I. GENERAL PROVISIONS The 1st Winter Children of Asia International Sports Games (hereinafter referred to as the Games) are conducted with the aim of promoting ideas of the Olympic movement, development of children and youth sports and strengthening of international sports cooperation in compliance with the Concept of the Games approved by the Children of Asia Games International Committee. The main objectives of the Games are: strengthening of friendship between children of the countries of the Asian Continent and regions of the Russian Federation; mastering of sports skills; identification of the best athletes for the national Olympic team reserves of the countries of the Asian Continent and the Russian Federation; development and promotion of sports for physically challenged children; development and promotion of winter sports of the peoples of the Asian continent. II. DATES AND VENUES The Games are held on February 8-17, 2019 in Yuzhno-Sakhalinsk of Sakhalin Region, Russian Federation. Day of arrival February 8, day of departure February 17. III. ORGANIZERS OF THE GAMES General management of the Games is implied on the Children of Asia Games International Committee, Ministry for Sports of the Russian Federation, Government of Sakhalin Region, Russian Olympic Committee, Olympic Council of Asia, the Regional Organizing Committee for Preparation and Conducting the Games established by Decree of the Governor of Sakhalin Region (hereinafter referred to as the Organizing Committee). Immediate conducting of the Games is implied on the Organizing Committee, Chief Referee Board approved by the Organizing Committee by agreement of All- Russian sports federations. IV. REQUIREMENTS TO PARTICIPANTS AND TERMS OF THEIR ADMISSION Participants admitted to the Games include united teams of countries of Asia, Far Eastern, Siberian and Ural Federal Districts of the Russian Federation, two teams of Sakhalin Region, one team of the Sakha Republic (Yakutia), as well as united teams from Republic of Bashkortostan, Republic of Tatarstan, and City of Moscow of the Russian Federation by agreement. Forming of the united teams from the Russian Federation in various sports is implemented by the corresponding All-Russian sports federations on the basis of final results of official competitions held in accordance with the Unified Calendar Plan of All- Russian and international physical culture and sports events, which is approved by the

Ministry for Sports of the Russian Federation. Age of participants 16 years and younger (born on February 17, 2002 and younger). In every sport, age of participants is confirmed by regulations of sports events approved by All-Russian sports federations in accordance with international rules. United teams of the Asian continent s countries, regions of the Far Eastern Federal District, Siberian Federal District, Ural Federal District, the Sakha Republic (Yakutia), and Sakhalin Oblast are admitted in team sports (ice hockey). Participants must have own sports equipment and outfits. Participants in team sports must have two kits of sports outfits of various colors. Officials and athletes of teams must have uniforms and sports outfits of unified team design. 2 V. Competitions will be held according to acting rules approved by international sports federations. Protests and appeals on competition results are considered by the Board of Appeals in each kind of sports (in exceptional cases by the Chief Referee Board of the Games). Disputable issues on general matters are considered by the Organizing Committee of the Games. Protests and appeals should be submitted in written form by team managers in sport concerned or heads of delegations. Teams are recommended to prepare several amateur talent performances for the

