2 RULES 1. TEAMS: PLAYERS and REQUIREMENTS 1a 1b 1c 1d Player Eligibility: A player is eligible t participate in an fficial league sanctined game n the date f their 25th birthday. A player is eligible t participate in an fficial league sanctined game n the date f their 21 st birthday when apprved by the President. Any player under 25 years f age is ineligible t participate in any natinal sanctined game. All players, prir t participating in a game, must have signed waiver frms n file with the league. Team Rsters: Final team rsters must have n less than 14 players and n mre than 20 players. Team rsters must be submitted t the lcal league by pening day, including league and player fees, prf f date f birth, player waiver frms and team medical waiver frm. Players can nly appear n 1 team s rster. Each team can maintain 3 players between years f age n their rster. These players are ineligible t play the psitin f pitcher r pitch in any league sanctined game. Team Unifrms: All teams shuld have full baseball unifrms cnsisting f caps, baseball jerseys (r at least shirts with sleeves), baseball pants, and sanitary scks - each player s unifrm shuld be f similar design t his teammates unifrms. A player will nt be allwed t play in shrts. All shirts must have sleeves t be allwed t play. N jackets r pullvers will be allwed while batting nly. Teams having spnsrship will be allwed the spnsrs name n their unifrms via patch r unifrm shirt. All teams shuld have their unifrms by their first game. A grace perid shuld be extended fr newly activated players r fr new teams t cmplete their unifrms New Player Disbursement: The league shall cntrl the assignment t teams f all new players wh have cntacted the league in respnse t advertising r wh have been referred t the league by any means. A player wh has nt played in any league game in either the current r previus year shall be regarded as a new player. A new player acquired by a team thrugh that team s wn recruiting effrts shall be subject t the cntrl f the team and nt the league. 2 P a g e

3 1e Player Mvement: Within the regular seasn: N player will be allwed t switch teams withut the cnsent f bth managers and the league president. If this des nt meet with apprval, the situatin must be brught up t the bard f directrs. T be eligible fr any pst-seasn turnament participatin, a player must switch teams PRIOR t tw-thirds (2/3) f the new team s regular seasn games. If these criteria are nt met, the player will nt be allwed t play fr EITHER team in the pst-seasn. In the event a team disbands during the seasn r at seasn s cnclusin, all players will be permitted t play fr any desired team. Hwever, if it seems that a single team becmes stacked, the league s bard f directrs has the right t re-balance the teams. The intent f this rule, pertaining t a player s mvement during the seasn, is t nt have players unhappy n their current team, while preserving the cmpetitiveness balance f the league. Between seasns: If a player has played in CBMSBL fr a minimum f 3 years, with a recrded stat, the player is free t change teams withut caches r bard f directr s apprval. This des nt include switching t a new team. If a player has nt reached 3 years f service in CBMSBL, a player can nly change teams with cnsent f the current team s manager. Players with less than 3 years f service in CBMSBL are permitted t pt ff their current teams, in this case players will be returned t the CBMSBL player pl and be eligible t be chsen by teams based upn the draft r free agency rder f the specific teams r the discretin f the league s Player Relatins agent. If a player wishes t leave his existing team and frm a new team, he may d s. N ther player can be taken frm the existing team withut the cnsent f the existing team s manager. N ther players may be taken frm any ther team withut the respective team manager s apprval. This is regardless f a player s years f service. The intent f this rule, pertaining t a player s mvement between seasns, is bviusly t ensure player s rights t play where they are happy. Hwever, the duty f the league is t maintain the health f existing teams. New teams WILL NOT be frmed using players at the expense f cllapsing existing teams. 1f An ppsing manager may at anytime have the right t questin a player s age. If a manager wants t ldge a prtest, prf f age must be prvided t the league president and bard f directrs within 2 days f the prtest. If an under age player is detected, penalties whether t the individual r team will be decided by the league president and bard f directrs. As a natinal precedent, the penalties will be frfeiture f all games in which the under-age player participated in and a minimum tw-year suspensin. If the manager had prir knwledge, he is subject t similar suspensin. 3 P a g e

