1 Outlaws Summer Blast 2016 Turnament Baseball Rules Turnament Directrs fr Baseball: Dave TerBeek (616) Mike Light (616) *West Michigan Outlaws turnament management will make every effrt t treat all teams will fairness. If questins r disputes arise abut plicies and prcedures, caches shall bring them t the attentin f the turnament directrs t be dealt with. Any interpretatin and decisin f the turnament directrs shall be final. BAT: MHSSA RULES WILL BE AHERED TO, WITH THE FOLLOWING EXCEPTIONS: 8u-14u age divisins will use either USSSA apprved 1.15 BPF r BBCOR bats. 15u, 16u and 17u- BBCOR nly. N exceptins are allwed GAME AND TIMES: All games will have 1 hur and 45 minute time limit. N new inning will start after this time limit. Champinship games will nt have time limits. Mercy rules will be in effect fr Champinship

2 games. Games will be seven innings fr 12U and up (if time allws) and six innings fr 8U- 11U. 8U will be kid pitch with 9 fielding psitins. N walks. Cach cmes in and finishes the batter after ball 4. Three strikes will cnstitute an ut. 8U and 9U will nt be allwed t advance n a drpped third strike. All ther age levels will play drpped third strike Any player, cach r fan ejected frm a game must leave the facility fr the remainder f that game. N exceptins. Umpires and the Turnament Directrs have the discretin t remve any player, cach r fan frm the facility fr any length f time deemed apprpriate fr miscnduct. Umpires will hear cncerns frm head caches nly. DUGOUTS Hme teams will be determined by a cin flip except in seed play where the higher seed will be the hme team Dugut selectin will be n a first cme first-serve basis. LEADING OFF AND STEALING: 8U: N leading ff. Base-runners can t leave base until ball crsses the plate. Stealing is allwed when a kid is pitching. One base per pitch maximum. N stealing hme at any time. Base-runner that starts n 3 rd base fr that pitch must be batted in r frced in n a hit by kid pitch with bases laded in rder t cme hme. 9U: N leading ff. Stealing is allwed nce the ball crsses the plate All ther age levels will be allwed t lead ff and steal MERCY RULE AND TIES: Mercy rule is as fllws: 12 runs after 3 innings; 10 runs after 4 innings; 8 runs after 5 innings Champinship Games will utilize the mercy rule Ties will nt be played ut nce time has expired. If a game is tied after time the alltted number f innings, and assuming that time still remains, internatinal extra innings rules will apply. The last player t recrd an ut f any kind will be placed n secnd base with ne ut. The same situatin will apply fr bth teams fr the remainder f the game until time expires r the tie is brken. STANDINGS FOR SEED PLAY: T determine standings, the fllwing rules will apply in the fllwing rder: Recrd Runs Allwed Runs Scred Cin Flip with the team traveling the furthest distance frm the facility calling the flip.

3 BATTING ORDER RULES: MHSAA pitcher/catcher curtesy runners will be allwed fr all aged levels 9U and abve. The curtesy runner must be the last batted ut. Rcket Rule batting (batting a cntinuus lineup with free substitutins) is allwed as lng as stated by the Head Cach prir t the start f the cntest. Once adpted, this rder cannt be altered fr the duratin f the game. If a player is injured and unable t bat, that player will nt be cunted as an ut, but will nt be able t return t the lineup fr any reasn fr the remainder f the cntest. All ther batting rder adptins must cnfrm t MHSAA rules PITCHING RULES: There will be n pitching restrictins fr this turnament. The West Michigan Outlaws encurage all caches t be practive in prtecting the health and wellbeing f their players. This includes prperly managing age apprpriate and player apprpriate pitch cunts. Balk warnings will be issued (ne per pitcher per game) fr 8U- 11U. 12U-13U will be allwed ne balk warning per game per team. 14U and up will nt be issued warnings fr balks. SCORE SHEETS: Winning teams must sign a screcard given by the umpire and winning cach will turn in the card t the registratin table at the West Cmplex n later than 15 minutes after the cnclusin f the last game f the day. The screcards must be signed by the cach and the umpire and must include the final scre and innings played. Failure t turn in a screcard will result in a lss fr each the team. 8U-11U will have ne umpire 12U and up will have tw umpires 1 umpire in champinship games fr 8U and 9U. Champinship games fr 10U-17U will have tw umpires WEATHER AND ACTS OF NATURE: Games may be shrtened if weather cnditins dictate. Game cancelatins will be apprved by the turnament directr. There will be n refunds fr games lst due t weather r ther acts f nature. FIELD DIMENSIONS: -- 8U 40/60 --9U-10U 46/ U 50/ U 50/ U 54/ U and up 60/90 *Every effrt will be made t make sure base distances, pitching distances, and field dimensins are

4 accurate. Because we use many different public facilities, dimensins are smetimes slightly ff. S as lng as the field dimensins are reasnable and the same fr bth teams, play shall nt be stpped t reinstall bases r pitching rubbers.
