1 LOCAL BYLAWS 2017-2018 BAY AREA APA Michael & Sherie Strout, League Operators OFFICE HOURS: 11 a.m. to 11 p.m. Monday through Friday Office phone: 727-724-9248 These bylaws have been read and approved by the American Poolplayers Association. The local bylaws are a secondary source of information created in accordance with and in addition to the Official Team Manual. Your Official Team Manual is your primary source of information and all rules in your team manual are to be followed with the exception of revisions contained here. Our office hours are 11 a.m. till 11 p.m. Monday through Friday. All members may call the office at (727-724- 9248).If we are unavailable, voice mail will pick up, please leave a detailed message and we will return your call as soon as possible. If you have an emergency game situation please contact your Division Rep. 1. Team Fees: 8-Ball, 9-Ball and Ladies Divisions: Weekly team fees are $40.00 per team Artisans and Masters Divisions: Weekly team fees are $30.00 per team Weekly score sheets and team fees are the responsibility of the team. Your score sheet and team fees should be left in the team envelope at the Location where your team played it s nightly match. The APA will then pick up all the team envelopes after each week s scheduled play. Checks or money orders made payable to the APA. The League Office IS NOT responsible for CASH! All teams are responsible for their score sheets and fees up until the time the League Office has received and verified the score sheets and team fees paid. All prize funds are based on full payments received by all teams including playoffs. All unpaid amounts will be reported at the time of the shortage and must be paid prior to playoffs. Teams will not be allowed to participate in playoffs or wild card draw if weekly fees or playoff fees are past due. 2. 8 BALL TRI-CUPS THE ROAD TO THE LOCAL TEAM CHAMPIONSHIPS. The Tri-Cups (scheduled after the end of all sessions) will consist of teams qualified the prior session and will play off to a determined number of slots for the LOCAL TEAM CHAMPIONSHIPS. SESSION PRIZE FUNDS WILL BE PAID OUT TO 1 ST, 2 ND, AND 3 RD PLACE TEAMS PER DIVISION. PAYOUTS TO BE DETERMINED BY NUMBER OF TEAMS PARTICIPATING IN 8 BALL AND 9-BALL FOR THE SESSION. ALL 8 AND 9-BALL DIVISION RECEIVING IDENTICAL PAYOUTS. Qualifying Number of teams In Divisions for Tri-Cups through Playoffs There will be 1 week of playoffs at the end of regular session play on your scheduled League night DIVISIONS BY SIZE 16 TO 10 TEAMS: 1 st place Session winner automatically goes through to Tri-Cups. Playoff will consist of 2nd place team vs Wild Card, 3rd place team vs 4th place. THE WINNING ( 2) TEAMS WILL ADVANCE TO THE END OF SESSION TRI-CUP.. If a division is split into 2 divisions because of being over 16 teams then both of these will also qualify as 10 team divisions. 9 TO 6 TEAMS: Playoff will consist of 1 st place team vs. Wild Card team and 2 nd place team vs. 3 rd place team. THE WINNING ( 2) TEAMS WILL ADVANCE TO THE END OF SESSION TRI-CUP

2 5 TEAMS OR LESS: Playoff will consist of 1 st place team vs Wild Card. THE WINNING (1) TEAM ADVANCES TO THE END OF SESSION TRI-CUP 3. 9-BALL WILL NOT HAVE TRI-CUPS AT THE PRESENT TIME AS CITIES IS STILL MANAGEABLE AT OUR PRESENT TEAM COUNT. 9-BALL-Qualifying Number of teams In Divisions for Local Team Championships through Playoffs There will be 1 week of playoffs at the end of regular session play on your scheduled League night LTC 9-Ball qualifying will be as follows DIVISION BY SIZE: 16 TO 8 TEAMS: Playoff will consist of 1 st place team vs Wild Card, 2 nd place team vs 3 rd place. THE WINNING ( 2) TEAMS WILL ADVANCE TO THE LOCAL TEAM CHAMPIONSHIP 7 TEAMS OR LESS: Playoff will consist of 1 st place team vs Wild Card. THE WINNING (1) TEAM ADVANCES TO THE LOCAL TEAM CHAMPIONSHIP 4. Play-off week Fees/Scheduling: There will be 1 week of playoffs, all regular weekly fees are due ($40). 5. SESSION TROPHIES WILL BE AWARDED TO EACH DIVISION REGULAR SESSION 1 ST PLACE FINISHER. IN CASE OF A TIE THE TIE BREAKING PROCEEDURE IN THE OFFICIAL TEAM MANUAL WILL BE USED TO DETERMINE THE FIRST PLACE TEAM. 6. TIED TEAMS THAT DID NOT PLAY EACH OTHER DURING THE SESSION Normal tie-breaking procedures are covered in the Official Team Manual. In the unlikely event that two or more teams that did not play each other during the regular session are tied at the end of a session, the winner of the tiebreaker will be determined by the following method: The League Office will look at the team standings for the week prior to the last week of the regular session to determine how the teams were ranked. The team that had the most points one week prior to the end of the session will win the tie-breaker. If those teams were tied at one week prior to the end of the session, the standings from two weeks prior to the end of the session will be used to determine the winner of the tie-breaker, and so on. This procedure will only be used if two or more teams are tied at the end of a session, and those two or more teams have not played each other during the regular session. 