GET ACTIVE! SINGAPORE 2017 COMPETITION RULES AND REGULATION - FOOTBALL 1. Rules 1.1 The competition for the Youth Category shall be conducted in accordance with the 5-a-side Football rules and regulations. 1.2 The competition for the Masters and Corporate Categories shall be conducted in accordance with the 7-a-side Football rules and regulations. 1.3 The Youth Category is organised in celebration of the Singapore Youth Olympic Festival 2017 and will be governed by the Get Active! Singapore 2017 Competitions general rules and regulations. 1.4 The Masters Category will be governed by the Get Active! Singapore 2017 Competitions general rules and regulations. 1.5 The is organised in conjunction with the Inclusive Sports Festival @ Our Tampines Hub and will be governed by the Get Active! Singapore 2017 Competitions general rules and regulations. 2. 3. Event Venue & Schedule Youth Category 3.1 The competition for the Youth Category will be held at Serangoon Stadium / Jalan Besar Stadium / Jurong East Stadium* from 22 July - 23 July and at The Padang on 29 July. 3.3 The competition for the will be held at Jurong East Stadium on 24 July, 26 July and 28 July and at Our Tampines Hub (OTH) on 29 July. Competition Format Youth & Masters Categories 4.1 The teams participating in the Youth and Masters Categories shall be divided into groups of four (4) teams each (Number of groups and Number of teams per group are currently tentative depending on number of registered teams). A draw will be conducted for the purpose of determining the placement of the teams in the groups. It will be conducted during the Team Managers Meeting (Schedule to be confirmed Tentatively on Wed, 19 th July 2017). a) All matches in a group are played under the league system whereby each team will play once against each of the other teams in its group (single round-robin). b) Three (3) points will be awarded for a win, one (1) point for a draw, and zero (0) point for a loss.

c) The ranking of teams in each group shall be determined as follows: (i) (ii) (iii) (iv) Greater number of points obtained in all group matches. Greater goal difference in all the group matches. Greater number of goals scored in all the group matches. If two or more teams are equal on the basis of the above criterion, their place shall be determined as follows: Greater number of points obtained in the group matches between the teams concerned. Goal difference resulting from the group matches between the teams concerned. Greater number of goals scored in the group matches between the teams concerned. Fewer number of points according to the number of yellow and red cards received in the group matches (Yellow Card = 1 point. Red Card as a consequence of two yellow cards = 3 points. Direct Red Card = 3 points. Yellow Card followed by a direct Red Card = 4 points). Drawing of lots d) For each sub-category of the Youth Category, eight (8) teams will qualify for the knockout stages of the competition. The qualified teams will participate in the Quarter-Finals on a single leg knockout basis to determine the winners of the Semi-Finals. The winners of the Semi-Finals will advance to the Final, while the losers will play for 3 rd placing. 4.3 The Knockout Stages and Finals of the will be played in conjunction with the Inclusive Sports Festival @ Our Tampines Hub on 29 July 2017. The Inclusive Sports Festival, organised by SportCares Foundation as part of the Get Active! Singapore 2017, celebrates the power of sport to overcome exclusion for Persons with Disabilities (PWD) and highlights the contributions of PWDs in the field of sport. More details will be furnished at the Team Managers Meeting (Schedule to be confirmed Tentatively on Wed, 19 th July 2017). 5. Knockout Stages and Finals Youth, Masters & Corporate Categories 5.1 Eight (8) teams from the of the Masters and Corporate Categories, as well as each sub-category of the Youth Category, will qualify for the Quarter-Finals of the competitions. The Quarter-Finals will be played on a single leg knockout basis. The winners of the Quarter-Finals will advance to the Semi-Finals. 5.2 The Semi-Finals will be played on a single leg knockout basis. The winners of the Semi-Finals will advance to the Final, while the losers will play for 3 rd placing. Medals will be awarded to 1 st, 2 nd and 3 rd placing. 5.3 The winner of the match shall be the team that scores the greater number of goals in regulation time for each respective category. 5.4 In the event the scores are tied after end of regulation time, the winner shall be determined by penalty kicks. Sudden death penalty kicks will commence when both teams are still tied after each team has taken 3 penalty kicks.

6. Registration of Teams Youth Category 6.1 Teams are allowed to register a minimum of six (6) players and a maximum of eight (8) players. 6.2 Teams are to register one (1) Team Official or Team Manager who will handle player registrations prior to a match. Player Verification 7.1 All players are required to bring along their NRIC or Student Pass for verification by the competition official. Player Start List & Substitution Youth Category 8.1 Fifteen (15) minutes before the commencement of the match, the teams must submit their Player Start List form consisting of five (5) starting players and a maximum of three (3) substitutes to the Match Commissioner or Technical Assistant. 8.2 The Captain must be identified in the Team Sheet. 8.3 After the match has kicked off, each team is allowed an unlimited amount of rolling substitutions. Masters Category 8.4 Fifteen (15) minutes before the commencement of the match, the teams must submit their Player Start List form consisting of seven (7) starting players and a maximum of five (5) substitutes to the Match Commissioner or Technical Assistant. 8.5 The Captain must be identified in the Team Sheet. 8.6 After the match has kicked off, each team is allowed an unlimited amount of rolling substitutions.

8.7 Fifteen (15) minutes before the commencement of the match, the teams must submit their Player Start List form consisting of seven (7) starting players and a maximum of five (5) substitutes to the Match Commissioner or Technical Assistant. 8.8 The Captain must be identified in the Team Sheet. 8.9 After the match has kicked off, each team is allowed an unlimited amount of rolling substitutions. 9 Technical Regulations Youth Category 9.1 All matches shall be played in accordance with the 5-a-side Football Rules and Regulations. 9.2 Each match shall last Ten (10) minutes without any half-time break. 9.3 There will be no time-outs provided to teams during any match. 9.4 All matches shall be played at an outdoor field/venue. Masters Category 9.5 All matches shall be played in accordance with the 7-a-side Football Rules and Regulations. 9.6 Each match shall last Fifteen (15) minutes without any half-time break. 9.7 There will be no time-outs provided to teams during any match. 9.8 All matches shall be played at an outdoor field/venue. 9.9 All matches shall be played in accordance with the 7-a-side Football Rules and Regulations. 9.10 Each match shall last Fifteen (15) minutes without any half-time break. 9.11 There will be no time-outs provided to teams during any match. 9.12 All matches shall be played at an outdoor field/venue.

10. Match Official 10.1 All matches shall be officiated by FAS registered or sanctioned referees. The referee s decision on the field is FINAL. No appeal against the referee s decision shall be allowed and entertained. 11. Awards and Prizes 11.1 Prizes will be awarded to the top 3 teams of the Youth, Masters and Corporate Categories and/or sub-categories respectively. 12. Protest 12.1 Any protest made by a team shall be put in writing to the Get Active! Singapore 2017 Steering Committee after the match, so that the Steering Committee will decide on the protest. Administration fee will be imposed and is not refundable. 13. Disclaimer 13.1 Sport Singapore reserves the right to cancel, postpone or change the venue, date and/or time of the Football competition for all categories at its discretion due to inclement weather, facility problem or any other situation deemed as appropriate. 13.2 Sport Singapore and their partners and/or agents will not be held responsible for any claims arising out of any death or injury, damage or loss, suffered or caused while attending this competition, and this includes all costs and expenses incurred as a result of such claims.
