2 Organizatin 1. The perating rules can be amended, deleted r created nly by majrity vte f the Executive Cmmittee present, and vting, at a meeting in which amendment, deletin r additin is prperly mved and secnded. 2. The AJFL is a recgnized 501(c)(3) charitable rganizatin registered in the state f Massachusetts. The secretary f the crpratin will keep the charter fr the rganizatin. The purpse f the league is t cnduct a seasn f ftball play fr area yungsters. 3. The Bard f Directrs will elect fficers f the crpratin when a psitin needs t be filled. By league plicy, all head caches autmatically becme directrs f the crpratin. The executive cmmittee must elect all head caches. The head caches, subject t apprval f the executive cmmittee, will appint assistant caches. 4. All members f the bard f directrs f the crpratin shall have equal vting rights cnsisting f ne vte each. 5. Fr the 2017 seasn, the league shall cnsist f 4 teams and the number f players n each team varies. The maximum regular seasn schedule will cnsist f n mre than 5 games. There will be 1 champinship game and a cnslatin game. 6. Eligibility t participate in the league, as a player will be gverned by the eligibility rules. (See Eligibility Rules). 7. The executive cmmittee, fr the purpse f determining the gegraphical area frm which a team shall initially select its players, shall divide the Twn f Andver int districts and randmly appint players t each team withut bias. Overview 1. Game Rules- Official NCAA ftball rules will apply t cnduct the games except as mdified by the fficers and directrs f the league at a duly held meeting. Other rules that apply t the AJFL are utlined in this dcument. 2. Equipment- All equipment used in the cnduct f the game shall be prvided by the league except shes and muth guards. Shes and muth guards will be prvided by the individual players and will be limited t sneakers r multipurpse cleats. Specifically excluded are any cleats having metal tips. Players can prvide their wn equipment, but the AJFL is nt liable fr any injuries sustained if a player chses t d s. 3. Practice- All practices will be cnducted in accrdance with fllwing general rules: Pre-seasn practices shall be cnducted fr a minimum f tw weeks prir t the scheduling f the first game. All practice sessins shall be limited t a tw hur time perid with n practice being cnducted later than 7:30 PM Practice will nt be held mre than six times a week prir t the first game and three times a week after the first game, nt mre than tw hurs per day. The B Games f the Week shall cunt twards practice time. Practice sessins, including pre-seasn, shall be cnfined t the AJFL. N practice sessin may be cnducted which includes the participatin f any player r teams wh are nt members f the league. 4. Seasn- The plicy cncerning the cnduct f the seasn schedule is utlined belw: Fllwing the cnclusin f pre-seasn practice, league play cmmences in accrdance with a schedule established and apprved at a league meeting f directrs. The league schedule must be cmpleted by the eighth Sundays frm the beginning Sunday. The additinal Sunday is reserved fr playing pstpned games r deciding ties in case regular seasn shuld result in tw r mre teams being tied fr first place. The league will nt extend its playing seasn beynd eight Sundays fr any purpse. 5. Pre/Pst-Seasn r Extracurricular- N pre-seasn r pst-seasn games, r any ther type f extracurricular activity will be cnducted by any team in the AJFL and 8 th grade travel team withut apprval f a tw thirds majrity f members present and vting at a league meeting f directrs. 6. Champinship and Awards- The team finishing the seasn with the best winning recrd will be named champins. In the event f a tie, schedules will be weighed n a head t head basis t determine a champin. 7. Awards- Team trphies will be given t the champinship team at the end f year banquet. Three individual trphies will als be awarded (Gus Cnnlly Award, the Walter Stretch Persn Award, and the Phil Markey Award) t three players selected frm each team. The awarding f ther nn-league sanctined awards is prhibited during the banquet. Any cach desiring t d s must seek the apprval f the bard f directrs and d it utside f an fficial event. 2

3 Supprting Activities 1. Registratin- The executive cmmittee shall determine prcedures fr registratin yearly. 2. Insurance- It shall be league plicy t require insurance n all players thrughut the seasn. 3. Purchases- Purchases made in the name f the league will be made nly by a purchasing agent wh shall be appinted frm the fficers and/r directrs r the crpratin. The designatin f the purchasing agent shall be made at the annual league meeting. It shall be a matter f league plicy that a sincere effrt is made t purchase equipment lcally. Caches will be authrized t expend up t $25.00 withut purchasing agent r additinal league apprval. The bject f this plicy is t allw caches t replace minr items f equipment such as chin straps, shulder pad laces, etc. withut delay. 