1 Suth Orland Sccer Club TOURNAMENT RULES August 31 September 2, 2018 Fields f Play Airprt Lakes Shadwridge Dr, Orland, FL Barber Park Gatlin Ave, Orland, FL Yung Pines Yung Pine Rd, Orland, FL Team and Player Eligibility This Turnament shall be pen t all US Yuth Sccer and State Assciatins in all age grups indicated n the Turnament apprval frm. Each team must als be in gd standing with its yuth assciatin. It shall be the respnsibility f each State Assciatin t certify the eligibility f its cmpeting teams and t prvide such teams with a certified cpy f the rster, permissin t travel and prf f insurance as required by the granting authrity. Multiple divisins within an age grup are nt guaranteed, but may be ffered where sufficient numbers f teams apply t that age grup. Decisin f the Turnament Cmmittee fr the placement f teams within age grups with multiple divisins is final. Age classificatins are as fllws: BIRTH YEAR Seasn MAX ROSTER SIZE GUEST PLAYER LIMIT 2009 U U U U U U U U U U Guest Players N team will be allwed mre than five (5) guest players. Players must play n their primary registered team (USYSA and/r US Club) if their primary team is playing in the 2018 turnament and are NOT eligible t play as a guest player with anther team. Guest players must meet all requirements fr individual team players. An fficial guest player frm, medical release frm, laminated player pass, and interstate frm if required (Guest player passes must be the same type as the team the guest is playing fr: USYSA r US Club). Players may play and be rstered t nly ne (1) team during the Turnament. N switching f teams will be allwed and players will be cnsidered turnament-bund t the first team the player participates with. If a player illegally participates with mre than ne (1) team in the turnament, games fr any team(s) that the player participates with including the first team will be recrded as 4-0 frfeit in the ppnents favr. Falsificatin f player registratin frms, team rsters, player passes r ther recrds used in the turnament will result in immediate disqualificatin f the team frm the cmpetitin, and shall result in disciplinary actin, up t and including disbarment fr the individual(s) invlved. All teams must have current, valid player and caches passes frm their authrizing Federatin rganizatin, fr everyne wh will be participating at the event. Passes must have a verified team cde and player s date f birth, have current pht attached, Registrars signature and be laminated.

Pre-Game Prcedures Prir t the beginning f the turnament at the designated check-in site per field r nline using gtsccer, each team s cach/manager will present the apprved rster alng with valid player and cach passes, medical release frms fr each player, apprved guest/lan player dcuments and travel authrizatin as required. Prir t each game, player passes will be verified again by game fficials against the apprved turnament participatin rster. All teams need t be at their respective game field n less than 30 minutes prir t each scheduled match. A player wh arrives late t a match may nt enter that match until the game fficials verify the player is eligible and the center referee permits the player t enter the match. Each manager/cach (r assistant) must have a valid cach s pass. If a manager r cach is ejected, an assistant prperly registered may cnduct the team. If the assistant is ejected, r if there is n assistant, the game will be frfeited. 4. Cncussins Pursuant t Flrida Statutes (FS ) Flrida 2012 enacted a very stringent Head injury and Cncussin Law. If the referee (r assistant referee) believes that, in his/her pinin, a player has suffered a head injury r pssible cncussin, the match must be stpped immediately. The injured player, if able t leave the field n their wn must be escrted t their cach and the cach must be tld that the player cannt return fr the duratin f the match. If a trainer is brught nt the field because the player is incapacitated, the referee must still ntify the cach that the player cannt return t the game. It is the respnsibility f the cach and the player s parent(s) r legal guardians t seek medical attentin. The player may nt resume participatin in the turnament until he/she has been cleared by a medical dctr. The Referee Has N Further respnsibility beynd remving the player frm the match in which the player was injured. The referee crew must ensure, that Under N Circumstance r due t the appeal frm any caching staff that the player is allwed t return t the game. 4. Heading Deliberate heading is nt allwed in age grups U12 and yunger. If a U12 r yunger player deliberately heads the ball in a game, an indirect free kick shuld be awarded t the ppsing team frm the spt f the ffense. If the deliberate header f a U12 r yunger player ccurs within the gal area, the indirect free kick shuld be taken n the gal line parallel t the gal line at the nearest pint t where the infractin ccurred. 5. Laws f the Game All games shall be in accrdance with the FIFA Laws f the Game. U9-U12 age grups will play under the Rules f the Develpmental Prgram - mdified playing rules. Substitutins may be made nly upn prper ntificatin f the referee thrugh the assistant referee, with the referee s permissin. The substitute shall nt enter the field f play until the players he/she is replacing has left the field and after being signaled nt the field by the referee. Substitutins are unlimited, and will be allwed at any stppage by either team, with the referee s permissin. The number f players shall cnfrm with FIFA with the fllwing exceptins: U13 and up n the field at any ne time: eleven (11) players. ne f whm shall be the galkeeper.

