This promotion is sponsored by Ontario Lottery and Gaming Corporation (OLG) and is open to residents of Canada and the United States of America, who are nineteen (19) years of age or older who are not self-excluded and/or trespassed patrons, as determined by OLG, and excludes employees of any of the following: OLG, the Alcohol and Gaming Commission of Ontario (AGCO), and OLG s advertising, contest and promotion management agencies. 2. The chances of being selected in any draw at a Site are dependent on the number of entries received for that draw at that Site. 3. Newspaper Free Standing Insert ( FSI ): FSIs are available in various local newspapers throughout Ontario. Beginning on Tuesday March 1, 2011 at Site opening or 9:00 a.m. (whichever is later) up to 11:30 p.m. on Thursday March 31, 2011, you may submit a License To Win Newspaper FSI at the Winner s Circle Rewards desk or promotion booth (where available) at any participating Site. Each Newspaper FSI is redeemable at the Site for one (1) Instant Prize, one (1) Pit Pass and one (1) qualifying ballot for a chance to win an invitation to the Grand Prize Event at that Site. If the prize is a Cash Instant Prize, the Site representative will issue a Cash voucher to the patron, redeemable at that Site s Cage Cashier. All other Instant Prizes will be awarded to the patron at the time of redemption, by the Site representative. Should Instant Prize quantities not be available at the time of the License To Win 2011 Promotion: Final Rules Page 1 of 12

redemption, the winner s name and prize won will be documented by the Site representative to award the prize upon restock of the Instant Prize(s). All Newspaper FSIs will be collected by the Site representative upon redemption. Mail in requests must be received no later than March 21, 2011 to allow for a sufficient mail delivery time frame, but OLG cannot guarantee timely mail delivery. 6.1 2011 Canadian International Auto Show Free Standing Insert ( Auto Show FSI ): Beginning on February 18, 2011 at the 2011 Canadian International Auto Show at 10:30 a.m. up to 6:00 p.m. on February 27, 2011, patrons can approach the OLG booth and receive an Auto Show FSI (while quantities last) to enter the License To Win promotion from Tuesday March 1, 2011 at 9:00 a.m., or Site opening (whichever is later) to Thursday March 31, 2011 at 11:30 p.m. All Auto Show FSIs are redeemable at any participating Site. A total of 50,000 Auto Show FSIs will be available to be handed out (while quantities last). Each Auto Show FSI is redeemable at the Site for one (1) Instant Prize, one (1) Pit Pass and one (1) qualifying ballot for a chance to win an invitation to the Grand Prize Event at that Site. All Auto Show FSIs will be collected by the Site representative upon redemption. Limit: One (1) Auto Show FSI redemption per patron, per promotional period. 6.2 Newspaper Coupon: Beginning on Tuesday March 1, 2011 at Site opening or 9:00 a.m. (whichever is later) up to 11:30 p.m. on Thursday March 31, 2011, any day, you may submit a License To Win promotional newspaper coupon (or a reasonable handdrawn facsimile thereof) at the Winner s Circle Rewards desk or the promotions booth (where available) at the Site. Each newspaper coupon is redeemable at the Site for one (1) License to Win FSI. Each License to Win FSI is redeemable at the Site for one (1) Instant Prize, one (1) Pit Pass and one (1) qualifying ballot for a chance to win an invitation to the Grand Prize Event at that Site. All newspaper coupons (or facsimiles) will be collected by the Site representative upon redemption. Limit: One (1) newspaper coupon (or facsimile) per person, during the promotional period. 7. License to Win Microsite Online Voucher (Winner's Circle Rewards members only): Beginning on Tuesday March 1, 2011 at 12:01:00 a.m. to Thursday March 31, 2011 at 11:29:59 p.m., eligible patrons who are residents of Ontario and 19 years of age or older, may visit www.olglicensetowin.ca to print the License to Win microsite online coupon (or facsimile). Winner s Circle Rewards ( WCR ) card: Beginning on Tuesday March 1, 2011 at Site opening or 9:00 a.m. (whichever is later) up to 11:30 p.m. on Thursday March 31, 2011, every day, Winner s Circle Rewards members may present his or her valid WCR card at the Winner s Circle Rewards desk or the promotions booth (where available) or Winner s Circle Rewards Express Kiosk at the Site. A Site representative will swipe the WCR card and, if the WCR member has not yet received a qualifying ballot ( WCR Qualifying Ballot ) that day, the WCR member will be eligible to receive one (1) WCR Qualifying Ballot for a chance to win an invitation to the Grand Prize Event at that Site. Limit: One (1) WCR Qualifying Ballot per patron, per day during the promotional period. 