1. INTRODUCTION 1.1 This rally will be run in compliance with the FIA International Sporting Code and its Appendices, the 2016 Kenya National Sporting Regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins. Additional information will be published on www.motorsportkenya.com 1.2 Name of Rally: KCB ELDORET RALLY 2016 1.3 Road surface Competitive Stages Gravel Liaison - Tarmac, Broken tarmac and Gravel 1.4 Overall competitive distance and total distance of the itinerary Competitive: 147.50 km Liaison: 110.90 km Total: 258.40 km 1.5 Approximately 55% of competitive stages are closed and on private land. All open roads are of minimal traffic and the two county governments of Uasin Ngishu and Marakwet where the rally will traverse, have taken responsibility to grade the roads and assured of road closures for the duration of the event. 2. 3.1 PRE-Start Perc Ferme Vehicles will placed in Perc Ferme after scrutineering. Perc Ferme will open for crews to collect their vehicles from 0530hrs on 8 th October 2016. 4. ENTRIES 4.1 Closing date for entries Entries close on Saturday 3 rd October 2016 at 1300Hrs. There will be No Late Entries accepted. 4.2 Entry procedure During entry, all crews must email scanned (digital) copies of the following documents to be verified at Administrative checks at KMSF offices and Event Documentation. -Fully filled in entry form - Authorization from Parent ASN for guest entry. This includes 1 st & 2 nd Driver - Copies of Competition license for both 1 st & 2 nd driver - Copies of Driving license both 1 st & 2 nd driver - ASN Medical Certificate of Aptitude - A landowners indemnity form for all crews to sign 5. INSURANCE 5.1 Competitors attention is drawn particularly to the fact that Kenyan Law requires all vehicles driven on a public road to be insured against Third Party Risks. It is the Competitor s responsibility to ensure that they are properly covered. 5.2 Competitors and/or drivers take part entirely at their own risk. The Organizer declines liability in any accident caused by or to Competitors and/or Drivers and their vehicles during the whole of the event. The Organizer also declines any liability for breach of Laws and Regulations of the Republic of Kenya. Competitors and/or Drivers will be entirely responsible for any accident or breach of laws in which they may be involved and will declare in writing to the Organizer particulars of any incident from which liability may arise and will indemnify the Organizer in regard to any liability to any person whatsoever. Special terms for Personal Accident, Third Party, Fire and Accident Damage insurance are available from the official insurers to the Organizer. 8

5.4 Competitors take part entirely at their own risk. The as organizer of this event declines liability what so ever in any accident caused by the competitors and their vehicles during the whole event. 5.5 Responsibility and Risk In exchange for being able to attend or participate in the event, Entrants agree; to release KMSF &, promoters, sponsor organizations, landowners and lessees, organizers of the event, officials, representatives and agents from all liability for any death, personal injury, psychological trauma, loss or damage howsoever arising from their participation in or attendance at the event, except to the extent prohibited by law. A Competitor and/or Driver will have no claim against the Organizer or owners of Private property arising out of any act or default of or by them, their servants or officials, before, during or after the Rally. 5.6 Any accident which may give rise to a claim under any of the insurance covers must be reported in detail to the Secretary of the Event in writing within 7days of the finish of the Rally. 5.7 Under no circumstances will any entrant, driver, service crew, or official admit any liability or sign any form of paper which may admit or imply liability in any accident or incident which may arise. 5.8 The insurance cover will come into effect from the official start of the rally and will cease at the official end of the rally or at the moment of retirement or exclusion of a competitor. 5.9 The service vehicles, even those bearing special plates issued by KMSF, are not considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owners. 6. ADVERTISING AND IDENTIFICATION 6.1 The Organizers will require publicity to be carried as shown sketches on Appendix 3. The competition numbers, rally plates and advertising shall be affixed on the car before Scrutineering. Space for the organizers optional advertising must be reserved on the car. 6.4 Drivers /Co-driver names Refer to appendix 3 9

6.6 Left Hand Drive Vehicles A Caution Left Hand Drive sign is to be affixed on all left hand drive Vehicles 7. FUEL 7.1 The use of Avgas is permitted. 7.2 Competitors are entirely responsible for providing and distributing their own fuel throughout the event. 7.3 All refueling will be carried out in designated refueling zones and at the allocated road section times. 8. RECONNAISSANCE 8.1 Procedure for Registration A reconnaissance record card will be supplied which must be carried in the car for the duration of the reconnaissance. This card will be stamped appropriately recording every run on each competitive section. Failure to produce this card will result in refusal to participate in the reconnaissance. 8.2 Restrictions The maximum speed on competitive sections during reconnaissance is 80km/h. 8.3 Recce passes Each crew is allowed a maximum of two passes per competitive section. 8.4 Number of Persons Reference is made to NCR 2016 Art:25.4.6. The organisor has been granted a dispensation by the RC and record as follows; In the interest of reducing the costs to teams for recce- upto 2 entered crews may share a vehicle during reconnaissance. Art 8.1 above must however be observed. 9. ADMINISTRATIVE CHECKS 9.1 Documents to be presented SeeArt4.2 10