3 U11 and U12 n the field at any ne time: nine (9) players, ne f whm shall be the galkeeper. U10 and yunger n the field at any ne time: Seven (7) players, ne f whm shall be the galkeeper Offside: 11U 19U: N change per FIFA Laws f the Game. 9U 10U: Offside will NOT be called 6. Player Equipment a) Teams will wear unifrms f matching design and clr with a minimum f six inch numbers n the backs. Players unifrm numbers are t be affixed t the back f the unifrm shirt; n tw players frm ne team may have an identical unifrm number while bth are playing n the field at the same time. Where clrs f cmpeting teams are identical r similar, the designated hme team must change t clrs distinct frm their ppnents. b) Galkeeper s Unifrm: The unifrm r jersey f a galkeeper must be distinctly different in clr frm the basic clrs f either cmpeting team. c) It is the plicy f FYSA that n player be allwed t wear ANY jewelry while participating in any FYSA sanctined match. The nly exceptin that may be allwed is a medical alert bracelet r necklace when taped t the bdy. d) Players wearing a permanent rthpedic hard cast shall nt be eligible t participate in any game, hwever sft braces can be wrn, and judgment as t safety is at the discretin f the Turnament Directr and/r Referee Assignr. e) Shin guards must be wrn (beneath the scks) at all times by all players. f) All referees decisins are final regarding player equipment. 7. Referees Referees are required t submit a cmpleted fficial USSF r turnament specific game reprt t the site directr cntaining game scres and any infrmatin relating t any game incidents invlving players/caches, spectatr miscnduct, r injuries. In the event the assigned referees fail t appear and the assignr and/r site directr fails t prvide a replacement, the senir assigned assistant referee shall assume the duties and shall find an alternate assistant. The game will be played as scheduled and will be deemed fficial. In the event that tw fficial assistant referees are nt prvided by the turnament, each team shall prvide a line persn fr their side f the field. If nly tw fficials appear at a match, the match shall prceed with an appinted linesman. 8. Duratin f Game Due t the extreme heat at this time f year and multiple games played in ne day, all games will be played per age grup as fllws: AGE GROUPS REGULATION (minutes) Semis & Finals nly (includes OT & PKs) x 35 = 70 2 x 35 = 70; then PKs 13,14 2 x 30 = 60 2 x 30 = 60; then PKs 10, 11,12 2 x 25 = 50 2 x 25 = 50; then PKs Mercy Rule: All games will be subject t a mercy rule f an 6 gal differential at any time after the cmpletin f the first half. In Semi-finals and Finals if tied after regulatin match will g straight t PKs In any FYSA sanctined match a break will be given at the midpint f each half f regulatin time fr player hydratin. This break will be given at a nrmal stppage f play and it is mandatry fr any FYSA sanctined match during which the air temperature is r is expected t reach eighty-five (85) degrees. Vilatin may result in charges under FYSA s Cde f Ethics. Game clck will cntinue t run during the breaks.

