4 Sectin 1: General Rules f Order A. The rules cntained herein shall gvern members f this league in all cases t which they are applicable and are cnsistent with the articles f incrpratin and the by-laws f this league. All cmpetitin shall be gverned by the rules stated herein, unless the rules f a specific cmpetitin determine therwise. B. The league shall adpt and be gverned by the applicable rules and regulatins f FYSA, except when mre stringent rules and regulatins are required by the Palm Beach Sccer League, Inc. Sectin 2: Seasnal Cncept f PBSL A. The seasnal year shall be defined as the perid f time between August 1st f each year thrugh July 31st f the fllwing year. B. NO CLUB SHALL BE ALLOWED TO PLAY IN ANY SEASON OR TOURNAMENT WITHOUT A FULLY PAID BOND. C. The playing schedule f PBSL shall be as fllws: Early Seasn may be cmprised f club teams (gld, silver and brnze divisins) in age grups 8U thrugh 19U. The seasn shall begin in August and run thrugh Octber with a minimum f 8 games n the schedule. Regular Seasn may be cmprised f club teams (gld, silver, and brnze divisins) in age grups 8U thrugh 19U. The seasn shall begin in Nvember and run thrugh February/March with a minimum f 8 games n the schedule. Late Seasn, if played, shall fllw the guidelines f Early Seasn. D. At the discretin f the Bard f Directrs, an Early and/r Regular Seasn Playff may be held at the end f each seasn with trphies r medallins fr first and secnd place. E. End f Year Turnament fllwing Regular Seasn fr member clubs in each age divisin, fr any team in gd standing within the league. Clubs wh have played in the Early, Regular, r Late Seasn will be invited t play in this Turnament. Other teams may be invited t play t fill rster psitins (at the discretin f the Bard f Directrs). 1

5 Sectin 3: Levels f Cmpetitin A. Gld, Silver, and Brnze divisins will be established based n the number f declared teams and playing level f thse teams. B. If applicable, the Gld Divisin shall be cmprised f the tp level cmpetitive travel teams. C. If applicable, the Silver and Brnze Divisins shall be cmprised f cmpetitive level travel teams. D. In all divisins: The President r the Vice President r the VP f Rules and Regulatins, shall be respnsible fr all matters pertaining t the teams in this Divisin, unless they are f a nature which is slely under the jurisdictin f the VP f Rules and Regulatins. The VP f Rules and Regulatins shall establish a playing schedule and maintain current standings. The VP f Rules and Regulatins shall cnduct a mandatry cach's meeting prir t the cmmencement f the early seasn. A representative (Cach, Assistant Cach, r Team Manager) fr each registered team within each club shuld attend. Any team that des nt have a representative will be incur a fine assessed against the club f $25 per team. E. Team placement will be the respnsibility f the club. Clubs are t place their teams in the apprpriate divisins f play t ensure fair and equitable cmpetitin fr PBSL-affiliated yuth sccer teams. The VP f Rules and Regulatins shall have the right t mve teams either in age grups r between divisins shuld their perfrmance indicate imprper placement. All mvement f teams will be cmpleted prir t the sign-up deadline f each seasnal year. F. Based n directin frm USYS/FYSA, ur 12U grups will be NON HEADING divisins during Early Seasn, Regular Seasn, and Late Seasns. Teams/Clubs are respnsible fr cmpliance. 2

6 Sectin 4: Player and Team Registratin and Transfer A. All players cmpeting in PBSL scheduled games shall be registered with FYSA per that rganizatin s requirements. Each player will have a current verified and laminated FYSA player pass card with their picture n the card r the player shall nt play. In the interest f the players, a dual rstered player shall be restricted t nly playing ne FYSA game per day with the exceptin f a turnament. Must cmply with sectin f FYSA RULES (page 22) Clubs with dual rstered players must submit a rster in GtSccer n later than 48 hurs prir t the first game f the playing seasn. This allws dual rstered players t cntinue t play ut the league seasn as well as cmpete in the end f seasn turnament even thugh the rster fr reginals has been turned int the state reflecting their primary team. PBSL will accept the ld rster which has their dual registratin nly fr league play. Each head