1. RULES: a. The regatta will be governed by: i. The Racing Rules of Sailing 2013 2016 including Appendix D ii. The prescriptions of US SAILING iii. The ISSA Procedural Rules. ISSA PR will be in effect from the time a school arrives until they have departed the regatta site at the end of the event. This includes ISSA PR 5.1. iv. MISSA By-Laws and District Rules v. This Notice of Race vi. The Sailing Instructions b. In the event of a conflict between the governing documents and the Sailing Instructions, the Sailing Instructions shall take precedence. c. In accordance with rule 70.5(a) and Appendix D2.7, decisions of the protest committee are final. d. The event shall use the Two-Flag Protest Procedure under RRS Appendix D2.5. Competitors and teams are strongly encouraged to provide their own flags and attachment methods to sailors for compliance with this rule. e. The Organizing Authorities (OA) are: i. The Midwest Interscholastic Sailing Association. ii. The Mid-Atlantic School Sailing Association iii. The New England Schools Sailing Association 2. ELIGIBILITY: a. Competing schools must be members of ISSA and meet ISSA eligibility rules as prescribed in the Procedural Rules, Part III 1, and 5.2. b. Teams must be accompanied by a designated adult team leader, who may be an advisor, coach or parent recognized by the school. c. The regatta has 10 berths. d. The ISSA district director is responsible for selecting the schools that will represent their district. e. The schools shall be selected as follows: i. Three (3) berths to NESSA schools. ii. Two (2) berths to MASSA schools. iii. Two (2) berths to MISSA schools. iv. One (1) berth to the host school. v. Two (2) berths to wild card schools. f. Teams or districts wishing to enter the wild card lottery must express their interest to the regatta chair by May 1st. g. The event chair will select the wild card teams based upon districts, resume, and other factors deemed relevant. 3. ENTRY AND COMMUNICATIONS: a. Registration will open online through wayzatasailing.org on or before May 1st.
b. District director shall alert the event chair of the qualifiers from their district by May 1st. c. If this is not possible, the district director shall inform the event chair of this fact by the deadline and the two of them shall come to a mutual agreement. d. Eligible schools must file an official on-line entry form prior to competition. e. All fee(s) must be paid by the time of registration. f. The entry fee is $200/school. g. Registration will close May 13th at 6pm CST. h. A damage deposit of $400/school is required. i. Funds not used will be returned via mail as soon as possible after the regatta. 4. BOATS: a. Z420 s will be provided by. b. Boats will be sailed as provided. c. No changes shall be made any standing rigging. 5. RACING AREA: a. Racing will be on Lake Minnetonka directly off the WCS center. 6. SCHEDULE: Changes to this schedule will be posted on the official notice board located near the registration table. 7. COURSES: a. Digital N course is expected, but based on conditions the Race Committee shall determine the courses as prescribed in ISSA PR 7.7 Courses. 8. SCORING: a. The regatta will be scored in accordance with ISSA Procedural Rules. 9. FORMAT: a. A ten team double-round-robin followed by a 5 team gold round(s) and a 5 team silver round(s) is the planned format. 10. HOUSING: a. A list of local hotels can be found on Appendix A. b. Housing will be offered on a first come first serve basis. c. Please contact office@wayzatasailing.org for housing chair information after registration. 11. TRANSPORTATION: a. Teams are responsible for their own transportation. b. The closest airport is Minneapolis-St Paul International Airport ( MSP ). c. Directions to WCSC - directions/ 12. LUNCHES: a. Lunches will not be provided. Water and lemonade will be provided. b. There are several local options for food, including grocery stores and take out restaurants. c. Please contact the regatta contacts if in need of recommendations. 13. COACHING: a. Only coaches and official regatta personnel are allowed on the water to assist with rotations between races. b. Coaches must be prepared to rotate participating teams and help with any rescue. c. Other team leaders, chaperones, parents, advisors and support personnel shall not go afloat in the sailing area during the posted race schedule unless explicitly permitted by the regatta chairperson. d. The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel. 14. PRIZES: a. Prizes will be awarded to schools placing 1st, 2nd and 3rd in the regatta. b. The winning school will get the Founder s trophy until next year s event.
15. OFFICIAL NOTICE: a. No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). b. An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors and the chairperson of the protest committee shall follow the process described in RRS 69.1(b). c. If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and, where practical, be removed from the regatta venues and sent home. d. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor s team. e. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site. 16. RIGHTS TO USE NAME AND LIKENESS: a. By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 17. WAIVER OF LIABILITY: a. Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. b. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. c. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law. 18.
