1 GREGORY-PORTLAND SOCCER ASSOCIATION CONSTITUTION and BY-LAWS ARTICLE I NAME The name f the rganizatin is Gregry-Prtland Sccer Assciatin, which shall be referred t as GPSA fr all purpses hereinafter set frth. GPSA is a nn-prfit rganizatin and subject t the cnditins and rules presented in its Cnstitutin, By-Laws, Rules f Order and prcedures. Article II PURPOSE The purpse f GPSA shall be t prmte and supprt the sprt f sccer fr bys and girls frm the age f fur t the age f nineteen by teaching gd sprtsmanship, educating yuth participants and adult spnsrs in the fundamentals f the game. ARTICLE III AFFILIATION GPSA shall be affiliated with and subject t the cnditins and rules presented in the cnstitutin, by-laws, and rules f rder f the Castal Bend Yuth Sccer Assciatin (CBYSA). GPSA, thrugh CBYSA, shall cmply with the authrity f the Suth Texas Yuth Sccer Assciatin (STYSA) and with the United States Yuth Sccer Assciatin (USYSA). ARTICLE IV JURISDICTION GPSA shall have jurisdictin ver all USYSA play within the Gregry-Prtland Independent Schl District and any registered team r member f GPSA. ARTICLE V SEASONAL AND FISCAL YEAR The seasnal year f GPSA shall be the same as the seasnal year designated by STYSA. The fiscal year f GPSA will crrespnd t the calendar year. ARTICLE VI MEMBERSHIP General Members: The general membership f the rganizatin shall cnsist f registered players and their parents/guardians, caches (including assistant caches) and bard members. Each general member that is age 18 r lder shall have the right t attend general meetings and participate in debate during the meetings but shall nt have the right t vte unless he qualifies as a vting member. 1. A registered player is any individual frm age fur t nineteen with a current registratin frm that is n file with the registrar, all fees paid, and must be cnsidered in gd standings with the assciatin. 2. A registered cach r trainer is any listed n a current rster, has cleared the Risk Management, and is apprved by the bard. GPSA Cnstitutin & Bylaws Revised 06/09/2014 Page1

2 Vting Member: A vting member f GPSA is a registered cach r trainer, a Bard member, r ne parent/guardian f a registered player. Each member will be entitled t ne vte and nly ne vte n each issue presented at the General Assembly meeting. e.g. a parent/cach cannt vte as a parent and again as a cach r the parent f mre than ne player may nt vte mre than nce. 1. All vting members must be cnsidered t be in gd standings with the assciatin. *Player/cach is cnsidered t be in gd standings if: All fees and r fines are current and have been paid in full Fails r refuses t cmply with the authrity f GPSA rules and regulatins. Have less than 9 pints accrding t the prgressive disciplinary system 2. Prxy vtes are nt allwed at any bard r membership meeting. 3. A vting member under suspensin frm the Federatin Internatinale de Ftball Assciatin (FIFA) r its affiliates shall nt be allwed t vte. 4. A newly elected r appinted bard member shall immediately have full vting rights until the expiratin f his/her term f ffice. A: Electins ARTICLE VII BOARD OF DIRECTORS 1. The Assciatin will be gverned by a Bard f Directrs that cnsists f a President, Vice-President, Secretary, Treasurer, Registrar, Cmmissiner, Directr f Prmtins, Directr f Caching/Referee Develpment, and League Directrs. 2. The Assciatin will have an Executive cmmittee that cnsists f the President, Vice-President, Secretary, Treasurer, and Registrar 3. Electins will be held during the fall pst-seasn meeting. All bard members shall be elected fr a term f tw years, with the exceptin f League Directrs wh shall be appinted fr a term f ne year. The term year shall mean cmmencing n the first day f January and ending n the thirty-first day f December. 4. Electins shall be publicized via the League s web site and ther media utlets. 5. All Nminatins must be made in writing. Nminatins shuld be submitted t the Secretary a minimum f 5 days prir t electin date. Nte all Bard f Directrs must be at least (18) years f age r lder t serve in any fficial bard member capacity. 6. Candidates fr ffice will be allwed time at the electin meeting t express their reasns fr running fr ffice. 