CARLYLE YACHT CLUB 2015 Carlyle Cup Regatta NOTICE OF RACE SPONSOR Carlyle Yacht Club, Carlyle Illinois ELIGIBILITY Open to sailboats at least 20 LOA and carrying an auxiliary engine to provide power in case of emergency. Outboard engines may be removed from the transom and stowed aboard unless prohibited by class one-design rules. All boats shall comply with Coast Guard requirements, applicable state and federal laws, and her Class Rules when sailing with a class or one-design handicap rating. Boats shall have a unique and easily recognizable number displayed on both sides of the mainsail. Should a duplicate appear, the Sail Fleet Captain may require either boat to change her sail number. A professional sailor may participate as crew, but may not serve as helmsman unless they are the owners of the boat. The helmsman of every participating boat shall be an amateur or the owner. An amateur is a mariner who engages in yacht racing as a pastime, distinguished from a professional who derive their primary livelihood from the marine industry. The Sail Fleet Captain and their committee shall be the sole judge in determining whether any specific individual is an amateur or a professional. RULES Unless superseded by the Sailing Instructions or this Notice of Race, the International Sailing Federation s The Racing Rules of Sailing for 2013-2016, and as appropriate: the CYC Handicapping and Scoring Manual, and One Design Class Rules shall govern. The Penalty System in Rules 44.1 and 44.2 is modified by the Sailing Instructions. The Carlyle Yacht Club Series Races are designated Category A events. Retractable keels, centerboards, dagger boards or similar foils shall remain locked in the full-down position while racing. REGISTRATION Registration 0900-0930. Regatta fee shall be paid by 9:30 a.m. Saturday, June 20 st. LOCATION AND COURSES The starting line will be near Cole s Creek on the east side of Carlyle Lake. The course shall be one lap around a triangle as outlined in the attached diagram at the end of these instructions. The approximate length of the course will be 13.6 nautical miles. Carlyle Yacht Club 2015 Carlyle Cup Regatta Notice of Race FLEETS AND DIVISIONS The 2015 Carlyle Cup Regatta provides for two fleets: a Jib & Main Fleet and a Spinnaker Fleet. Spinnaker fleet has two Divisions, Open and Heavy, which will start together. JIB & MAIN FLEET The Jib & Main (JaM) Fleet is open to otherwise eligible boats racing with certain equipment restrictions: No spinnaker, gennaker, blooper, or similar sail shall be used. CYC JaM Ratings shall be used for the JaM Fleet. SPINNAKER FLEET HEAVY DIVISION Open to otherwise eligible boats having an upwind sail area to displacement ratio of less than 30.0 as published in the US Sailing Rig Book. Handicap ratings in this Division shall be supplied by the CYC Handicapping Committee according to the CYC-PHRF Methodology. In this Division ratings shall be assigned a based on the presumption of a large, overlapping headsail. SPINNAKER FLEET OPEN DIVISION Open to any otherwise eligible boat sailing in one-design or factory trim. Handicap ratings shall be supplied by the CYC Handicapping Committee according to the CYC-PHRF Methodology. SCORING All Fleets shall be scored according to the CYC-TOT Methodology using the Low Point System as defined in Appendix A of The Racing Rules of Sailing for 2013 2016. This Methodology yields results in terms of seconds per hour sailed instead of seconds per mile sailed, and permits boats having a wider range of performance potential to be scored versus the Timeon-Distance methodology. PRIZES No more than three awards shall be presented in each Fleet or Division. The winner of each Fleet shall be presented with a travelling trophy. BERTHING Slips are available for no cost at West Access Marina, though you need to register with the marina office. (Electricity, and water is included). It is best to phone ahead for reservations. The phone number is 618-594-2461. Alternatively, come up to the marina office on the day of the race and take care of it then. Fuel and ice are available for sale. CARLYLE YACHT CLUB 2015 Carlyle Cup Regatta SAILING INSTRUCTIONS The safety of one s boat and crew is the sole responsibility of each boat's skipper, as is the decision to race, and to continue to race. Each skipper should make an individual assessment of his boat, his crew s capabilities, and weather conditions in making this determination. The Notice of Race for the CYC Buoy Racing Program is incorporated into these Sailing Instructions by reference. NOTICES TO COMPETITORS Notices to competitors will be posted on the CYC Bulletin Board inside the Galley at West Access Marina. CHANGES IN SAILING INSTRUCTIONS Changes will be posted on the CYC Bulletin Board inside the Galley at West Access Marina. SIGNALS MADE ASHORE Signals made ashore will be displayed on the RC Boat. SCHEDULE OF RACE No warning signal shall be made before 11:55 AM on Saturday, 20-June. No warning signal shall be made after 2:30 PM on Saturday, 20-June. Races may be postponed until the PRO determines there is sufficient wind to race. Postponement will be signaled by two sounds and displaying the Answering Pennant. The PRO for any reason directly affecting the safety or fairness of the Race may abandon a race even after it has concluded. (Rule 32.1.e) THE COURSE The course shall be one of the 4 courses described below and in the diagram, starting at Coles Creek. The marks are named as follows, and the approximate GPS coordinates are given: Start/Finish Line located near Coles Creek: 38 39.00 N 089 16.85 W Mark B - located near Keysport: 38 42.67 N 089 16.26 W Mark C located near the dam: 38 37.11 N 089 20.26 W The Course Board on the RC Boat shall indicate the course to be sailed. The heading to the first mark will be indicated, and the course designation as either D1, D2, C1 or C2. Course D1: Start/Cole Creek B/Keysport C/Dam Finish/Coles Creek, marks left to port Course D2: Start/Coles Creek C/Dam B/Keysport Finish/Coles Creek, marks left to starboard In the event of light air either of two alternate, shorter courses may be sailed: Course C1: Start/Cole Creek B/Keysport Finish/Coles Creek, marks left to port Course C2: Start/Coles Creek C/Dam Finish/Coles Creek, marks left to starboard MARKS The base triangle will be marked with inflatable buoys, international orange in color. These orange marks will serve as the Leeward, Jibe, and Windward marks. The Starting Pin will be a tall, narrow international orange pin buoy.