cach and their assistant must be in pssessin f a verified FYSA cach passes at each PBSL-sanctined game. The cach pass must be signed, have a picture, be laminated and presented t the referee at game time r the team will nt play. Caches shall be subjected t the same rules as the players during the games and may incur disciplinary actins greater than the players (see Sectins 8, 9, and 10). B. Each club will ntify the executive cmmittee f its team(s) participatin based n the fllwing dates. Early/Regular/Late Seasn. The deadlines as psted n the PBSL website ( will be fllwed as the final dates fr each f these items: team entry by age grup and divisin, hme field lcatin and availability, cpy f field permit if required, and the name and cntact infrmatin f all head caches. Als, all club and/r team fees, club bnd and any utstanding club fines must be submitted by r at this meeting fr any clubs entering early seasn teams. Minimum team requirement. Tw (2) teams are fr the first tw (2) years and three (3) teams after that perid are the minimum required by each club fr league cmpetitin, within a seasnal year, unless waived by the Bard f Directrs. 3

7 C. Transfer restrictins. PBSL shall nt permit any transfer f players between clubs after January 1st fr the duratin f the regular PBSL seasn and its matches. Any player wh transfers between clubs after Jan. 1 st shall be ineligible fr any PBSL cmpetitin, unless their hme team is disbanded during the seasn. D. FYSA Rster Plicy. Teams will be allwed t maintain a FYSA rster f players fr each team registered with FYSA and PBSL with the purpse f allwing guest players t play up frm within their wn Club. E. Changes t team s fficial FYSA GtSccer rster. Any changes must adhere t the fllwing: Must be apprved by Club Registrar. New rster must be sent t VP f Rules and Regulatins 48 hurs prir t next game. Must prvide the new rster, signed by Club Registrar, at next game. F. Guest Player Rules. PBSL is cmmitted t enhancing the ability f ur member clubs t develp their players in new and innvative ways. As part f this cmmitment, the use f Guest players during the seasn is allwed in PBSL games. Clubs/Caches may use any age apprpriate players in their games prvided the fllwing restrictins are met: The maximum number f guest players allwed per team, per game, will be three (3) fr 6v6 and 8v8 games, and five (5) fr 11v11 games. N player may play n mre than ne PBSL team the same day. Guest players may nly cme frm within yur club and must be age apprpriate. N lateral play will be allwed in a cmpetitive seasn. Guest players name MUST appear as guest players n the game rster with Guest Team Cde. There will be NO guest players allwed during league playffs. Cutff will be 2 weeks prir t the end f the Regular Seasn Play. As with using players nt registered t yur team/club, playing inapprpriate guest players carries the same types f sanctins as wuld be fund in playing an illegal player (see Sectin 8). T allw fr the use f guest players, all teams are required t use GtSccer rsters/game cards fr all league games 48 hurs prir t game time and generate a rster befre play, prir t the seasn and/r prir t the rster freeze date fr playffs. When a new player is registered t yur team/club, an updated rster must be cmpleted in GtSccer 48 hurs PRIOR t that player playing in any league games. The mst recent rster n-file with the league will be used t determine the registratin status f any guest players used during the seasn. There will be NO guest players allwed during league playffs. 4

8 NON COMPLIANCE WITH THE ABOVE RULE WILL RESULT IN A $25.00 FINE TO THE COACH AND A ONE GAME SUSPENSION FROM COACHING ANY TEAM. FAILURE TO MAINTAIN PROPER RECORDS SHALL RESULT IN A FINE OF $ Sectin 5: PBSL FEES A. A perfrmance bnd shall be required in the amunt f $400 per club. Frm this bnd shall cme any fines charged against the club, any referee fees lst due t the club's failure t shw fr a game, and fees nt paid t Palm Beach Sccer League. Upn a club's written ntice t PBSL f its intent t drp ut f PBSL, the club's perfrmance bnd will be returned t the club minus any utstanding fines r fees. B. The Bard f Directrs shall set the administrative fee (if any) that will be charged t each club per year at the Annual Meeting. C. The Bard f Directrs shall set the team fee fr each seasn at the