7. A bard member must resign his/her psitin befre seeking electin t any ther elected bard psitin. 8. The candidate with a simple majrity f vtes will be declared the winner. All ties will be decided by established prcedure. 9. The President, Cmmissiner, Treasurer, and Directr f Caching/Referee Develpment shall be elected in dd-numbered years and serve tw year terms. The Vice-President, Registrar, and Secretary and Directr f Prmtins shall be elected in even-numbered years and serve a tw year term. All League Directrs shall be appinted by the bard. 4/ The Bard f Directrs will be vted upn by the registered membership in the manner set frth in Article VI. Vacancies may be filled by appintment by the President and apprval f the Bard f Directrs. B: Purpse 1. The Bard f Directrs shall have the authrity t cnduct all business f the Assciatin and have the pwer t enfrce the Cnstitutin, Plicies and Prcedures f GPSA, CBYSA, STYSA, and USYSA 2. The Bard can establish cmmittees and subcmmittees t assist in the duties f the assciatin and/r assist in special prjects. 3. The Bard f Directrs will serve as the basic gverning bdy f GREGORY-PORTLAND SOCCER ASSOCIATION and be ultimately respnsible fr GPSA and its prgrams. GPSA Cnstitutin & Bylaws Revised 06/09/2014 Page2

3 C: Duties and Respnsibilities All Bard Members: 1. Are expected t actively participate in the rganizatin prgrams fr the betterment f the rganizatin. 2. Are respnsible fr wrking at registratin events and player tryuts. 3. Are respnsible fr cncessin stand and field marshal duties n game days. 4. Are respnsible fr helping cmplete the wrk f the bard when anther Bard Member is unable t perfrm his/her duties r the psitin is vacant. 5. Are t prepare and present a reprt fr the fall membership meeting. President: The President s will be the Chief Executive Officer f GPSA. His/her duties include but are nt limited t: 1. Uphlding and administering the cnstitutin and by-laws f GPSA. 2. Represent GPSA and select the apprpriate amunt f representatives t attend and vte at CBYSA regular mnthly meetings, Western District, r STYSA meetings. 3. Apprving the agenda and presiding at GPSA meetings. 4. Enter int cntracts n behalf f the Assciatin prvided thse cntracts have been reviewed and apprved by the Executive bard. 5. Vting at Bard meetings nly in the event f a tie. May cast the deciding vte r may table the issue fr further study. 6. Appinting any special cmmittees nt defined in the cnstitutin and by-laws. 7. Signing the bank signature card and signing checks when necessary. 8. Ensure that the annual audit f GPSA s financial recrds are filed with the CPA in a timely manner. 9. Assist the registrar and E-bard in the frmatin prcess f GPSA teams. 10. Initialing as final all team rsters within 7 days f final registratin. 11. Ensure that all issues are presented in a fair and diplmatic manner with all sides represented Vice-President: The Vice-President s duties include but are nt limited t: 1. Succeed t the pwers f the President in the absence f the President. 2. Serve as Chairpersn f any GPSA Disciplinary and Prtest Cmmittee. 3. Preparatin and maintenance f GPSA s playing facilities and related equipment. 4. Having the authrity t determine the playability f all fields up t game time. 5. Prviding the status f field availability t the Cmmissiner and Directr f Caches/Referee Develpment. 6. Submitting a budget fr playing facilities and equipment requirements t the bard prir t the fall pstseasn membership meeting. 7. Submitting an inventry f equipment used fr playing facility maintenance t the treasurer furteen (14) days prir t the fall membership meeting. 8. Preparing and presenting a reprt fr the fall membership meeting. 9. Inspecting all GPSA field gals fr cnditins f safety and adherence t STYSA dimensinal requirements, and submitting a written reprt f the results t CBYSA prir t the beginning f the fall seasn. Secretary: The Secretary s duties include but are nt limited t: 1. Keep all recrds f the Assciatin 2. Keep a recrd all GPSA meeting minutes. 3. Prvide GPSA Bard f Directrs with a cpy f all agendas and Minutes. 