DIRECTOR OF PUBLIC WORKS SUBJECT: SPRING STREET BICYCLE LANE GAP CLOSURE PROJECT; ACTIVE TRANSPORTATION PROGRAM (ATP) - CYCLE 3 APPLICATION Summary: The California Transportation Commission (CTC) has authorized the Active Transportation Program (ATP) Cycle 3 Call for Projects. Staff is requesting authorization to submit an application for the Spring Street Bicycle Lane Gap Closure Project. Adoption of this resolution provides City Council authorization to submit an ATP Cycle 3 grant application and authorizes the City Manager to execute all necessary documents to receive and expend any awarded grant funds. Recommendation: Waive further reading and adopt the following resolution, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION REQUESTING ACTIVE TRANSPORTATION PROGRAM (ATP) CYCLE 3 FUNDING FOR THE SPRING STREET BICYCLE LANE GAP CLOSURE PROJECT (FY 2019-20) Strategic Plan Objectives This project serves Strategic Plan Objectives No. 2 and No. 5: Ensure public safety is a high priority and ensure an enhanced quality of life for the residents.

2016 ATP Cycle 3 Call for Projects Page 2 Fiscal Impact: The proposed Signal Hill 2016 ATP Cycle 3 grant application for the Spring Street Bicycle Lane Gap Closure Project is estimated at a total cost of $2,700,000. The application requests $2,100,000 in FY 2019-20 MTA Transit Capital grant funding with a proposed City match of $600,000 or 22% of the total cost. The City s share would be funded by capital reserve funds allocated for the Spring Street Overlay Project contained in the City s FY 2017-18 budget. Background: The California Active Transportation Program (ATP) was created by the California State Legislature to encourage increased human-powered or physically active modes of transportation such as bicycling, walking, or skateboarding. The purpose of ATP is to encourage increased use of active modes of transportation by achieving the following goals: Increase the proportion of trips accomplished by biking and walking Increase safety and mobility for non-motorized users Advance the active transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals, pursuant to SB 375 (0f 2008) and SB 341 (of 2009) Enhance public health Ensure that disadvantaged communities fully share in the benefits of the program Provide a broad spectrum of projects to benefit many types of active transportation users Planning and encouraging Active Transportation is recognized as a critical component in developing and implementing sustainable community strategies, reducing greenhouse gas emissions, increasing public health, and making the region a more enjoyable place to live, work and play. The implementation of ATP requires improvements and modifications to local streets to safely accommodate and attract bicyclists and pedestrians. They can include the installation of bike lanes/routes, improved signage, pedestrian count-down heads, access ramps, sidewalks, signal timing revisions, lighting, streetscape improvements, and other revisions to create a safe and inviting community roadway. Analysis: The Spring Street Bike Lane Gap Closure Project limits are between Atlantic Avenue to the easterly City limit at Junipero. This project will install approximately 2 lane miles of new on-street bike lanes (Class II) on Spring Street starting from 500 feet east of California Avenue to the easterly City limit at Junipero Avenue. This project also improves the existing walkways and bike lanes along the section of Spring Street between Atlantic and California Avenue. In additional to installation of new bike lanes the overall project includes repaving of the roadway (500-feet east of California Ave to Junipero St.), revised

2016 ATP Cycle 3 Call for Projects Page 3 striping, signing, new safety lighting, modified pedestrian walkways, traffic light modifications including signal pedestrian countdown heads, and stormwater treatment devices installed throughout the corridor. The new bikeway increases user visibility, provides a separation from vehicles, reduces the shared use of sidewalks with pedestrians, and encourages the travel with traffic reducing wrong-way bicycle collisions. It will accommodate bicyclists and pedestrians with a wide range of ages and skills, safer and easier connections to work, events, restaurants, shops, numerous schools, parks, Willow Street Metro Blue Line station, transit stops, existing/planned bike facilities in Long Beach, the trails at Signal Hill Hilltop Park (using Junipero Avenue), and the Gateway Cities planned regional Cherry Avenue/Garfield Avenue Bikeway. This is a competitive application process which ranks projects on various factors such as, improved community health benefits, potential for increasing walking and bicycling, improved safety (collision reductions), disadvantaged communities, consistency with the funding program, and the cost benefits of the project in improved overall mobility, reduced traffic congestion, and improved air quality. The overall goal is to provide new bicycle and pedestrian facilities that allow safe and convenient travel along and across streets for all users, including public transit users, pedestrians, bicyclists, children, persons with disabilities, seniors, motorists, and movers of commercial goods. These improvements will also contribute to reduced energy use, easing of congestion, reduced air pollution, and improve health by promoting a more active lifestyle. RESOLUTION NO. 2016-06-xxxx A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION REQUESTING ACTIVE TRANSPORTATION PROGRAM (ATP) CYCLE 3 FUNDING FOR THE SPRING STREET BICYCLE LANE GAP CLOSURE PROJECT (FY 2019-20) WHEREAS, California Transportation Commission (CTC) has authorized an Active Transportation Program (ATP) Cycle 3 Call for Projects requesting local cities and agencies to submit applications for projects to benefit and increase active transportation users, such as biking and walking; and WHEREAS, the City of Signal Hill s General Plan Circulation Element supports enhancing the bicycle and pedestrian circulation systems to encourage an alternative to the use of automobiles and the City s adopted Master Plan of Bikeways identifies Spring Street as a location to install Class II bike lanes linking the community to living, working, shopping, educational, and recreational locations; and WHEREAS, the Spring Street bicycle lanes ensure appropriate connectivity is provided at City boundaries and eliminates the gap in existing and planned future bikeway expansion on Spring Street by the City of Long Beach (Signal Hill s Circulation Element policies 3.d. 3.i); and WHEREAS, the City of Signal Hill commits $600,000 of capital reserve funds to be allocated for the Spring Street Overlay Project contained in the City s Fiscal Year 2017-2018 Budget as a twenty percent (22%) match of the total project cost to the requested $2,100,000 in ATP Cycle 3 funds for a total project cost estimate to be $2,700,000; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Signal Hill, California, as follows: Resolution No. 2016-06-xxxx Page 1 of 3

Section 1. Approve the application submittal for the Signal Hill s Spring Street Bicycle Lane Gap Closure Project for Active Transportation Program (ATP) Cycle 3 funding. Section 2. The City Council hereby authorizes and empowers the City Manager, or designee such as the Director of Public Works to execute in the name of the City of Signal Hill all necessary documents, including but not limited to, applications, agreements, budget, and amendments necessary to administer the project.
