1 1. General: Except as nted in this set f turnament rules, FIFA rules will apply in all games. NO PETS ARE ALLOWED AT FIELD LOCATIONS PER CITY ORDINANCE, vilatrs will be asked t leave venue. Game time slts are; Friday: 5:00 pm-10:30 pm; Saturday: 7:00 am-10:30 pm; Sunday: 7:00 am-6:00 pm. Preliminary games are: 1 game Friday & 2 games Saturday, r 3 games Saturday, r 2 games Saturday and 1 game Sunday depending n field availability. Semi-final and champinship games are Sunday. Please plan accrdingly. Field space may be limited. Requests may nt be able t be met. 2. Risk Management: All caches, assistant caches, and managers must supply the Turnament Cmmittee with prf f cmpliance with the MSYSA risk management mandate (backgrund check), AYSO similar (SafeHaven), r rganizatin equivalent during team registratin, and be able t present such prf at any time during the turnament. N cach r administratr will be allwed n the sideline withut such prf. Maximum f three nn-player apprved persnnel are allwed n the team sideline during games. Team Officials frm ther State Assciatins and/r ther rganizatinal members f US Sccer Federatin must be able t shw prf f their rganizatin s equivalent risk management certificatin. 3. Cncussin Plicy: MSYSA caches must prvide prf f their CDC Heads-Up Cncussin Certificate. All nn-msysa caches must prvide prf f CDC Heads-Up Cncussin Certificate r NFHS Cncussin in Sprt Certificate. Teams must als prvide prf f the cmpleted Michigan Department f Cmmunity Health/CDC Parent and Athlete Cncussin Infrmatin Sheet fr each player attending the turnament. 4. Medical Insurance: All teams affiliated with MSYSA are insured thrugh MSYSA and d nt have t prvide prf f secndary insurance. NON MSYSA AFFILIATED TEAMS must submit prf f secndary insurance. A Permissin t Travel r Ntificatin frm apprved by their hme state / cuntry assciatin is sufficient. 5. Age Grups: Team rsters frm the current seasnal year will be accepted. There is n minimum age; teams requesting t play up in age grup must d s by registratin deadline. Teams may be bumped up ne age grup t even ut a divisin withut ntificatin. The SCSWI will adhere t the new USSF mandates n age grup registratin and calendar birth year registratin. 6. Player Pass Cards / Player Pass Bks: Michigan players are required t be registered with MSYSA, US Sccer r have prper guest player paperwrk. Out-f-state players must present a pass card issued by the apprpriate State Assciatin. AYSO, CYO, and SAY players may present their respective fficial pass cards. Canadian teams must present player bks. 7. Definitin f Club : A. A club is defined as an rganizatin prvided sccer t yuth players. B. At n time shall an affiliated member f MSYSA wh functins as a scheduling league als be cnsidered a club. C. In the case where a club sets up ne r mre satellite clubs in the state, thse satellite clubs may nly be cnsidered part f the main club fr the purpses f the turnament if the teams and players frm the satellite club are registered with the main club and their registratin sftware accunt. D. The nly exceptin t C abve is if all the fllwing criteria are met: i. The main club and satellite club have the same Bard f Directrs ii. The main club and satellite club have the same Tax ID Number. iii. The main club and satellite club are in the same MSYSA District as determined by the MSYSA Bard f Directrs. 8. Guest Players / Club Players: Maximum: 5 guest players. A Michigan player registered with MSYSA but nt listed n a participating team league rster r having a club passcard must have a Guest Player Rster issued by MSYSA. A Michigan player nt registered with MSYSA thrugh an affiliated league must have a Guest Player Pass Card issued by MSYSA. This paperwrk must be prvided during team registratin. Club Players: An unlimited number f club passcard players are allwed per team prvided that at least 50% f the players appearing n the turnament rster als appear n a team s league rster. MYSL Club Players: The MYSL issued passcard shall display the exact Club lg and name r in the case where their passcard is nt issued by the MYSL, the exact same name, r Lg, r ther designatin is present and acceptable t the Turnament Directr.

