2 GOETHE SUPER LEAGUE 2018 Interschool Football Competition from to Registration form CHENNAI ZONE BOYS : and INTRODUCTION: The Football Tournament is an invitation-only tournament conducted by the GOETHE-INSTITUT. The aim of this tournament is to promote the game of football amongst school children in Tamilnadu. The Last date for applying for the Goethe Super league 2018 is A soft copy of the application along with the signed terms and conditions sheet has to be sent to the following IDs : che-praktikant6@goethe.de and paul.noranah@goethe.de A hard copy of the duly filled above said documents have to be sent to the following address before GOETHE-INSTITUT / MAX MUELLER BHAVAN, NO.4, RUTLAND GATE 5 TH STREET, NUNGAMBAKKAM, CHENNAI Rules and Regulations of the tournament: TOURNAMENT FORMAT There are 16 teams participating in this tournament. There will be a total of 4 rounds to determine the winners of the tournament. REGISTRATION RULES 1) The duly filled registration form along with the photocopies of the Aadhar cards of the participating students should be sent to the Goethe-Institut by courier before the registration deadline. Any late submissions of the registration form or delay due to in courier will not be accepted for registration. 2) The copy of the terms and conditions sheet duly signed and sealed by the institution should be attached along with the registration form. 3) A copy of the duly filled registration form along with the photo of the player should be held with the school and should be sent with the team during the tournament. 4) Jersey numbers are available only from No.1 to No.15, no special jersey numbers will be allocated under any circumstances. 5) The player should carry forward the same number in his/her jersey throughout the tournament. No changes in the Jersey number will not be permitted. Any changes in the jersey number will lead to disqualification of the team from the tournament. 6) Each player registered for the tournament will be verified during the registration on the ground and will be verified again before the commencement of the match by the organizers. 7) No new players can be join/will be added after the commencement of the tournament.
3 FIRST ROUND ( Teams) The 16 teams in this tournament will be entered into a draw to determine first round fixtures. The draw will be conducted in the presence of the Convener of the Tamilnadu Football Referees Association (CFRA). The draw will result in 8 match-ups in the 1 st round. All games will be knockout type games. In case of a tied game at the end of regulation time, the match will move directly into a penalty shootout. The winners of these 8 matches will move onto the next round. No changes in the members of the team can be made after the registration of the team with Goethe-Institut. Any changes in the team after registration can be made only before the commencement of the tournament which will be made under the sole discretion of Goethe Institut The squad members who were registered for the first round will only be eligible and entitled to play in the consecutive rounds if the team succeeds to the next round. SECOND ROUND ( Teams) The 8 ranked teams will contest in the 2 nd round. We will have 4 matches between the 8 remaining teams in order to determine their opponents in the semifinals. SEMIFINALS - Zone level ( Teams) The 1 st ranked team will play against the lower ranked winners of the games from the second round and the 2 nd ranked team will play against the higher ranked winners of the games from the second round (All references to ranks is based on the ranking of the team after the completion of the 1 st round). QUARTER AND SEMIFINALS Statelevel in Chennai ( Teams) The winners of the semifinals Zone level will determine the finalists who will compete to be the winners of the State level Semi-Finals of the tournament. FINALS - Statelevel in Chennai ( Teams) The finals will be held between the 2 winners of the state level semifinals on ARRIVAL AT THE VENUE 1. All teams will have ensure that they arrive at the venue at least 1hour prior to scheduled kick off. It is the responsibility of the team to arrive at the venue at the prescribed time. The coach/manager of each team will inform the organizers after the team s arrival at the venue. 2. Teams will face a penalty in the event of late arrival. Teams arriving after scheduled kick off will forfeit their game. That particular team will not be taken into consideration for the lucky loser if the said infraction happens in the 1 st round. In any case, the decision of the organizers and the referee will be final and not subject to appeal. 3. All teams must compulsorily be accompanied by their respective coaches/teachers. 4. The coaches/teachers will be responsible for their respective wards. TEAM SHEETS 1. On arrival at the venue, the coach/manager will provide the organizers with their respective team sheets. Each team can have a maximum of 15 players on the team sheet (including substitutes).the team sheets will include the following details. i. Starting lineup, which includes player names and jersey numbers. ii. List of substitutes, which include player names and jersey numbers. 2. A person listed as a substitute will not be allowed to participate if he/she arrives at the venue after scheduled kickoff. That player will not be allowed to participate in the game in any capacity. 3. In the unlikely event of the game being called off and rescheduled to be played on another day, the team sheets submitted before the game will stand. No changes can be made to the starting 11 or substitutes when the game is eventually resumed.