7. During SESSION PLAYOFFS the League Office prefers all practice to stop after the matches have begun. If the playoff location has available practice tables and all playoff teams agree practice will be allowed after confirmation with the League Office or Division Rep. 8. PLAYERS PLAYING TWICE: Due to unforeseen circumstances, teams come up short players from time to time. The BAY AREA APA is an amateur League and believes that players should play if a team must pay for a match. Teams are allowed to play only one skill level 4 or LESS twice per night in the LAST match of the night only This bylaw may be used in the first 4 weeks of the session. CONDITIONS: The full Team Captain must choose a skill level 4 or LESS on the short team that will play twice that night. All players, who would keep the short team under the 23-Rule if played twice, MUST remain on site until the player has been picked. Anyone leaving early could be cause for the match to be forfeited. If any player was told to stay home, I may forfeit that match and the team may lose any further opportunity to use this bylaw for that session. Please do not abuse the spirit of this bylaw as management reserves the right to stop its use at any time. This rule will not be allowed during upper level play (Playoffs, Money Cups, LTC s, APA World Pool Championship)

3 9. During weekly play, once a player has been selected to play he may not be withdrawn from playing that match unless it is determined that the 23-Rule will be violated. Once the breaking of the rack occurs if the 23-Rule is violated the match is scored as listed in the Official Team Manual. 10. Maintaining eligibility for higher level tournaments: a team must remain active (with at least 4 original members, unless approved by the APA office) through the new League year Summer session, when the Cities tournament actually takes place or lose your qualification. Example: If your team qualifies in the Summer session then you must play in the Fall, Spring and next League year Summer session or lose your eligibility. The same applies if you qualify in the Fall session, you must play in the Spring and next League year Summer to play in the Cities. If you qualify in the Spring session you must remain playing in the next League year Summer session to remain qualified for the Cities or LTC. Players can qualify to play on multiple teams at cities. 11. Adding Player s: Teams may add players to their rosters after the 4 th week with management permission during the sessions. They MUST pay their membership dues the FIRST night of play or a forfeit may result! You may not remove a player and add them back again that session except in extreme cases with the League Office approval. This Rule is NOT in effect for qualified teams during the Spring session, the 4 th week is the last week to add or drop players because of the upcoming Local Team Championships. 12. Teams that owe money: any team that is past due may not be allowed to participate in the session playoffs or Wild Card draw until all money owed is paid in full. Any money unpaid will be tagged to the team and players and may not be permitted in the next session until paid. Teams that are 2 weeks behind in fees will be dropped until all fees are made current. 13. Bonus points: 8-Ball a team can earn 1 bonus point in addition to those earned for matches won each week. 9-Ball a team can earn 10 bonus points. Masters and Artisans a team 1 bonus point Teams will be credited with bonus point each week if the following conditions are met. A) Your team is not short any weekly fees for that week. B) Defensive shots are marked in the box provided. C) The teams completed legible paper work is delivered to the assigned drop box, pool hall attendant, or mailed the next day. 14. Forfeits: Full team forfeits: FULL WEEKLY TEAM FEES ARE DUE FROM BOTH TEAMS 8-Ball: a team will receive 8 points plus 1 bonus point for a League match due to an opponent s full team forfeit. An individual player match forfeit is worth 2 points 9-Ball: a team will receive 60 points plus 10 bonus points for a League match due to an opponent s full team forfeit. An individual player match forfeit is worth 12 points NOTE: If determined by management that a complete team forfeit was done with intent to aid another team, it will be considered cheating and the offending players will face possible 30 day suspension or more. If a team drops from the League at any time during the session, their matches played count, and all remaining scheduled matches will be awarded to the opposing teams by way of a bye. In the event of a forfeit each team will be responsible for their full weekly fees. Any team caught trying to manipulate the system will be called on cheating and will be dealt with accordingly. 15. Byes: If your division has a bye in the schedule, your 8-Ball team will receive (8) points plus bonus point for a bye. In 9-Ball your team will receive (60) points and 10 bonus points for a bye. Teams are not required to pay weekly fees when scheduled for a bye. 16. Make-up matches: We do allow make-up matches but the opposing team must agree to it. Unless special approval is granted by League Management due to very unique circumstances, a team requesting a make-up match must complete it within two weeks of the original match. There will be no make-up matches in the last 4 weeks of the session.

