STATEMENT OF SAFETY & HEALTH RESPONSIBILITIES Administrative Practice The effective management f safety requires a clear delineatin f all lines f authrity within the rganizatin. There must be a clear understanding f the accuntability, respnsibility and authrity f all individuals invlved in the system. Emplyers, supervisrs and wrkers are all legally respnsible fr safety & health in the wrkplace and everyne must be individually accuntable fr carrying ut his r her respnsibilities. Rles and respnsibilities f varius parties in health and safety management are nt always well understd and require sme clarificatin. Authrity is the right t make decisins and direct the wrk f thers. The greater the authrity, the greater the respnsibility. T carry ut prgram respnsibilities, everyne must: Knw what their respnsibilities are. Have the authrity, resurces, time and pprtunity t carry them ut. Have the required knwledge (educatin, training, and experience). The Wrkplace Safety & Health Act, W210, sets ut the general duties f emplyers, supervisrs and wrkers. Cntractrs, cntracted emplyers and self-emplyed persns, prime cntractrs, wners and suppliers als have duties fr safety & health under the Act. Safety and health is nt an extra part f each jb, it is an integral cmpnent. Everyne must wrk tgether t ensure a safe and healthy wrkplace. This administrative practice is intended t prvide a summary f the divisin s arrangements fr managing health and safety and is intended t help thse invlved discharge their duties effectively. 1.0 BOARD OF TRUSTEES: The Bard f Trustees is respnsible fr establishing the plicy gverning the Occupatinal Health and Safety Prgram. Respnsibilities include: Prviding a statement f Plicy relating t the Health and Safety and prgram. The statement prvides a cmmitment and philsphy that sets levels f expectatins fr safety and health perfrmance thrughut the schl divisin. Ensuring the Health and Safety Prgram is being maintained and reviewed every three years.

2.0 EMPLOYER AND SENIOR MANAGEMENT RESPONSIBILITIES: Ensure the safety, health and welfare f all wrkers while at wrk, s far as is reasnably practicable. (W210 4.1 a) Prvide a statement f Plicy relating t the Safety Prgram. The statement prvides a cmmitment and philsphy that sets levels f expectatins fr safety perfrmance thrughut the divisin. It is als the respnsibility f the emplyer and senir management (Trustees, Superintendents, Directrs, etc.) t establish and maintain an effective safety and health prgram. (W210 7.4(5)a-l) Ensure all emplyees have knwledge f the safety and health prgram. Ensure all established safety and health plicies/practices are administered and enfrced in all areas. Empwer, supprt and prvide leadership in the develpment and cntinuus imprvement f the Health and Safety Management System. Prvide all resurces and equipment necessary t implement and maintain the safety and health prgram. Ensure that all wrkers, particularly supervisrs are acquainted with any safety r health hazards, which may be encuntered by the wrkers in the curse f their duties, and that the wrkers are familiar with the use f all devices r equipment prvided fr their prtectin. In the event f an accident, reprt accidents and cases f ccupatinal disease t the apprpriate authrity. (W210 A4.2c) Ensure that managers and supervisrs, freman, r similar, are trained, supprted, and held accuntable fr fulfilling their wrkplace safety & health requirements. Ensure that all the emplyer s wrkers are supervised by a persn wh is : Cmpetent, because f knwledge, training r experience, t ensure that wrk is perfrmed in a safe manner, and Is familiar with the Act & regulatins that apply t the wrk perfrmed at the wrkplace. (W210 A4.2h) Ensure wrkers have infrmatin, instructin, training, certificatin, supervisin, experience and facilities t d their jbs safely. (W210 4(2) b) Prvide and maintain a wrkplace, necessary equipment, guards, systems and tls that are safe and withut risks t a wrkers safety and health. (W210 4(2) a; MR217 Part 16 Sectin 16.5-16.7) Prvide infrmatin, instructin and training t a wrker t ensure, s far as is reasnably practicable, the safety and health f the wrker, befre the wrker: Begins perfrming a wrk activity at a wrkplace

