PACER VICTORIA pacersailing.org.au PACER VICTORIA INCORPORATED Registration Number A 30012U ABN 15 962 764 953 32 Retreat Road, Hampton Vic 3188 Pacer and Pacer Pursuit Victoria State Championships 2014 Organising Authority: Pacer Victoria Inc in conjunction with Beaumaris Yacht Club Pacer Victoria as the organising authority has contracted Beaumaris Yacht Club to conduct the 2014 Pacer and Pacer Pursuit Victoria State Championship on the waters of Port Phillip Bay from 8 March 2014 to 10 March 2014. SAILING INSTRUCTIONS 1. RULES 1.1. The Pacer & Pacer Pursuit Victorian State Championships will be governed by the rules as defined in the ISAF 2013-2016 Racing Rules of Sailing. The prescriptions and Special Regulations of Yachting Australia (YA) Part 2 (Off the Beach Boats) will apply. 1.2. Attention is drawn to RRS 1.2 and Special Regulations Part 2 (Off the Beach Boats). Note: for Children under 12 years old, PFD-1 Type buoyancy vests are recommended. 1.3. All boats shall sign on and sign off ashore as specified in Sailing Instruction 19 before and after each on water session. 1.4. The Pacer Class Rules and Sailing Rules will apply. 1.5. In the event of any discrepancy the provisions of the Sailing Instructions shall take precedence. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the northern end of the first floor of Beaumaris Yacht Club. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the signal masts located adjacent to the BYC Control Tower. 4.2. When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in Race Signals, Postponement Signal AP. 5. REGISTRATION 5.1. Registration will be on Saturday 8 March 2014 from 1000 hours to 1200hrs. 5.2. A Competitors Briefing will be held on Saturday 8 March 2014 from 1230hrs. 6. SCHEDULE OF RACES 6.1. Racing is scheduled as follows: It is the intention of the Race Committee to have flexible start times in order to have optimum weather conditions. 6.2. The maximum number of races shall be six (6). 6.3. The warning signal for: (a) An AM racing session will not be before 0930hrs (b) A PM racing session will not be before 1300hrs 6.4. No warning signal shall be made after 1430hrs on the last scheduled race day. 6.5. When more than one race will be held in one on water section, the warning signal for each succeeding race will be made not less than 10 minutes after the official finishing time of the last boat in the preceding race. To alert boats that another race will begin soon, the postponement signal will be displayed for at least four minutes before a warning signal is displayed. 7. CLASS FLAG Class flags will be: - Pacer Class The Pacer Class symbol in blue on a white pennant - Pacer Pursuit Class International code flag one 8. RACING AREAS The racing area for the event is the waters of Port Phillip Bay in proximity to Beaumaris Yacht Club. 9. COURSES The diagrams in Attachment 1 shows the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 10. MARKS 10.1. Marks 1 and 2 will be yellow inflatable marks. 10.2. Mark 3 will be an orange inflatable mark. 10.3. New marks, as provided in Sailing Instruction 13, will be yellow flag marks. 10.4. The port end start mark will be a red flag mark. 10.5. The port end finishing mark will be a red flag mark. 11. AREAS THAT ARE OBSTRUCTIONS There are no areas on the course designated as obstructions. Boats shall keep clear of and shall not pass through the starting line or the finishing line at all times other than when actually starting or finishing in accordance with the Course being sailed. 12. THE START 12.1. Races will be started in accordance with RRS 26. 12.2. The starting line will be between an orange flag on the Race Committee Signal vessel at the starboard end and either the port-end starting mark or another Race Committee vessel. 12.3. A boat starting later than ten (10) minutes after her starting signal will be scored Did Not Start. This changes rules A4 and A5. 13. CHANGE OF THE NEXT LEG OF THE COURSE Changes to the next leg of the course and subsequent legs to maintain course configuration will be in accordance with RRS 33. 14. THE FINISH 14.1. The finishing line will be between an orange flag on a Race Committee vessel at the starboard end and the port end finishing mark. 14.2. Boats shall keep clear of and shall not pass through the starting line or the finishing line at all times other than when actually starting or finishing in accordance with the Course being sailed. 15. PENALTY SYSTEM Rule 44.1 is changed so that the Two Turns Penalty is replaced by a One Turn Penalty. 16. TIME LIMITS AND TARGET TIMES 16.1. The target time for the first boat to finish will be 90 minutes for a long course and 45 minutes for a short course. 16.2. The time limit for the first boat to finish will be 120 minutes for the long course and 75 minutes for the short course. Otherwise RRS 35 regarding abandonment shall apply. 16.3. Long course: Boats failing to finish within 30 minutes after the first boat finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.

