4 Why are we studying Quebec again? This project is refining and narrowing down the recommendations of previous studies. The goal of this project is to decide on a single alternative--what to do on Quebec and Syracuse. This project positions the study to comply with federal requirements for future funding applications. The next step is implementation: engineering and construction. We Are Here Strategic Transportation Plan (STP), 2008 East Side Mobility Plan (ESMP), 2010 Quebec Alternatives (AA), 2013 Design & Engineering Funding & Construction Result: East Side Travelshed is a high priority Result: need further analysis of Quebec in particular Result: select preferred improvement alternative for Quebec AREA: QUEBEC/SYRACUSE ONLY AREA: EAST SIDE OF CITY AREA: WHOLE CITY
5 Purpose & Need The project s purpose is to increase north-south person trip capacity on Quebec from 6th to 26th Avenues in a manner that enhances the overall transportation system s ability to: Improve multi-modal access/safety, mobility, and connectivity Respect the community context, neighborhood livability, and the environment. Implement in a near-term or phased fashion ($20 million or less, 5-10 year maximum) Vehicular Needs Drainage Needs Pedestrian Needs Cyclist Needs Transit Needs
6 Screening Process Spring/Summer 2013 Summer/Fall 2013 Fall/Winter 2013/14 TIER 1 Purpose and Need TIER 2 Comparative We Are Here TIER 3 Concept Engineering (Next Step) At each step, we are considering criteria that include: Enhances multi-modal system Increases capacity Near-term phasable? Livable to community Evaluation Criteria Multi-Modality Physical infrastructure Experience Vehicular Mobility Quebec SB / NB travel time estimate Livability Access / Mobility Community Character Change / Benefits
7 Alternatives No Action No changes outside of current plans and management strategies. Transportation Systems Management (TSM) Modifications to signal timing to improve traffic flow. TSM is an assumed part of all other alternatives. Reconfigure Quebec Corridor optimization through upgrading intersections (additional turn lanes) and improving sidewalk. One-Way Couplet Creation of a one-way couplet utilizing Quebec for southbound traffic and Syracuse for northbound traffic. Directional Priority Improvements to Quebec and Syracuse with both streets remaining two-way streets, but favoring southbound travel on Quebec and northbound travel on Syracuse. Widen Quebec Full widening of Quebec to the east into a four-lane multi-modal facility. Since this alternative does not meet the project s Purpose and Need of near-term solutions that can be implemented in 5-10 years, the Project Team recommends elimination of this option from further consideration in this study.