4. Prvide adequate ntificatin f all mnthly, special, and general assembly meetings t all bard members. 5. Keep a current cumulative list f all assciatin Bard f Directrs and dates f ffice 6. Prvide CBYSA with a names and cntact infrmatin fr the Bard f Directrs and thse wh have vting privileges. 7. Maintaining a current cpy f, and recrding amendments t, the Cnstitutin and By-laws. 8. 4 Treasurer: The Treasurer s duties include but are nt limited t: 1. Directing and verseeing the financial requirements f the Assciatin r any cmmittees (i.e. serving at the Chairpersn budget, purchasing, accunting, fund raising, prperty accunting and registratin). 2. Issue all disbursements and receipts authrized by the bard. 3. Maintenance f financial recrds in accrdance with accepted accunting practices that have been apprved by the bard. 4. Presenting a financial/budget reprt at the regular mnthly meeting f the bard. 5. Cllecting r appinting a representative t cllect all registratin fees. 6. Determining the financial needs f GPSA (frm ther bard member-submitted budgets) and the presentatin f the annual budget at the fall pst-seasn membership meeting. 7. Securing bids n all purchases ver $ Ensure that all Incme taxes are filed in a timely manner with the Assciatin s CPA *nte the deadline t file frm 990 is May 15th 9. Prcessing spnsr dnatins in accrdance with established prcedures. Registrar The Registrar s duties include but are nt limited t: 1. Ensure that all players, caches, assistant caches, managers, trainers, and team parent are prperly registered and have fulfilled the requirements f GPSA, CBYSA, STYSA, USYSA. 2. Submitting final team rsters cntaining required infrmatin fr all registered players, caches, assistant caches, trainers t CBYSA in accrdance with their deadlines. 3. Maintaining a permanent file f required player infrmatin. These files shall be held secure by the registrar r a bard member designated by the registrar. 4. With the help f the Directr f Prmtins, publish and distribute registratin infrmatin t all members. 5. Crdinate with the E-bard t rster all registered players accrding t GPSA Registratin and Transfer Prcedures 6. Ensuring that n changes t team rsters ccur withut prir bard apprval. 7. Being present r appinting a representative t be present at all GPSA registratins. 8. Submitting a budget fr prjected registratin fee incme and expense at the fall membership meeting. 9. Gather Unifrm sizes fr each player n each team Directr f Prmtins: The Directr f Prmtins duties include but are nt limited t: 1. Keeping the website up t date 2. Assist the Registrar with distributing registratin infrmatin such as flyers/mail uts t annunce the registratin dates 3. Publicity fr the GPSA in newspapers, schls, and turnaments and ther venues and media 4. Crdinating the scheduling and distributin f team pictures with bard apprval. 5. Crdinate pening/clsing ceremnies Cmmissiner The Cmmissiner s duties include but are nt limited t: 1. Scheduling all games fr in-huse teams and submitting the schedule t the bard. 2. Crdinating any hme-field activities with League Directrs. 3. Infrming League Directrs and/r caches f game cancellatins, pstpnements r frfeits. 4. Assist the Caching/referee Directr in cnducting the Sprtsmanship Award electin, submitting the results t the GPSA bard and ntifying the apprpriate caches. 5. 5 Directr f Caching Develpment: The Directr f Caching Develpment s duties include but are nt limited t: 1. Recruiting caches fr bth Recreatinal and Cmpetitive teams. 2. Ensuring that caches are registered with GPSA, CBYSA and STYSA. 3. Maintaining and prviding the Bard f Directrs a cmplete list f all registered caches and the license they have. 4. Maintaining pen cmmunicatin with League Directrs and all caches 5. Infrming all caches f rules and deadlines pertaining t their particular level f play 6. Ntifying and securing develpmental clinics fr bth Cmpetitive and Recreatinal caches. 