A maximum f 5 guest players allwed per team. Team size will be a maximum f sixteen (16) players. Maximum number f players n the field will be NINE (9) including the Galkeeper. ALL PLAYERS MUST HAVE CURRENT PLAYER PASSES. A maximum f FIVE (5) guest players allwed per team. U13 U14 Bys Divisin Cmpetitin is pen t teams cmpsed f n mre than twenty-tw (22), wh are registered with their respective club. ALL PLAYERS MUST HAVE CURRENT PLAYER PASSES. Maximum number f players n the field will be ELEVEN (11) including the Galkeeper. A maximum f FIVE (5) guest players allwed per team. A player may play fr nly ne (1) team during the turnament. Team Rster and Other Dcumentatin A. A current US Yuth Sccer, US Club r apprved rganizatin Player Pass is required fr each player. (BIRTH CERTIFICATES AND/OR PASSPORTS WILL NOT BE ACCEPTED). B. Team rsters will be required. Prperly executed guest player frms fr guest players shall be attached t the rster. Players must meet the age requirements f the Turnament age grup in which they are t cmpete and may play nly n the team with which they are registered. C. All teams must have apprved Medical Release frms fr each player signed by a parent r legal guardian. They will be verified during pre-turnament team check and held by the team manager n the sideline during games. Referees have the ptin t inspect these befre each game. Game Balls Teams shuld be prepared t prvide at least tw game quality balls t supprt the turnament. The Hme team will prvide the referees with tw balls fr the game. A team will be allwed a ten (10) minute grace perid after scheduled kickff time befre the game is awarded t their ppnent. A minimum f five (5) players cnstitutes a team fr U-10 (7v7) teams. A minimum f seven (7) players cnstitutes a team fr U-11 t U-12 (9v9) teams. A minimum f seven (7) players will cnstitute a team fr the U-13 t U-19 (11v11) teams. The full grace perid may be used t cllect as many players as pssible befre the game starts. 3. If the Turnament Directr r League Directr fr that age grup ntifies a team that anther team that they had been scheduled t play has drpped ut f the turnament and a frfeit will be awarded as a result, then the team awarded the frfeit des nt need t shw up at game time against the absent team in rder fr the frfeit results t be fficial. 4. If the frfeit is deemed intentinal, in the pinin f the Turnament Cmmittee (after cnsultatin with the Field marshal, Referee, and ppsing cach), a frmal letter f prtest may be sent t the team s sanctining club, league and/r assciatin, as apprpriate. F. Rules fr settling ties in semi-final and champinship games: 1. U11-U14: Prceed directly t Penalty Kicks (sectin f3). 2. All turnament rules will apply. 3. If the scre is tied at the end f regulatin, penalty kicks will decide the utcme as fllws: Only the players n the field at the end f regulatin play are eligible t participate in penalty kicks. The Referee will decide the gal t be used. The Referee will tss a cin with the designated visiting team having the call; the team winning the cin tss will have the chice f whether t kick first r secnd.
Other than the kicker and the tw Galkeepers, all eligible players will remain in the center circle while the penalty kicks are in prgress. The Referee will psitin the idle Galkeeper s as nt t interfere with the kick in prgress. The cach will be allwed in the circle t determine the next 5 kickers. The Referee may als repsitin any spectatr he r she chses s as nt t interfere with the kick in prgress. Each team will take five kicks, alternatively; the team scring the mst gals wins. If the team trailing in the first five kicks cannt catch up in the kicks remaining the referee may end the kicks at that pint. If the scre remains tied after five kicks by each team, the taking f penalty kicks cntinues, alternatively; until ne team scres and the ther des nt. The team scring wins. N player may kick a secnd time until all eligible players including the Galkeeper, have kicked. Any f the eligible players may serve as Galkeeper and the Galkeeper may be changed at any time. A Galkeeper wh is injured may be replaced by anther eligible teammate frm the sideline. Field Marshals/Referees will cllect and check player passes at the beginning f the game. Field Marshals/Referees will hld the passes during the game. Immediately upn cnclusin f each game, the Referees must reprt the scres f the game t the Site Crdinatr. The Referee will fill ut an fficial Game Reprt frm after each match. The Referee will return player cards t the respective team cach/manager at the end f the match, with the exceptin f players/caches that were ejected. H. CONDUCT AND DISCIPLINE It shall be slely the team's respnsibility t determine the status f its players. Any suspensin frm a turnament, lcal league, etc. is the respnsibility f the team t ntify the turnament directr f this suspensin at the time f the player's check in. Per Flrida Yuth Sccer Assciatin rule 504.1-Red Card suspensin r send ff suspensins can nly be served with the team with which the suspensin was earned in games played by their team. Players may nt serve suspensins as "'guest players." Jacksnville FC, Inc. Turnaments will have a Discipline cmmittee f n less than three (3) members. The Discipline Cmmittee will review and rule n all reprts f unacceptable cnduct by players, manager, caches, referees, spectatrs, etc. using the Flrida Yuth Sccer Assciatin standards as set by rule Sectin 502. All players and managers/caches shall be subject t Flrida Yuth Sccer Assciatin Sectin 502 - Discipline and Sanctins.