CYC 2015 Carlyle Cup Regatta Sailing Instructions THE START Races will be started in accordance with 2013-2016 US Sailing Rules, Rule 26, Starting Races. Prior to the both the first and second start a courtesy YELLOW on-station flag shall be flown. This flag will be doused with one sound approximately 1 minute from the commencement of the initial starting sequence. The Jib & Main Fleet starting sequence shall be started at 1155. The Spinnaker Fleet Divisions shall start together with their starting sequence starting at 1125. Starting divisions shall be: Starting Division Scoring Division Starting Division Flag FIRST START: Jib & All boats of the Jib & Main Fleet Main fleet SECOND START: Spin Fleet Open and Heavy Divisions The Open and Heavy Divisions of the Spinnaker Fleet RECALLS Recalls shall be signaled according to RRS 29. In the event of a General Recall, the starting sequence will immediately repeat and the recalled division will re-start 5 minutes after the recalled fleet s previous start time. START/FINISH LINE Shall be between the main mast of the RC auxiliary and a mark or pin. In the case of the RC acknowledging finishes from a launch, the finish will between the Mark-set boat s helmsman s seat and a mark. When serving as the starboard end of the starting/finishing line, the RC boat is a mark of the course. Any auxiliary boat(s) which may be attached to the RC Boat including attachments and fenders are also considered parts of the mark. SHORTENING COURSE A course may be shortened for all or any one of the starting divisions as the RC deems necessary. The RC Boat will fly code flag S and periodically sound two sounds to signal that the course has been shortened. A course shall always be shortened to the finish. What this means in practice is that when approaching the leeward mark and the RC is flying code flag S, boats should simply finish the race by crossing the finish line as if she had completed her whole course. All marks of the course normally rounded as part of the course must be rounded except for the turning mark closest to the finish line. THE FINISH The start/finish line is closed for all fleets. That is, having started, any boat passing through the start/finish line and not on the finishing leg of her race shall be disqualified. All finishes shall be made between the main mast of the RC Boat (or the helmsman s seat of launch) and the finish mark, sailing from the direction of the previous mark of the course. The RC shall acknowledge each boat s finish.

CYC 2015 Carlyle Cup Regatta Sailing Instructions A boat dropping from a race before finishing shall inform the RC by either sailing past the RC Boat and notifying the RC she has withdrawn from the race, hailing another racing boat of their intention to withdraw requesting this other boat to inform the RC, or contacting the RC Boat via radio (VHF Channel 69). The RC is presumed to be on-station and ready to record finishes even if the blue on-station flag is not displayed. PENALTY SYSTEM Penalties apply as described in Rules 44.1 and 44.2 with the following exception: if at the time of the rule infraction a spinnaker is hoisted, an offending boat can exonerate herself by fully lowering her spinnaker to the deck, completing one turn including one tack and one gybe in the same direction, and re-hoisting and flying her spinnaker. TIME LIMITS All boats shall complete the course by 1700 hours. PROTESTS Protests shall follow Rule 61. Immediately upon completing a race, a boat intending to file a protest must notify the RC (on the water) of her intention to protest and must identify the protested boat. Protests are to be submitted using The Racing Rules of Sailing Protest Form. Completed forms shall be filed with the scorer in The Galley at West Access Marina not later than one hour after the last boat finishes the last race of the regatta. SCORING The CYC Time on Time system will be used to score each race. The Low Point Scoring System as described in RRS Appendix A4 will be used to score the regatta. The Divisions of each fleet shall be combined into one, and an overall winner in each Fleet shall be awarded the 2015 Carlyle Cup trophy proper to the Fleet.

The heading to the first mark is indicated on the top line of the board. The board may indicate up to four starting divisions the numbers in blue circles indicate the starting division, and the course to be sailed is indicated immediately to the right of it. At this regatta, all starting divisions shall sail the same racecourse, but the Course Board will specify each starting division nevertheless. The example given is a clockwise trip around the lake, marks left to starboard.

CARLYLE YACHT CLUB RACING SIGNALS SUMMARY The following material is not a part of the Sailing Instructions, but is provided as a supplement. If there is any conflict between this and the RRS in force, the RRS shall govern. STARTING SEQUENCE CYC starts races according to the sequence specified in RRS 26. The progress of the starting sequence is signaled to the competitors by means of flags. As a courtesy, a sound may accompany each step of the process; however the flag is what counts. Sometimes no flags are flying, sometimes one, and sometimes two. For example, during the minute-long Warning Period, only the Division Flag is flown. Then during the three-minute Preparatory Period, both code flag P and the Division Flag is flown. The First Substitute flies, two sounds warning signal for the recalled division(s) will be made one minute after this flag is doused. POSTPONMENT AND ABANDONMENT Races may be postponed for a number of reasons. Races are usually abandoned because of poor racing conditions.