4 2. GENERAL LEAGUE and GAME INFORMATION 2a 2b General League Infrmatin: All batters and runners must wear helmets fr plate appearances and when ccupying the bases. There is n ptin t this rule. Full duble-ear flap helmets are encuraged fr at bats and are encuraged fr the bases. Catchers must wear a helmet underneath their mask. All leagues games will use apprved MABL/MSBL baseballs. 3 new baseballs will be used each game, handled by the umpires. It might be necessary fr a team t prvide additinal baseballs. The hme plate umpire must apprve these baseballs befre they are permitted fr use. Wd and wd cmpsite bats will be permitted fr all league games and turnaments. N bat exceeding 36" in length and/r 2 5/8" diameter are permitted. If a player uses a bat exceeding this specificatin, the ffending batter will be declared an ut. IN ADDITION, the cach and player will be ejected frm the game. The player will als be suspended fr his team s next game. Metal cleats are permitted. General Game Infrmatin: All league games, regular seasn r turnament, will be played t cmpletin by league standards, being a 7-inning r 9-inning game. The umpires may suspend, cancel, r call a game, if in their pinin; the safety f the players is cmprmised due t rain, darkness, r time limits. In the event that a game is called prir t cmpletin due t rain, darkness, r time limits, the game is cnsidered cmpleted if 5 full innings have been cmpleted, r 4 1/2 innings if the hme team is ahead. The umpire shall ntify bth teams prir t the start f a full inning that it will be the final inning due t darkness, rain, r time limits. If the game ends in a tie, it will be cmpleted at a later, agreed upn date. All games shall be cnsidered final due t run discrepancy when: Fr a 7-inning game, the trailing team is behind by at least 10 runs and has cmpleted 5 turns at-bat. Fr a 9-inning game, the trailing team is behind by at least 15 runs and has cmpleted 5 turns at-bat. OR the trailing team is behind by at least 10 runs and has cmpleted 7 turns at-bat. In the event that a game is rained ut: Any games rained ut will nt be re-scheduled by the league, but may be made up at any time nt cnflicting with previusly scheduled games. Bth managers must agree t all make-up games and league ntificatin must take place. Rain ut games must be made up in rder f cancellatins. It is the respnsibility f the scheduled hme team t ntify the League President f field cnditin and pssible game cancellatin f game, at least 2 hurs befre scheduled game. In the event such 4 P a g e

5 ntificatin des nt take place, the league will be respnsible fr any game fees impsed by the umpiring rganizatin. Game Cancellatins: The Umpire in Chief, UIC, must be ntified f any game cancellatins r field changes n less than 48 hurs prir t scheduled game time. Umpire fees will be paid in full if there is a failure t ntify UIC f game cancellatins in the apprpriate time frame. Umpires will nt be guaranteed at the new field if the UIC has nt been ntified by the required time. Umpire fees will still be paid in full regardless f whether they are present at the new field. 2c An umpire has sle discretin t expel any player r manager frm the game. The umpire's authrity begins frm the mment he walks nt the field and cncludes when he leaves the parking lt upn cmpletin f the game. 3. STARTING LINEUPS and SUBSTITUTIONS 3a A team must have 8 players fr an fficial game with at least 6 players frm their wn team's rster. A team may brrw up t 2 players frm the ppsing team r anther team, with the ppsing manager s cnsent, with a limit f 9 ttal players. Fr example: if the team has 6 r 7 players frm their wn team's rster, they can brrw 2 players if available. If the team has 8 f their wn players, they are allwed t brrw nly 1. If, after the start f the game, mre players arrive frm their rster, brrwed player(s) must be replaced. Brrwed players can nly be added t the bttm f the lineup. 3b 3c Each team has a hitting and a defensive lineup that are independent f each ther. Players may play in either lineup r bth, the nly lineup that MUST be maintained is the batting lineup. Batting Lineups: Teams may bat as many players as desired, with a minimum f 10 (subject t the number f players available, if less than 10) If a team has nly 8 r 9 players, all players must bat. In this instance, the ppsing team has the ptin f batting the same number f hitters. Batters may be added t the bttm f the lineup at any time during the game. A team may declare, PRIOR t the game beginning, that a batting psitin is ccupied by 2 players. This is knwn as the A/B system. Fr example, the first time psitin 10 gets an at-bat, 10A wuld hit and the next time this slt hits, 10B wuld be up. Then 10A hits the third time this spt in the rder cmes up, and s n thrughut the 5 P a g e

