a kicked ball are awarded an extra base. Bunting-the ball must g past the bunting arc r it will be a ful. N leading ff base. N stealing. One base is awarded n an verthrw. 4

5 Runners may ver run first and hme bases nly. Base runners may nt leave the base until the ball has been kicked r the runner is called ut. All kicks must ccur within the kicking bx. A kick in frnt f bx is called an ut. Runners must stay within the base line. Defensive players must stay ut f base line. Fielders attempting t make an ut n a base may have their ft n the base, but must lean ut f the baseline. Runners bstructed by a fielder within the baseline shall be given an extra base. Outfield Regulatins Outfield players may kick the ball int the infield. Infield players may nt kick the ball. Outfield players must stand behind the utfield painted arch, and may nt mve frward until the kicker makes cntact with the ball. N mre than 4 utfield psitins. Ced Rules A minimum f 6 t a maximum f 10 players may take the field. A minimum f 6 players must be n the field ready t play at game time. The minimum number f females allwed at anytime is 2. The maximum number f males allwed n the field at anytime is 6. When playing 2 females; a minimum f 1 must be in the utfield and 1 in the infield. When playing with 6 t 9 players defensive psitins may be left pen. When the defensive team takes the field the psitins must be set fr that inning. Players may mve arund nce cntact is made with the ball, but must return t their starting psitins fr that inning befre the next player is up t kick. Up t 16 players may kick as lng as tw males dn t kick back t back. Tw cnsecutive males will result in ne ut. Casual Prfanity: The use f imprper language will result in a warning given t that team. Imprper language is defined as any prfanity lud enugh t be heard by thers. Prfanity directed at ther peple (players, umpires, spectatrs, etc.) will result in an ut and/r an ejectin. Time-uts: The umpire will call all time-uts. Ejectins: Any player ejected befre, during, r after a game will autmatically be suspended frm the next game r given a mre severe penalty as determined by Parks and Recreatin. A team may NOT play shrthanded with less than they started with. If n legal substitute is available the game will be frfeited. Parks and Recreatin Adult Ced Sftball rules will be used as a reference fr all ther kickball rules. PROTESTS Prtests: The Official and Site Supervisr must be ntified f all prtests, as well as bth team captains. T prtest scring situatins the team wishing t prtest must have kept a screbk. All scring prtests must be made immediately. All prtests regarding any game rule infractins must be directed t the fficial befre the next play cntinues. All ther prtests must be made befre the game ends. This includes player eligibility prtests. The game is final as sn as the fficial declares it is finished. A team may nt prtest a game based n weather cnditins r fficial judgment calls. Prtests regarding judgment calls will nt be cnsidered. 5

6 T prtest a game: The team captain must infrm the fficial that the game is under prtest at the pint f cnflict. The ppsing team s captain must then als be made aware that the game is under prtest. All frmal prtests must be submitted in writing t the league s Recreatin Supervisr at the Parks and Recreatin Administratin Office prir t 5:00 p.m. the next business day. Prtests must include: the rule in questin, players/fficials invlved, and a brief descriptin f the incident, and a $30.00 prtest fee. This fee will be returned if the prtest is successful. The Recreatin Department administratin will review the prtest and make a final decisin. Ejectins: Any player r cach ejected befre, during, r after a game will autmatically be suspended frm the next game r given a mre severe penalty as determined by Parks and Recreatin. S/he must remve him r herself frm the cnfines f the playing area tw minutes. Team members are respnsible fr his/her remval. If the guilty party has nt left the premises within tw minutes, his/her team will receive a frfeit fr the current r next scheduled game. Suspensins: If a captain knwingly plays a suspended player, the captain and the player will be suspended fr the remainder f the seasn and be n prbatin fr the fllwing seasn. POLICIES The Plice Department may issue citatins fr the fllwing: Everyne is required t park in a designated parking spaces. N pets are allwed n the field. Drinking and smking is prhibited in the park. PARKS & RECREATION LEAGUE POLICIES OBJECTIVE AND PURPOSE The bjective and purpse f the Durang Parks and Recreatin Department Adult City Leagues shall be: t develp and prmte amateur recreatinal leagues within the City f Durang; t establish rules and regulatins gverning all participating teams; t engage in any activity that will be beneficial t the participants and the leagues wellbeing; and t prmte utstanding sprtsmanship. The Durang Parks and Recreatin plicies stated belw supersede any ther sprts rules utilized by ur leagues. ENTRY FEES AND DEADLINES Entry deadline and league starting date will be annunced at the league meeting. Fees and rsters are due by the deadline annunced at this meeting. Teams are nt cnsidered in the league until all fees are paid in full. PLAYER ELIGIBILITY A. A persn must live r wrk within La Plata Cunty during the sprt seasn in rder t be eligible t participate in any City league activity. Residents utside La Plata Cunty may be accepted if space permits. B. A player may appear n ne team rster nly. If ced is ffered during the same seasn, a player may als appear n ne ced rster. C. A player must be at least 14 years f age in rder t participate in an adult sprts league (unless therwise specified). 6

