NATIONAL DISCIPLINARY REGULATIONS (NDR) This plicy must be read in cnjunctin with the Ftball Federatin f Australia (FFA) Natinal Disciplinary Regulatins (NDR), FQWB Cmpetitin Rules and is a supplement t thse regulatins. This plicy may be revised subject t any alteratins t the NDR and FQWB Cmpetitin Rules. 2. OFFENCES & PENALTIES Penalties and Offences are gverned by: Mandatry Suspensins NDR; Additinal Disciplinary Sanctins (as per FFA NDR 5.2 and Part V f the FFA Statutes); and FQWB Cmpetitin Rules. 3. MANADTORY MATCH SUSPENSIONS Mandatry match suspensins are incurred fr: 1. Accumulatin f yellw cards and red cards by players; and 2. expulsin f team fficials. Yellw cards a) A cautin (r yellw card) is issued fr a minr infringement and is a warning frm the Referee t a Player during a Match t sanctin unsprting behaviur f a less serius nature. b) Yellw card ffences are detailed in Appendix 1 NDR Mandatry Suspensin and FQWB mandatry match suspensins fr the accumulatin f yellw cards is detailed in Appendix 2 FQWB Cmpetitin Rules - Schedule f fines/penalties and sanctins. c) If a player receives a secnd cautin in the same Match the yellw cards are expunged frm the player s recrd. d) If a player receives a yellw card and then a direct red card in the same Match, the yellw card will nt be expunged and will be cunted in the Player s accumulatin f yellw cards. e) The accumulatin f yellw cards will be reset at the end f the last Match f the pre-seasn, the cmpetitin prper and any finals series respectively. This means that yellw cards accumulated in a pre-seasn cmpetitin d nt carry ver t the cmpetitin prper and yellw cards accumulated in a cmpetitin d nt carry ver t any finals series. Nte: Match suspensins incurred as a result f the accumulatin f yellw cards will nt, hwever, be cancelled. Red cards a) An expulsin is fr a serius infringement and is the rder given by the Referee t smene t leave the vicinity f the field f play and the technical area, including the substitutes bench, during a Match. Expulsin takes the frm f a red card fr Players. b) A red card is regarded as direct if it sanctins serius unsprting behaviur and indirect if it is the result f the accumulatin f tw (2) yellw cards in the same Match. c) Red card ffences are detailed in Appendix 1 NDR Mandatry Suspensin and FQWB mandatry match suspensins fr the accumulatin f red cards is detailed in Appendix 2 FQWB Cmpetitin Rules - Schedule f fines/penalties and sanctins. d) A Player wh receives a red card must serve a mandatry match suspensin (unless successful applicatin is made t the Disciplinary Cmmittee). 3 P a g e

4 Any yellw card r red card issued during a Match is identified by the Referee n the Referee s Reprt fr that Match, including the name and number f the Player, the Infringement and the time f cmmissin f the Infringement. An Infringement means an infringement f the Laws f the Game in accrdance with Appendix 1 Cde f Offences. Each Match is cntrlled by the Referee wh has full authrity t enfrce the Laws f the Game in cnnectin with the Match t which he r she has been appinted. During a Match, the Referee makes the disciplinary decisins and these decisins are final. At the end f each Match, the Referee must submit the Referee s Reprt t the Cmpetitin Administratr wh then determines if additinal actin needs t be undertaken. A Cmpetitin Administratr may determine that the send-ff f a Player r the expulsin f a Team Official was f such a nature as t warrant a sanctin greater than the mandatry match suspensin, including additinal match suspensins and/r a fine. A Cmpetitin Administratr must determine that a sanctin additinal t a mandatry match suspensin is impsed in accrdance with Appendix 1 Table f Offences. 4. SANCTIONS UNDER FFA STATUTUES The fllwing disciplinary sanctins may be impsed: Club A reprimand; A fine; Place the Club n a bnd; A deductin r lss f cmpetitin pints; ban n the registratin r transfer f any Players fr a specified perid f time; Annulment f registratin f a Player; Suspensin frm participatin in matches; Exclusin, suspensin r expulsin frm the Cmpetitin; Playing a match withut spectatrs r n neutral territry; a ban n playing in a particular stadium; Annulment f the result f the match; r Such ther disciplinary sanctins r measures as is apprpriate in all the circumstances, including as prescribed in the FIFA Statutes. Participant a reprimand; A fine; Return f award; Place the individual n a bnd; ban n registratin f Player with any Club fr a specified perid f time; Annulment f registratin f a Player; Suspensin frm participatin in matches; Suspensin r expulsin frm the Cmpetitin; Suspensin r cancellatin f license r accreditatin, including Licensed Player Agent s license r caching accreditatin; terminatin f registratin r playing cntract; A ban frm the dressing rms and/r the substitutes bench; A ban frm entering a stadium; Ban n taking part in any ftball related activity; r Such ther disciplinary sanctins r measures as is apprpriate in all the circumstances, including as prescribed in the FIFA Statutes. 5. NOTIFICATIONS and TERMS OF SUSPENSION a) A mandatry match suspensin is immediate. b) A Disciplinary Infringement Ntice ntifying the Player r Team Official (thrugh the Club) f the mandatry match suspensin will be sent within three (3) days f the cmpletin f the weekend. c) If it has been determined that an Offence by a Player r a Team Official was such as t warrant a sanctin in additin t the mandatry match suspensin, a Disciplinary Infringement Ntice ntifying 4 P a g e

