1 MEN S & WOMEN S BASKETBALL SECTION A Regular Seasn Structure and Prcedures 1. NJCAA Eligibility rules will gvern all cllege and individual participants. 2. Scheduling Prtcl The Regin prduces a Master Schedule fr Divisin II men s and wmen s basketball that is t be used as guide fr each schl in building their respective schedules. The Eastern Pennsylvania Athletic Cnference (EPAC) and the Garden State Athletic Cnference (GSAC) prduce schedules fr divisin III men s basketball and divisin III wmen s basketball. Athletic Directrs frm bth institutins must still agree n a specific date, time and lcatin fr a cntest t be played. The fllwing items need t be adhered t when building yur regular seasn schedule: Men s Divisin II teams must play each ther twice Wmen s Divisin II teams must play each ther twice Teams shall nt schedule mre than three (3) cnsecutive games in a week. Teams shall nt add new games (r drp riginally scheduled games) 14 days prir t the published seeding meeting fr their respective turnament, unless t make up a regin divisin game. Games previusly scheduled, but pstpned, may be rescheduled during this time perid vs. the same ppnent. Divisin III teams (men and wmen) must play a minimum f 18 games verall t be eligible fr pstseasn cnsideratin. 3. Schedule Cnflicts If the Athletic Directrs frm bth institutins cannt agree n a specific date, the Basketball Cmmittee will review the prblem t determine the validity f the disagreement. If there is n valid justificatin fr the disagreement, the game will be played accrding t the date shwn n the master schedule. If valid justificatin is presented, the Basketball Cmmittee will wrk with bth Athletic Directrs t decide upn a mutually agreeable date. If n date is mutually agreeable, the Basketball Cmmittee will determine the game date. 4. Team Travel If a visiting team arrives late (defined as after 30 minutes prir t a cntracted start time) t an away cntest, but has ntified the hst institutin (thrugh cnfirmed phne cnversatin r text message with the hst administratr) the team will receive a 25 minute perid f time nce the team, in its entirety, enters the building/playing venue and meets with the n-site event administratr. In additin, teams that are traveling shuld adhere t the NJCAA turnament guidelines fr dress cde; including n wrkbts r jeans. 1 P a g e

2 5. Cancellatins/Pstpnements/Rescheduling All scheduled games within yur divisin must be played. Games utside f yur divisin shuld, in gd faith, be attempted t be rescheduled. If either cllege clses due t inclement weather, a scheduled game must be pstpned. In the event a mutually agreeable make-up date cannt be determined between the participating Athletic Directrs, the game must be played n the next available date when bth teams are pen and the hme facility is available. 6. Rules f Play NCAA rules f play shall be fllwed 7. Bench Persnnel Each team shall be allwed the fllwing persnnel n their bench: Institutin certified caches Players in unifrm Medical persnnel / athletic trainer Statistician (1) Injured players Athletic Directr r Administratr in charge All individuals in the travel party must be dressed apprpriately, per NJCAA turnament guidelines. Please nte that individuals sitting ut a suspensin (refer t Ejectin Plicy fr clarificatin) due t any regin ffense, will nt be allwed t travel with the team. Individuals wh are academically ineligible will nt be allwed n the bench, unless serving as the ne (1) designated statistician. 8. Warm-up Prcedures Each team will have six (6) balls prvided by the hst t practice with prir t the game and at halftime. The practice balls shall be f the same type as the game ball. During warm-up teams are restricted t their wn half f the curt, this includes any running. There will be n practice after the game by the visiting team. If the hme team chses t practice after the game, the practice cannt start until the visiting team has left the curt. 9. Official Game Ball The fficial men s and wmen s basketball f Regin XIX is the NJCAA apprved basketball. 10. Event Management The fllwing items relate t event management fr men s and wmen s basketball games within Regin XIX. It is mandatry in Regin XIX that a hst institutin prvide apprpriate site managers (recgnized Athletic Administratrs) fr each cntest. Water, cups and ice must be prvided fr bth teams. It is recmmended that sufficient security be in attendance at all hme cntests Fr security reasns individuals nt invlved with the fficial prgram f events during a game shall nt be allwed n the curt. This requirement begins at least 45 minutes prir t the game time and extends until all teams have left the curt at the end f the game(s). 2 P a g e