2 9. Rsters: League Rster: A league rster and apprved MSYSA guest player paperwrk (if applicable) must be submitted thrugh team registratin. Rsters will include all required infrmatin n each player and cach. A player may nly be rstered n ne team in the turnament. Turnament Rster: A turnament rster must be submitted via the turnament website thru yur team accunt (GtSccer) including unifrm numbers by August 13, Rster limits / field players / guest player maximums: Under 9 Birthyear 2010: 14 players / 7v7 / 5 Under 10 Birthyear 2009: 14 players / 7v7 / 5 Under 11 Birthyear 2008: 18 players / 9v9 / 5 Under 12 Birthyear 2007: 18 players / 9v9 / 5 Under 13 Birthyear 2006: 22 players / 11v11 / 5 Under 14 Birthyear 2005: 22 players / 11v11 / 5 Under 15 Birthyear 2004: 22 players / 11v11 / 5 Under 16 Birthyear 2003: 22 players / 11v11 / 5 Under 17 Birthyear 2002: 22 players / 11v11 / 5 Under 19 Birthyear 2000: 22 players / 11v11 / 5 Under 13-19: A maximum f 18 players may dress fr each game, preliminary, semi final, r final. 10. Pre-turnament Team Registratin: A team representative must submit the required infrmatin by psted deadlines t yur GtSccer accunt (under Dcuments ) r the registrar by Tuesday, August 14. (see Rule 12) 11. Wristbands: Referees will check fr wristbands at the field befre the start f each game. It will be each player s and caches respnsibility t keep their wristband n thrughut the turnament. If a wristband shuld cme ff during the curse f the turnament, it must be replaced at the check-in tent (player, passcard, brken wristband, and cach/manager must return t tent tgether fr new band). At n time will any player r cach be allwed t participate in a game withut the prper wristband r with a wristband that has been altered r taped. Deliberate tampering r transferring f a wristband is grunds fr disqualificatin f the player and/r the team frm the turnament. 12. Pre-Game Check In: At least 30 minutes prir t the start f a team s scheduled game, a team representative is required t reprt t the check-in tent and present player pass cards and pick up game sheet / referee pay cards (players g directly t the field). Player pass cards will be held at the check in tent during each game and returned t the cach r manager at the pst-game check ut after each game. (See rule 13). Prir t a teams first game, the team representative will receive wristbands and (if rdered) pre-rdered T-shirts. Payments must be made at tent t receive pre-rdered T-shirts. 13. Pst-game Check Out: The winning team, r either team after a tie game, MUST turn in cmpleted and signed game sheet after each game. A team representative MUST return t the check in tent after each game fr pass cards.

3 14. Unifrms and Game Ball: Hme team (1 st team n the schedule) will change unifrms in case f cnflict in clrs. Teams must have alternate jerseys. The turnament ball must be used at all games and will be prvided by the referee. Under 9-12: size 4 ball; Under 13-19: size 5 ball. 15. Length f games: All games have a 5-minute halftime. The clck will start at scheduled game time. Preliminary games and semi-finals: U9-U14: U15-U19: Champinship games: U9/U10 U11/12: U13/14: U15-19: 50 minutes, tw 25-minute halves. 60 minutes, tw 30-minute halves. 50 minutes, tw 25-minute halves. 60 minutes, tw 30-minute halves. 70 minutes, tw 35-minute halves. 80 minutes, tw 40-minute halves. 16. Game Clck: The referee will keep the fficial time f games. The game clck will nt be stpped because f an injury t any player unless, at the discretin f a member f the Turnament Cmmittee, medical persnnel must remve the injured player frm the field. Due t the time allwed fr cmpletin f all games the clck runs cntinuusly. The Turnament Directr may shrten halves at his discretin t keep games n schedule. 17. Caches and Teams: Caches and players must be tgether n ne side f the field and spectatrs n the ppsite side. A maximum f three (3) nn-player persnnel per team is allwed n team sideline. All must wear wristbands. 18. Substitutins: Substitutins are unlimited (free substitutin) but at the referees discretin. The referee must be ntified befre a substitutin is made. Cautined players MUST be substituted fr immediately and may nt re-enter until the next legal chance fr a substitutin. The ppsing team may ONLY substitute fr an injured player at this time if necessary. Substitutins may be made: On any thrw-in. Exceptin: ppsing team may nly substitute if team in pssessin f the ball substitutes Befre any gal kick After a gal is scred At the beginning f any perid f play During an injury stppage: If the injured player leaves the field, either team may substitute an unlimited amunt f players. If the injured player remains n the field the ppsing team may NOT substitute