7. Crdinating League tryuts fr Cmpetitive teams 8. Cnducting the Sprtsmanship Award fr GPSA Directr f Referee Develpment: The Directr f Caching Develpment s duties include but are nt limited t: 1. Hld a minimum f a Grade 8 Certificatin 2. Recruiting sufficient referees t meet the needs f all team. 3. Ensuring that referees are registered with GPSA and/r the USSF. 4. Maintaining and prviding the Bard f Directrs a cmplete list f all registered referees and the level f certificatin they hld 5. Ensure that all referees are prperly trained and certified 6. Assist the Directr f Caching and Cmmissiner in selecting the Sprtsmanship Award fr GPSA 7. Scheduling apprpriately qualified referees fr games. League Directrs The League Directrs duties include but are nt limited t: 1. Serve as a liaisn between the Cmmissiner and caches, parents and players f the specified age grups. 2. Ensuring ntificatin f meetings, clinics, wrkshps and ther pertinent infrmatin as designated by the bard t the apprpriate caches and players. 3. Infrming caches f game cancellatins, pstpnements, r frfeits. D: Standing Cmmittees Discipline & Prtest (D&P) The Discipline & Prtest Cmmittee will cnsist f five members. The chairpersn will be the Vice-President and fur additinal members (nne f the hearing cmmittee members shall have a cnflict f interest with that case). The cmmittee members will be apprved by the Bard f Directrs. The cmmittee is charged with aiding the Chairpersn in all matters befre the Cmmittee in the realm f discipline and prtest, including thse matters f cnstitutin r plicy infractins. The Chairpersn f the Cmmittee will maintain accurate recrds f all crrespndence cncerning matters f discipline and prtest; set up meetings t handle these matters; ntify all persns invlved f the date, lcatin and times f these meetings in accrdance with discipline and prtest rules as set frth by STYSA; ntify all persns invlved and the Assciatin Executive Cmmittee f the utcme f hearings and meetings and abve all keep all matters cnfidential. E: Vacancy Upn the death, resignatin r remval frm ffice f any fficer, r due t a psitin nt being filled at a General Assembly electin, the Executive Cmmittee will fill the vacancy by appintment by the President subject t cnfirmatin by the Bard f Directrs. 6 F: Remval frm Office Any fficer may be remved frm ffice by fficial mtin and a tw-thirds favrable vte f the Bard f Directrs fr the fllwing reasns: 1) inability t functin due t illness; 2) neglect f duties; 3) failure t attend tw (2) cnsecutive scheduled meetings r 5 ttal per year; r 4) Malfeasance. General Assembly Meeting ARTICLE VIII MEETINGS 1. A General Assembly meeting f the current registered members will meet at least nce per calendar year. The Bard f Directrs will designate a date in December fr this meeting. 2. All members shall be ntified at least tw weeks in advance f the general meetings. Ntice shall be psted n the rganizatin s website. 3. Bard members shall be elected as specified in Article VII, during the fall pst-seasn membership meeting. 4. The president may call additinal membership meetings upn written request f at least three Bard members r a minimum f twenty current vting members. This meeting shall be held within twenty-ne days f receipt f this written request. 5. See Article VII fr vting rights and qualificatins 6. General Assembly Meetings shall be cnducted in accrdance with Rbert s Rules f Order (latest editin). Regular Bard f Directr Meetings 1. Mnthly Bard meetings shall be held n the third Wednesday f the mnth. The President shall determine the lcatin f the meetings and ntify the Secretary. The Secretary shall give ntice f the meeting t all members f the bard f directrs by at least seven (7) days in advance f the meetings. 2. The President r three (3) members f the Bard shall have the authrity t call a special meeting f the Bard f Directrs. The Secretary shall give ntice f the meeting t all members f the bard f directrs by at least tw (2) days in advance f the meeting. 