TOURNAMENT A.1 Annual tournament of Mitra Divisional Nite League prior to launching of Division 1 and Division 2 11 a-side amateur soccer tournament in the next season. A.2 Seasonal league matches especially for existing and new form team/s to level-up their performances and standings upon placement in the divisional grouping for the next season tournament.
B. OBJECTIVES B.1 To cultivate an interesting and exciting interactive soccer awareness amongst young and veteran players into a more sportsmanship attitude. B.2 To inculcate better sparing opportunities and greater exposure between all teams and players from all levels of life and profession. B,3 To promote and encourage a healthy sport lifestyle and citizen bonding activity. C. FORMATS C.1 This tournament will be held on a single group table with the application of the league point system. C.2 Allocation of points shall be - 3 points for winning team. - 1 point for draw team. - 0 point for losing team. - 3 points and 3 goals for walk-over results. D. TEAMS D.1 The tournament shall commence with participation of minimum of 08 teams and maximum of 12 teams. D2. The minimum age requirement shall be 18 years old in the year 2017. E. REGISTRATION FEE, MATCH FEE & CLOSING DATE E.1 A 1-time non-refundable and non-transferable registration fee of S$ 200.00 per team applies and shall be made payable before or on the closing date. E.2 Match fee of S$ 250.00 shall be made payable in advance either by cash or electronic bank transfer or latest before game kick-off. E.3 Registration for participation shall be on a first-come-first-serve basis and close on Friday, 31 March 2017. Rules & Regulations 1.0 MANAGEMENT 1.1 The organizing committee will manage the whole tournament through out and the decision of the organizing committee on all matters is deem final. 2.0 FIXTURES 2.1 The organizing committee shall arrange all fixtures for the tournament. Any issue and/ or dispute in regards to the fixture/s shall be referred to the organizing committee and its decision shall be deemed final. 2.2 In the event that any match played is being interrupted by sudden change of weather condition or other unforeseen circumstances, the organizing committee shall reserved the right to decide what it deems fit and final.
3.0 VENUE / KICKOFF TIME 3.1 All matches shall be played at - Arena, PUB Recreation Club, 48 Woodleigh Park 3.2 Match kick-off day/time - Every Wednesday, Thursday & Friday - 9.00 pm 3.3 All teams will be randomly scheduled and rotated to play in the game slots. All team managers/captains are required to report for player's registration by 8.30 pm. We stress the need for all teams to be punctual for their game fixture/s. 4.0 CLOSING DATE / REGISTRATION FEE / GAME FEE 4.1 All entry forms duly filled and completed together with NRIC's photocopy of all players shall be submitted and should reach the organizing committee by Friday, 31 March 2017. 4.2 Payment of a non-refundable and non-transferable registration fee of S$ 200.00 and last match payment of S$ 250.00 shall be made payable to the organizing committee by Friday, 31 March, 2017. 4.2 In the event of a no-show by any team/s, the registration shall be forfeited. 5.0 TEAM REGISTRATION 5.1 Each team is allowed to register a minimum of 11 players and maximum of 25 players. 5.2 Player's age of eligibility is 18 years old and above in the year 2017. 5.3 Current National players, S-league players and Prime league players are not allowed to participate in this tournament. Any breach of entry shall resulted in the respective team/s being disqualified from the tournament and have all their current standing declared null and void. 5.4 Upon such disqualification the registration fee and all match fees shall be forfeited. Rules & Regulations (continued) 6.0 PRIZES 6.1 Prizes shall be awarded as follows; Champion : $800 + Trophy 1 st Runners up : $400 + Trophy 2 nd Runners up : $200 + Trophy 3 rd Runners up : Trophy Top Scorer Award Fair Play Award : $100 + Trophy : $100 + Trophy 7.0 MATCH OFFICIAL 7.1 Qualified and Mitra League registered referees will officiate all the matches and their decision will be final.