3 If pssible, teams shuld be directed t use separate exits and entrances at the end f each game. A member f the caching staff must be utside the lcker rm at the end f a game. Caches must inspect their lcker rms befre and after each cntest. Spectatrs must be separated frm the player s bench by sme type f barrier r flr marker. Spectatrs must nt be allwed t stand arund the gymnasium Spectatrs must remain in the bleachers unless entering r exiting the gymnasium Clleges are urged t remind spectatrs that apprpriate behavir is expected at all times. If yur cllege prvides fan transprtatin and/r send cheerleaders t away sites, yu must cntact the cllege s athletic administratr at least 24 hurs prir t game time t infrm them f the apprximate number f fans and/r cheerleaders attending the event. The spnsring cllege must have a specified cllege apprved supervisr/advisr with the grup(s) at all times. The supervisr/advisrs name must be prvided t the ppsing cllege athletic administratr. All NJCAA/Regin rules apply as pertaining t, but nt limited t, behavir and destructin f prperty. Incidents f these types will be reviewed by the Regin Standards & Ethics Cmmittee fr any actin deemed necessary. Regin XIX requires that the hme team videtape all games with the intent f filming prblems anticipated and actual. During an altercatin bth the altercatin and bench area shuld be taped. Camera must remain in peratin after the cnclusin f the game until bth teams have returned t their respective lcker rms. Videtaping f cntests that d nt invlve yur cllege will fllw guidelines utlined by the NJCAA. Effective with the seasn, all Regin XIX teams (Divisin II and III) must uplad their regin games t Krssver fllwing the cntest. 11. Reginal Technical Ful Prgram Players wh receive three (3) technical fuls during the seasn must sit the next regularly scheduled game. Each succeeding technical ful will result in an additinal game suspensin. Caches wh receive five (5) technical fuls during the seasn must sit ut the next regularly scheduled game. Each succeeding technical ful will result in an additinal game suspensin. The hst institutin must ntify the athletic administratr f the visiting team if a technical ful was assessed t any f their players r caches. The reginal technical ful prgram des nt carryver t district r natinal play. Technical fuls given during the reginal playffs will be accumulated and the 3 P a g e

4 apprpriate regin penalty assessed nly thrugh the final game. Technical fuls given in the final (champinship) game will carry the NCAA penalty. The third accumulatin in a semi-final game will have the player sit ut the final (champinship) game. Ejectins fr fighting will always carry a tw-game suspensin SECTION B Officials 1. Dr. Tim Ebersle is the central assignr fr all Regin XIX clleges. All fficials must be secured thrugh his ffice. 2. All NJCAA Regin XIX Divisinal games require three (3) fficials assigned by Tim Ebersle. SECTION C Regin XIX Website / Reprting f Scres / Statistics 1. Team schedules and rsters must be entered, prir t the start f the seasn, n the Regin XIX and NJCAA websites. 2. Teams are respnsible fr inputting scres n bth the Regin XIX and NJCAA websites immediately after the cmpletin f their cntests. 3. Clleges that fail t update their respective sprt rsters, schedules, statistics and/r scres will be referred t the Standards and Ethics cmmittee. 4. Individual statistics must be up-t-date in rder t nminate a student-athlete fr varius player f the week awards. SECTION C1 Technical Ful Reprting 1. Each institutin must reprt their technical ful accumulatins t the Chair f the Basketball Cmmittee (r his/her designee) each week, by the deadline established at the beginning f the seasn. 2. Clleges failing t submit technical ful reprts will be referred t the Standards & Ethics Cmmittee. SECTION D Reginal Turnament Frmat 1. Regin XIX will cnduct single eliminatin turnaments fr men s divisin II, wmen s divisin II, men s divisin III and wmen s divisin III. 2. The Regin XIX Turnaments shall be scheduled s as t cnclude ten (10) days prir t the NJCAA Natinal Turnament date. 3. Preliminary and Quarterfinal games will be played at the site f the higher seed, r if mutually agreed upn by the tw clleges, at a neutral site. 4. Semifinal and Champinships games will be played at a cmmn site determined by the Champinship Events Cmmittee. 5. The higher seed will be the hme team thrughut the turnament. 6. In Divisin II men s basketball, Orange Cunty Cmmunity Cllege f Regin XV (if they qualify), will enter ur Regin turnament as the 5 th seed. This district agreement is in place thrugh 2016 seasn. 4 P a g e