4. Fund Raising- Fund raising will be cnducted in accrdance with the needs f the league as determined by the fficers f the league. The executive cmmittee must apprve all fund raising prcedures. 5. Officials- Tw r three game fficials will be prvided by the league fr each game. The president f the league will appint these fficials. 6. Medical Attentin- It shall be the plicies f the league t have a licensed trainer r EMT attend each game n Sundays. If the licensed trainer deems a player injured r unfit t return t a game, the head cach r his staff cannt verride the decisin f the trainer. 7. Publicity- It shall be the plicy f the league t publicize the utcme f games when pssible. N persns ther than the AJFL Executive Cmmittee shall place any frm f media r articles n behalf f the league withut written cnsent/apprval f the Executive Cmmittee. Offensive Frmatins A Team: All legal NCAA ffenses are permitted with the fllwing limitatins: Up t 2 receivers can be spread ut wide n 1 side nly. Hwever, 2 receivers r wings can be split tight n either side (1 wing per side). They can line up n wider than the utside hip f the tackle Stacked twins are nt permitted. The ppsite side line f the spread must include a tight end that is tight n the line and is n mre than 1 arms distance away frm the tackle. The ppsite side tight end cannt split ut. The ppsite side tight end is the furthest player ut n that side f the ffense. A running back cannt be psitined utside the ppsite side tight end, and the further he can line up is directly behind the tight end. 1 player is allwed in mtin t the utside nly. B Team: There must be seven men n the line f scrimmage and nt mre. There must be tw linemen n each side f the center, ne end n each side, and the maximum split between all linemen is ne yard. Only ne player can be split at a time, which will be the weak side wing-back. The wing-back cannt be mre than ne arm s length utside the end. There must always be a quarterback under the center and a fullback directly behind the quarterback. The nly exceptin t this rule is when playing ut f the sht-gun r in punt frmatin. There must be ne halfback n the side r behind the fullback. The weak side halfbacks (wing backs) can be split beynd the end by an arm s length, but must be at least 2 yards behind the line f scrimmage. The halfback cannt be the same as the split wing. Mtin is nt allwed. See Appendix A fr Offensive Frmatins. Punt: Any type f punt frmatin may be used. On furth dwn, a team is free t run r pass frm punt frmatin. Other than furth dwn, if a team ges int punt frmatin it must punt. A run r pass frm punt frmatin n ther than furth dwn is permitted nly if, in judgment f the fficials, it was the result f brken play n a legitimate attempt t punt. If the designated punter is ver the eligible running back weight limit, B=110 lbs., and A = 130lbs., the punter must either punt the ball r the play will be deemed dead since he cannt run with the ftball. 3

4 Defensive Frmatins A Team: B Team: All legal NCAA defenses are permitted with the fllwing limitatins: Interir linemen must always line up head t head n an ffensive lineman. Linebackers must be psitined 3 yards behind the defensive line and nt clser. N planned blitzing r stunting will be permitted. A 9-2 is permitted inside the 10 yard line. All linemen must be head up n the ffensive linemen. Interir linemen and linebackers must always play head n t an ffensive man. There must always be tw defensive ends n the line f scrimmage (they may play as wide as they wish) and tw deep men in the secndary (they may play as deep as they wish.) Permitted defense frmatins: 6-3-2, 6-2-3, r One variatin is permitted n the 6 defense. Yu may place the middle linebacker deep as a safetyman with abslutely n ther change in the defensive psitining. Inside yur wn ten-yard line, a 9-2 is permitted. N planned blitzing r stunting n defense will be permitted. Fr linebackers r secndary men, this means that it is nt legal t predetermine befre the snap f the ball that any player will attempt t sht int the ppsing backfield. Fr linemen, this means that n player may attempt t sht the gap; all linemen must make their wn charge against the ffensive linemen directly in frnt f him. All linebackers must be at least three yards ff the defensive line, and must be mtinless until the ball is snapped. Outside linebackers must be psitined inside the defensive end. Special Teams A and B Team: All legal NCAA special team frmatins are permitted with the fllwing limitatins: Punt/Punt Return: On furth dwn, a team is free t run r pass frm punt frmatin. Other than furth dwn, if a team ges int punt frmatin it must punt. A run r pass frm punt frmatin n ther than furth dwn is permitted nly if, in judgment f the fficials, it was the result f brken play n a legitimate attempt t punt. If the designated punter is ver the eligible running back weight limit, B=110 lbs., and A = 130lbs., the punter must either punt the ball r the play