annual meeting. D. Any team which disbands after the publishing f the playing schedule will incur a $150 fine, assessed t that team s club. E. Any club nt in gd standing will nt be allwed t play in any game (in early seasn, regular seasn, late sean, playffs, r any PBSL turnament) until they are back in gd standing within the league. Sectin 6: PBSL Caching Certificates and Licenses A. All caches (head caches and assistant caches) wh cach in the PBSL are required t have an FYSA caching license in accrdance t the level f team play. The level f team play is determined by the team's last reginal cmpetitin. Gld Divisin caches are required t have an FYSA "D" caching license. Silver and Brnze Divisin caches are required t have an FYSA "E" caching certificate. A new cach (head r assistant) that has never cached In the PBSL shall be required t take the apprpriate nline/field curses during the first year f caching. Clubs will be required t maintain accurate recrds f their caches regarding the status f their licenses and certificates. The clubs will be required t submit said infrmatin n an annual basis t PBSL. 5

9 The Bard f Directrs may make exceptins t this rule. Sectin 7: Referees A. Referee assignrs. PBSL-sanctined clubs shall be respnsible fr assigning a three-persn, currently certified, referee team t all scheduled hme games. A club assignr shall be a currently registered FSR certified assignr, wh is hired and paid by the club they are wrking fr. Prir t the beginning f a PBSL playing seasn, each club shall submit the name f its statecertified referee assignr t the VP f Referees. If a club fails t submit an assignr, then the VP f Referees will assign referees t that club fr their PBSL hme games. The club shall be respnsible fr all assignr fees, and any fees nt paid within 30 days f an invice shall be assessed against and taken frm the club s bnd. The VP f Referees shall be respnsible fr all PBSL matters pertaining t the club assignr. Club referee assignr must use nly currently USSF certified referees r club will be fined $50. Club referees shall have n interest in game utcmes. N club affiliatin thrugh membership, executive pwers, Bard member psitins, r vested interests B. The VP f Referees shall keep recrds f all matters pertaining t the referees and PBSL. C. Assignments and payment shall be made nly t currently USSF certified referees fr services rendered. Referee payment shall be made prir t the game. Payment shall be a fifty-fifty split f the full fee by each team. Referee fees wed t certified referees, fr a game that was frfeited, shall be the respnsibility f the team that frfeited. Referee fees wed t certified referees, wh are assigned t incrrect game times, shall be the respnsibility f the hme team's club. The Bard f Directrs shall set frth the referee fee schedule fr each seasn at the annual meeting (See Sectin 8, Pre-Game). 6

10 D. The VP f Referees shall be the link between the club assignrs and the referee assciatin in regards t referee clinics and the assignr clinics. E. Referee miscnduct. All reprts f referee miscnduct shall be reprted in writing, within frtyeight (48) hurs f the miscnduct, t the VP f Referees. The VP f Referees shall frward such reprts f miscnduct, if prven valid, t the State Referee Administratin's ffice within frtyeight (48) hurs. F. All club assignrs must keep a game lg, which shall be prduced upn request by the VP f Referees. Failure t prduce a game lg, r a crrectly-maintained game lg, will result in a $100 club fine and the assignr will be reprimanded. Sectin 8: Standing Rules f Cmpetitin General/Intrductry Infrmatin A. Except where mdified herein, rules f play shall be FIFA "Laws f The Game". Cmpetitin sanctined by the league shall abide by the "Laws f The Game" and any mdificatins specifically published by the FYSA, unless further mdified by the PBSL. B. All cntests sanctined by the league shall abide by the fficial rules, and the mdificatins as published by PBSL, unless therwise amended by the Bard f Directrs. C. Behavir. Officials, Directrs, and Caches f bth clubs/teams are directly respnsible t ensure that teams, caches, fans and spectatrs cnduct themselves in a prper and respectful manner. PBSL may impse sanctins/suspensins n the PBSL affiliated club, until the hearing bard meets and has reslved the issue, fr cnduct which is detrimental t the team, club r league. Rster Size A. Players 9U, 10U, 11U and 12U shall play sccer under the auspices f USYSA, FYSA and PBSL in accrdance with rules f the Develpmental Player Prgram Mdified Playing Rules fr 10U and 12U. 9U and 10U will play 6v6. Maximum rster size is 12. Minimum number t play is 4. 11U and 12U will play 8v8. Maximum rster size is 16. Minimum number t play is 6. 13U and UP will play 11v11. Maximum rster size fr U-13/U15 is 18. Maximum rster size U16 & lder is 22. Minimum number t play is 7. Requirements f rster size may be waived by the Bard f Directrs. 7