9. WinnersCircleRewards.ca Cruise for Cash Online Contest (open only to eligible online active WCR members): Beginning Tuesday, March 1, 2011 up to and including 11:59:59 p.m. Monday, March 28, 2011; eligible WCR members may, once per promotional day, play the online Cruise for Cash game available at winnerscirclerewards.ca to receive an electronic entry for the online draws. Eligible WCR members must have a valid and active online account to be able to participate. Limit: One (1) electronic entry per day throughout the microsite promotional period. Maximum of seven (7) entries per week per participant. Entries are accumulated for each week of plays weekly draws and the grand prize draws. Entries are not accumulative for each week s electronic draw. Get Spotted and Win Floor Sweep: Beginning on Tuesday March 1, 2011 at Site opening or 9:00 a.m. (whichever is later) up to 11:30 p.m. on Thursday March 31, 2011, every day, additional Qualifying Draw Ballots plus an instant prize will be available to be won by patrons showing their Pit Pass on the Gaming Floor (but not necessarily playing), while the floor sweep takes place at the Site. Floor Sweeps will take place twice per day at times to be determined by the Site. Limit: one (1) Qualifying ballot and one (1) instant prize per patron per Floor Sweep time 10.1 Instant Prize: While the floor sweep takes place at the Site patrons spotted wearing a Pit Pass on the Gaming Floor (but not necessarily playing), will be eligible to receive an instant prize (approximate retail value two dollars ($2.00 CAD) in a addition to the bonus Qualifying Ballot. Limit: one (1) instant prize and one (1) bonus Qualifying Ballot per patron per floor sweep time. License To Win 2011 Promotion: Final Rules Page 3 of 12

10.2 Floor sweeps will last for thirty (30) minutes or until all instant prizes have been given away (see below for availability), whichever comes first. The only exception is if a patron provides a broken Pit Pass to a WCR representative, at which time the Pit Pass will be exchanged for new Pit Pass, subject to availability. FSI INSTANT PRIZES: 11. The following instant prizes are available to be won on the License to Win FSIs: Instant Prize Matrix Item Quantity % $5 (CAD) Cash 675,615 32.55% $10 (CAD) Gas Card 317,985 15.32% $25 (CAD) Cash 121,216 5.84% Bonus Qualifying Ballot 960,805 46.29% Total 100% 11.1 All FSIs, Prizes and ballots expire on Thursday March 31, 2011 at 11:30 p.m. 11.2 All prizes are subject to availability, and OLG has the right to substitute prizes with a prize of equal value at any time without notice, while quantities last. Cash vouchers are redeemable at the Site of issue only, and within the time stipulated on the voucher. 11.3 In the event the barcode area on the FSI is not usable or not readable, the Back Up Method (as per rules 12 to 16) will supersede the FSI to determine instant prizing for each barcode malfunction. OLG is not responsible for any damaged FSIs. BACK UP METHOD PROCEDURES FOR BARCODE MALFUNCTIONS: 12. If the FSI barcode malfunctions in any way that renders it unusable or unreadable, the patron who submitted it may (sight unseen by him/her) choose one (1) chip with a barcode from the back up method bag, while supplies last. 13. The Site representative will provide a bag with chips to be drawn by the patron. The chip drawn represents the instant prize the patron will receive. In all cases, the barcode on the chip drawn by the patron determines the prize. 14. Patrons may only draw one (1) chip, one (1) time from the bag. 15. If the chip barcode is not readable, patron will redraw from the bag and the not readable chip will be removed from the bag. 16. The available instant prizes to be won and odds of winning by using the back up method are referenced in rule #11. DAILY QUALIFYING DRAWS TO ATTEND THE GRAND PRIZE EVENT (ALL SITES EXCEPT WESTERN ASSOCIATE SITES): 17. In order to be eligible, Qualifying Ballots for the Daily Qualifying Draw must be completed in full and deposited into the designated draw drum, at that Site, by the contestant. Ballots may be deposited any time during the promotional period: Tuesday March 1, 2011 to Thursday March 31, 2011. The ballot drum will close at 11:30 p.m. daily to allow for the qualifying draw process to take place at 11:45 p.m. Every day at 11:45 p.m. from March 1, 2011 until March 31, 2011, the Daily Qualifying Draw will take place at each Site. License To Win 2011 Promotion: Final Rules Page 5 of 12