4 19. Inclement Weather: The turnament will fllw US Sccer s psitin statement that indicates when lightening is seen, the turnament will cunt the time until thunder is heard. If this time is thirty (30) secnds r less, seek shelter. Wait thirty (30) minutes r mre after hearing the last thunder befre resuming activities. Unless turnament play has been suspended due t severe weather cnditins, caches and their teams must appear at the field ready t play as scheduled. Failure t appear will result in frfeiture f the game. Only the Turnament Directr may cancel a game befre it begins. Suspensin f play prir t cmpletin f 1 st half: Shuld play be suspended due t severe weather prir t cmpletin f the 1 st half, the Turnament Directr may reduce the length f the game. If suspensin cntinues past the scheduled starting time f the next game, the Turnament Directr reserves the right t declare the game cmplete and scre will stand. Suspensin f play after cmpletin f 1st half: Shuld play be suspended due t severe weather cnditins after cmpletin f the 1 st half, the Turnament Directr reserves the right t declare the game cmplete and scre will stand. Ntificatin f severe weather: Shuld severe enugh weather ccur during turnament play that the Turnament Directr suspends play, a seek shelter warning will be issued by the sunding f air hrns. All fields must be cleared immediately. A Turnament Cmmittee member will cmmunicate with caches/managers nly regarding restart f play. 20. Frfeits: A maximum f 5 minutes grace perid will be allwed after scheduled kick-ff time befre a game is awarded t an ppnent. The minimum number f players cnstituting a team is as fllws: 7 players (U13 and abve), 5 players (U11/12), 4 players (U9/10); if this number f players is present the game will nt be delayed. Any team leaving the field during play will result in a frfeit. In n case shall a team which has frfeited a game play in semi-final r champinship games. All frfeited games will be recrded as a 4-0 win fr the ppsing team. 21. Prtests: N prtest r appeals will be allwed. In all cases, the ruling f the referee is final. 22. Ties: Under 9/10: Ties will be final in preliminary runds and (1) pint awarded t each team. During semifinals and champinship games, if teams are tied at the end f regulatin, tw-five (5) minute vertime perids will be played. These vertime perids will be played as nn-glden gal t cmpletin. If the scre is still tied at the cmpletin f the secnd five (5) minute vertime, penalty kicks will be taken accrding t FIFA rules t decide the game. Under 11-19: Ties will be final in preliminary runds and (1) pint awarded t each team. During semifinals and champinship games, if teams are tied at the end f regulatin, tw-ten (10) minute vertime perids will be played. These vertime perids will be played as nn-glden gal t cmpletin. If the scre is still tied at the cmpletin f the secnd ten (10) minute vertime, penalty kicks will be taken accrding t FIFA rules t decide the game. 23. Scring t Determine Advancement Past Preliminary Rund: The teams within a divisin will be ranked in rder f pints earned fr wins and ties. Three (3) pints fr each win, ne (1) pint fr each tie, and zer (0) pints fr each lss. Tie Breakers: Amng teams with the same number f pints, final placing will be determined by the fllwing tie breaker rules which will be applied in rder. First Tiebreaker Head-t-Head cmpetitin: This is nt applicable if the tie invlves mre than tw teams r if teams did nt play each ther. Secnd Tiebreaker Gal Differential: Maximum f a Five (5) gal differential per game will cunt tward gal differential tie-breaker. Third Tiebreaker Fewest Gals Against Furth Tiebreaker Mst Gals Scred Fifth Tiebreaker Mst Shut uts Sixth Tiebreaker Kicks frm the penalty mark: Turnament Directr will meet with caches invlved t determine time and lcatin f kicks.