4 9. Cntrl f Sideline Cnduct Players, reserve players, managers, caches, and fans are expected t cnduct themselves within the letter and spirit f The Laws f the Game. The Site Directr has the authrity and respnsibility t remve any persn(s) frm the turnament fr abuses f cnduct, in additin t any specific disciplinary actin brught abut by any ther authrity. Turnament Field Marshals will be present at games t assist. In additin, these rules will apply: a) The Site Directr will designate ne sideline fr players and the ppsite sidelines fr spectatrs. b) Team Managers/Caches will be respnsible fr the behavir f their fans. If the referee warns any cach abut their fans behavir, and the behavir des nt imprve, the cach can be sent ff by the referee. 10. Pst-Game Prcedures As a mutual curtesy, the turnament cmmittee asks that bth teams cngratulate each ther fr a game well played. a) Referees will return the cmpleted game reprt, supplemental reprt fr send-ffs, injuries and special circumstances t the Site Directr (r Turnament Official), as well as any ejected player(s) r cach (es) passes. b) Manager/Cach f each team will cllect the players and caches passes frm the referee fllwing the match n the field. c) Manager/Cach f bth teams will make sure their respective sideline areas are clean and all trash is in the cntainers prvided. 11. Discipline The Turnament Cmmittee shall have a Discipline Cmmittee f three (3) members. This cmmittee will review and rule n all reprts f unacceptable cnduct by players, managers, caches, referees, spectatrs, etc. using the FYSA standards as set by Rules Sectin 502. a) It shall be slely the team s respnsibility t determine the status f its players and caches. Any suspensin frm a turnament, lcal league, etc., is the respnsibility f the team t ntify the Turnament Directr f this suspensin at the time f the player s check-in. b) Per FYSA Rule 504.1, red card suspensin r send ff suspensins can nly be served with the team with which the suspensin was earned in games played by their team. Players may nt serve suspensins as guest players. c) Any player r manager/cach ejected (red carded) will nt cmplete the game in which the ejectin ccurred. The ejected player r manager/cach will nt participate in the next scheduled turnament game regardless f the cause. d) Depending n the severity f the unacceptable cnduct, the Discipline Cmmittee may recmmend the suspensin f up t the duratin f the turnament in accrdance with FYSA requirements. The cmmittee s recmmendatins must be available t the affected parties n later than fllwing the next scheduled match. e) At the cnclusin f the turnament, passes will be returned t the cach, even if suspensin has nt been cmpleted. A cmplete discipline reprt will be sent t the FYSA ffice within 72 hurs f the turnament s cnclusin fr pssible further discipline. 12. Frfeits A team is allwed a ten (10) minute grace perid frm the scheduled time befre awarding the game t the ppsing team. A minimum f eligible players (7 fr 11v11, 6 fr 9v9, 5 fr 7v7) must be present, dressed and ready t play within the grace perid, t cnstitute a team. The game will be scred as 4-0. In the event that the scheduled time is revised frm the printed schedule, caches/managers will be ntified by , turnament website, phne r in persn by a Turnament Official f the new game time. See als Sectin 15. External Cnditins, Weather, etc.

Brackets f Play Bracket f Fur: Played as a single grup f fur teams in a rund rbin frmat, with the tw teams accumulating the mst pints advancing t the final Bracket f Five: Played as a single grup f five teams with all teams playing each ther nce. The team accumulating the mst pints will be annunced as the Champin. The team accumulating the secnd mst amunts f pints will be the Finalist. Bracket f Six: Played as tw grups f three teams. Each team will crssver and play the three teams in the ther grup. The tw teams accumulating the mst pints (Wildcard 1 and Wildcard 2) frm all six teams will advance t the finals t determine which team is the champin. It is pssible that the finalists culd have played each ther already. Bracket f Eight: Played as tw grups f fur. The winner f each rund rbin grup will play a final game t determine the Champin and Finalist. Bracket f Ten: Played as three grups. Grup A with 4 teams. Grup B and C with 3 teams. Grup A will play 3 games within the grup. Grup B and Grup C will play 3 crssver games between Grup B and Grup C. The winner f each grup (A-B-C) and a wildcard (4th best team based n pints) will advance t the semi-finals. Winner f Grup A vs Grup B and Grup C vs Wildcard. In the event the wildcard team advances frm Grup B they wuld have already played the winners f the Grup C and therefre the semi-final ppnents will be as fllws: Winner Grup C vs. Winner Grup A and Winner Grup B vs. Wildcard. Bracket f Twelve: Played as three grups f fur. The winner f each rund rbin grup and a wildcard (4th best team n pints) will advance t the semi-finals. Winner f Grup A vs Wildcard and Grup B vs Grup C. In the event the wildcard team advances frm Grup A they wuld have already played the winners f the grup and therefre the semi-final ppnents will be