11 The Field Field requirements shall adhere t the fllwing: The designated hme team shall be respnsible fr the cnditins f the grunds, field marking and equipment, unless the field is a reginal site, then the respnsibility belngs t the hst club. Nets and crner flags are required. A crwd line five feet parallel utside the tuch line n bth sides f the field is recmmended. It is the psitin f PBSL that all gals must be padded. N square gals shall be used withut padding. It will be the respnsibility f bth teams t have an apprpriate game ball. The referee assigned t the center fr the game will determine the playable cnditins f the field. Mdified field size fr 9U 12U. The field size fr 9U-12U will be as fllws: 9U and 10U will play n a 45 X 60 yard field equipped with a 6 x 18 ft r 7 X 21 ft gals. 11U and 12U will play n a 50 x 80 yard field equipped with a 6 X 18 ft r 7 x 21 ft gals. Length f Games, Overtime and Ball Size These items shall adhere t the fllwing: AGE GROUP LENGTH OF GAME BALL SIZE 19U/17U 2-45 MIN HALVES 5 16U/15U 2-40 MIN HALVES 5 14U/13U 2-35 MIN HALVES 5 12U/11U 2-30 MIN HALVES 4 10U/9U 2-25 MIN HALVES 4 Overtime is nt allwed during the seasn. Turnament rules may vary. Player Passes Shuld a player participate in a league game with a team t which they are nt prperly registered (must have team specific player pass with the prper team cde n it) r if the player is currently under suspensin frm said team, the team shall autmatically frfeit the game 3-0, and the player may be subject t further disciplinary actin. 8

12 All players shall individually present their laminated player pass cards t the referee prir t the start f the game. Any player nt present at start f game shall present pass t the referee prir t entering the field. N pass=n play. Player pass cards are t be returned t the team's manager r cach at the cnclusin f the game. If a player des nt present a laminated player pass t the referee prir t participatin, they shall nt play in that game. Exceptins t this may include the fllwing: prir apprval btained frm an Officer f the PBSL Bard f Directrs based n verificatin that the player is registered with FYSA and prper ntificatin t the referee by the PBSL Officer. Player pass r rster requirements fr a pre-seasn jambree may be amended by the Bard f Directrs prir t the pre-seasn jambree. Player Unifrms and Equipment Player unifrms and equipment shall adhere t the fllwing: Cntrasting clrs. When clrs f cmpeting teams are identical r similar, the designated hme team must affect a change t clrs distinct frm their ppnents. All teams must travel in their club's primary clrs. Galkeepers Unifrm. The unifrm r jersey f the galkeeper must be distinctly different in clr frm the basic clrs f either cmpeting team. Unifrm Numbers. Player's unifrm numbers are t be affixed t the back f the unifrm shirt. N tw players frm ne team may have an identical unifrm number while bth are playing n the field at the same time. Cast and/r braces. Players wearing an rthpedic cast shall nt be eligible t participate in any game. Orthpedic braces may be wrn nly if they are sft and with n hard parts. Fr players wearing an rthpedic brace, a dctrs written permissin must be btained t play and this dcument must be made available t game fficials/referees upn request. All players shall be required t wear prtective shin guards (t be wrn beneath their game scks) at all times while actively participating in the game. Such shin guards shall be f the type and style f prtective athletic equipment specifically designed t prtect the player's lwer leg (shin bne). Additinal shirts (under the jersey) and lng pants (under the shrts and scks) are allwed fr yunger players during cld r inclimate weather. Ultimate decisin-making authrity regarding player unifrms and equipment at a PBSL game resides with, and is at the discretin f, the primary referee. 9