Short course: Boats failing to finish within 20 minutes after the first boat finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5. 16.4. Boats still racing, but not finishing within the time limit will be scored equal to the number of boats finishing within the time limit plus two points, but no more points than the number of entrants. This changes RRS A4, A5 and A9. 17. PROTESTS AND REQUESTS FOR REDRESS 17.1. Protest forms are available from the Control Tower. Protests shall be delivered there within the protest time limit. 17.2. The protest time limit is 60 minutes after the last boat has finished the last race of the session. The same time limit applies to requests for redress and to protests by the Race Committee and protest committee about incidents they observe in the racing area. This changes RRS 61.3 and 62.2. 17.3. Notices, including protests by the Race Committee or protest committee under rule 61.1(b) will be posted within 75 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the race control tower. 17.4. For the purpose of RRS 64.3(b) the 'authority responsible' is the measurer appointed by the organising authority. 17.5. Infringements of Sailing Instructions 1.3, 19, 20 and 23 and will not be grounds for a protest by competitors. This changes RRS 60 and 61. 17.6. On the last scheduled day of racing a request for reopening a hearing shall be delivered no later than 60 minutes after the party requesting the reopening was informed of the decision on that day. This changes RRS 66. 18. SCORING 18.1. The Low Point scoring system of RRS Appendix A, A4.1 and A9 will apply. 18.2. Four (4) races are required to be completed to constitute a series. (a) When 4 races have been completed, a boat s series score will be the total of its race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of its race scores excluding its worst score. 19. SAFETY REGULATIONS 19.1. Competitors' attention is drawn to RRS 1 and RRS 4. 19.2. The Race Committee may protest a boat for a breach of these safety regulations. 19.3 Sign-On: Competitors intending to race must personally sign-on, by signing the race sign-on sheet located in the ground floor area under the stairs of the clubhouse prior to the warning signal of the race or racing session. Failure to comply with this Sailing Instruction will result in a boat incurring a scoring penalty of 20% of their race score for the first race in this race session without a hearing. This changes RRS 63.1 19.4 Sign-Off: After racing each competitor must personally sign the race sign-off sheet located in the ground floor area under the stairs of the clubhouse immediately upon returning to shore, or no later than the end of protest time for that race session. Failure to comply with this Sailing Instruction will result in a boat incurring a scoring penalty of 20% of their race score for the last race in this race session without a hearing. This changes RRS 63.1 19.5 Sign off time limit is 60 minutes after the last boat has finished. In extraordinary circumstances the Race Committee has discretion to extend this limit as appropriate. 19.6 Sign on / Sign off ashore is automatically accepted for one or both races of each on water session. 19.7 Buoyancy Aids: All competitors shall wear personal flotation devices that are in good condition and are in accordance with the specifications issued by or approved by a national authority affiliated to the ISAF, or standards organisation, or certification authority recognised for the purpose by its respective government. In addition, government regulations require that competitors shall wear personal flotation devices at all times while afloat. This changes RRS 40. 20. REPLACEMENT OF CREW OR EQUIPMENT 20.1. Substitution of competitors will not be allowed without prior written approval of the Pacer Event Committee. 20.2. Substitution of damaged or lost equipment will not be allowed unless approved by the Pacer Event Committee. Requests for substitution shall be made in writing to the committee at the first reasonable opportunity. If damage occurs on the water, equipment may be substituted before the following race and written permission shall be requested before the end of protest time on the same day.

20.3. The written application for substitution and the approval of the Pacer Event Committee will be displayed on the official notice board. 21. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and Sailing Instructions. 22. OFFICIAL BOATS Official boats will be marked by displaying the Beaumaris Yacht Club burgee. 23. SUPPORT BOATS 23.1. Team leaders, coaches and other support personnel shall stay at least 200 metres outside areas where boats are racing from the time of the preparatory signal for the start until all boats have finished or the Race Committee signals a postponement, general recall or abandonment, except when asked to assist by the Race Committee. Failure to comply may result in disqualification of the relevant competitor(s) without a hearing at the discretion of the Race Committee. This changes RRS 60 and 61. 23.2. Support boats shall be marked by displaying code flag O of a minimum size of 400 by 500mm, conspicuously at all times. 24. RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephone communications. 25. DIVISIONS 25.1. Divisions will be allocated at the discretion of the Race Committee after completion of three races of the Championship. Allocation to divisions shall also be based on a boat s results only in those races which they completed. 25.2. The age limit for Junior skippers and crews shall be under 18 years on the 8 March 2014 26. PRIZES Prizes will be given as follows, except that prized marked with an asterisk (*) will be subject to the number of entries in that division Open Division 1st, 2nd, 3rd and 4th* placed boats Intermediate Division 1st, 2nd and 3rd placed boats Green fleet 1st, 2nd and 3rd* placed boats Pacer Pursuit 1st and 2nd* placed boats Junior Skipper and Crew 1st, 2nd and 3rd* placed boats Junior Skipper with Senior Crew 1st placed boat Non spinnaker 1st, 2nd* and 3rd* placed boats Masters Skipper Over 55 1st placed boat Additional prizes may be awarded at the discretion of the Pacer Event Sailing Committee 27. DISCLAIMER OF LIABILITY Competitors sail at their own risk. Injuries to competitors and damage to boats can and does happen. The Organising Authorities and all parties involved in the organisation of the Regatta accept no responsibility or liability for any loss, damage or injury that may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Regatta or otherwise. The Organising Authorities and all parties involved in the Regatta disclaim any and all such liability. The Notice of Race and these Sailing Instructions in no way limit or reduce the complete and unlimited responsibilities of a competitor for the management and care of a boat he or she may be sailing in the Regatta. 28. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AUD$5,000,000 (recommended AUD$10,000,000).

ATTACHMENT 1 - COURSE DIAGRAMS Short course Start half way up first beat, triangle; windward and return; beat to finish in same vicinity as the start. Long course Start approximately 50m below the leeward mark; triangle; windward and return; triangle; beat to finish approximately 50m past the windward mark.