A player, manager, r cach ejected will have an autmatic minimum ne (1) game suspensin regardless f the cause f the ejectin. A cach wh is ejected must leave the field area immediately (ut f sight and sund). Failure t cmply will result in suspensin frm the entire event and jepardize inclusin int future events at Flrida Sccer Alliance. Suspended Caches may be lcated n the spectatr side f the field but may nt cach r cmmunicate with the team in any manner; players may sit with the team but may nt be in unifrm. Depending n the severity f the unacceptable cnduct, the discipline cmmittee may recmmend the suspensin f up t the duratin f the turnament with further disciplinary actin by the apprpriate natinal and State Assciatin, Federatin r any ther USSF affiliated rganizatin. The discipline cmmittee recmmendatins will be available t the affected parties n later than befre their next scheduled game. At the cnclusin f JFC Yuth Sccer Turnaments, it is the respnsibility f the team's cach r manager t pick up the passes frm the turnament ffice (even if suspensin has nt been cmpleted). A cmplete reprt will be sent t the Flrida Yuth Sccer Assciatin Review & Discipline Cmmittee fr frwarding t the apprpriate State and Natinal Assciatin. A cmplete reprt will be sent t FYSA within seventy-tw (72) hurs f the cnclusin f the turnament fr pssible further discipline. The hme team is designated as that team listed first in the game schedule. Spectatrs: Caches are respnsible fr the behavir f their spectatrs. Players, caches and spectatrs shall cnduct themselves in a temperate, sprtsmanlike manner. Displays f temper r dissent are cause fr ejectin frm the field f play. FYSA Rules apply. Substitutin shall be unlimited, with the referee s discretin and permissin at any stppage f play. Player Equipment and Prtectin A. Player equipment shall be in accrdance with the requirements f the Affiliate, FYSA and FIFA rules. Additinally: a.) Screw in cleats are permitted; hwever, judgment as t their safety is at the discretin f the referee. b.) PLAYERS WEARING A PERMANENT ORTHOPEDIC CAST SHALL NOT BE ELIGIBLE TO PARTICIPATE IN ANY GAME. FYSA 402.2
Orthpedic casts are nt permitted; hwever, sft braces can be wrn with written apprval frm a dctr, and judgment as t safety is at the discretin f the referee. NO EXCEPTIONS. Shin guards must cmply with FIFA Law 4: 1. Shin guards are cvered entirely by the stckings. 2. Shin guards are made f a suitable material (rubber, plastic, r similar 3. substances). 4. Shin guards must PROVIDE A REASONABLE DEGREE OF PROTECTION. 5. Shin guards are required fr any FYSA event fr the Safety f the players. d.) JEWELRY FYSA 402.3: It is the plicy f FYSA that n player be allwed t wear ANY jewelry while participating in any FYSA sanctined match. The nly exceptin that may be allwed is a medical alert bracelet r necklace when taped t the bdy. The referee shall make the decisin as t the safety f the player and the referee s decisin is final. (The taping f any earring shall nt be permitted under any circumstances.) If the referee ntices a player wearing jewelry while the match is under way at the next stppage f play, the referee will instruct the player t remve the item. If the referee deems the jewelry t be dangerus t any player, he must stp the match t crrect the situatin B. When, in the judgment f the Referee, jersey clrs cnflict, the designated hme team will change clrs. Designated visiting teams are requested t help reslve any unifrm cnflicts. If the hme team has nly 1 clr jersey, the visiting team shall change. If bth teams have nly 1 clr jersey and there is a cnflict, the hme team shall wear pennies ver their jerseys. All players will have distinct numbers n their sccer jersey. Gal keepers must have numbers. C. All equipment is subject t apprval by the Referee. D. CONCUSSION POLICY In accrdance with Flrida Statue 943.0438 a player that receives a pssible cncussin r head injury during cmpetitin under Flrida Law must be remved frm play. Befre the player may return t cmpetitin a written medical clearance t return stating that the yuth athlete n lnger exhibits signs, symptms, r behavirs cnsistent with a cncussin r ther head injury must be received frm an apprpriate health care prfessinal trained in the diagnsis, evaluatin and management f cncussins. In Flrida, an apprpriate health-care prfessinal (AHCP) is defined as either a licensed physician (MD, as per Chapter 458, Flrida Statutes), a licensed stepathic physician (DO, as per Chapter 459, Flrida Statutes), a licensed physician assistant under the