13 Pre-Game The pre-game prcedure shall be as fllws: Each cach r team manager shall present t the referee cpies f the GtSccer Game Card. The team designated as the hme team shall prvide tw (2) cpies, and the team designated as the away team shall prvide ne (1) cpy. At the end f the game, a cpy f the Game Card will g t each cach and ne will be kept by the referee. The referee shall verify the identity f each player by his/her player pass and shall cllect the passes f thse players wh intend t participate. The referee shall als cllect each team's cach and all assistant cach passes. The team manager shuld The referee shall check and make certain that each player's equipment and unifrm is prper. Referee Fees. Referee fees shall be paid by bth teams prir t kickff. Referee fees area based n age grups: 9U-10U: $45.00 PER TEAM (CENTER=$38.00, AR1=$26.00, AR2=$26.00) 11U-12U: $53.00 PER TEAM (CENTER=$46.00, AR1=$30.00, AR2=$30.00) 13U-14U: $60.00 PER TEAM (CENTER=$52.00, AR1=34.00, AR2=34.00) 15U-19U: $70.00 PER TEAM (CENTER=$64.00, AR1=38.00, AR2=38.00) The referee's judgment with regards t the physical cnditin f the field and its acceptability fr play, and t the actual happenings and ccurrences relating t the cnduct f the game, and t thse prergative r judgments inherently granted t the referee by the Laws f The Game as published by FIFA shall nt be challenged. A team that is nt ready t play 15 minutes past the scheduled game time shall frfeit the game. In the event f a frfeited game, the referee must reprt the incident t the hme team assignr wh in turn shall ntify the VP f Rules and Regulatins. The team that frfeits shall be respnsible fr the full referee fee. The referee shall nt ask fr the fees frm the team present. In cases f rainuts r lightning where the referee r the parks and recreatin persnnel calls the game prir t its start, a curtesy amunt f $5 per team shall be given t each referee. A game cmpleted t half-time shall be cnsidered a cmplete game if the game has t be stpped based n a rainut, lightning, r ther unfreseen circumstance. Referees shall be paid the full game fees. 10

14 Schedule changes are allwed during the free schedule change perid. Once this perid has passed, any schedule change must be mutually agreed upn by bth the hme and away teams. These schedule changes are facilitated thrugh GtSccer. Schedule changes shall be made at least 72 hurs in advance. Nte: It is the intent f the PBSL t limit schedule change requests. If the free schedule change perid has passed and the teams cannt reach a mutually agreed upn date if a team is asking t reschedule a game, then these requests shuld be escalated t the Vice President. N Referees. The prcedure when n referee shws up within 30 minutes f scheduled start time shall be as fllws: N fficial game shall be played. Hme team shall be fined. Game must be rescheduled. If game is nt rescheduled it shall be recrded as a frfeiture by the hme team. Single Referee. If at least ne referee is present, the prcedure will be as fllws: The single referee will assume the psitin f Center Referee The game may be played and will cunt. The hme team shall be fined $100 fr nt prviding 3 referees. Club linesmen may be used in this case. A $200 fine shall be assessed against the club f any team respnsible fr a frfeit. A $150 fine shall be assessed t bth teams fr failure t reschedule a game. Rescheduling must be dne within 48 hurs f the cancelled game. A frfeit is cnsidered a game played, a pstpnement is nt. Substitutins and In-Game Prcedures during the game shall be as fllws: Substitutins. Players may be substituted nly during stppage f the game. The number f substitutins shall be unlimited unless a cmpetitin superseding PBSL jurisdictin specifically determines therwise. Substitutins may be made at the fllwing times: Prir t a thrw-in in yur favr Prir t a gal kick, by either team After an injury, by either team, when the referee has stpped play. Fr a player wh has just received a yellw card, when the referee has stpped play. Between perids. The referee shall be made aware f each time the galkeeper is changed. 11