10. SCRUTINEERING, SEALING &MARKING, TRACKING DEVICE 10.1 Sealing and Marking and Tracking Device Installation Turbo seals and installation of safety tracking devices for competing vehicles shall be arranged prior to the event. A charge of Kshs.5, 000.00 shall be levied if a vehicle is presented at scrutineering without the prescribed installations. 10.2 Mandatory items to be presented at Scrutineering a) FIA Homologation forms, Variances and/or appendices b) FIA approved race wear including inner wear c) FIA approved racing helmets d) FIA approved HANS device(s) e) Racing Fuel approval documents, where applicable 10.3 Mud flaps and Window tint The use of Mud flaps and Window tint is mandatory, in accordance with FIA International Sporting code, Appendix J, Article252.7.7 and 253.11 10.4 Scrutineering schedule Scrutineering schedule shall be published via bulletin. 10.5 Lateness at Scrutineering Any vehicle and/or crew reporting after their scheduled time shall incur a penalty as per appendix V of the NCR s, regardless of permission being granted in writing and in advance. The Scrutineering exercise will close at 1500hrs and no further extension will be granted. 10.6 Penalties REF 2016 NCR s APPENDIX V- PENALTIES 11

11. OTHER PROCEDURES 11.1 Ceremonial Start Ceremonial Start will take place at KCB ELDORET WEST BRANCH Saturday 8th October 2016 at 0700hrs. The order will follow according to the published official final start list. The start list will include the allocated start time for each crew as TC0 ceremonial start time. Crews will then proceed in the time allowed to a neutralization zone located adjacent to TC1 on the itinerary. All vehicles shall commence competition at 3 minute intervals and maintain the same throughout the event. 11.2 Perc Ferme at Start Perc Ferme rules shall apply at the Ceremonial start zone from 0600hrs until the last vehicle has left the ramp. No entry will be allowed into this zone after 0700hrs. Crews are invited to attend the ceremonial start proceedings and drivers briefing at the same venue. 11.3 Drivers briefing Will be held informally at The Sick Union Club Eldoret Friday 7 th October 2016 at 1830hrs. It is strongly recommended that at least one member of the crew be present at the briefing. 11.4 Start Procedure of a Competitive Section The crews will run at three (3) min intervals on the Competitive Stages. Rally time Clocks will be used at the Start of Competitive sections. In the absence or malfunction of the clock and/or start lights, the controller shall commence a manual countdown using hand signals. 11.4.A Yellow Flag The organisor intends to use the Yellow flag during the running of competitive stages. Several marshalls will be equipped with the yellow flag and will invoke the use of the same when required. It is highly recommended that crews familiarize themselves with Yellow Flag Rules in Rally events. 12

11.5 Maximum Permitted Lateness Any lateness exceeding 15 minutes of any individual target time or an accumulative lateness exceeding 30 minutes at the end of each section will result in the competitor concerned being removed from the classification by the clerk of the course. In calculating such lateness, the actual time and not the penalty time (10 seconds per minute) applies. Early arrival shall under no circumstances permit crews to reduce the lateness. Exceeding the maximum permitted lateness may only be announced at the end of a section. 11.6 Early check-in at the end of a Day Early Check-in will not apply for this event. The competitive element of the rally will end at Exit of the Final Service. 11.6.A Competing vehicles (finishers) will proceed in a provided time (on itinerary) to The Prize Giving Ceremony which will be at the KCB Iten Town Branch. GPS Coordinates: N00⁰ 48.226 E035⁰ 30.446 11.7 Remote fuel zones There are no remote refuel zones provided for this Rally. IDENTIFICATION OF OFFICIALS All officials shall wear identification tags or tabards. The Clerk of Course may appoint other officials and judges of fact. Such appointments will be published by bulletin only. 13

13. FINAL CHECKS 13.1 Post event scrutineering will be adviced at the discretion of the Chief Scrutineer as soon as each crew arrives at the last Time Control. The crew must then drive the car to the Perc Ferme. A brief check may be carried out to ascertain amongst other issues Its conformity with Pre-event Scrutineering, and/or if there is cause to impose any of the penalties provided for. Further checks may be carried out for class winners and/or finishers Only registered service crew members and the drivers are allowed to attend 13.2 Protest fees The protest fee set by the KMSF is Kshs.10, 000.00 If the protest requires the dismantling and the reassembly of different parts of a car the claimant must pay an additional deposit of Kshs.50, 000.00 13.4 Appeal fees Refer to Judicial section of 2016 NCR 14.0 Media Media areas have been designated for media officers appointed by KMSF. A media safety guide/book may be provided and distributed to the media prior to the event. 14

Appendix 4 SAFETY REQUIREMENTS All the entrants and drivers are reminded of the Appendix L to the 2014 FIA International Sporting Code, in particular regarding Chapter III Drivers Equipment (helmets, flameresistant clothing, frontal head restraint (FHR) and safety belts). Helmet specifications, clothing comprising overalls, gloves (optional for co drivers), long underwear, balaclavas, socks and shoes must be homologatedtofia8856-2000. Drivers can take off the gloves in the liaison section, its MANDATORY for both drivers to remain belted throughout whilst in the rally.