4 17. Make-up Matches for Qualified Players or Teams participating in an APA Championship If four (4) or more players from one team have qualified to participate simultaneously in a World Pool Championship or Poolplayer Championship event in Las Vegas, the team will have plenty of time to schedule a required make-up match or matches with the opposing teams they are scheduled to play during their absence. These make-up matches are to be rescheduled and played prior to the regularly scheduled match. For players that decide to go to any APA Championship for which there is no standard weekly format (i.e. Scotch Doubles events, Mini Mania, etc.). In these situations, absences may result in forfeited games if a make-up match cannot be arranged. 18. Returned checks: A $20.00 service charge will be assessed for each returned check. If this should happen more than once we may request payment by cash for all future matches. 19. Division Reps & Handicap Review Committee: A Division Representative will be appointed by the League Office. HRC persons shall remain anonymous in future elections to protect the Leagues handicap integrity. Division Reps will be called on to perform meetings, mailings and communicate League information to all Team Captains. These people will meet with me to discuss and resolve non-business related League problems and make recommendations on player skill levels at least once each session. 20. Travel Assistance fund: All teams shall contribute to the travel fund. The travel fund is used for the sole purpose of assisting with travel expenses to participate in the APA World Pool Championship in Las Vegas and not a cash prize. Winning teams must participate to receive any portion of the fund. Partial payment will be made upon confirmation of airfare and hotel accommodations. Receipts must be submitted to the League Office to receive all available funds. Any team unable to fulfill travel requirements will forfeit to the runner up. Forfeiture of funds already paid is also a possibility and the League Office assumes no liability for these funds already paid. 21. Once a team has qualified for the Local Team Championship they must finish in the top 50% in the following seasons. If they don t do this they will be reviewed to make sure all players are playing to their best ability. If they qualify in the Spring session they must remain playing in the following Summer session unless approved by the Bay Area APA office. 22. IF A COACH ASKS A PLAYER IF HE WANTS A TIME OUT, A TIME OUT MUST BE TAKEN. THE COACH NEEDS TO REMAIN AWAY FROM THE MATCH TABLE UNTIL A COACH IS CALLED. THEY ARE NOT TO WALK AROUND THE GAME TABLE AND THEN DECIDE TO CALL A COACH OR NOT. IF A PLAYER ASKS A COACH FOR A TIME OUT THEN THE COACH MAY REFUSE TO TAKE A TIME OUT. 23. A player may not pull a ball from the pocket or use any other ball to place it on the match table and see if there is clearance for a shot or to see if there is room for a ball to get through a certain spot. 24. We accept players 18yrs and older; however we must abide by the Host Locations rules. 25. For divisions we drop off and pick up ourselves, the completed score sheets and weekly team fees must be at the match site at the time of pick up or your team will not be rewarded a bonus point. The divisions that are mailed with pre-addressed and stamped envelopes your sheets must be received by mail within 4 days following your night of play to receive bonus points. 26. MVP awards will be given to 1 member from each team. Teams will be given a ballot at the end of every session to select the player whom they want to receive the MVP award. Any criteria may be used. Examples are: scorekeeper, best attendance, highest win percentage, best sportsmanship or anyone on the team that you feel deserves special recognition for their contribution to the team.

5 27. Severe Weather Policy: If league play is cancelled due to severe weather you will be allowed 2 weeks to complete all make up matches. If league is cancelled in the last 4 weeks we will shorten the session for those weeks. 28. Refusal to Do Business: At any time, at the sole discretion of the League Operator, Bay Area APA can refuse to do business with any individual regardless of whether the individual s APA membership is in good standing. Most often, players who are unwelcome in the League will be those who are disruptive to the League, repeatedly complain about handicaps or who otherwise deride the League in public.