cultural festivals which will be held during the Games. Referees within teams from foreign countries must have valid international referee categories. VI. SPORTS. MAIN REGULATIONS In individual events, a team has a right to enter athletes in accordance with the rules of the competition in a sport. In team events and relays, athletes are admitted in accordance with competition rules. Sport qualification of athletes in each sport is determined by the regulation of competitions approved by All-Russian sports federations in accordance with international rules. 3 Biathlon Team composition: up to 13 persons, including: 4 persons; girls 4 persons; coaches and other specialists 4 persons and less; Age of participants: 15-16 years (17.02.2002-31.12.2003). 1. Individual 10 km. Boys (5 laps of 2 km. 4 shooting bouts: prone, standing, prone, standing. For each missed target a 45 seconds penalty time is added to the skiing time of the biathlete. 2. For each miss, a penalty loop of 70 meters must be skied before the race can be continued. 4 Alpine Skiing Team composition: up to 13 persons, including: Boys 4 persons; Girls 4 persons; Coaches and other specialists 4 persons and less Age of participants (U16) 14-15 years (01.01.2003-31.12.2004) To participate in the Games an athlete must reach a specified age in the calendar year of the beginning of the sports season. Sport season lasts from July 1 to June 30. Athletes qualified at least 2 nd sports category are admitted to participate in the Games. 1. Super-giant, /girls; 2. Slalom-giant, /girls; 3. Slalom, /girls; 4. Team competitions (parallel slalom-giant). Cross-Country Skiing Team composition: up to 17 persons, including: 6 persons; girls 6 persons; coaches and other specialists no more than 4 persons. Age of participants: 15-16 years (17.02.2002-31.12.2003). 1. Freestyle race 10 km. ; 2. Freestyle race 5 km. girls; 3. Sprint, classical style, /girls; 4. Mixed relay, freestyle 2х2 (2 х 5 km. + 2 girls х 3 km.); 5. Friendly Relay Race. Boys. 2 from different teams participate in relay by drawing. 2 run 5 km each; 6. Friendly Relay Race. Girls. 2 girls from different teams participate in relay by drawing. 2 girls run 3 km each;

5 Ski jumping Team composition: up to 7 persons, including: Boys 2 persons; Girls 2 persons; Coaches and other specialists no more than 2 persons. Age of participants: 13-16 years (17.02.2002-31.12.2005). 1. K-70 ski jumping individual, ; 2. K-70 ski jumping individual, girls; 3. Team event MIX K-70, 1 boy + 1 girl; Snowboard Team composition: up to 23 persons, including: Boys 8 persons; Girls 8 persons; Coaches and other specialists no more than 6 persons; Age of participants 14-16 years (17.02.2002-31.12.2004) 1. Slopestyle, /girls; 2. Big-air, /girls; 3. Parallel slalom giant, /girls; 4. Parallel slalom, /girls; 5. Team events (parallel slalom giant) 1 boy +1 girl. 8 participants (4, 4 girls) from one team can participate in each discipline, not considering team competitions. Each participant can participate in no more than two disciplines, not considering team competitions. Figure skating Team composition: up to 9 persons including: Boys single skating 2 persons; Girls single skating 2 persons; Coaches and other specialists 4 persons and less. Age of participants 13-16 years (01.01.2003-31.12.2005). 1. Single skating, (short/long program); 2. Single skating, girls (short/long program); Competitions are held in accordance with the candidate of masters in sports program (juniors).

6 Ice Hockey Team composition: up to 26 persons, including: Boys 22 persons (20 players + 2 goalkeepers) Coaches and other specialists up to 2 persons, 1 doctor. 1 team manager Age of participants: 13-15 years (01.01.2004-31.12.2005) In case 8 teams and more participate, all teams are divided into 2 ( A, B ) groups by drawing. At the preliminary stage teams play a round robin, then the team ranked in groups "A" and "B" 1st and 2nd places, in the semi-finals play in the following way: 1st place in A group 2 nd place in B group. 1 st place in B group 2 nd place in A group. Winners of semi-finals play for the 1 st place, losers for the 3 rd place. Individual skills contest is held among participants. 1. Throwing accuracy contest; 2. The best bullet contest; 3. Individual skills contest. For foreign teams - 1 referee is admitted additionally. Short Track Team composition: up to 15 persons including: Boys 5 persons; Girls 5 persons; Coaches and other specialists no more than 4 persons. Age of participants: 14-16 years (01.01.2003-31.12.2005). Individual competitions. No more than 4 athletes from each team are admitted to the competitions to every individual distance. 1. Race 1,500 m. / girls; 2. Race 500 m., / girls; 3. Race 1000 m., / girls; 4. Relay race 3,000 m 4 athletes, /girls and 1 substitute. VII. CONDITIONS OF RESULTS The Games competitions include: - individual championship; - team championship. Individual and team championships by sport are determined in accordance with the rules of competition and the regulations in sports. The Games are held without determining team ranking. VIII. AWARDING Athletes who win 1 st -3 rd places in individual competitions in sports disciplines are