6 game. Once a team declares the use f this A/B system, it must cntinue using it fr the remainder f the game. Batters cannt be deleted r skipped ver, regardless f their batting psitin r when they were added during the game 3d If a team fails t annunce an ffensive additin/change, the situatin will be treated as if the team is batting ut f rder. The unannunced player will nt have fficially entered the ffensive lineup and is therefre still available ffensively: Offensive substitutins: Batters may be pinch hit fr and runners may be pinch ran fr (unless under curtesy runners as utlined in sectin 5.a). Hitters in the A/B psitin may be pinch hit fr, just as any ther player. Only 1 starting player is allwed t re-enter the game as a hitter (in their riginal psitin in the batting rder). 3e Defensive substitutins: Since ffensive and defensive lineups are separate, Any player that is substituted in the batting lineup DOES NOT affect the defensive lineup. Any player may be substituted fr defensively, at any time, withut affecting the player's ffensive status in the lineup. If a pitcher is remved, nly the STARTING pitcher may re-enter t pitch during the same game. This can nly be dne ne time and NOT in the same inning. N relief pitchers are allwed t re-enter. The remved pitcher may play any ther psitin after being remved r n psitin at all.. Player injury, ejectin, r lss f a player in the batter lineup: A reserve player, nt previusly entered int the game as a hitter, must hit in the replaced hitter s place. If there are n reserves that can replace the individual, the spt is skipped and all hitters belw that psitin mve up. The penalty: The first time this vacated spt cmes up in the batting rder, an ut will be assessed, After that ne time, n ut will be recrded fr skipping the spt vacated by the displaced player. 3f Caches are required t prvide the fllwing infrmatin t the fficial screr: Prir t game start: Bth teams will supply starting lineups and starting pitcher. Lineups will include the player s first name, last name, and unifrm number (if available). Bth teams will declare their curtesy runners (if used). 6 P a g e

7 During the game: Pinch hitters need t annunce themselves prir t their at-bat. Additinal batters can be added t the end f the lineup at any pint during the game. They must be annunced as add-ns prir t their at-bat. Pinch runners must be declared. Pitching changes must be annunced. Psitin player changes need nt be annunced. 4. PITCHERS 4a 4b 4c 4d A player while pitching may nt wear white r gray sleeves, nr may a pitcher wear a batting glve r wristband while pitching. One intentinal walk per game will be allwed. If an pitcher hits 4 batters in any ne game, the pitcher must be remved after the furth hit batsman. There is n regulatin as t hw many innings a pitcher may pitch in a game r week. 5. RUNNERS and FIELDERS 5a Curtesy Runners: Each team will be allwed a maximum f 2 players per game wh can be run fr each time that they reach base. Players needing curtesy runners must be declared t the umpires and fficial screr prir t the start f the game. The curtesy runner will be the last recrded ut due t a batted ball, meaning a runner thrwn ut trying t steal r advance due t a passed ball/wild pitch is nt eligible. Once the game begins: If less than 2 curtesy runners were designated, an additinal curtesy runner may be used ONLY if a player sustains an injury. If 2 curtesy runners were designated, a pinch runner must be used and n curtesy runner will be allwed, even in the event f injuries. If a player (designated as needing a curtesy runner) pts t run r frgets t get a curtesy runner and subsequently runs, he will lse his curtesy runner fr the remaining prtin f the game. The curtesy runner must replace the batter within an acceptable amunt f time nce time has been called. If t much time is taken, the umpire will disallw the curtesy runner and he will be lst fr the remaining prtin f the game. 7 P a g e