will be deemed dead since the player cannt run with the ftball. A player cannt line head up n the center while snapping the ball. There are n restrictins n defenses used against punt frmatin. Maximum weight fr the deepest player/s returning a punt: A Team: 130 lbs. B Team: 110 lbs. Kick-Off/Kick-Off Return: Maximum weight fr the deepest player/s returning a kick-ff: A Team: 130 lbs. There are n kick-ffs during the 3 rd quarter B team play. The ball will autmatically be placed n the 40 yard line f the ffensive team in all kick return situatins. Game Rules All NCAA Ftball rules will be in effect with the fllwing exceptins: 1. Maximum weight t either play in the ffensive backfield r t carry the ftball n any type f running play frm behind the line f scrimmage: A Team: 130 lbs. B Team: 110 lbs. 4

5 2. Each A and B team player must play at least 5 plays during each game. 3. Tuchdwn = 6 pints, pint after = SEE POINT 17 BELOW 4. All quarters will be timed. 1 st, 2 nd, 4 th quarters will be 11 minutes w/stp time while the 3 rd quarter will be 20 minutes running time w/exceptins f time-uts, injuries, and tuchdwns. 5. Althugh a screbard will keep time, the fficial game time will be kept n the field and held by the referee. 6. All plays must be put int peratin within 40 secnds. 7. N signs shall be carried r psted in the playing area, which the league fficers feel in their sle discretin, are disruptive r deface public prperty. 8. If a player flagrantly des nt shw fr practice, playing time will be reflected and will be up t the caches discretin with apprval by the league s bard. If a player will nt be playing the minimum number f plays due t disciplinary reasns r injury, the cach must cmmunicate the players name t the league fficials and ppsing team cach prir t the kick-ff. 9. An ppsing team cach shall questin n player unless his cach is first cnsulted. This rule shall apply t all caches and league fficials. 10. Only players weighing 110 and under may run with the ball n the B team and 130 and under n the A team. This als means end arund. Hwever the player is allwed t catch a pass frm an end psitin, these players are als nt allwed t punt the ball due t the pssibility f running with the ball. 11. Caches and players are prhibited frm leaving the bench area. The beach area is defined as the area between the 35-yard lines. All players must remain in the bench area thrughut the ball game. This includes the first team while the secnd team is playing and vice versa. The nly exceptin is at the end f the secnd perid when the B squad may be allwed t leave the bench area in rder t warm up fr play in the third quarter. 12. If there is an fficiating/rules questin n the field during game time that needs t be addressed by the referee r the executive cmmittee, the head cach f the team r the head cach f the B squad will be the sle representative f their team. 13. The league will nt tlerate lack f sprtsmanship. Pr cnduct, such as prfanity, fighting, abusive yelling, etc., by any cach, player r parent/family member will be grunds fr immediate dismissal frm the game. If the incident is deemed severe enugh as determined by executive cmmittee r is a repeat ffense, the ffender will be permanently dismissed frm the league. All caches and league fficials must sign and abide by the Cde f Cnduct. 14. Any B team player wh plays during the first half (1 st and 2 nd quarter, ffense r defense) f any Sunday game is nt eligible t play in the B game f the week. 15. Any B team player that cnsistently plays the 4 th quarter f the Sunday game must be bumped up t the A Team r discntinue playing in the 4 th quarter. 16. Game Schedule: a. Weeks 1 thru 5 will cnsist f regular seasn games with each team playing 5 games. b. Week 6 will be a cnslatin game and a champinship game: i. Game 1: 3 rd place team vs. 4 th place team (cnslatin) ii. Game 2: 2 nd place team plays 1 st place team (champinship) 17. 6 B Team and Third Quarter Rules: The intent f the third quarter rule is t ensure that every player n every team will play at least ne quarter f every scheduled game. It shall be the plicy f the league that the B team f each team play the entire third quarter f each game. The B team shall be defined as thse players that are 9 & 10 yrs. ld. Players that are 11 years ld are allwed t play n the B team: a. 75 lbs. and under can play any psitin. b. +75 lbs. must play end t end n ffense and any psitin n defense. N child wh plays in the first half f any game may participate in the third quarter. If lack f numbers necessitates an exceptin t this rule, any child wh has participated in the first half may nt run with the ball, thrw a pass, r receive a pass in the third quarter. This rule wuld include running back kicks r punts but nt intercepting a pass. It is the clear intent f this rule nt use tp A team members in the third quarter. Als, the head cach must let the ppsing teams head cach aware f the substitutin prir t the 3 rd quarter The designatin f the third