3. See Article VII fr vting rights and qualificatins 4. Bard Meetings shall be cnducted in accrdance with Rbert s Rules f Order (latest editin). CBYSA Meetings 1. CBYSA meetings are held n the 2 nd Tuesday f each mnth. 2. CBYSA allts each league/club t be represented n the bard by the league's/club's designated representative(s) with ttal vtes based n their league's/club's mst current paid registratin figures as prvided by the CBYSA registrar. This vting strength is determined n the first day f April f each year. 3. GPSA shall ensure that its alltted number f vtes are represented by eligible GPSA vting members at these meetings. See Article II, Sectin II f CBYSA By-laws fr vter eligibility criteria. Qurum 1. The current eligible vting members present at any meeting shall cnstitute a qurum fr transacting business. 2. There must be at least sixty (60%) percent f the current Bard f Directrs present fr transacting business at a bard meeting. 3. There must be at least sixty (60%) percent f the Cmmittee Members present fr transacting business at any Cmmittee Meeting. GPSA Cnstitutin & Bylaws Revised 06/09/2014 Page6

7 Order f Meetings The rder f business at the GPSA meetings shall be as fllws: a. Rll call b. Intrductin f GPSA fficers (General Assembly Meeting nly) c. Determinatin f a Qurum d. Annuncements e. Reprts by fficers r cmmittees f. Old business g. New business h. Adjurnment ARTICLE IX AMENDMENT Prpsed amendments t the Cnstitutin & Bylaws may be submitted by any eligible vting member f GPSA. The amendment(s) shall be in written frm and a cpy delivered t each eligible GPSA vting member thirty (30) days prir t the scheduled membership meeting. An amendment, t be apprved, requires an affirmative vte cast by a minimum f tw-thirds f the eligible vting members present at the meeting. An apprved amendment becmes effective as determined by the Bard f Directrs. ARTICLE X: CONFLICTS 1. The Assciatin will prvide a cpy f the Cnstitutin, Bylaws, and Plicies/Prcedures t each member n the internet via the GPSA web site. 2. In n case will any dcument be prduced that will cnflict with the Assciatin's Cnstitutin, Bylaws, r Plicies and Prcedures. In the event that such a cnflict shuld ccur, inadvertently, the dcument that is n the website and n file with the secretary will take precedent. 3. If an article f this Cnstitutin can be interpreted in mre than ne way, the interpretatin that causes n cnflict r the least cnflict with the ther articles f this Cnstitutin will prevail. If any ambiguity exists in any terms r phrases used in these dcuments, the interpretatin f the meaning will be determined by the members by a simple majrity vte. ARTICLE XI - DISSOLUTION In the event that the GREGORY-PORTLAND SOCCER ASSOCIATION ceases t functin r disslves, the assets will be distributed t thse players wh were duly registered with the GREGORY-PORTLAND SOCCER ASSOCIATION during the year the disslutin ccurred and prperties will be transferred t the City f Prtland, as all apparatuses are lcated n land wned by them. 8 GREGORY-PORTLAND SOCCER ASSOCIATION RULES OF ORDER Registratin and Transfer Prcedures: 1. A player is nt cmpletely registered until the registrar has received a cmpleted and signed registratin frm, a phtcpy f prf f age t keep n file and full payment f the registratin fee. 2. Prf f age shall cnsist f a birth certificate r birth registratin issued by an apprpriate gvernment agency, Bard f Health recrds, passprt alien registratin card issued by the Immigratin and Naturalizatin Service attesting t age, r certificatin f an American citizen brn abrad issued by the apprpriate gvernment agency. Hspital, baptismal and religius certificates will nt be accepted (STYSA Rule 3.2.8). A phtcpy f this prf f age will be kept n file by the registrar and must be available n twenty-fur (24) hur ntice t CBYSA, cnsistent with STYSA requirements. 