8 5b Decy Rule: Any fielder may use a decy nly if it serves a strategic purpse. Fr example, if a fielder, wh sees a man attempting t steal secnd base during a hit and run, lks upward int the sky and says that he's gt the pp up when in fact the ball has been hit n the grund is a legal decy as it may cause the runner t retreat t first base and prevent him frm advancing. Hwever, if a fielder fakes a tag when there is n strategic purpse r apparent play, frcing the runner t slide, the umpire shall make sme indicatin allwing the play t cmpletin. After the play is ver, this runner will be declared safe (if he was tagged ut during the play) and all runners will advance ne base. This is entirely an umpire judgment decisin and nt a rule that may be prtested. 5c Interference and Obstructin: CBMSBL is cncerned abut pssible unnecessary and vilent cllisins that may ccur with the catcher at hme plate, and with infielders at all bases. The intent f this rule is t encurage base runners and defensive players t avid such cllisins whenever pssible. When there is a cllisin between a runner and a fielder wh clearly is in pssessin f the ball, the umpire shall judge: Whether the cllisin by the runner was avidable (culd the runner have reached the base withut clliding) r unavidable (the runner s path t the base was blcked) r Whether the runner actually was attempting t reach the base (plate) r attempting t disldge the ball frm the fielder. PENALTY If the runner, a) culd have avided the cllisin and reached the base, r b) attempted t disldge the ball, the runner shall be declared ut even if the fielder lses pssessin f the ball. The ball is dead and all ther base runners shall return t the last base tuched at the time f the interference. If the fielder blcks the path f the base runner t the base (plate), the runner may make cntact r slide int a fielder as lng as the runner is making a legitimate attempt t reach the base r plate. If the cllisin by the runner was flagrant, the runner shall be declared ut and als ejected frm the cntest. The ball shall be declared dead. If the defensive player blcks the base (plate) r base line clearly withut pssessin f the ball, bstructin shall be called. The runner is safe and an immediate dead ball shall be called. If the base runner cllides flagrantly, the runner shall be declared ut and be ejected frm the cntest. The ball is dead immediately and all runners return t base last ccupied upn declaring dead ball. 8 P a g e

9 5d Frce Play Slide Rule: The intent f the frce-play-slide rule is t ensure the safety f the defensive player. This is a safety as well as an interference rule. Whether the defense culd have cmpleted the duble play has n bearing n the applicability f this rule. This rule pertains t a frce-play situatin at any base, regardless f the number f uts. On any frce play, the runner must slide n the grund and in a direct line between the tw bases. Exceptin A runner need nt slide directly int a base as lng as the runner slides r runs in a directin away frm the fielder t avid making cntact r altering the play f the fielder. On the grund means either a head-first slide r a slide with ne leg and buttck n the grund. Directly int a base means the runner s entire bdy (feet, legs, trunk and arms) must stay in a straight line between the bases. If a runner ges int a base standing up and des nt make cntact r alter the play f the defensive player, interference shall nt be called. 9 P a g e Cntact with a fielder is legal and interference shall nt be called if the runner: Makes a legal slide directly t the base, r Is n the grund at the time f cntact and the fielder mves directly dwn the line between the tw bases t attempt a play. Makes a legal slide and makes cntact with a defensive player wh is n r ver, but nt beynd, the base. When the base runner slides beynd the base, but des nt: make cntact with, r Alter the play f the defensive player, interference shall nt be called. Actins by a runner are illegal and interference shall be called if: The runner slides r runs ut f the base line in the directin f the fielder; The runner uses a rlling, crss-bdy r pp-up slide and either makes cntact with r alters the play f a fielder; The runner s raised leg makes cntact higher than the fielder s knee when in a standing psitin; The runner ges beynd the base and either makes cntact with r alters the play f the fielder; Beynd the base means any part f the ffensive player s bdy makes cntact with r alters the play f the fielder beynd the base. The runner slashes r kicks the fielder with either leg; The runner illegally slides tward r cntacts the fielder even if the fielder makes n attempt t thrw t cmplete a play. PENALTY: With less than tw uts, the batter-runner, as well as the interfering runner, shall be declared ut and n ther runner(s) shall advance.