Perfrms a different wrk activity than the wrker was riginally trained t perfrm; r Is mved t anther area f the wrkplace r a different wrkplace that has different facilities, prcedures r hazards. (W210 4(4) a-c) Cnduct wrk cntracts in such a way s as t ensure that persns nt in the emplyer s service are nt expsed t risks, t their safety r health, arising ut f r in cnnectin with activities in the wrkplace. (W210 4.2d) Ensure medical/first aid facilities are prvided as needed. (MR 217 Part 5) Set up an effective wrkplace safety & health cmmittee. Cnsult and cperate with the wrker safety & health cmmittee regarding the duties & matters that the cmmittee/ representative are charged with under the Act. (W210 4(2) e, f, 40) Ensure emplyee s wear r use prtective clthing & equipment that is required fr the safe and healthy perfrmance f the wrker s task r required t be wrn by the safety regulatins. Prvide cmplete instructin & training in the prper use & care f the PPE. (MR 217 Part 6) Cnduct safety inspectin as required. (W210 7.4(5) e) Cperate with the divisinal Safety & Health Officer. (W210 4(2) g) Cmply with the WS&H Act and Regulatins. (W210 4(1) b) 3.0 SUPERVISOR RESPONSIBILITIES: Supervisrs are knwn by many names principal, lead hand, freman, team leader, directr, manager, etc. But fr the purpses f ensuring the safety and health f the wrkers, the Wrkplace Safety & Health Act has added a definitin that applies, n matter what the title may be. And alng with the definitin, there are specific legal respnsibilities. The Act requires that a supervisr is smene wh is: In charge f a wrkplace. In charge f r has authrity ver a wrker. Supervisrs are in the best psitin t implement management s plicies, they are pivtal t the success f the cmpany and safety & health is a large part f that respnsibility. Custdial staff are under the direct supervisin f the Custdial Supervisrs. Hwever, under the Public Schls Act Principals are the ultimate authrity in each schl facility. As well, at the administratin and facilities buildings there are many different types f supervisrs. Sme have supervisr in their title while thers have different titles such as manager, superintendent and directr. Supervisrs must: Knw and apply Pembina Trails safety plicy, administrative practices and relevant ccupatinal health and safety legislatin.

Enfrce all established safety regulatins and wrk methds. Take all precautins necessary t prtect the safety and health f wrker(s) under his/her supervisin. Take crrective actin as necessary t ensure cnsistent cmpliance with the safety and health requirements. (W210 4.1(a) i) Ensure that wrker(s) under his /her supervisin wrks in a manner and in accrdance with the prcedures and measures required by the Act & Regulatins. (W210 A / 4.1(a)ii) Prvide training in the safe use and peratin f tls, machinery and equipment. Advise all emplyees f any ptential r actual dangers and hw t islate, prevent, r remve them. (W210 4.1b) Ensure that any machine r tl has safeguards in place that will prevent a wrker frm cming int cntact with mving parts n the machine r any ther hazard that may pse a risk t the wrker. (MR217 Part 16) Ensure that all new-hires receive a "Safety Orientatin and a jb site rientatin, befre they are allwed t start wrk r are mved t a different wrkplace and ensure that nly authrized, adequately trained wrkers perate equipment. (W210 4(2) c) Maintain a gd husekeeping standard and ensure equipment is prperly maintained. (MR217 Part 2, 16) Regularly inspect their areas fr hazardus cnditins. (MR217 Part 2). Prmptly crrect any unsafe wrk practices r hazardus cnditins. Take crrective actin t ensure physical cnditins, which are liable t cause r have caused accidents are crrected. (MR217 Part 2) Frmulate specific rules and safe wrk prcedures fr activities falling under their areas f supervisin. Ensure all emplyees use all prtective devices and prcedures required by the divisin and by legislatin t prtect their health and safety. (W210 4.1(a)iii) Reprt all accidents immediately using the apprpriate divisinal frms. Investigate all accidents in cperatin with the divisinal safety fficer and implement prcedures that will minimize the re-ccurrence f a similar accident. (MR217 Part 2, 16 and internal admin practice/plicy) Prtect the integrity f any incident scene. (MR217 Part 2) Ensure all injured emplyees are immediately prvided with first aid care. Arrange fr medical treatment as required, in the case f injury r illness, including transprtatin t a dctr r hspital as necessary. (MR217 Part 5) Requisitin all first aid supplies and equipment (MR217 Part 5). Pst all safety cmmittee minutes, bulletins, safety psters and safety rules and regulatins. (MR217 Part 3, W210, 40)