7 D. N persn may participate in a City league prgram if currently participating in the same High Schl r Cllege sprt. (This prcess will nt guarantee permissin t participate.) PLACING TEAMS INTO DIVISIONS Teams are usually placed in the divisins they request. Hwever, the Parks and Recreatin Department reserves the right t place teams in different divisins t ensure the mst equal level f cmpetitin. This ccurs mst ften when scheduling league turnaments. LEAGUE SCHEDULES All league schedules are determined by the Durang Parks and Recreatin Department. Schedules will be available at the Parks and Recreatin Department, and team captains are respnsible fr distributing schedules t their teams. Schedules will be altered nly fr inclement weather, unsafe field cnditins r a facility cnflict (i.e. schl functins, etc.). These are the nly games that will be made up. PLAYING UNDER AN ASSUMED NAME Playing under an assumed name r as an ineligible player results in the guilty team frfeiting the game. The player will be suspended fr the remainder f the seasn and placed n prbatin the fllwing seasn. FORFEITS Game time is frfeit time unless the prper number f players is present. In all league sprts, a team may start with ne less player than nrmal. A team that frfeits tw r mre league games during the seasn is ineligible fr league turnament cmpetitin. EJECTIONS When a player r cach is ejected befre, during r after a cntest, s/he must remve him r herself frm the cnfines f the playing area, dugut and park within tw minutes. Team members are respnsible fr his/her 7

8 remval. If the guilty party has nt left the premises within tw minutes, his/her team will receive a frfeit fr the current r next scheduled game. SUSPENSIONS Players serving a suspensin are nt permitted at the game site, nt even fr team warm-ups r as a spectatr. If a suspended player is present it may result in a frfeit fr the team. If a captain plays a suspended player, the captain and the player may be suspended fr the remainder f the seasn and be n prbatin fr the fllwing seasn. RULES FOR SPECTATORS Spectatrs shuld be able t relax and enjy their experience, but they als have an bligatin t behave in a respnsible manner during all City recreatin activities. A. Disruptive fans may cause their team a penalty r frfeit if they d nt refrain frm the disruptive behavir. B. Children are nt permitted near the playing area withut direct parental supervisin. Please d nt leave children unattended. CITY CODES & ORDINANCES Any unlawful act can result in enfrcement and penalties by law enfrcement. A. Frceful cntact with a public fficial is prhibited. It is unlawful fr any persn t cmmit battery against any fficial f the City f Durang wh is in the exercise f his/her fficial duties. It is a vilatin f this rdinance fr a persn t intentinally and unlawfully make, by his/her persn r by prjecting smething under his/her cntrl, frceful cntact with a public fficial. Legal actin will be taken by the City. B. Smking is prhibited nsite r n the playing fields. It is unlawful fr any persn (players r spectatrs) t be smking in this public area. C. Alchlic Beverages are prhibited nsite r n the playing fields. It is unlawful fr any persn (players r spectatrs) t carry r have any pen cntainers f an alchlic beverage, r drink an alchlic beverage in this public area. D. Pets must be n leashes. It is unlawful fr a dg t run at large. Owners f pets are respnsible by law t clean up after their pets. Animals, ther than guide animals, are nt allwed in gymnasiums r n playing fields. CRIMINAL BEHAVIOR Any player, spectatr r emplyee may have charges brught against him/her by the City if a crime is cmmitted during a City activity. The Durang Parks and Recreatin Department will nt tlerate hstile participants and spectatrs. PARKS & RECREATION GENERAL CODE OF CONDUCT POLICIES & PENALTIES The fllwing plicies apply t the Parks & Recreatin leagues. Sprtsmanship and fair play are the hallmark f all adult recreatin prgrams. Any unsprtsmanlike cnduct may be addressed by a site supervisr, fficial, screkeeper, r the league supervisr. Cllectively individual peple make up and represent a team. Therefre, in team sprts any persn s individual behavir r actins can have implicatins fr the whle team. An fficial r site supervisr may frfeit a game as a result f any persn s individual behavir r actins (player r spectatr). The league supervisr may suspend an entire team frm league play as a result f any persn s individual behavir r actins (player r spectatr). A. NO PERSON SHALL: Discuss with an fficial, in any manner, the decisin reached by such fficial, except the manager r captain. The severity f the penalty may be left t the discretin f the fficial f site supervisr. MINIMUM PENALTY: Warning by the fficial. MAXIMUM PENALTY: Remval frm the game. B. NO PERSON SHALL: Be guilty f bscene gestures r bjectinable demnstratins f dissent at fficial's decisin. The severity f the penalty may be left t the discretin f the fficial f site supervisr. MINIMUM PENALTY: Warning by the fficial, and/r remval frm the game. MAXIMUM PENALTY: 1-game suspensin and prbatin fr the remainder f the seasn. 8

9 C. NO PERSON SHALL: Refuse t abide by an fficial's decisin. Officials r site supervisrs are required t suspend player immediately frm further play and reprt such player t the league supervisr. MINIMUM PENALTY: Remval frm the game, and 1-game suspensin and prbatin fr the remainder f the seasn. MAXIMUM PENALTY: 3-game suspensin and prbatin fr the remainder f the seasn. D. NO PERSON SHALL: Be guilty f using unnecessarily rugh tactics in the play f the game against the bdy and persn f an ppsing player. Officials r site supervisrs are required t suspend such players immediately frm further play and reprt such players t the league supervisr. MINIMUM PENALTY: Remval frm the game, and 1-game suspensin and prbatin fr the remainder f the seasn. MAXIMUM PENALTY: 3-game suspensin and prbatin fr the remainder f the seasn. E. NO PERSON SHALL: Be guilty f an abusive verbal attack upn any player, fficial r spectatr. Officials r site supervisrs are required t suspend such players immediately frm further play and reprt such players t the league supervisr. MINIMUM PENALTY: Remval frm the game, and 1-game suspensin and prbatin fr the remainder f the seasn. MAXIMUM PENALTY: Suspensin fr the remainder f the seasn. F. NO PERSON SHALL: At any time lay a hand upn, shve, r threaten a player, spectatr, fficial r emplyee. Officials r site supervisrs are required t suspend player immediately frm further play and reprt such player t the league supervisr.