5 SECTION E Reginal Turnament Qualificatin 1. The tp fur (4) teams in each divisin must participate in the Regin Turnament. 2. Any additinal teams with a.500 (r greater) winning percentage verall r in regin divisinal play may participate. 3. All recrds n the Regin XIX website shall be regarded as fficial when n later infrmatin is available t be used in determining selectins. SECTION F Reginal Turnament Seeding 1. Designatin f participants and the game pairings fr Regin XIX s annual basketball turnament shall becme the duty f the basketball cmmittee. 2. The basketball cmmittee will hld ne (1) meeting/cnference call t finalize plans fr the annual Regin XIX turnament. Teams will be seeded and pairings made at this meeting/cnference call. All clleges will be ntified by telephne and immediately fllwing the meeting. 3. The criteria fr seeding fr Men s Divisin II and Wmen s Divisin II will be as fllws: Regin XIX / Divisin Recrd If tw teams are tied, head t head cmpetitin will be used t break the tie. If a tie still exists, the team with the higher winning percentage against teams seeded higher, in descending rder, than the teams which are tied will get the higher seed. If a tie still exists, the team with the higher winning percentage against teams participating in the turnament will be the higher seed. Strength f schedule and natinal rankings will be utilized fr seeding, if all ther tie-breaking scenaris have been exhausted. The cin flip will n lnger be utilized. Frfeits will be cunted as wins and lsses fr seeding purpses. In the event that three r mre teams are tied, head t head cmpetitin amng all the teams (as if they were in their divisin) will be used t break the tie. If this tie breaker defines ne spt, but nt all, the remaining teams head t head recrds will nce again be cmpared, fllwed by the remaining teams recrds against the teams seeded higher in descending rder. Strength f schedule and natinal rankings will be utilized fr seeding, if all ther tie-breaking scenaris have been exhausted. The cin flip will n lnger be utilized. Examples will be referenced in Appendix A. 4. In men s and wmen s divisin III, turnament seeding will be cnducted by the basketball cmmittee. Criteria t be cnsidered by the cmmittee, in n particular rder will be; regin recrd, verall recrd, quality f ppnents, recrd vs. teams in the turnament, strength f schedule and natinal rank. 5. In the event a regin divisin game is frfeited, it will cunt fr qualificatin and seeding purpses. All ther frfeits will nt cunt fr qualificatin purpses. Prgrams that drp during the regular seasn, per Regin Bylaws Article VI Sectin F; Any team that drps their prgram after the start f the seasn will have thse game results, including reginal divisinal games that were played t that pint, cunt n verall recrds nly. 5 P a g e

6 SECTION G Reginal Turnament Entry Fees 1. There is n entry fee required fr participatin in the Regin XIX Turnament. SECTION H Reginal Turnament Lgistics 1. It is mandatry fr all Regin XIX playff games (hme and away) that teams must have an athletic administratr with them. 2. The hst team in all preliminary runds played prir t mving t the central site will pay fr game expenses. In case f a mutually agreed upn neutral site, the participating schls will split the cst. 3. If a cllege is hsting a men s and wmen s game n the same day, the hst cllege will determine the time and rder that each team will play. If a disagreement ccurs in the designated time f the game set by the hst schl, the Regin Directr and the Basketball Cmmittee Chair will reslve the cnflict. 4. The turnament semifinal and finals site shall be selected in advance during the Spring Meeting. Clleges wishing t hst the turnament may submit a bid by the Spring Meeting t the Chair f the Champinship Events Cmmittee. 5. At the cmmn site fr the semifinals and finals, adequate plice/security must be hired and deplyed arund the gymnasium. 6. The basketball cmmittee will be respnsible t versee all details f cnducting the annual turnament in cnjunctin with the hst. SECTION I Reginal Turnament Awards 1. The Awards Cmmittee chair will have the apprpriate turnament awards shipped t the hst institutin. 2. The Jseph A. Papian Award will be presented t the MVP f the champinship game in bth divisins f the men s turnament. 3. The Rse Battaglia Award will be presented t the MVP f the champinship game in bth divisins f the wmen s turnament. 4. The Regin Champinship Team shall receive a Reginal Champinship Plaque. 5. The Regin Runner-up Team shall receive a Reginal Runner-up Plaque. 6 P a g e

