2019 Irish Tarmac Junior Championship Regulations 1.0 CHAMPIONSHIP EVENTS: Rd 1: Galway International Rally 9 th February 2019 Rd 2: West Cork Rally 16 th 17 th March 2019 Rd 3: UAC Easter Stages Rally 19 th 20 th April 2019 Rd 4: International Rally of the Lakes 4 th 5 th May 2019 Rd 5: Donegal International Rally 21 st 23 rd June 2019 Rd 6: Ulster International Rally 16 th 17th August 2019 Rd 7: Cork 20 International Rally 28 th 29 th September 2019 2.0 ANNOUNCEMENTS: 2.1 The Tarmac Rally Organisers Association Ltd (TROA) in association with Rally Sports (Killarney) Ltd, Cork Motor Club, Galway Motor Club, Ulster Automobile Club, Donegal Motor Club Ltd, the Northern Ireland Motor Club Ltd. and the Munster Car Club Ltd. hereafter called the Organisers, will organise the 2019 Irish Tarmac Historic Championship which will be contested during the 2018 and 2019 Motorsport seasons. The Championship will be run in accordance with these Regulations, which will constitute the Supplementary Regulations for the Championship and (Appendix 15 of the 2018/2019 Motorsport Ireland Yearbook.) The Organisers reserve the right to issue additional statements clarifying items in these Regulations. Championship Permit number: P008/2019 has been granted by Motorsport Ireland. 2.2 The Championship will be known as the: 2019 ITRC Junior Rally Championship. These Regulations have been approved by Motorsport Ireland. 2.3 The Championship is promoted by the Tarmac Rally Organisers Association Ltd (T.R.O.A). 2.4 Championship points/positions will be published on the Championship Website www.irishtarmac.com after each event. Queries regarding allocation of points should be referred to the Championship Registrar within 10 days of the date of such publication. In the event of no queries regarding the allocation of points being received by the championship Registrar individual event results and overall championship
standing s will be deemed final 10 days following publication of the results as referred to above. 2.5 The Organisers of qualifying events retain the sole right to select and accept entries for their event and the Championship Organisers cannot be held responsible for the refusal of an entry. 2.6 Queries & Protests: 2.6.1 Queries: Complaints and queries in relation to the Championship shall be made in writing to the Championship Registrar who shall publish a decision on the matter/s within seven days. 2.6.2 Protests: Protests may be made in relation to matters which have been the subject of a decision by the Registrar of the Championship. Such protests shall be subject to a time limit of 14 days after the publication of the decision of the Registrar. Such protests shall be addressed to the Championship Directors c/o Motorsport Ireland and must be in writing and accompanied by the appropriate fee. 2.7 These Regulations supersede all previous Regulations Issued by the Tarmac Rally Organisers Association Ltd. 3.0 ELIGIBILITY: 3.1 Eligibility for the Championship is open to all competitors who hold suitable competition licences valid for these events, have the approval of their ASN (National Sporting Authority) and M.I where applicable and drive a car eligible for the particular counting round and listed in Article 5, Vehicle Categories and Classes. Previous Junior Championship Overall winners are not eligible to score points in the Junior Championship 4.0 REGISTRATION: 4.1 Drivers and Co-Drivers will be required to register for the Championship and, in addition, will be required to carry Championship Logos on their car throughout the series. These Championship stickers must be displayed only on the door panels of competing cars and the front of the bonnet of competing cars. In the event of the front of the bonnet having been sold to a sponsor an alternative position on the bonnet may be used. This alternative position MUST BE AGREED WITH THE CHAMPIONSHIP MANAGER. The onus is the Competitor to comply with this regulation.