3. Team Frmatin RECREATIONAL GPSA requires all players t play true age based n the STYSA age chart U5, U6, U7-U8, U9-U10 All recreatinal players are assigned t a new team in the Fall. Teams will carry ver t the Spring and new players will fill in gaps in already frmed teams. A player is cnsidered a returning player if and nly if he/she is returning t the team they were rstered t in the Fall. A returning player is guaranteed his/her spt n the returning team if and nly if they have registered within the advertised registratin dates. Late registratin will mean the player has frfeit their right t be eligible t return t the Fall team. Late registratin will be ffered nly t fill in available spts n already frmed teams. These spts are limited and will be n a first cme first basis. Late registratins must be submitted via t the registrar ONLY. Send with player s full name, and cmplete date f birth alng with cntact infrmatin t registrar@gpsa-sccer.cm. Due t the unpredictability f the internet and/r the web site server we cannt be respnsible fr lst mail, therefre if yu have nt heard a respnse within 24 hurs please resubmit yur request. Late registratins will have a late fee added in additin t the registratin fee. Late fees may vary. Please nte that Teams are frmed based n the number f registratins nt in the rder f registratin r the number f cmmitted caches. There may be instances where a player is rstered t a team with n cach and a parent will be asked t cach. Shuld n cach be fund, the team will be disbanded and a full refund will be issued t the player RECREATIONAL teams ONLY 4. Special requests will nt be hnred. The nly guaranteed player n a rster is the player belnging t the head cach. Special requests include but are nt limited t: Requests t play fr a specific cach r team Request t be the assistant cach t a particular team Requests fr a cach that speaks a specific language Request fr carpling 5. Team Frmatin COMPETITVE GPSA requires all players t play true age based n the STYSA age chart with the exceptin f teams that have played tgether in Beginning Fall 2016 all incming cmpetitive players must play true age unless GPSA has t cmbine age grups t frm teams. GPSA will ffer three days f tryuts and players must attend a minimum f 2 tryuts Cmpetitive teams make a cmmitment t the team fr an entire seasnal year (Fall and Spring). 9 6. Fr rules regarding the transfer f players frm ne STYSA team t anther, refer t STYSA Rules and Prcedures, Rule 2 player transfers. Refund Plicy: Recreatinal Players: Only a Partial refund will be given after the first fficial day f practice. This date varies frm team t team and seasn t seasn therefre it will be designated as seven (7) days frm the date the caches meeting is held. Partial = minus any expenses that have been paid r incurred by GPSA. Expenses include, but are nt limited t, the fllwing: unifrms, STYSA fees, game/referee expenses and administrative csts. A letter explaining any and all refund deductins will be included with the refund GPSA has a firm NO REFUND plicy after the first fficial weekend f games. Refund requests must be submitted in writing via t the treasurer@gpsa-sccer.cm Refund requests will be accepted thrugh the first scheduled game f the current seasn nly. The seasnal year f STYSA shall be the same as the seasnal year f the United States Yuth Sccer Assciatin which states the seasnal year and fiscal year f USYSA each begin n September 1 f ne calendar year and end n August 31 f the fllwing calendar year: therefre, Cmpetitive players make a cmmitment fr a full year t the team and will nt be entitled t a refund in the Spring whether the team r the player returns. ID Cards Use and Requirements The head cach f each traveling team will carry laminated USYSA player and cach passes (ID cards) fr all registered players and caches n the team t every game in which the team participates. The ID card fr the current seasnal year must cntain a current picture and ID number fr the cach and player. The card must have the signature f the CBYSA registrar t be valid. A replacement fee may be charged fr lst r damaged cards. Sprtsmanship Award The Sprtsmanship Award pertains t the cnduct f a cach bth n and ff the field f play and is bestwed in recgnitin f the spirit f fair play and sprtsmanship. It is awarded t ne cach fr in huse teams and ne fr traveling teams at the cnclusin f each seasn. In case f ties, duplicate awards will be made. Sprtsmanship award will be cnducted by the Directr f Caching using the fllwing bard apprved methd. 1. Acquire nminatins frm Directr f Referees and League Directrs 2. 