10 With tw uts, the interfering runner shall be declared ut and n ther runner(s) shall advance. If the runner s slide r cllisin is flagrant, the runner shall be ejected frm the cntest. If the bases are laded with n uts, a duble-play attempt is made, and interference is called, all ther runners must return t their riginal bases. 6. GENERAL LEAGUE RULES 6a 6b 6c tw frfeits by any team culd mean immediate expulsin frm the league with n mney refunded t the team. The league's bard f directrs will evaluate circumstances befre rendering a decisin. Game prtests: Prtests can nly be made n incrrect rule implementatin. Prtests may NOT be made n umpire judgment decisins. Prtests must be frmally declared t the plate umpire AND fficial screr IMMEDIATELY fllwing the play in questin, PRIOR t the next pitch. The fficial screr will make nte in the screbk f the EXACT psitin f the game at the time f the prtest. The game will cntinue t cmpletin. Within 24 hurs f game cmpletin, a written prtest shall be filed with the league's president, alng with a $25 depsit. This written prtest will prvide a descriptin f the play in questin and the specific rule being applied incrrectly. And all details shuld be prvided since it is pssible neither the league president nr umpire-in-chief were present. Within 24 hurs, the umpire, whse ruling is being prtested, will file a written statement with the umpire-in-chief. The statement will include any and all details regarding the play under prtest, since it is pssible neither the league president nr umpire-in-chief were present. If n written prtest is prvided t the league president within 24 hurs f the game's cmpletin, the prtest is immediately denied. The league president and umpire-in-chief will wrk t reslve the prtest. If the league president is invlved in the prtest, the league Vice-President will be the alternate. If the umpire-in-chief is invlved in the prtest, the umpire scheduler will be the alternate. If the prtest is upheld, the game will be rescheduled at a later date and resumed frm the EXACT pint in the game where the prtest ccurred. The $25 depsit will be refunded t the team. If the prtest is denied, the cmpleted game stands in the league recrds. The $25 depsit is frfeited t the umpired. Players paying the full player fee will be fully eligible fr the end f the seasn turnament. Players jining the league n a prrated basis will nt be cnsidered eligible fr pst seasn play unless they have met a minimum set f requirements. The minimum requirement fr eligibility f a prrated player is 1/3 inning pitched r 1 plate appearance in 1/3 f regular seasn games. 10 P a g e

11 6d Tie games can be played t cmpletin at a later date, again with the agreement f bth teams and league ntificatin. Final league standings will be determined by wn/lst percentage. Ties will be decided by head-t-head cmpetitin first, fllwed by runs allwed head-t-head. 7. OFFICIAL SCORER 7a Each hme team will be respnsible fr the fficial bk at every league game. In the event the hme team is unable t maintain the fficial bk the respnsibility can be passed n t the visiting team 8. CODE OF CONDUCT Prhibitins Managers and players shall cnduct themselves in a sprtsmanlike manner at all times. N manager r player shall cmmit the fllwing actins. Result f infractin: immediate ejectin frm game and suspensin frm league play until the bard f directrs reviews his cnduct. Lay a hand upn, shve r strike, r threaten an fficial. Use unnecessarily rugh tactics in the play f the game against any ppsing player. Be guilty f physical attack r verbal abuse upn any player, manager, fficial, r spectatr, befre, during, r after a game. Cnsume alchlic beverages r illegal drugs n playing facility prperty r during the game; r be upn the field f play at any time in an intxicated cnditin. Smke n the field f play r in the dugut. Penalties The bard f directrs may, by vte f the majrity f the directrs, put n prbatin r suspend any player r manager fr such a perid and upn such terms as it may prpse, fr cnduct detrimental t the welfare, interest, reputatin, r character f the league. Except as therwise prvided, the bard f directrs shall determine any further actin required fr vilatins f the cdes f cnduct, and shall reprt their decisin t the player. A player fund in vilatin f any prvisin described in the cdes f cnduct, after being placed n prbatin fr the remainder f the seasn shall be suspended fr the remainder f the seasn. Any player wh has been ejected frm a game, will be suspended fr at least ne (1) game. The suspensin will be served the next team game. The league bard f directrs will judge whether further actin is necessary. 11 P a g e

12 Grievances, prtests, and appeals Grievances may be filed by an individual player r by the manager f a team prvided that a grievance is frmally submitted t the league president r bard f directrs. An appeal f any actin r ruling may be filed with the bard f directrs by an individual player r by the manager f a team prvided that the appeal is frmally submitted. Hwever, all decisins by the bard f directrs are final and nt subject t appeal. 12 P a g e