15 The referee's permissin is necessary, in any situatin, befre a substitutin can be made. A substitute player may nt enter the field f play until he/she has been s instructed by the referee. N player frm any team r club may play 2 games in 1 day within the PBSL during Early r Regular seasn (turnaments are an exceptin t this rule). The penalty shall be the frfeiture f bth games in which the player played. Mercy Rule is hereby eliminated. All games shall be played t their nrmal cnclusin time. In rder t give the 9U-10U players an pprtunity t develp their passing skills, n punting directly frm galkeeper t galkeeper will be allwed. Thrwing and passing t ther players shall be encuraged. Any player guilty f this ffense shall have an indirect kick, placed at half field, awarded against him/her. Cach, Player, and Spectatr Requirements These requirements are as fllws: Bench area. Caches and players must remain n the bench r bleachers r within the immediate vicinity f the team's bench (10 yards) while the game is in prgress. A maximum f 3 caches can remain in the bench area. Each cach is required t have a verified cach pass. Caching frm the bench area, the purpse f which is t prvide directin t ne's wn team n psitining and pints f strategy nly, is cnditinally permitted. Even this shuld be kept t a minimum. CODE OF ETHICS WILL BE ENFORCED. Mechanical devices. Caches, players, and spectatrs may nt utilize mechanical devices, such as vice amplifiers, whistles, bells, rattles, nise makers f any kind, etc. Unsprtsmanlike cnduct. Caches, players, and spectatrs shall nt use prfanity, r make insulting r therwise dergatry remarks r gestures t their wn team, the ppsing team, the referee, r t ther spectatrs. USE OF PROFANITY WILL INCUR A $50.00 FINE. Enticing ill-behavir. Caches, players, r spectatrs shall nt, by their remarks r gestures, in any manner, entice disruptive behavir. CODE OF ETHICS WILL BE ENFORCED. Punitive actin. Caches and players vilating the abve rules will be subject t ejectin, as well as t further disciplinary actin deemed apprpriate by the Bard f Directrs. Any spectatrs vilating the abve rules will result in actin against the team and club assciated with said spectatr, including suspensin frm league play until the spectatr prblem is slved r bard actin is taken. A cach wh receives an ejectin r send-ff fr his/her actins during any PBSL activities thrughut the seasnal year shall be fined $ and given a 2 (tw) game suspensin + 12 (twelve) mnth prbatin frm the date f vilatin. 12

16 If a cach receives a secnd ejectin r send-ff fr their actin during the prbatinary perid, the cach may be subject t immediate suspensin frm all league activities fr a perid f ne year, pending a disciplinary hearing. The Bard f Directrs may reduce the severity based upn a hearing. Field Marshall. Each club shall appint a club representative t be present at every hme game sanctined by the PBSL. They shall be respnsible fr any prblems t the VP f Rules and Regulatins. Failure t prvide a Field Marshall shall result in a $25 fine t the club. There will be n tbacc prducts used at the game site. It is the respnsibility f bth caches t keep the parent/spectatr cnduct under cntrl. Sectin 9: Disciplinary Actins, Prtests and Appeals A. Prcedures/requirements regarding disciplinary actins are as fllws: When discipline/sanctins are impsed, they shall meet the required minimums. The disciplinary bdy shall evaluate the incident as t the intent, severity and past miscnduct t determine the apprpriate disciplinary actin/sanctins. Mre severe disciplinary actin/sanctins shall be impsed fr multiple red cards during a seasn and fr miscnduct directed twards fficials r administratrs. One game suspensin. A ne game suspensin results frm the fllwing: a secnd cautin where miscnduct is neither vilent r with intent t harm r injure, persistent infringement, r stpping an imminent gal. Verbal abuse in the frm f dissent r ful language, nn-directed. Tw game suspensin. A tw game suspensin results frm the fllwing: serius ful play. Verbal abuse in the frm f ful language (in any language) which is directed. Obscene gestures--all gestures made with any part f the bdy, which implies visual prfanity and/r expsure f the anatmy cnsidered lewd and lascivius. Fur game suspensin. A fur game suspensin results frm vilent cnduct, threatening gestures, fighting, spitting. Six game suspensin. A six game suspensin results frm entering