ADOPTION OF THE MINUTES 2.1. Minutes CAC - July 4, 2016 MOVED BY: JUDITH CULLINGTON That the minutes of the Colwood Cycling Advisory Committee meeting of Monday July 4, 2016 be adopted as presented.
2 3. OLD BUSINESS 3.1. Development Permit Application # DP Onni Group City Centre 1913 Sooke Road and 1889 Island Highway. The committee reviewed the recommendations made at the meeting of July 4, 2016 and made some further adjustments. City Engineer, Michael Baxter pointed out that although the CAC had been approached by the Planning Department for input, as this is a Development Permit Application the Director of Planning would have the final decision on recommendations made to the Developer. MOVED BY: COUNCILLOR NAULT That the following recommendations be made to the Planning and Land use Department for the Onni Group City Centre Development Permit Application #DP : Improve Sooke Road frontage by adding bus/bike lanes and a wheelchair accessible bus stop, and cycling connection through the site to Belmont Road. Access directly off Sooke Road for bikes and pedestrians between buildings 1 & 4. Ensure unobstructed access to underground bike parking (plans show pillars in-front of the storage entrances. Review options for bikes getting to underground parking without traffic interaction e.g. to avoid bikes going down ramps, can they use the elevators? Or is a separation possible on the actual ramp? Integrate with transit on the edge of the site (BC Transit plan to have a rapid transit on Island Hwy/Goldstream, where is stop to service this and bring transit users to the site; plus 61/52 buses travel along Sooke Road, needs fully accessible transit stop with shelter. Consider secure covered bicycle parking for multi-modal transportation with buses in visible area of development. Reconstruct Sooke and Goldstream intersection for extra pedestrian crossing and wheelchair accessibility. Add traffic lights at Jerome/Colwood Crescent and Sooke Road and investigate options for allowing cyclist activation of this light.
3 Provide covered bike parking on ground level in front of buildings. Provide ground level outlets for electric bikes and motorized wheelchairs as well as EVs. Provide continuous sidewalks from Sooke Road to Colwood Crescent and Jerome Road and connected walkways throughout the development. It looks like there are no sidewalks planned for the eastern Jerome Road frontage. The drawing should make it clear whether this section of road is expected to be a Woonerf where pedestrians and cyclists travel in the same area as motor vehicles. If it is not, there should be some consideration for pedestrian movements along this section of road, e.g. a public access statutory right of way to the crosswalk near the future trail connection. Provide sidewalk on the Belmont Road frontage. Consider providing prominent and appealing stairs in the residential lobbies of the buildings for access to the other floors to encourage stair use instead of elevator use. 4. NEW BUSINESS 4.1. RZ Goldstream Avenue - The Landmark Dennis Carlson, Planning Technician advised that the re-zoning involves the parcel identified as the Dairy Site Park and the idea is to relocate the heritage Dairy House onto the Park. They will be required to have underground bike storage for 250 bikes plus bike rack for six bikes at the entrance to each building. Building 'C' will be commercial space. The Committee discussed various recommendations and agreed that these should be circulated for fine tuning with a final review at the next CAC meeting of Monday October 3, Councillor Day noted that the language used in a recommendation is important, for example, Accessible parking is the term usually favoured when referring to parking spots instead of wheelchair parking. She further noted that the Disability Committee had a preference for brushed cement wherever possible on sidewalks as the smoother the surface the better.
4 Traffic light at Whitehead Place and Goldstream should have a signal for cyclist activation Short term, above ground bike parking should be visible, well lit, covered and located near the front of the development. Short term bike storage at the Park would be better at the entrance instead of to the rear of the area. Underground bike storage area should include a Bike Kitchen. The Planner indicated that access from the back of the site to the Galloping Goose would not be possible due to steep grades. Wheelchair/scooter/pedestrian access from Goldstream Ave and circulation throughout the development needs to be made clear, e.g. the sidewalk from Goldstream Ave to Building B looks very narrow. All sidewalks should be wide enough for two wheelchairs to pass each other. Any decorative sidewalk pattern in the park should consider surface texture for people with mobility issues. Some stone patterns can be very bumpy for people in wheelchairs or scooters. Handicap parking spots should be specified RZ Wale Road - Seniors Housing Complex Dennis Carlson advised that this was a Vacant Rezoning Application for a 100 unit Seniors Care facility adjacent to the Westshore Lodge. A pathway will link the property to the Galloping Goose and if the Rezoning is approved a Development Permit will be required. The committee felt that seniors on scooters will want direct access to Thriftys, banks, pharmacy, etc and my use the direct route which is through the Midas Plaza area, this should be discouraged as it is a heavily used, uncontrolled traffic area. Dennis advised that seniors would be encouraged to use Wale Road and the Galloping Goose and the main entrance and sidewalk provided and the to come and go. The Committee discussed various recommendations and agreed that these should be circulated for fine tuning with a final review at the next CAC meeting of Monday October 3, It would be preferable for the link between this development and the Midas Plaza to be multi-use. There was concern that the plan shown would not be safe for motorised scooters because of a tight corner. Only sidewalk provided within the internal driveway is in-front of Phase 1. It is shortsighted to be building Senior s Accommodation without sidewalks. A woonerf may be the best option for internal, multi-use transportation and access between neighbouring properties. More information should be provided about creating some community space with the Westshore Lodge. Long term bike parking should be provided. Possible users of it are staff who service seniors and provide activities.
5 More information should be provided about how to access Westshore Lodge. Will there be a connection through to Westshore Lodge without coming out of the building? Seniors Housing Complex residents and visitors have the option to use Wale Road or the Galloping Goose to come and go and not travel the Midas Parking lot. Although not part of this project, Westshore Lodge should try to connect to the Galloping Goose at some point. This could allow for a possible walking loop with connection to the Galloping Goose. Short term, exterior bike parking should be provided for visitors. Consider parking & charging area for scooters as an alternative to charging only in units or storage areas. 5. NEXT MEETING 5.1. The next meeting of the Colwood Cycling Advisory Committee is scheduled for Monday October 3, 2016 at 5:00p.m. Member Judith Cullington asked about the upcoming OCP and input via Public Engagement, if there would be outreach through groups like the Cycling Committee and should this item be added to the agenda for the next CAC meeting for their review and recommendations.