4 TEAM KITS 1. Every player must wear the Jersey provided by the organisers with the number on its back in order for the referees to identify, issue cautions etc. 2. Each player must wear proper football uniform: football kits, studded boots, shin guards, knee high socks and goalkeepers to have gloves compulsorily. 3. Players with track pants, slippers etc will not be permitted to take part in the tournament. 4. The goalkeeper s kit will be of a different colour to the rest of the outfield players. 5. In the event of an outfield player replacing the goalkeeper, the outfield player will don the goalkeeper s jersey when playing in goal. 6. Players shall not have inner vests with messages printed on them. Lifting the jersey to display that message during goal celebrations will be considered a bookable offence at the discretion of the match official. 7. All players must carry their school authorized identification cards. 8. Any player/team found guilty for entering the ground without proper safety of the players will be disqualified from the tournament without any consideration. PLAYER ELIGIBILITY Any student who is enrolled at the school is eligible to take part in this tournament. Only those players who have been registered can participate in the tournament. This tournament is for U-16 age groups only (born ON or AFTER ). The players should carry their Aadhar card compulsorily as age proof verification. A photocopy of the Aadhar card should be enclosed along with the registration. Without enclosing photocopies of the Aadhar card, the player will be considered unregistered and ineligible to take part in the tournament. IN-GAME RULES Each match will be for a duration of 40 minutes with each half 20 minutes and 10 minutes break at half time. All games will be played in accordance with the Laws of the Game in force at the time of the tournament. In any case, the decision of the match officials will be final and will not be subject to appeal during the course of the game. Any team that takes exception to a decision by the match official and decides to pull their players from the match will forfeit the match as a result. During the match, any decision made by the referee will be held valid and considered final until the successful completion of the match. Any grievance regarding the match should be informed to the grievance personnel at the venue. This can be addressed only with the acknowledgement and recommendation of the referee of the match. The yellow cards and red cards issued before the semi-finals will be reset for the semi-finals and finals.
5 SUBSTITUTIONS 1. Each team will be allowed to make up to 4 substitutions per game. 2. In the event of a game being decided by a penalty shootout, substitutions cannot be made after the shootout has started. Any substitution has to be made before the commencement of the shootout, however goal keeper can be substituted provided team has not used up all 4 substitutes CAUTIONS AND SUSPENSIONS 1. The decision to issue yellow and red cards rests with the match official and all decisions are final. 2. In case of a player receiving a red card, that player will be suspended for the next team fixture, if the team progresses to the next round. 3. If a player accumulates 2 yellow cards consecutively over the course of the tournament, he/she will be suspended for the next team fixture. The yellow card count will reset if the player gets 2 bookable offences in the same game and gets sent off as a result. PENALTY SHOOTOUT 1. In the event of a tied game at the end of regulation time, the match will move directly into a penalty shootout. The penalty shootout will be conducted as per the Laws of the Game (upto 5 kicks per team and sudden death after that). 2. In the event of a legitimate injury to a player and if all substitutions have been made, the opposition has to elect one player who will sit out during the shootout to make the teams even. **The above Rules and Regulations have been reviewed and authorized by the Convenor of Tamil Nadu Football Referees Association. All decisions made by the match officials and organizers will be final. Rules of the tournament have to be respected by players and coaches from all teams. **Before the commencement of the match, the team must produce 11 players in order to be eligible to play the match. Any situations in which 11 players are not available will lead to disqualification and forfeit the match. **Abusive language either by a player or a team as a whole including the coach/representative from the school will not be tolerated in the ground from the time the team arrives and leaves the venue. The organizers reserve the right to disqualify the team in any such event. **Goethe Institut will not be liable for injuries sustained during the course of the match. No claims shall be entertained in this regard. **The required first aid will be provided by the organizers in case of mild injuries. Hospitalization and others medical emergency has to be taken care by the school/parents. **Any disturbance made during or after the match will lead to the disqualification of the team. **Matches will be held even in case of inclement weather conditions. The organiser reserves the right to alter the schedule of the match with proper notice.