a fight in prgress and/r any actins which result in law enfrcement being called. Referee assault. Prcedures/requirements regarding administrative game cnduct are as fllws: Any Cach/Assistant Cach/Manager wh sends a player nt the playing field with the intent t play r participate in that r any game, r any yuth wh is nt registered, r is suspended, r is ver age r is nt a rstered member f the teams playing, and/r des nt have a verified player pass, shall be suspended the remainder f the seasnal year plus ne year. Any player wh enters a game that he/she is nt registered t, and/r rstered t either f the teams, shall be suspended fr the remainder f the seasnal year. Any Cach/Assistant Cach r player wh participates in a game befre cmpletin f suspensin shall have the riginal suspensin renewed. Any Cach/Assistant Cach/Manager wh remves their team frm the field shall be suspended fr ne game. Suspensins. Prtests must be submitted in writing within 48 hurs f the cmpletin f the specific event in which the rule vilatin allegedly ccurred. The fllwing items apply: The prtest must be submitted and signed by ne f the fllwing n behalf f the member claiming the rule vilatins: the Club President, the Club Representative t PBSL, the Club Alternate Representative t PBSL, r the Agent f Recrd fr the Club. A fee f $25 (refundable if the prtest is upheld) must accmpany the filing. Only rule vilatins can be prtested. Prtests must state specifically the rule(s) vilated citing the fllwing: Rule surce - FIFA, USYSA, FYSA r PBSL. Bk r dcument where the rule can be fund including the page number, rule number and subsectin (if applicable). 20 Prcedure upn receipt. Upn receipt f the prtest, the fllwing will take place: The VP f Rules and Regulatins will review fr cmpleteness and cnfrmity t items nted abve. If the prtest des nt cmply, the prtest is rejected and the fee is returned t the filer. Rejectins may be appealed t the Bard f Directrs by fllwing the appeal prcedures. If the prtest cmplies, the VP f Rules and Regulatins will cnvene a hearing bard within 14 days f the receipt f the prtest. A 7-day ntice must be given as t the date, time, and place f the hearing. The burden f substantiatin r defense with respect t a prtest will rest with the members invlved. It is nt the respnsibility f the VP f Rules and Regulatins, PBSL r any f its designees t gather facts r t slicit statements r testimny. The prtest will cnclude, with respect t the PBSL, with the decisin f a hearing bard. Appeals f such decisins must begin with the FYSA District Cmmissiner. F. Appeals. Prcedures/requirements are as fllws: Decisins f the VP f Rules and Regulatins r ther designee may be appealed t the Bard f Directrs. Decisins f a hearing bard can nly be appealed t the FYSA District Cmmissiner. Appeals must be submitted in writing t the President f PBSL within 48 hurs f the receipt f the ruling being appealed. A $25 nn-refundable fee must accmpany the filing. Cpies f all dcuments relative t the riginal ruling must als be included. The appeal must be signed by ne f the fllwing n behalf f the member claiming the rule vilatins: the Club President, the Club Representative t PBSL, the Club Alternate Representative t PBSL, r the Agent f Recrd fr the Club. Upn receipt, the President f PBSL will schedule a hearing f the appeal fr the next regularly scheduled PBSL meeting. In any event, appeals will be heard within 30 days f the date f the appeal. All parties t the matter will be sent cpies f the relative dcuments. They will be ntified f the date, time and place f the hearing at least 7 days prir t the established date f the hearing. G. Discipline. Prcedures/requirements are as fllws: Requests fr disciplinary actin by the league against a member can be initiated either thrugh a written referee reprt filed by the VP f Rules and Regulatins r a written request frm a PBSL member t the VP f Rules and Regulatins. 17