18. Ballots must be fully completed and deposited at the Site at which they were issued. Incomplete/spoiled/illegible ballots will be disqualified. The ballot drum will reopen at 11:59 p.m. to allow for ballot deposits after the Daily Qualifying Draw is completed. No ballots may be deposited in the ballot drum between 11:30 p.m. and 11:59 p.m. daily. 19. After each Daily Qualifying Draw has been completed, two (2) back-up ballots will be drawn for each primary ballot selected to be used in the event the primary ballot is disqualified. 20. Ballots selected during each Daily Qualifying Draw will not be placed back into the draw drum after the draw. Ballots deposited in the drum qualify only for the first upcoming draw time following such deposit. They will not qualify for subsequent draws (if any) and the draw drum will be emptied after each Daily Qualifying Draw. The draw drum will be closed to deposits shortly before and after each Daily Qualifying Draw as per the times noted in Rules #17 and #18 to allow for the completion of the drawing process, and will be closed permanently and removed following the last Daily Qualifying Draw of the promotion, taking place at 11:45 p.m. on March 31, 2011. WEEKLY QUALIFYING DRAWS TO ATTEND THE GRAND PRIZE EVENT (HANOVER, DRESDAN, CLINTON AND WOODSTOCK ( WESTERN ASSOCIATE SITES ONLY): 21. In order to be eligible, Qualifying Ballots for the Weekly Qualifying Draw must be completed in full and deposited into the designated draw drum, at that Site, by the contestant. Ballots may be deposited any time during the promotional period: Tuesday March 1, 2011 to Thursday March 31, 2011. The ballot drum will close at 11:30 p.m. on the date of the Weekly Qualifying Draw to allow for the qualifying draw process to take place at 11:45 p.m. Every week, the Weekly Qualifying Draw will take place at each of the Western Associate Sites on the following dates and times: Tuesday, March 8, 2011 at 11:45 p.m. Tuesday, March 15, 2011 at 11:45 p.m. Tuesday, March 22, 2011 at 11:45 p.m. Thursday, March 31, 2011 at 11:45 p.m. 22. Ballots must be fully completed and deposited at the Site at which they were issued. Incomplete ballots will be disqualified. The ballot drum will reopen at 11:59 p.m. to allow for ballot deposits after the Weekly Qualifying Draw is completed. No ballots may be deposited in the ballot drum between 11:30 p.m. and 11:59 p.m. on the dates of the Weekly Qualifying Draw. 23. After each Weekly Qualifying Draw has been completed, two (2) back-up ballots will be drawn for each primary ballot selected to be used in the event the primary ballot is disqualified. 24. Ballots selected during each Weekly Qualifying Draw will not be placed back into the draw drum after the draw. Ballots deposited in the drum qualify only for the first upcoming draw time following such deposit. They will not qualify for subsequent draws (if any) and the draw drum will be emptied after each Weekly Qualifying Draw. The draw drum will be closed to deposits shortly before and after each Weekly Qualifying Draw as per the times noted in Rules #21 and #22 to allow for the completion of the drawing process, and will be closed permanently and removed following the last Weekly Qualifying Draw, taking place at 11:45 p.m. on March 31, 2011. 27. After all primary ballots have been drawn, two (2) back-up ballots will be drawn, to be used in the event primary selected entrants are disqualified or ineligible. 28. You may win a Daily/Weekly Qualifying Draw more than once during the promotion; however you may only attend one (1) Grand Prize Event. Once the qualifier has confirmed attendance to the Grand Prize Event at one site, any invitations to additional Grand Prize Events at alternate sites will be forfeited. 