10 Cmpetitive Team Rules and Regulatins: 1. Teams will be named G-P United (accrding t the age grups birth year) 2. All teams will be unifrmed in clr (Red & Blue) 3. All teams will wear unifrms prvided by the GPSA 4. All players and parents will sign a cntract and have it n file with GPSA prir t first team practice 5. Each cach will hld at least ne meeting with players and parents befre the start f scheduled seasnal play fr the purpse f cmmunicating the assciatin s plicies regarding parental expectatins n gd sprtsmanship, and fair play. 4. Caching is allwed nly in the technical areas f the field as stated in the FIFA rules f play. 5. The cach is respnsible fr the cnduct f his/her team and the spectatrs supprting that team. Caches must keep their spectatrs within a bundary that is eighteen yards n either side f the centerline and at least five feet utside beynd the tuchline. Ful language r dergatry cmments will nt be tlerated. 6. In Divisin III (U11 & abve Recreatinal) and IV (U10 & belw), a cach must accept the players assigned t his/her team. A cach cannt pick the players that will be rstered t his/her team. 7. Caches f U-5 thru U-8 in-huse teams will fllw the seasn game schedule. NO rescheduling f games is permitted. The ONLY exceptin will be if the fields are clsed and the entire day is canceled due t weather. 8. Traveling and Cmpetitive teams are allwed t reschedule games using the fllwing prcedure: If a game is being canceled ntify the Cmmissiner and the ppsing cach ASAP. 11 9. At the beginning f their secnd calendar year f caching, caches are required by STYSA t hld a minimum f a STYSA mdules caching certificate. It is recmmended by GPSA that all traveling caches attend a grade 8 referee clinic. 10. GPSA requires that all prspective Divisin II caches hld a minimum f a STYSA E caching. 11. The Bard f Directrs will apprve a cach fr each select team. Caches must submit a letter f interest and a resume t bard@gpsa-sccer.cm 12. Divisin II caches are expected t fulfill their caching respnsibilities fr a full seasnal year, which includes bth fall and spring seasns. This des nt apply t caches f teams with players wh are gverned by UIL regulatins. 13. All caches must cmply with all GPSA rules and regulatins. Failure t d s will be grunds fr remval and the cach will be listed in bad standings. Referee Respnsibilities, Authrity and Training Opprtunities 1. The primary respnsibility f the referee is t insure the safety f the players n the field by applying the FIFA Laws f the Game. 2. The referee has jurisdictin ver all players, caches and spectatrs while he/she is n the sccer field as prvided by FIFA Laws f the Game. The referee s authrity cmmences as sn as he/she enters the field f play and is in effect thrughut the game. 3. The referee shall enfrce the laws f the game. 4. The referee decisins n pints f fact are final. 5. The referee is the fficial scre and timekeeper. 6. The referee has the pwer t suspend r terminate the game due t bad weather, interference by fans r ther causes. He des nt have the pwer t declare a winner in the event f suspensin r terminatin. 7. The referee shall allw n ne n the field f play except players and linesmen, except during a player injury in which the referee will stp play and allw the cach, parent r medical persnal t enter the field. 8. After ne year f fficiating, a nn-certified referee is required t be certified at a grade nine r higher by the United States Sccer Federatin. 9. Referees must attend training sessins as determined by the GPSA Directr f Referee Develpment. 10. A game card will be cmpleted by the referee fr all play within CBYSA. This card will, at a minimum, cntain the fllwing: Club/league/assciatin age grup, divisin, game lcatin, date, game time. Team names and final scre. Cautins (yellw cards) r ejectins (red cards) issued, by team with player/name. Any prtest r disputes must be nted n the referee s game card and a cmplete descriptin f the incident shall be submitted t the designated cntact persn fr the particular inter/intra assciatin matches. These game cards are t be retained thrugh the end f the District r CBYSA Turnaments. GPSA Sccer Cmplex Rules 1. Alchlic beverages are prhibited inside the sccer cmplex r n any sccer field r adjacent parking area. 2. Glass cntainers are prhibited inside the sccer cmplex r at any ther fficial sccer game sanctined by GPSA. 3. Each team is respnsible fr leaving their side f the field clean f trash. 