Failure to display the required championship stickers / decals will result in a fine of 100.00. Competitors must register before the 21st June 2019 (i.e. before the start of the fifth round of the Championship). Only Registered competitors will be awarded points. Points will not be awarded retrospectively. Registration will be available online at www.irishtarmac.com and at documentation scrutiny where competitors will be expected to complete registration. The final deadline for completion of registration on any event will be the conclusion of the Competitor Safety Briefing. If no Competitor Safety briefing is held, the deadline for registrations will be the due start time of the first Historic competitor. All registration monies owed must be paid at the time of registration or prior to the competitor safety briefing on the first event. If there is no safety briefing, then registration monies owed must be paid before the due start time of the first competitor. 4.2 The Registration fee for each competitor will be 50.00 Euro or 45.00 Sterling 4.3 In registering for the Championship all competitors are bound by these Regulations. 4.4 The Championship is confined to cars complying with Article 5 Vehicle Categories & Classes. Competitors best scores in 5 out of 7 rounds will be used to calculate the final positions. In the event of only 6 rounds being run only the best 5 will count. If only 5,4 or 3 rounds are run then all5, 4 or 3 rounds will count. If less than 3 rounds are run, this element of the championship shall be abandoned for the current year. The ITRC reserve the right to cancel the Championship at any time. 4.5 In the event of the abandonment of any element or all of the Championship, all funds and registration fees accruing shall be held within the ITRC accounts. There shall be no refunds under any circumstances. 4.6 In registering for the Championship all competitors are bound by these Regulations. 4.7 Where the driver is under 26 years of age on the 1 st January of the year in which the event takes place. 5.0 VEHICLE CATEGORIES: 5.1 The ITRC Junior Championship is only open to competitors in the following classes which are listed below. Class J.1 Description All Normally Aspirated Cars up to 1450cc, 2 wheel drive, and complying with with Appendix 2 and 29.1 of the Motorsports Ireland yearbook 2019 and the Motorsport Ireland Junior Technical Regulations. J.2 All Normally Aspirated Cars from 1451cc up to 1650cc, 2 wheel drive, (incl. Super 1600 and Kit car variant 1600), and complying with with Appendix 2 and 29.1 of the Motorsports Ireland yearbook 2019 and the Motorsport Ireland Junior Class (16 & 16A) Technical Regulations. Forced Induction - 1000cc Turbo Diesel cars ONLY are permitted, 2 wheel drive, and complying with with Appendix 2 and 29.1 of the Motorsports Ireland yearbook 2019 and the Motorsport Ireland Junior Class (16 & 16A) Technical Regulations. All other Forced Induction Cars are prohibited 5.2 There are no Championship tyre regulations. Competitors attention is drawn to the regulations governing tyres as published in the event regulations for each event in the series. 6.0 SCORING: 6.1 The scoring of points will be confined to registered competitors whose scores will be counted towards their final positions. Points will be awarded separately in both championships to drivers and co-drivers. 6.2 Scoring Divisions in the 2019 ITRC Junior Rally Championship shall be: Overall To the overall positions in the qualifying events classifications Classes To the overall positions in each class in the qualifying events classifications 6.3 All class and overall points will be awarded in accordance with the qualifying events signed official and final classifications.
6.4 Points will be awarded as follows for all events except the Cork 20 Junior Rally, ( ref: art. 6.5 ) Overall Classification: All Category and Overall Points will be awarded in accordance with the qualifying events signed official and FINAL classifications. This final classification will include crews who have completed the event under Rally 2 Regulations. Crews who complete the event under Rally 2 Regulations will be eligible for the awarding of Championship points. In order to be eligible to score championship points under Rally 2 rules on Motorsport Ireland permitted events, Rally 2 finishers must comply with Appendix 29 Article 13 of the Current M.I yearbook. 17 / 14 / 12 / 10 / 8 / 7 / 6 / 5 / 4 / 3 points will be awarded for overall classification first to tenth place respectively. 1.5 points will be awarded to every other classified finisher. Class Awards: 17 / 14 / 12 / 10 / 8 / 7 points will be awarded for class positions first to sixth respectively. 1.5 points will be awarded to every other classified finisher in each respective class. 6.5 Cork 20 Junior Rally: Fifty percentage bonus points will be allocated on the Cork 20 International Rally. As a consequence the scoring will be as follows on this event. Cork 20 Overall Classifications: 25.5 / 21 / 18 / 15 / 12 / 10.5 / 9 / 7.5 / 6 / 4.5 points will be awarded for overall classification and overall categories - first to tenth place respectively. 2.5 points will be awarded to every other classified finisher Cork 20 Class Awards: 25.5 / 21 / 18 / 15/ 12 / 10.5 points will be awarded for class positions first to sixth respectively. 2 points will be awarded to every other classified finisher in each respective class. 6.6 Alterations to the number of counting rounds or dates shall be decided by the ITRC Management. (Appendix 15, Article 2.4 of the Motorsport Ireland Yearbook applies). 6.7 If an event or part of an event is cancelled due to Force Majeure, Championship Points will only be eligible to be awarded once 50% of the Total Stage Mileage of the said Event is completed.
7.0 PENALTIES: 7.1 In accordance with the individual event regulations, the individual qualifying event organisers reserve the right to seal and examine cars to prove their eligibility in their class. Should any car be deemed to be ineligible for its class by the organisers of either the qualifying event or the Championship, then irrespective of any action taken by event organisers, the Championship promoters shall exclude the driver and co-driver concerned from the Championship in relation to that event and they shall forfeit all 7.2 Any competitor who is excluded from the results of an event for a breach of servicing / support regulations or a breach of reconnaissance regulations or whose vehicle is excluded from the results of an event for a breach of technical regulations must count that event as one of the events contributing to his/her total championship score, thus forfeiting all championship points, prize money and awards associated with that event. These penalties will be applied automatically by ITRC after the process of protest and appeal has been completed. 8.0 TIES: 8.1 Ties will be resolved by reference to the tying competitor s results within the General Classification, the Category or Class where the tie exists by applying the four tests in the table below in the following order. Test 1: In favour of the competitor with the highest number of highest scores, second highest scores and so on taking into account all relevant rounds of the Championship. Test 2: In favour of the competitor with the highest score in his / her first scoring event in relevant rounds. Test 3: In favour of the competitor with the highest position in the Overall Results of his / her first relevant scoring event. Test 4: In favour of the competitor with the highest position in the Overall Results in the first relevant qualifying event in the series as run.
9.0 AWARDS: 9.1 To qualify for any of the following awards competitors must start at least three rounds and be classified as a finisher in two rounds of the championship in their respective class.
