Environmental Active Transportation MARCH 15, 2016 Advisory Committee Meeting Minutes ADOPTION OF MINUTES Adoption of Minutes - February 16, 2016 Moved by Heather Grundy "THAT the minutes of February 16, 2016 be adopted as presented." Carried PRESENTATIONS / DELEGATIONS Rory Quigley, Town of Cobourg Arborist reported on several tree planting initiatives for 2016. Renee noted that Pitch-In Week would be a great opportunity to also plant a tree (s) as part of the week long litter clean-up in Cobourg. The Committee engaged in a question/answer period. The memo listing all the 2016 tree planting initiatives for 2016 are attached. COMMUNICATIONS / CORRESPONDENCE Litter-letter emails; sent for information only. UNFINISHED BUSINESS 1. Safe Communities Update Expo June 3 & 4, 2016 at the CCC. Speakers have confirmed, there will be demonstrations and workshops. 2. Waterfront Trail Upgrade - Contraflow Bike Lane Barry provided maps/information regarding the proposed contraflow lane on Paul Currelley Way/Bay Street. The proposal will eliminate 6-8 parking stalls, this item will be presented at the next Public Works Coordinators meeting. 3. Cycle Transitions Bike Rack - YMCA Pool permanent location - placeholder Barry and Forrest will attend the YMCA outdoor pool and look at the proposed location on the north/east portion of the property. Heather noted that the rack should be positioned so that families pulling buggies can park at the rack without having to hang over the sidewalk. 4. Active Transportation Week The Committee felt that holding Active Transportation Week after the Safe Communities Expo would make the most sense. Active Transportation Week will be held from June 5 Page 2 of 9

This item will be on the next agenda. 5. Pitch-In Week Canada - April 17-23, 2016 - Tim Horton's Sponsorship - Motion/Memo to Council requesting that Cobourg participate in Pitch-In Week Canada 2016 Renee reported that Tim Horton's sponsorship has changed with regards to small communities; Tim Horton's is now sponsoring Pitch-In Canada Week as a whole and for those municipalities/groups and organizations that are registered will now only receive garbage bags for their clean-ups. Renee noted that we still have old stock from previous Pitch-In weeks to get us through this year; however we will need to look into new sponsors for next years event. The Committee put forth a motion for Council's consideration: Moved by Forrest Rowden "THAT the Environmental Active Transportation Advisory Committee recommends that Council proclaim the week of April 17-23, Pitch-In Canada Week in Cobourg". Carried 6. Climate Action Plan Renee reported sending all members the Energy Conservation & Demand Management Plan and links to attachments mentioned in the document. Barry reported attending a Climate Action workshop in Madoc a few weeks ago; this spring the provincial government will be introducing a 5 step action plan. The Committee will wait until more information is available; the Committee will still use Cobourg's Climate Action Plan/Energy Plan, but will build on it. Item from the last meeting was to find out if there was a Provincial requirement to complete the Climate Action Plan? Renee looked into and could not find anything that would require the plan to be completed by a certain date. Memo from Council regarding the recommendation from the Accessibility Committee requesting a feasibility of accessible electric buses for the Town of Cobourg. Renee & Barry to look into the cost of electric/hybrid buses and report back to the Committee. NEW BUSINESS No new business to report REPORTS Page 3 of 9

07) Memorandum Town of Cobourg Environmental Active Transportation Advisory Committee Submitted: March 15, 2016 r. Thrcc 7 Re: Delegation to Committee Tree Planting Initiative's for 2016 Tree planning is a positive way of expanding our tree canopy cover. By engaging the public through there involvement we increases education and stewardship in our communities. We have several programs that we are planning on moving forward with over the course of the year with the hope of reaching a modest goal of over 300 trees planted this year. 1. Regular Spring & Fall Planting: This our regular infill program that looks for planting in blvd areas around town. 2. Ash Replacement Program: New trees where were have removed ash. 3. Levy Planting: We plant into new development areas. 4. Heritage WHIP Program: Looking to subsidize planting on front lawns of privet homes. 5. School Program: With the participation of Elementary Schools in the area we provide a young tree to the school which they help plant. 6. Volunteer Spring Plantings: a. Arbor Day: One day event. b. Earth Day: Several in line. c. Union Gas Day: This program has planted hundreds of trees 7. Other related Projects: a. Foote Crescent Storm Water Pond Planting: b. Northham Industrial Area: working with them on several planting projects. 8. Donation Program: Planting trees in parks. 9. TD Tree day in the Fall: This program plant anywhere from 200 to 300 tree and shrubs and gets anywhere from 50 to 75 locale volunteers 10. Highway of Heroes program: This is provided for information, but if there is any initiatives or programs you feel could expand and contribute to the goal of planting more tree I would very much like to work with the committee.
