Bate - Deputy City Clerk; B. McLoughlin - Planning Clerk Technician; J. Furst - Program Coordinator. Mayor Adams provided an overview of the Public Hearing process. 1. BYLAW NO. 3663, 2017 1.1 BYLAW AND PROPERTY DESCRPTON 1.1.1 Zoning Amendment Bylaw No. 3663, 2017 (2200 Shetland Road) K. Brooks provided a PowerPoint overview of the application and answered questions from Council. This bylaw, if adopted, will rezone 2200 Shetland Road from Residential Estate One (RE-i) to Rural Recreation (RR-1) and will update the Golf Course definition to include the modern golf course operation ancillary uses of accommodations, retail and health and wellness facilities. Public Hearing Minutes, Tuesday, June 6, 2017 1.3 PUBLC VERBAL PRESENTATONS 1.3.1 Matthew Fitzgerald, Agent, Seymour Pacific Developments, answered questions from Council. 1.3.2 Jim Howard - President of the Strata Corporation, 764 Marguerite Road - spoke in opposition of item #2 of the bylaw; re-definition of Golf Course to include accommodation expressing his concerns that the definition is too vague, increase in traffic and decrease in property values. 1.3.3 Graham Webster - 814 Marguerite Road - spoke in favour of the rezoning and in opposition of item #2 of the bylaw; redefinition of Golf Course. 1.3.4 Mike Russell - 830 Marguerite Road - spoke in favour and expressed his concerns with lack of information on the next phases and loss of view of green-space. 5-6 1.3.5 Ron Richardson -810 Marguerite Road - spoke in favour of the rezoning and in opposition to the re-definition of Golf Course as there is no information on what is proposed regarding accommodations. Mr. Richardson provided two schematic slides of the Campbell River Golf and Country Club. 1.3.6 Sean Richard Sambrook - 1955 Pinehurst Place - spoke in favour of rezoning and in opposition to the re-definition of Golf Course and expressed his concerns that no information has been provided on what is planned for the 7th and 8th greens and whether property values will go down. 1.3.7 Lisa Alemany-Kunzler - 1939 Shetland Road - spoke in opposition of the development as there has been no information on what is transpiring and expressed her concerns with potential increased traffic on Shetland Road. 1.3.8 Bruce Woytuik - 1947 Pinehurst Place - spoke in favour of the rezoning and in opposition of the re-definition of Golf Course and expressed his concern with the lack of communication from the developers. 1.3.9 Matthew Fitzgerald, Agent, Seymour Pacific Developments clarified that the DVP submitted is to add a driving range facility and golf cart storage Page 2 of 6

To the Mayor and City Council saw the article in the recent Campbell River Mirror regarding the overhaul of the former Sequoia Springs Golf Course now the Campbell River Golf Club. understand from the article and research on the Campbell River Golf Club website that the owners plan a revision to the parcel at 2200 Shetland and the existing 7th and 8th fairways. However, there is no explanation of what the 7th and 8th fairway portion of the revision entails. The word Accommodations does not tell me what will become of this parcel. am the original owner of a patio home, purchased in 2005, in the Sequoia Gardens Strata located near the 8th tee. One of our decisions to purchase was based on the fact it was adjacent to the course with a beautiful view of the sequoia trees and landscaping. Because it is not clear what we can expect from this plan along with the other owners feel we should have been consulted. The proposed changes could have an impact on the value of our property.
