Beattie/Wilson That the Minutes of the Raupo Drainage Committee meeting on 15 August 2013 as circulated, be confirmed as a true and correct record.
3 7 General 7.1 Raupo Drainage Committee Election Update Governance Support Officer: 4303.24 The report Raupo Drainage Committee: Election Update prepared by the Governance Support Officer and dated 12 November 2013 was circulated. On 22 October 2013 Council resolved to proceed with an election for the Raupo Drainage Committee in line with the three-year cycle of elections that was the norm. Nominations had been called for and no new nominations were received. All six existing Committee members had agreed to stand for another term. Although there had been six elected ratepayer Committee members for the last three years, the Terms of Reference only required five elected ratepayer members. Council decided at the last election to appoint all six nominees as it was considered to be in the best interests of the community. Council will decide at its 26 November 2013 meeting whether to proceed with an election or not. This report set out the background information and the options to be considered by Council. Madson/Hart That the Raupo Drainage Committee receives the Governance Support Officer s report titled Raupo Drainage Committee: 2013 Election Outcome dated 12 November 2013. 7.2 Raupo Asset Management Report November 2013 General Manager Operations: 4303.24 The Report for November 2013 was circulated. This report summarised the work that had been undertaken over the last three months and work that was planned or recommended in the forthcoming months. The Committee was asked to receive the report. 4 7.3 Raupo Financial Report to 30 September 2013 Financial Accountant: 4303.24 The Financial Report to 30 September 2013 was circulated. Hart/Whitehead That the Raupo Drainage Committee receives the Financial Report to 30 September 2013. 7.4 Raupo Drainage Committee Schedule of Meetings for 2014 Governance Support Officer Raupo Drainage Committee meetings were generally held on the third Thursday of February, May, August and November each year. For clarity and to allow these meetings to be publicised the Committee was asked to endorse this proposed schedule of meetings for 2014: 20 February, 15 May, 21 August, 20 November. Wilson/Whitehead That the Raupo Drainage Committee endorses the schedule of 2014 meeting dates as being: 20 February 2014 15 May 2014 21 August 2014 20 November 2014 Reason for the decision For clarity and to allow these meetings to be publicised 7.5 Raupo: Future of Drainage Board House The Committee discussed about the long term future of the Drainage Board house at 16 Ruawai Wharf Road, Ruawai. : Beattie/Whitehead That Council staff investigates the process for the sale of the Raupo Drainage Committee property situated at 16 Ruawai Wharf Road, Ruawai.
5 7.6 Raupo: Drainage Board Yard, Disconnection of Power Supply : Beattie/Madsen That the Land Drainage Co-ordinator continues with the disconnection of the power supply to the Raupo Drainage Board yard on Jellicoe Road, Ruawai. 7.7 Raupo: Drainage Committee Terms of Reference Wilson/Hart That Council staff look at changing the Raupo Drainage Board Terms of Reference to include the ability to co-opt additional members. 7.8 Raupo: Removal of Temporary Bridge, Dunn Road, Ruawai Madsen/Beattie That Council staff write to Mr Robinson regarding the removal of the temporary bridge accessing his property on Dunn Road, Ruawai. Council will let Rongopai Farms use the crossing until 31 May 2014 then it must be removed or considered a breach of the Council Bylaws. 7.9 Raupo: Replacement Floodgates N o 2 and N o 24 Galvin Road, Ruawai Beattie/Hart That Council s Land Drainage Co-ordinator investigates the cost involved in undertaking the replacement of two wooden floodgates at Galvin Road, Ruawai, sited on Drains N o 2 and N o 24 and report back to Committee.
6 7.10 Raupo: Drainage District Rates Increase for 2014/2015 Madsen/Hart That the Raupo Drainage Committee looks to increase the Raupo Drainage District rate levels for the 2014/2015 Financial year an additional 2.8% on current levels. 7.11 Next Meeting The next meeting was set for Thursday 20 February 2014. 8 Closure The Meeting closed at 12 noon Kaipara District Council Dargaville