5 the Player r Team Official (thrugh the Club) f the details f the Offence and f the disciplinary sanctin impsed will be frwarded within three (3) days f the cmpletin f the weekend. d) If a participant is cited t appear befre the Disciplinary Cmmittee a Disciplinary Hearing Ntice will be sent t the Participant (thrugh the Club). The Disciplinary Hearing Ntice must prvide: Reasnable detail f the alleged Offence; Ntice f pssible sanctins; and Date, time and place f the disciplinary hearing. e) Fr the avidance f dubt, the mandatry match suspensin is effective regardless f whether r nt the ntice was received. f) Any participant (player, referee r team fficial) must serve any suspensin n the terms stipulated in accrdance with FQWB cmpetitin rules and NDR. 6. CITING A PARTICPANT A Cmpetitin Administratr may require a persn t appear befre the Disciplinary Cmmittee in relatin t: a red card; r a serius infringement that has escaped the Referee s attentin. The Disciplinary Cmmittee may: sanctin a red card; sanctin a serius infringement that has escaped the Referee s attentin; and n applicatin frm a Cmpetitin Administratr, rectify an bvius errr in the Referee s disciplinary decisin. The fllwing guidelines apply t determine whether a Referee s decisin amunted t an bvius errr under: a) a disciplinary decisin must have been made by the Referee t issue a yellw card r a red card; b) it must have been a wrng decisin (such as a right decisin against a wrng player r mistaken identity); c) it must nt have been a discretinary decisin by a Referee as t whether an actin was a ful r a yellw r red card. 7. DISCIPLINARY HEARING PROCESS AND APPEALS a) Except in the case f bvius errr, the particulars f which are exclusively cntained at Clause 4.3 f the Natinal Disciplinary Regulatins, there is n appeal frm a mandatry match suspensin. b) A Club, Player r a Team Official may appeal the disciplinary sanctin impsed in a Disciplinary Infringement Ntice by ntifying FQWB in writing within seven (7) days after the date n which the Disciplinary Infringement Ntice was received, utlining the reasns fr the appeal using the Appeal Against Disciplinary Sanctin Applicatin Frm and enclsing the Appeal Fee, as utlined in Appendix 1 Schedule f Fines & Charges. This fee will be refunded if the appeal is upheld. c) An appeal frm a FQWB disciplinary sanctin must be heard by the Disciplinary Cmmittee. d) When determining any apprpriate sanctin, the Disciplinary Cmmittee may cnsider: The nature and severity f the infringement; The ffender s past recrd and whether r nt this is a repeated Offence; The culpability f the ffender (including whether r nt the infringement was intentinal, negligent r reckless); Any reasns prmpting a the ffender t cmmit an infringement; and The remrse f the ffender; and vi. 6 e) A perid f gd behaviur can be impsed n a participant in additin t any disciplinary sanctins impsed by the disciplinary cmmittee. f) If a participant disputes a Disciplinary Cmmittee s Determinatin, the Participant must ntify the FQWB Bard within seven (7) days using the Appeal Against Disciplinary Cmmittee Frm. g) All decisins f a Disciplinary Cmmittee remain in frce unless reversed by the FQWB Bard n appeal. 8. DISCIPLINARY COMMITTEE The Disciplinary Cmmittee will be respnsible fr: Peridically reviewing disciplinary utcmes within the Zne t ensure cmpliance with FQ, FQWB and NDR rules; Cnsidering any disciplinary matter referred t the cmmittee by the General Manager, Chairpersn r Bard t determine disciplinary utcmes in cmpliance with FQ, FQWB and NDR rules including miscnduct and ther incidents; Adjudicating n any challenge r appeal t a suspensin r fine given by FQWB and/r an individual Club; and Ntifying FQWB f any decisins, findings and recmmendatins frm the Cmmittee. The Cmmittee may in its abslute discretin refer any matter t the FQWB fr determinatin. 9. MEMBERSHIP FQWB Bard will appint suitably qualified persns t a Disciplinary Cmmittee. The Disciplinary Cmmittee will cnsist f ne (1) Independent Member and tw (2) Bard Members as apprved by the FQWB Bard. 10. DELEGATIONS FQWB Bard Disciplinary Cmmittee FQWB Chairpersn General Manager Oversee findings and recmmendatins f the Disciplinary Cmmittee and decisins in relatin t disciplinary utcmes. Determine any appeals and matters referred in accrdance with FQWB, NDR and FQ rules and regulatins. Enfrce the FQWB disciplinary rules in cnjunctin with Natinal Discipline Regulatins. Limitatins: Any fine belw $200; r Suspensin < 6 mths. Any matter utside these limitatins must be referred t Disciplinary Cmmittee and/r Bard. Enfrce the FQWB disciplinary rules in cnjunctin with Natinal Discipline Regulatins. Limitatins: Issuing f reprimand; r Mandatry infringements under NDR fr suspensins up t 1 mnth. Any matter utside these limitatins must be referred t Chairpersn. 6 P a g e

7 General Manager must prvide a mnthly reprt t the Bard and Disciplinary Cmmittee n all Disciplinary Matters. Must be paid within 14 days after the date n which the fine is impsed. b. The Player r the Team Official cannt take part in any Match until the fine is paid in full. Nte: if a match suspensin and fine apply, the match suspensin is prlnged until the fine is paid in full. c. A fine cannt be issued t an Amateur and fr a Prfessinal the fine cannt exceed ne half f the Ttal Payments received ver the duratin f the sanctin. 7 P a g e