5 Selectin f Wild-Card team (if necessary): 1. Nn-divisin winner with next highest pints 2. Head t head between tied teams 3. Gal differential (see abve) 4. Fewest gals against 5. Mst gals scred 6. Kicks frm penalty mark (see abve) 24. Champinship / Participatin Awards: Awards will be presented t teams participating in champinship games and t the winner f rund-rbin divisins. Players in U9-U12 divisins will receive participatin medals. 25. Eliminatin f Heading Plicy: a. All players age 10 and yunger, regardless f what age grup they play in, may nt purpsefully head the ball. b. All players in the U11 age grup r yunger may nt purpsefully head the ball. c. A purpseful header by these players shall result in an indirect free kick awarded t the ppnent at the spt f the infractin. If the purpseful header ccurs within the gal area, the indirect free kick shall be taken n the gal area line parallel t the gal line at the pint nearest t where the infringement ccurred. d. If a player heads the ball, but the referee deems that it is nt purpseful, then play shall cntinue. 26. U9/10 age grups Additinal Rules: Offside infractins will be penalized accrding t FIFA. Build Out Line rule will be enfrced. See: When galkeeper has the ball, either during play r frm a gal kick, the ppsing team must mve behind the build ut line. Once the ppsing team is behind the build ut line, the galkeeper may pass, thrw r rll the ball t a teammate. Punting (r drp kicking) the ball is nt allwed. The ball is nt in play until it crsses the build ut line. Once the ball is put int play, the ppsing team can crss the line and play can resume as usual. 28. Refunds / Cancellatin f Turnament: Refunds requested by a team may be charged up t a 7% handling fee. Deadline fr all refunds is the deadline date f team applicatins (7/28/2017). In the event that all r a prtin f the turnament is canceled fr any reasn, the turnament rganizers are under n bligatin t issue refunds r distribute awards.

6 29. Player and Cach Cnduct: Caches and players are expected t cnduct themselves within the spirit f the laws f the game. Players/caches will sit ut red cards as fllws: 2 game suspensin: serius ful play, vilent cnduct, spitting at an ppnent r anther persn, denying an bvius gal scring pprtunity, ful and abusive language. 1 game suspensin: secnd cautin in the same game. All red cards will be reprted t their parent state assciatin. Unsprting cnduct n the part f any turnament participant may result in ejectin frm the turnament. Casts are allwed but MUST be padded and deemed safe by turnament cmmittee and game fficials. 30. Spectatrs: a. Caches are respnsible fr the spectatrs that accmpany his r her team. b. N artificial nisemakers f any kind are permitted. The Turnament Directr has the final decisin in case f any discrepancies. c. If it becmes evident that the spectatr(s) becme unruly and cannt be cntrlled, the field sidelines will be cleared f all spectatrs. If spectatrs refuse t leave the field f play, the game will be suspended and perhaps frfeited upn an investigatin by the Turnament Directr. d. If a game must be replayed because f a spectatr s behavir, n spectatrs will be permitted at the game site f the replayed game. e. A cach and/r team may be assessed a fine as a result f unacceptable spectatr behavir r referee abuse. f. The Turnament Directr reserves the right t remve any spectatr frm the fields r facility whse behavir is deemed inapprpriate and/r whse presence impses a threat t any participant f the turnament. 31. Referees: Out-Of-Area Referees & Referee Assigning Plicy Out-f-Area referees must shw pht identificatin t verify identity. The turnament utilizes a referee assignr that is currently certified by US Sccer Federatin. All referee assigning will be dne thrugh the Game Officials system. 32. Unmanned Aircraft System: (Drnes) g. The use f nn-apprved unmanned aircraft systems (e.g. drnes) is strictly prhibited at any/all turnament games. h. The use f unmanned aircraft systems may be apprved by the turnament fr a specified prmtinal activity given that the request is submitted in writing t the turnament in advance. i. Any persn in vilatin f this plicy shall be immediately remved frm the field, facility and/r event. Have a GREAT turnament weekend
