Report on development programs and events (June 2016 September 2017) Mr. and Mrs. Presidents WAA Member Associations and Associates Members The following report summarizes the activities carried out by World Archery Americas from the moment we met in San Jose, Costa Rica, in May 2016, to the present. The main areas covered in the report are Membership and Governance, Development actions of various types, and Events held in the Americas plus others contested in other parts of the world with participants from our continent. The information provided in the report is, for the most part, factual, and does not in many cases include an assessment of the outcomes. During our General Assembly in Mexico, we will be more than happy to answer any questions that may arise from the delegates in attendance, and will provide more information regarding the feedback received from participants in the seminars, missions, training camps and events. Membership and Governance World Archery Americas currently has 32 Members Associations and 2 Associate Members. Two French territories in the Caribbean, Guadeloupe and Martinique, became our Associate Members in April 2017, and are now eligible to compete at the Central American and Caribbean Games if they qualify. A new National Federation has requested to become a World Archery member: St. Kitts and Nevis. Once accepted by World Archery, it will become a WAA Member as well. We have been informed that there is archery activity in Jamaica and Belize, and have tried to establish contact with them, but we have not been able to move ahead due to lack of reply from these countries. We are very concerned by the fact that at least 5 of our Members are practically inactive. They do not hold national tournaments and have very few or no active archers. One of these countries has not paid their WA affiliation in 2017, and is liable to be expelled. World Archery has embraced the principles of Good Governance outlined by the International Olympic Committee, and we, World Archery Americas, have adopted them as well. We need Member Associations whose administration is transparent, democratic, efficient and communicative.
World Archery Americas collected the replies to a survey we prepared to be able to gauge where our Member Associations were in many areas. 28 of our 32 members replied. The following areas showed that there is still a lot to do in many of our Federations: 10 national federations reported that they do not have a strategic plan 9 MAs admitted to having low knowledge of sports management. 15 said their knowledge is not very high. When asked in which areas they believe they need to work on, they mentioned sports management, marketing in sports, strategic planning, event organization and fund-raising. 11 indicated that they do not have a website. 5 do not hold national championships 11 do not keep any contact with the media to promote archery 16 do not make use of the IANSEO system, despite the fact that it can be used for free. Regarding the percentage of women participants in their national events, 3 indicated that it is only 10 percent, and another 15 said it was 30%. 12 Federations do not have a coach training program. 13 Federations do not have a judge training program. 18 Federations do not have para-archers Some months later, World Archery opened an on-line survey mainly aimed at getting information on how its Member Associations govern the sport in their countries. This survey rendered that issues regarding transparency and democracy are still present in some WA Members, including some in the Americas. In addition, regarding efficiency, it is worth mentioning that some of our Members: Miss the registration deadlines for World Archery and World Archery Americas events. Do not know the procedure to register national tournaments in the WA calendar. Do not know the online procedure to register archers. World Archery Americas has continuously provided assistance to member associations that have requested help in handling some of the above issues. The following national federations held elections in this period: Bolivia, Peru (twice), Uruguay, Brazil, Mexico, Puerto Rico, Paraguay, Argentina, Cuba and Colombia.
Development Meeting with the Caribbean Federations The first regional meeting of National Federations and Associate Members of the Caribbean was held in Manati, Puerto Rico, on May 3. The main goal was to discuss the current situation in the Caribbean and the future development plans for this important part of the Americas. The agenda included the following topics: 1. Presentation by the WAA Secretary General a. WAA and the Caribbean current situation b. Issues arising from the Sept. 2016 questionnaire c. Associate Members and their integration d. Qualifiers for the 2018 Central American and Caribbean Games 2. Archery Development in the Caribbean the way forward a. Development plans their continuous assessment and redesign b. Programs for young archers c. Administration and communications d. Equipment donations and special pricing for purchases e. Seminars (coaches, judges) f. Preparation for future events 3. Continuity of the Caribbean Development Championship 4. Presentation on Para Archery development by International Classifier Nancy Littke The meeting is conducted by Sergio FONT, WAA Secretary General. Also present are Nancy LITTKE (Member of WAA Medical Committee and International Classifier), Barbara HERNANDEZ (Chair of the WAA Development Committee), and Phil GRAVES (Member of WAA Development Committee). Coach Education and Assessment system World Archery Americas prepared and published our Coach Education and Assessment System, which has been distributed to all of our National Associations. This is the result of several months of hard work of Mr. Phil GRAVES, who is a member of our Development Committee. After having submitted several working versions of the System to our General Assemblies in Colombia and in Costa Rica, and having analyzed and incorporated the input
received from coaches, archers and other people with knowledge of archery and pedagogy, Phil concluded this important job. This System is intended to provide guidelines for National Federations in their design of National Coach Education and Assessment programs in their own countries. It will also be used in our Continental Seminars from now on. It may be used by the National Federations which indicated in the survey that they do not have a coach education system. The System is flexible, but despite its flexibility for application, it outlines a number of very precise competences for the coaches to develop, which are not limited to the knowledge of archery form and equipment. One very important feature of this System is the fact that it considers coach education as a process that aims at creating a coach with many values and a whole lot of knowledge and skills that go beyond teaching an archer how to use his body to pull the string. We would like to encourage all of our National Federations to adopt this System as the basis for their own National Coach Education Programs, and provide feedback to us on how useful and practical it has been to use our System locally. Our most sincere thanks to Phil GRAVES, who took this job very seriously, and has implemented the partial results of his research in seminars he has conducted in the Americas while he was busy putting the System together. Scholarships Information on Olympic Solidarity Scholarships was distributed from the World Archery Americas office in April, 2017. This information included a variety of scholarships that can be applied for, and the procedure to do so. Only two archers from two countries in the Americas (Brazil and Canada) have been included on the list of pre-approved scholarships to prepare for the Tokyo Olympics. Two countries (Colombia and the Dominican Republic) received O.S. assistance to prepare and compete at the Youth World Championships. Paraguay received O.S. funding to bring Coach Ivan YOTOV and help prepare an archer for the Youth World Championships and assist in developing archery in the country. Equipment donations o Preparation for World Ranking Event in Puerto Rico, and for the Caribbean Championships (Chile, Virgin Islands USA, Virgin Islands UK, and Puerto Rico). World Archery and World Archery Americas distributed a document entitled Targeting Gold, intended to assist national federations in designing and implementing strategic plans. First Caribbean Development Championships With the purpose of further promoting archery in the Caribbean and bringing beginners to an international competition; WAA organized the first Caribbean Development Championships in conjunction with the Juan Enrique Barrios World Ranking Events. Forty-four archers from the Bahamas, the British Virgin Islands, Trinidad-Tobago, Puerto Rico and the Dominican Republic stood on the shooting line to fire their arrows at 30 meters. To guarantee equity in the equipment used by the participants, special regulations were applied regarding bows and their accessories. The best and longest-lasting outcomes of the event will surely be the enthusiasm of the participants and their desire to learn and improve their technical performance. The World Archery Americas Facebook account is the second most visited among the Continental Associations, but still needs more activity. 13 National Federations have active websites; 3 of them on the WAA platform as a result of our offer to assist.