awarded with medals, diplomas and memorable souvenirs of the Ministry for Sports of the Russian Federation. Teams who win 1 st -3 rd places in Ice Hockey are awarded with cups and diplomas, participants of the teams are awarded with medals and diplomas of the Ministry for Sports of the Russian Federation. Coaches of winner participants in individual and team sports disciplines and winner teams of the Games in team kinds of sports are awarded with medals and diplomas of the Ministry for Sports of the Russian Federation. The Organizing Committee additionally places prizes to team members. 7 IX. FINANCIAL CONDITIONS Ministry for Sports of the Russian Federation and Government of the Sakhalin Oblast of the Russian Federation provide equity participation in financing the Games under agreement. Federal budget of the Russian Federation provides financing of the Games in compliance with the Order of Financing and Norms of Expenditures of funds directed to holding of physical culture and sports events included in the Unified calendar plan of interregional, All-Russian and international sports events. Expenditures for delegating teams and participants to the Games (travel costs to and from the host city, daily allowances, insurance) are provided by the delegating organizations. Meals and accommodation of foreign teams are provided by the Organizing Committee. X. SAFETY AND SECURITY OF TEAMS AND SPECTATORS The sports events will be held in sports venues and grounds that are included in the All-Russian Register of sports venues in accordance with Federal Law of December 4, 2007 #329-ФЗ On Physical Culture and Sports in the Russian Federation, and that comply with the requirements of approved standard legal acts, valid on the territory of the Russian Federation and aimed at ensuring public order and security of participants and spectators, and also having acts of readiness of the venues and grounds to hold events approved in the established order. All medical assistance is rendered in accordance with the Order of the Ministry for Healthcare and Social Development of the Russian Federation of March 1, 2016 #134н On Approval of the Order of Rendering Medical Assistance to Persons Doing Physical Culture and Sport (including preparation and conducting physical culture and sports events), including the procedure for medical examination of persons wishing to undergo sports training, to engage in physical culture and sports in organizations and (or) to fulfill the standards of tests of the All-Russia Physical Culture and Sports Complex "Ready for Labor and Defense". XI. INSURANCE OF PARTICIPANTS Participation in the Games is subject to the presence of the original copy of an

insurance agreement: insurance from accidents and of life and health, which is presented to the Credentials Committee by each participant. Insurance of participants of the Games is financed at the account of budgets of regions of the Russian Federation and sponsor funds in compliance with the acting legislation of the Russian Federation, at the account of the delegating organizations as well. XII. APPLICATION FOR PARTICIPATION Preliminary applications to participate in the Games should be submitted to the Children of Asia Games International Committee not later than October 1, 2018. Official applications should be submitted not later than November 1, 2018 to info@cagic.org. Not later than December 1, 2018 the Committee will send official nominal application forms to united teams of participating countries and Far Eastern, Siberian, Ural Federal Districts of the Russian Federation, Sakhalin Oblast, Sakha Republic (Yakutia), Republic of Bashkortostan, Republic of Tatarstan and Moscow that confirmed their participation. Filled nominal application forms with electronic photographs of each participant should be submitted to the Committee not later than December 31, 2018. On the day of arrival, team managers should submit the following documents to the Credentials Committee of the Games: - Official applications for each kind of sports two copies (see Appendix to the given Regulations); - Identification documents (passport or any substituting document); - Insurance policy for each citizen of the Russian Federation (for each participant) (for Russian participants); - Insurance policy (contract) for life and health against accidents (for each participant); - Information on preventive vaccinations made within national sports calendars of participating countries. 8 Contacts: Autonomous Non-commercial Organization Children of Asia Games International Committee President Dmitry E.