(W210 4.1d) 4.0 WORKER RESPONSIBILITIES: All wrkers have fur essential rights: the right t participate in the prtectin f their wn health and safety; the right t knw abut infrmatin that will prtect them; the right t refuse unsafe wrk; and the right t prtectin frm discriminatin fr exercising their rights and acting in the best interest f safety. In additin t these rights, wrkers have the fllwing respnsibilities: Read, understand, and cmply with Pembina Trails safety plicy/prgram, administrative practices, safe wrk prcedures/jb prcedures and the WS&H Act & Regulatins. Prperly use and adequately care fr persnal prtective equipment and prtective clthing required t be wrn by Pembina Trails r required t be wrn/used by the WS&H Act and Regulatins. Fllw all safe wrk prcedures and take an active part in practicing safe and healthy wrk habits. Ntify his/her supervisr f any unsafe cnditins r acts that may be f danger t ther wrkers r himself/herself. D nt remve any safeguard r make them ineffective. Ensure safeguards are in place n all equipment/systems/and tls prir t use. Reprt any brken/defective safeguards immediately t their supervisr and cease using it until it has been repaired/replaced. Reprt all accidents, incidents, injuries, and near misses n matter hw minr t his/her supervisr as sn as pssible and btain medical attentin. Take every reasnable precautin t prtect their wn safety and health and the safety and health f ther affected by their actins. Cnsult/cperate/participate with the wrkplace safety & health cmmittee/representative. Cperate with/participate in accident/incident investigatins and vilent incident investigatins. Participate in staff meetings and ther safety related meetings. Maintain gd husekeeping in their respective wrk areas. Refuse wrk if their persnal safety r the safety f thers is in danger. Wrk and act safely and help thers t wrk and act safely.

Cperate with the divisinal Safety & Health Officer. (W210 5 f). Cmply with the Act and Regulatins. (W210 4.1d) 5.0 STUDENT RESPONSIBILITIES: It is the respnsibility f all students t: Use reasnable care s as t prtect their wn safety and health and the safety and health f thers affected by their actins. Cnduct all schl activities in accrdance with the schl divisin s safety and health plicies, administrative practices and prcedures. Seek guidance frm their teachers cncerning safety-related knwledge and skills required t ensure the safe and healthy perfrmance in their schl related activities. Prperly use and adequately care fr any persnal prtective equipment that is required fr their schl activities. Immediately reprt any accident, injury r unsafe cnditins t the apprpriate supervisr. 6.0 SUB-CONTRACTORS/TRADE CONTRACTORS RESPONSIBILITIES: Cntractrs/sub-cntractrs n any Pembina Trails prperty are respnsible fr the health and safety f their wrkers as regulated by WS&H acts and regulatins. Subcntractrs are bligated t familiarize themselves with and t fully cmply with all laws, regulatins and cdes f practice cncerning safety. All cntractrs/sub-cntractrs must fllw the legal respnsibilities utlined belw: Cmply with Pembina Trails safety plicy, administrative practices, safe wrk prcedures and rules. Cperate with the wner, cntractr, prime cntractr, ther cntracted emplyers, selfemplyed peple, and the wrkplace safety & health cmmittees in prtecting the safety and health f everyne in the wrkplace. Cnduct their wrk in a way that des nt endanger anyne s safety health. C-rdinate, rganize and versee the perfrmance f all wrk n the cnstructin prject site. Supervisrs must be present at all times when cnstructin wrkers are n site. Prvide infrmatin that culd affect the safety & health f thers at the wrkplace. Befre cmmencing wrk, cntact the prject supervisr/freman fr instructins regarding perating hazards and applicable safe wrk prcedures fr that particular jb site.

Attend n-site safety meetings. Have an understanding f, and be in full cmpliance with Pembina Trails cntractrs prgram. Deviances frm any f the plicies withut advance authrizatin f the schl divisin will nt be acceptable. Cperate with the divisinal Safety & Health Officer. Cmply with the WS&H Act and Regulatins. (W210 4.1d) 7.0 SAFETY & HEALTH COMMITTEE DUTIES: The rle f the safety & health cmmittee must nt be cnfused with the respnsibilities f the supervisr r emplyer. The cmmittee brings tgether wrkers in-depth practical knwledge f specific jbs and manager s knwledge f the rganizatin t prvide input and advice n safety and health matters. The cmmittee shuld als mnitr the wrkplace safety system t ensure that is wrking prperly. The cmmittee prvides input and advice, but the emplyer remains ultimately accuntable fr the final decisin. Under the Wrkplace Safety & Health Act, the safety and health cmmittee has the fllwing duties: The receipt, cnsideratin & dispsitin f cncerns, cmplaints, incidents & accidents. Participatin in the identificatin f risks t the safety r health f wrkers r ther persns, arising ut f r in cnnectin with activities in the wrkplace. The develpment and prmtin f crrective measures t prtect the safety, health and welfare f persns in the wrkplace and determining the effectiveness f such measures. The maintenance f recrds in cnnectin with the receipt and dispsitin f cncerns and cmplaints and the attendance t ther matters relating t the duties f the cmmittee. The develpment and prmtin f prgrams fr educatin and infrmatin cncerning safety & health in the wrkplace. Implementatin f safe wrk cncepts. Making recmmendatins t the emplyer respecting the safety & health f wrkers. Participating in the investigatin f serius incidents and vilent incidents. Participatin in safety inspectins. Review f cmmittee minutes. Cperate with the divisinal Safety & Health Officer.