quarter team must lie cmpletely within the discretin f the head cach. Any league fficial r cach during the cnduct f the scheduled game will nt challenge the integrity, hnesty and intentins f the head cach. Any dispute arising frm this r any ther rule will be discussed after the game is cmpleted with an executive bard member. It shall be the firm plicy f the league that n dispute will ever be allwed n the playing field. A dispute n the field falls under the cde f cnduct and can lead t a frfeit r league expulsin. Since the executin f the third rule can have imprtance bearing n the utcme f a game and since the executin f third quarter rule is s vital t the success f the AJFL, it must be affrded the full attentin and cmpliance f each team s head cach. Occasinally, the time f play in the third quarter may be increased t accmmdate additinal playing time fr the B team. Currently, the time f play is 20 minute running time. The clck stps fr tuchdwns, injuries, and time-uts nly. Additinally, each B team player must play a minimum f 5 plays during the 3 rd quarter. The time f play in the third quarter as well as 1 st, 2 nd and 4 th quarters will be discussed annually at the end f seasn bard meeting. The time f play fr the third quarter will be established fr ne seasn at a time by vte f a majrity f member f the bard f directrs. There are n kick-ffs during the 3 rd quarter B team play. The ball will autmatically be placed n the 40 yard line f the ffensive team in all kick return situatins. Penalty fr Vilating Third Quarter Rule: Vilatin f the third quarter rule can result in frfeiture f the game. Cntinual vilatin can result in league expulsin. Weight/Age Requirements fr the B Team: All 9 & 10 year lds are eligible t play Maximum weight t carry the ftball ut f the backfield r play running back/quarterback/end (including reverses and end arunds), kick-ff returns and punt returns = 110 lbs. 11 year lds can play n the B team as a judgment call frm the head cach. 75 lbs. and under can play any psitin. +75 lbs. must play end t end n ffense and any psitin n defense. B Game f the Week: The B game f the week is designed t prvide additinal develpmental time and instructin fr the B team players. The games are cnsidered glrified scrimmages and are nt cunted twards team standings. It is expected that caches cnduct themselves in a psitive prfessinal manner and will rtate players t ensure maximum playing time. B team games during the week will be scheduled in accrdance t the past Sunday s game schedule and will be held nce a week during the regular seasn. The games are played n Tuesday, Wednesday, r Thursday as scheduled by the bard f directrs. Each game will cnsist f tw 30 minutes running time halves. The game will be fficiated by 2 designated caches frm each team as scheduled by the bard. B Game 6

7 B Game Rules: Each player must play 50% f the time Time f game = tw 30 minute halves f running time Tuchdwn = 6 pints, pint after = 1 pint One cach frm each team can be n the field at all times t instruct Time uts = 3 per team per half Clck stps ONLY fr time uts, injuries, and tuchdwns Caches are respnsible fr setting-up/breaking dwn the games There are n kick-ffs during the 3 rd quarter B team play. The ball will autmatically be placed n the 40 yard line f the ffensive team in all kick return situatins Eligibility Rules 1. Age- Players between the ages f 9-13 (age as f September 1 st f each seasn) and grades 4-7 fr in-twn play. 2. Weight- Each child shall be weighed at registratin r n a specified date set by the executive cmmittee, a maximum f 3 punds will be allwed fr clthing, which will be minus the actual weigh in. The nly weight that will be recgnized as fficial by the AJFL will be that taken at league weight-in. This will ensure cnsistent and fair weight measurement thrughut all players in the league. 3. Assignment t teams- Methd f assignments t teams will be made immediately fllwing the final registratin perid by the executive cmmittee. The league president and the executive cmmittee in their sle discretin shall decide all cntrversies as t what by belngs t what team. 4. Medical Examinatin- A medical waiver is included in the nline registratin frm. Parents must ntify the league n the nline registratin frm if their child has any medical cnditin. 5. Late Registratin- Thse players wh are desirus f playing in the league, wh are nt registered during the nrmal registratin perid, will be required t submit an applicatin at a scheduled league meeting prir t the start f the seasn. Such applicants will be accepted and assigned t a team in accrdance with the majrity vte f the executive cmmittee. 6. Cnduct- Each player, parent, cach, and vlunteer must sign the Cde f Cnduct plicy and submit t the league prir t the first day f practice. Caches and players cannt engage in practice unless the Cde f Cnduct frm is signed and submitted t the league. A vilatin f the Cde f Cnduct can lead t a suspensin frm the league (See Appendix C). 7