21 The submissin f a written referee reprt will autmatically result in a cnference amng the VP f Rules and Regulatins, the VP f Referees, and the referee filing the reprt. Based n the cnference and in accrdance with the rules, the VP f Rules and Regulatins will issue a decisin t the representative f the club invlved within 24 hurs f the decisin. Disciplinary actin invlving assault requires the VP f Rules and Regulatins t hld the player/cach pass fr the duratin f the suspensin. Other suspensins that d nt invlve assault will result in the player being struck frm the rster/game Card in GtSccer, indicating the player is nt available t play. Decisins f these matters may be appealed t the Bard f Directrs. A written request by a PBSL member will be handled per the prcedures established fr prtest with the fllwing exceptins: N fee is required fr requests submitted by the VP f Rules and Regulatins r fr thse submitted by a member invlving claims f invluntary transfers. A nn-refundable $50 fee is required fr a request submitted by a member fr all ther situatins. Under certain cnditins, a rule may be referenced in general terms rather than cited specifically. Decisins f a hearing bard cnvened t hear such request cannt be appealed t the PBSL Bard f Directrs. Sectin 10: Cach's Cde f Ethics A. Intrductin. General infrmatin/tenets regarding the Cach s Cde f Ethics are as fllws: The intent f the cach's cde f ethics is t utline the expected behavir f a cach whse team participates in the PBSL. All caches must sign and will be prvided with a cpy f this cde f ethics. PBSL cannt pssibly versee the cnduct f every cach. Adherence t the cde f ethics must depend upn vluntary cperatin. Participatin in the PBSL cnstitutes acceptance f this cde f ethics. Sme sectins f the cde include specific minimum penalties. Additinal penalties may be invked fr repeated vilatins. Suspensins may be fr ne game up t expulsin frm the PBSL. 18

22 Vilatin f any part f the cde f ethics will be determined by the VP f Rules and Regulatins after an evidential hearing. A cach must be given the pprtunity t appear at the hearing and may present evidence in his/her behalf. There is a PBSL Bard f Directrs appeal ptin fr a determinatin that a cach has vilated the cde. Length f suspensin mre than ne game can be appealed t the PBSL Bard. Written ntice f intentin t appeal must fllw the appeals prcedures as utlined in this dcument. The penalty will be abated pending the appeal. The evidential hearing will ccur accrding t the prtest prcedures as utlined in this dcument. Any appeal will be heard at the next available Bard f Directrs meeting. B. On-The-Field. On-the-field behavir shall adhere t the fllwing: N cach will physically abuse a player, spectatr, anther cach r fficial. Vilatin will result in a suspensin. N cach will use abusive r prfane language directed twards a player, spectatr, anther cach r fficial. Vilatin will result in at least a written reprimand and 6 mnths prbatin and/r a 3 game suspensin. A cach is respnsible fr the behavir f his/her players and spectatrs and will maintain rder at the field befre, during, and after the game. N cach will penly r persistently argue with an Official s decisin r permit his/her players r spectatrs t d the same. N cach will knwingly permit r intentinally direct an ineligible player t participate in a PBSL game. C. Off-The-Field. League champins shall be determined by a pint system devised by the Bard f Directrs prir t the start f each seasn. 25 Addendum-FYSA Rule 205 Rstering 205. ROSTERING All players must be rstered t a team in rder t cmpete in any FYSA sanctined event. Any player cmpeting in any cmpetitin shall be cnsidered immediately rstered t said team. Nte: Rstered players may guest play with prper permissin in any FYSA sanctined event, if allwed by the rules f cmpetitin, and nt affect their riginal rstered status An fficial FYSA rster is the rster generated by the current FYSA registratin system. A player is rstered t a team when the rstering prcess is cmpleted r as defined under FYSA Rule All matters f dispute shall be gverned by the fficial state rster. A cpy f the fficial rster is valid fr all events requiring a rster FYSA sanctined cmpetitins (league play and turnaments) may adpt rules t allw the use f Club Pass players up t the maximum rster size: A. U13 U19 teams Ttal rster size, including club pass players, is capped at twenty-tw (22). Teams shall name eighteen (18) eligible players fr each game. B. U11 U12 teams Ttal rster size, including club pass players, is capped at furteen (14). C. Club pass players may nly participate with ne (1) team per day. (Player may play mre than ne (1) game per day in the cmpetitin with the same team, but nt with tw different teams in the same day.)