29. Selected entrants do not have to be in attendance at the time of the Qualifying Draws in order to win. Attempts will be made to contact the selected entrant by announcing his or her name two (2) times over the Site s Internal Public Address System on the gaming floor immediately following the Qualifying Draw, for fifteen (15) minutes. If the winner is present at the site at the time of the Qualifying Draw, and he or she would like to claim the prize immediately, he or she must present a valid Government-issued photo I.D., or valid Government-issued I.D. with Winner s Circle Rewards card, in order to claim the prize. If the selected entrant is not in attendance, he or she will be contacted at his or her home phone number (as listed in the Winner s Circle Rewards database or as printed on the ballot for non-wcr members) the following day, between 8:00 a.m. and 9:00 p.m. continuing for up to five (5) days. In the event the Site is unsuccessful in contacting the selected patron, notification will be sent to the patron s address as listed in the Winner's Circle Rewards database to arrange a time to visit the Winner s Circle Rewards desk to claim his or her prize. OLG requests that the selected entrant accept their invitation by 11:59 p.m. on April 11, 2011 to claim his/her prize. However, if an eligible qualifier does show up on April 14, 2011 during the registration period then OLG will allow them to register and participate in the reveal ceremony. OLG is not responsible for any delays in the mail or lost mail. 30. No back-up selected entrant will be contacted if a primary selected entrant is eligible and has been notified by phone and registered mail or Canpar delivery. If a primary selected entrant is not eligible or does not qualify for the prize (as per Rules #1 and #3), then the process will be repeated to attempt to contact a back-up selected entrant (in the order in which the back-up entries were drawn should it be necessary in the event that one or more back-up entries are required). The same process will be followed when notifying the backup selected entrant(s) if eligible until 11:59 p.m. on April 11, 2011. 31. The selected entrant is responsible for returning any telephone message left by the Winner s Circle Rewards Representative or respond to the written notification (registered mail) within the time frame stipulated in the message or letter in order to remain eligible for the Qualifying Draw Prize invitation to attend the Grand Prize Event. 32. Once the entrant has been notified, he or she will have up to 11:59 p.m. on April 11, 2011 to respond and claim the Qualifying Draw Prize at the Site. The winner must present a valid Government-issued photo I.D. or valid Government-issued I.D. with Winner s Circle Rewards card in order to claim the Qualifying Draw Prize. If the Qualifying Draw Prize is not claimed by 11:59 p.m. on April 11, 2011, the prize will not be awarded and OLG has no obligation to award any substitute prize. The selected entrant must attend the Grand Prize Event in person at the Site at which the winning entry was drawn (except that in the case of the Western Associate Sites, the invitation will be to OLG Slots at Western Fair Raceway s Grand Prize Event). The selected entrant must register in person at the License To Win Reception Desk located at the Grand Prize Event area at the Site on the day of the Grand Prize Event (April 14, 2011) and must attend in person. Site representative of his or her selected Delegated Finalist (as defined in Rule #36) prior to 11:59 p.m. on April 11, 2011, The Delegated Finalist must register in person during the Registration Period and attend the Grand Prize Event on the selected entrant s behalf. Delegated Finalists are not eligible to receive any prizes. 33. Ballots not completed in full will be disqualified. 34. The Qualifying Draw Prize invitation to the Grand Prize Event is not transferable, although in the event of serious illness or injury, a person may be delegated by the selected entrant to attend the Grand Prize Event on his or her behalf. See Rule #36 for more details. GRAND PRIZE EVENT APRIL 14, 2011: 35. At each participating Site, the Grand Prize Event will be held on April 14, 2011 at 8:00 p.m., at which time a total of twenty-two (22) Grand Prize 2011 Chevrolet Camaro vehicles are available to be won across Ontario. 36. In the event of serious illness or injury, a person may be delegated (the Delegated Finalist ) by the Qualifier to attend the Grand Prize Event on his or her behalf, all as determined by OLG and in accordance with such restrictions (including execution of a release(s)) as OLG may require. Any prizes will be awarded to the eligible Qualifier only. The Delegated Finalist is not entitled to receive any prize. Once received by OLG, all ballots, FSIs and coupons will be at all times the property of OLG and none will be returned. Any reference to "Slot Play" requires that the patron redeem the Slot Play offer at the Winner s Circle Rewards booth for a Promotion Ticket. Promotion Tickets (Slot Play) do not have cash value, and cannot be redeemed or exchanged for cash.