7.2 The organizing committee will not accept or entertain any forms of complaint, protest or request against/for any referee/s, before, during and after the tournament. 7.3 All current FIFA soccer laws of the game shall be applied through out the tournament. 8.0 TOURNAMENT SYSTEM 8.1 All teams will play each other on a single league table with application of the league point system. 8.2 Allocation of points shall be - 3 points for winning team. - 1 point for draw team. - 0 point for losing team. - 3 points and 3 goals for walk-over result. 8.3 In the event of a tie in the league position, it shall be decided and consideration given as follows; 1. by goal difference or 2. by goal scored against or 3. the result of the match played between the 2 teams. 8.4 In the event of a tie after the above considerations, it shall be decided that both teams will take penalty shootouts as follows until a winner emerge; 1. 5 penalty shootouts = 2. 1 sudden death shootouts = 3. Toss of coin to decide the choice of kicker or keeper. 9.0 MATCH DURATION 9.1 The duration of each match to be played is 40 minutes per half with an interval of 10 minutes. 9.2 Any team/s that fails to show up after a grace period 15 minutes will have their match forfeited and a walk-over result given to the opponent. Rules & Regulations (continued) 10.0 MINIMUM NUMBER OF PLAYERS 10.1 Each team is required to field not less than 08 players including a goalkeeper in any match to be played. 10.2 After a grace period of 15 minutes from the kick off time, any team/s which fails to field the required minimum number of players shall be deemed to have conceded a walk-over and the match result being awarded to the opponent in accordance with the rules and regulations stipulated herein. 10.3 In the event of the above conceded walk-over, a friendly game shall constitute a league game. The same match rate shall apply. 11.0 SUBSTITUTION 11.1 Each team is only allowed to replace or substitute any player not more than 07 times in
any match played. Player/s substituted are allowed to re-enter in the same match again. 11.2 All teams are not allowed to replace or substitute their players after full time if they are taking penalty shoot-out with the exception of a goalkeeper being injured. 12.0 CAUTION/SEND OFF 12.1 Any player who received 02 cautions (yellow card) and followed by immediate send off (red card) or direct send off by the referee cannot be replaced with any other player in the match. 12.2 Any player who received a second caution which resulted him/her being given the red card is effected in the current game and will serve a 1 match suspension. 12.3 Any player who received a DIRECT red card for serious foul play/abusive and violent conduct is effected in the current game and will serve a 2 matches suspension. He/She will be asked to leave the tournament compound. 13.0 ATTIRES & ACCESSORIES 13.1 Each team is required to register minimum 02 different jerseys color complete with back numbers print. No change of jersey color is allowed without prior consent and approval from the organizing committee. In the event of jersey color clashes, the first mentioned team will have to change into a different color. 13.2 All players are strongly advised to use the jersey bearing the same number through out the tournament so as to update the Top Scorer Award. 13.3 It is compulsory that all players apply the use of protective shin guards and long socks. 13.4 It is compulsory that all goalkeepers apply the use of proper pair of gloves. 13.5 No players will be allowed to participate and play bare footed and/or bare bodied or without any proper application of attires or accessories. Rules & Regulations (continued) 13.0 ATTIRES & ACCESSORIES 13.6 STRICTLY no form of jeweleries is allowed to be worn by any players. Rings, necklaces, bracelets, earpieces, studs, rubber bands and etc. must be removed. Failure to do so will resulted the player/s in concern not being allowed to play in the match. 14.0 WITHDRAWAL 14.1 If the referee is compelled to abandon the game due to the refusal of the players and/or team to continue when so ordered, the organizing committee may upon its discretion and jurisdiction to expel the team/s from future participation in the tournament. 14.2 Upon such expulsion the organizing committee shall not accept or entertain any forms of complaint or protest from the team/s in concern.
15.0 DISQUALIFICATION 15.1 Any player/s and/or official/s found abusing and threatening the referee/s, organizing committee member/s, player/s and official/s of the other team, will be disqualified and barred from the tournament. 15.2 Any team/s and/or its supporter/s that is found to behave and act in a disorderly, abusive and threatening manner and deemed to be prejudicial, detrimental and damaging to the proceeding of the tournament, will be asked to leave and barred from entering the tournament compound. 15.3 The organizing committee will not tolerate any such behavior and if deem necessary the relevant authorities will be called in to handle the situation. 16.0 COMMUNICATION 16.1 All game fixtures and update of match results will be posted and made available concurrent via sms, whatsapp, vibers and any other feasible form of communication media including in the official website www.soccernetinc.com 16.2 All teams shall be deemed to have acknowledge and receive such information details and announcement without any excuses. 17.0 INDEMNITY 17.1 The organizing committee and their sponsor/s (if any) will not be made liable and will be indemnified against all actions, suits, proceedings, claims, demands, costs and expenses whatsoever which may be taken against them, in respect of loss, death, injury, disability or damage of whatsoever nature which may be caused or suffered by reason of participation in the tournament. Rules & Regulations (continued) 18.0 MEDICAL & INSURANCE COVERAGE 18.1 Due to the physical nature of the game and also as a precautionary measure, it is much advisable for every team to prepare themselves with a proper set of first aid medical kit including ice packs. 18.2 All participating teams shall at their own cost provides themselves (if needed) with an insurance coverage. 19.0 MATTERS IN DISPUTE 19.1 Dispute on any matters and matters not provided for in the stipulated rules and regulations shall be referred to the organizing committee whose decision will be final. 19.2 The organizing committee reserves the right to delete, add or amend the Rules and Regulations laid down herein, in regards and towards the interest of the tournament.