4. Dgs and ther animals are nt allwed n the sccer cmplex withut a leash and the wner must pick up pet waste immediately. Failure t d s will result in remval f the cmplex. Practices r scrimmage games are nt allwed n the sccer cmplex fields unless authrized by the Bard f Directrs. Pstpnement f Games 1. Rescheduling f games is nt permitted with the exceptin f the U10 & abve Traveling teams. All in-huse games will be played at the time they are scheduled. NO EXCEPTIONS. 2. Teams must reprt t the playing field t play unless the caches have been previusly ntified that the game is pstpned. The penalty fr a team failing t fllw this rule is frfeiture f the game and assessment f field csts. 3. If inclement weather ccurs, the fllwing persns may pstpne games: the President, Vice-President, Directr f Referee Develpment r the referee. Suspensin f a Game 1. A game that is suspended because f inclement weather is cnsidered fficial if play has begun in the secnd half. 2. A game that is suspended prir t the start f play in the secnd half because f inclement weather is nt cnsidered t be fficial. The game r any part theref may be rescheduled in accrdance with suspensin f the game prcedures. Fllw STYSA guidelines in establishing prcedures. Frfeits 1. A team that fails t field the minimum number f players as required by STYSA within a reasnable amunt f time (usually fifteen minutes after the scheduled starting time) will frfeit the game. 2. If a team intends t frfeit a game, it is recmmended that the cach ntify the Cmmissiner, Directr f Referee Develpment, and/r League Directr. The Cmmissiner will ntify the ppsing cach. 3. Any team playing an ineligible player as defined by CBYSA r GPSA shall frfeit the game(s) in which that player participated. 4. If a cach, assistant cach, r trainer remves a team frm the field during either half f play, the GPSA Bard f Directrs shall make the final ruling regarding the utcme f the game. Prcedures fr Handling Alleged Vilatins t GPSA Cnstitutin, By-laws, Rules f Order, r Rules f Play 1. A grievance may be submitted against a player, cach, assistant cach, trainer, referee, parent, team, r elected/appinted GPSA fficial fr vilatin f the GPSA Cnstitutin, By-laws, Rules f Order, r Rules f Play. 2. The grievance must be submitted in writing t the Bard and accmpanied by a twenty-five dllar ($25.00) fee in the frm f a persnal/certified/cashier s check payable t GPSA within seven days f the vilatin. The fee will be refunded if the grievance is upheld. 3. A Disciplinary and Prtest Cmmittee shall be frmed within seven calendar days f receipt f the grievance by the bard. This cmmittee shall be cmpsed f the GPSA Vice-President as chairpersn and fur vting members f GPSA wh represent a crss-sectin f age divisins. In the event f a cnflict f interest by the Vice-President r his/her unavailability, the bard will designate a chairpersn t replace the Vice-President. Appint a secretary t recrd the prceedings f the hearing. Appint a cmmittee member as acting chairpersn in the event f the chairpersn s absence. Vte nly in the event f a tie vte. All prtests cncerning in-huse games must be made in writing and delivered t an fficer f GPSA within three calendar days after the scheduled game. 2. In the event that a player is present but will nt be playing, the cach must infrm the referee and the ppsing cach as t the reasn that the player will nt participate. (STYSA C) Exceptin t 50% Play rule: In the event that a player is present but will nt be playing at least 50% f the game, the cach must infrm the referee, ppsing cach and nte the reasn and name f the player sitting ut n the game either prir t the start f the game r at the pint it is determined by the cach and/r player that the participatin will purpsefully be under 50%. The 50% playing rule may be set aside in pen divisin cmpetitin (i.e. turnaments r playffs) against Divisin I teams (nt bund t a 50% player participatin rule).