supervisin f a MD/DO (as per Chapters 458.347and 459.022, Flrida Statutes) r health care prfessinal trained in the management f cncussins. Spectatrs, Caches, and Substitutes. A. Only caches and players with passes may be n the bench side. All ther parents, spectatrs, trainers, etc are nt allwed n the bench side withut being n the team s rster and having a pass in their pssessin. NO EXCEPTIONS. B. Caches and substitute players will remain at least ne meter frm the sidelines at all times and within ne meter f the end f their benches/technical areas r within the marked technical area; parents and ther spectatrs will remain at least three meters frm the sidelines at all times. They will nt be permitted n the sidelines and nt past the line f the penalty area parallel t the gal line. Substitutin shall be unlimited, with the referee s discretin and permissin at any stppage f play. C. Spectatrs deemed exhibiting pr sprtsmanship will be given 1 warning, and then remved frm the field if the warning is nt heeded. Spectatrs are nt allwed t cach r incite players this is defined as pr sprtsmanship. CONTROL OF SIDELINE CONDUCT Players, reserve players, managers, caches, and fans are expected t cnduct themselves within the letter and spirit f "The Laws f the Game." The Site Directr has the authrity and the respnsibility t remve any persn(s) frm the turnament fr abuses f cnduct, in additin t any specific disciplinary actin brught abut by any ther authrity. In additin t gd manners, the fllwing rules will apply t JFC Yuth Sccer Turnaments. The Site Directr will designate ne sideline t be fr the sle use f the players listed n the game rster and a maximum ttal f three (3) managers/caches/trainers frm each team, with ne team ccupying ne side f the mid field and ne team, the ther. While the game is in prgress the manager/cach/trainer and the reserve players must remain n their respective benches and may nt ram the sidelines. The Turnament Directr will designate the ppsite sideline fr the spectatrs. N ne will be allwed behind either end line. The manager/cach will be respnsible fr the behavir f their fans and the referee/field marshal/site directr will have the authrity t warn and ultimately send ff, any manager/cach whse fans behave in an abusive r disruptive manner. ARTIFICIAL NOICE-MAKING DEVISES ARE PROHIBITED Inclement Weather and Schedule Changes.
A. JFC and ther play sites are equipped with a lightning detectr. In the event that the audible signal fr the apprach f lightning is sunded, the game shall be suspended immediately by the referee and restarted NO EARLIER than 30 minutes frm that signal. The Referee will als decide if play is t be halted due t any ther unsafe field cnditins. B. The Turnament Cmmittee reserves the right t make the fllwing changes: 1. Relcate and/r reschedule any game. 2. Reduce up t 50% the scheduled duratin f any game. 3. In the event f majr weather prblems, entire age grup cmpetitins may be canceled. 4. In the event inclement weather frces cancellatin f a game after at least half f regulatin time has been played, the game shall be cnsidered fficial and the scre at the pint f cancellatin shall be the final scre. General Rules. A. All decisins f the Referee are final and binding. B. Turnament entry fee returns/refunds as fllws: 1) Within five (5) days after ntificatin that the team is nt accepted by their applicatin. 2) Within five (5) days upn cancellatin f the turnament. 3) Within ten (10) days after withdrawal request f the applicatin by a team prir t acceptance f that applicatin by the turnament. B. The Turnament Cmmittee and FYSA will nt be held respnsible fr any expense incurred by any team if the Turnament is canceled in whle r part. C. The Turnament Cmmittee reserves the right t decide n all matters pertaining t the Turnament; its judgment is final. D. N prtest is allwed.