7 SECTION J Regular Seasn Awards / All-Regin Team 1. Cach f the Year Awards will be presented t the caches f the reginal champinship teams. The divisin II wmen s basketball cach f the year award is the Dnna Herran Award. The divisin II men s basketball cach f the year award is the Jack Martin Award. The divisin III men s basketball cach f the year award is the Dug Yennie Award. 2. An All-Regin Team will be selected by ballting f all the Regin XIX caches in their respective divisins; men s divisin II, wmen s divisin II, men s divisin III and wmen s divisin III. 3. The prcedure fr nminating and vting is as fllws: Ballting Chairpersn will send ut the fficial Regin XIX nminatin frm, which shuld be signed and returned t the chair by the date indicated. Caches will nminate players in rder f ability as indicated n the frm. Each cach may nminate a maximum f three (3) players frm his/her team. In rder fr an individual t qualify fr an All-Regin team, the team must have cmpleted 80% f the seasn. After all nminatins are cllected, each cach will receive the fficial Regin XIX ballt and vting frm frm the ballting chairpersn and will be asked t select and rank players accrding t their abilities and return t the chair. The number f teams being selected n the vting frm will be based n Article IV Sectin D f the Regin XIX Bylaws. The best player will receive the number f pints equal t the number f players being selected, dwn t the final selectin receiving ne (1) pint. Caches may nt vte fr their wn players. After tallying the vtes, the players will be awarded All-Regin status by being placed nt five (5) player teams. Fr The number f teams selected will be in accrdance with Article IV Sectin D f the Regin XIX Bylaws. Hnrable mentin teams may be added at the discretin f the chair. Numerical ties fr a player ranked in the tp five (5) will be brken by awarding the higher place t the player with the mst #1 vtes. If still tied, #2 vtes will be utilized, dwn the line until the tie is brken. Numerical ties fr a player ranked ut f the tp five (5) will result in bth players making the respective team. The #1 ranked player in the vting will be named the Regin XIX Player f the Year The ballt must be signed by the athletic directr. Caches nt vting will have student-athletes representing their institutin remved frm the ballt. 5. Clleges that d nt have up t date statistics n the NJCAA website will nt be allwed t nminate student-athletes fr All-Regin hnrs. 6. Nminatins fr NJCAA All-American will be derived frm the All-Regin Team results. 7 P a g e

All members f teams including players, caches, trainers, screkeepers, and spectatrs will fllw the Cde f Cnduct enfrced by the Natinal Junir Cllege Athletic Assciatin thrughut all games. SECTION L NJCAA / Regin XIX Ejectin Plicy 1. If a cach is ejected frm a Regin XIX cntest and there is n cllege-apprved representative designated by the Athletic Directr present, then the game is terminated and frfeited at that pint. In additin, the cach must sit the next scheduled cntest. If the ejectin ccurs in the last game f the seasn the ejectin will carry int the fllwing year. 2. An athlete ejected frm any Regin XIX cntest fr any reasn must sit the next game. If the ejectin ccurs in the last game f the seasn and/r playff game the suspensin will carry int the fllwing seasn f eligibility used in that respective sprt. 3. Any player ejected fr fighting r vilent act will sit the next tw (2) cntests. If the ejectin ccurs in the last game f the seasn and/r playff game, the suspensin will carry int the fllwing seasn f eligibility used in that sprt. A secnd ejectin fr fighting in a seasn will result in that player suspended frm cmpetitin in that sprt fr the remainder f the seasn. Reminder NJCAA and NCAA rules may impse mre severe penalties. Regin XIX will impse the mst severe penalty allwed. 4. In the event f any ejectin, an ejectin reprt must be filed with the regin directr. The athletic directrs f bth clleges shuld file the apprpriate NJCAA frm t the regin directr. 5. Persnnel and athletes suspended under the NJCAA rules shall nt be allwed in the facility/gym/field cmplex befre r during the cntest and may nt cach r participate befre the game, during play r at halftime. Suspended caches may travel with the team, but nly t drive a van, they are nt allwed in the venue. Suspended athletes may nt travel with the team while serving a suspensin. SECTION M Health and Safety 1. In regard t an pen wund, under circumstances when cnstant r prfuse bleeding ccurs, the participant shall be immediately remved frm that cntest by the cach r fficial and cannt return until the bleeding has stpped. 2. The use f all tbacc prducts by any cach, player, fficial, r ther individual invlved in the cnducting f any NJCAA sanctined r spnsred regular seasn r pst seasn play is prhibited within the cnfines f the playing area. Any individual nt in cmpliance shall be disqualified frm further participatin in that cntest. 3. 11 APPENDIX A 1. Teams A, B and C are tied fr 5 th place in an 8 team turnament. In head t head Regin cmpetitin, Team A is 3-1 against B and C; Team B is 2-2 and Team C is 1-3. In this case, Team A is the 5 th seed, Team B is 6 th and Team C is 7 th. Nte: the fact that A and B split with each ther des nt cme int play. 2. Fur teams are tied, Team A swept the head t head cmpetitin and is 6-0. The ther 3 teams all split in head t head and are 2-4 against the grup f tied teams. In this case, Team A will get the highest seed f the grup. The next tie breaker will nt be usable since the teams split with each ther. Therefre, the recrd against the higher seeded teams in the turnament in descending rder will cme int play. 3. Fur teams are tied. Their recrd in head t head cmpetitin is: Team A is 4-2, Team B is 3-3, Team C is 3-3, and Team D is 2-4. Team A gets the highest seed, Team D gets the lwest seed and Teams B and C begin the tie breaking prcess beginning with head t head against each ther.