as fllws: Winner Grup C vs. Winner Grup A and Winner Grup B vs. Wildcard.. Grup Winners will be determined by the fllwing game pint system, with a maximum f 3 pints awarded fr a single game: Win = 3 pints, Tie = 1 pint, Lss = 0 pints If a tie in pints exists between teams after grup play, the fllwing tie-breaker rules apply: a) Head t Head cmpetitin (nt applicable if mre than 2 teams tied n pints); then b) Net Gal Differential (ttal gals scred less ttal gals allwed) with a maximum differential f +/- fur (4) per game; then c) Least Gals Allwed with a maximum f fur (4) per game; then d) Mst Gals scred with a maximum f fur (4) per game. e) Penalty Kicks per FIFA rules In fur grup divisins that result in semi-finals the pairings will be as fllws:winner A vs. Winner D, and Winner B vs. Winner C. Wild Card System: If an age grup has a wildcard psitin advancing t the semi-finals, the team pairings will be as fllws: a) Winner A vs. Wild Card, and Winner B vs. Winner C b) EXCEPTION: If the wild card team is frm Grup A, the team pairings will be as fllws: Winner A vs. Winner C, and Winner B vs. Wild Card. c) T determine wild card teams selected frm grups f different sizes, cmparisns will be made using averages. That is, dividing game pints, net gal differential, and least gals allwed by the number f games played within each grup. 14. N Prtests Shall Be Entertained

Inclement Weather & Cnditins, etc. In the event unusual cnditins necessitate the rescheduling, curtailment, shrtening r cancellatin f games, the Turnament Cmmittee shall have abslute authrity t make changes in rder t best serve the cmpletin f the turnament. N prtests f the Turnament Cmmittee decisins due t frmat changes necessitated by external cnditins will be allwed. In the event games are suspended r halted due t weather r ther external cnditins, ne (1) team staff member is required t reprt t the Field Site Headquarters where instructins as t the timing f and methd fr ntificatin f restarts and/r schedule revisins will be cmmunicated. The Turnament Cmmittee will have the authrity (in its sle discretin) t change games as fllws: a) Relcate r reschedule any game(s). b) Change the duratin f any game(s). c) G t Penalty Kicks d) Cancel the game(s). e) Games that have been started and subsequently suspended due t inclement weather r ther external cnditins, will be deemed cmplete if ne half f play has been cmpleted r the first half cannt be cmpleted prir t the start time f the next scheduled game n that field. Fr any such game that is nt cmpleted, the scre at the time f the suspensin will be the final scre. Any game that is nt started and is canceled (as ppsed t pstpned) due t weather r ther external cnditins, will be recrded as a 0-0 tie. Canceled games will nt be rescheduled. 16. Champinship and Finalist Ceremny Fllwing the cmpletin f the champinship game, the tw (2) teams shall present themselves at the awards area where: a) Each player frm the Finalist team will receive an individual award; team receives a team award. b) Each player frm the Champinship team will receive an individual award; team receives a team award. 17. Refunds After a team has been accepted int the cmpetitin, NO REFUND WILL BE GIVEN shuld the team decide t withdraw frm the event. Turnament entry fee returns/refunds will be granted, as fllws: a) Within five (5) days after ntificatin that the team has nt been accepted. b) Within five (5) days upn cancellatin f the turnament. c) Within ten (10) days f request f withdrawal f the applicatin by a team prir t acceptance f the applicatin by the turnament. 18. General a) The Turnament Cmmittee, FYSA, and/r the hst affiliate will nt be respnsible fr any expense incurred by any team due t cancellatin in part r whle f this turnament. b) The Turnament Cmmittee s interpretatin n the freging rules shall be final. c) If nt enugh teams are realized within a single age grup, the Turnament Directr shall ntify the participants as sn as pssible. The participants will be given the ptin t play up r receive a full refund. d) The Turnament Cmmittee has the respnsibility t uphld any previus suspensin impsed by FYSA/USYS, and ther USSF affiliate rganizatins as required. e) The Turnament Cmmittee agrees t have a cpy f the Turnament Rules at all game sites. f) Prhibited items: Smking/Vaping/Electrnic Cigarettes are nt allwed n the sidelines and ther areas as marked at each site. Alchl, drugs, etc. are strictly prhibited at all lcatins at all times. Pets and animals, except seeing-eye and ther wrking dgs, are nt allwed. Nise makers and amplificatin devices deemed disruptive t play by site and turnament fficials are nt allwed during play. g) Participants and spectatrs are reminded t be respectful f all fficials and game sites, and are reminded t pick up after themselves, and utilize the trash receptacles fund thrughut the cmplex.

7 h) Teams that cancel r pullut f the turnament after the registratin deadline f August 1st, 2018 are nt entitled t a refund f their registratin fee. i) Teams that register and/r pay after the registratin deadline f August 1, 2018 will incur a $50.00 late fee. j) N sales f any kind are permitted at facilities (fields)
