Montreal - July 9 to 17 2016 SPECIFIC AND TECHNICAL REGULATIONS I- Players eligibility in the MU15 category : Age : Players born in 2002, 2003 and 2004 (14 years at December 31 st 2016). Verification : The team managers must present proofs of age for their players at the players official verification schedule before the first game played by each team. Only the following documents will be accepted: 2015 season contract issued by the Federation with picture (civil football) or; Birth certificate with picture or; Passeport or; Health insurance card with picture (the health insurance card without picture will be combined with other proof of age with picture) or; Official student ID with code permanent (including birth date and picture). Weight limit: No weight limits in this category. Verification s procedure: The players official ages will take place at the teams arrival, by tournaments officials. One representative from each team entered in this category will be allowed to assist to the verification procedure. Teams are required to respect the schedule given by the Organizational Committee. Each player will be called, its registration file intranet of the tournament, his proof of age, and residence will be checked. The player whose file does not appear on the intranet site of the tournament will not be eligible to compete in the tournament. *It is mandatory to present proofs of age to be eligible to play. II-Drug testing: No drug testing will be done as part of the 2016 MU15 Spalding Cup.
III-Rules of play: The rule book of Canadian football in effect. Exception : 4 down football (no yard at the line of scrimmage) IV- Team line-ups: - 50 players maximum per team and per game - 26 players minimum registered per game - 17 members maximum (15 on the field and 2 in the boot) for the team personnel (coaches, equipment managers, physiotherapists, water boys, managers). They must all be accredited before the tournament. V- Team official Rosters and Team presentation: Deadline: June 29 th, 2016 Teams must complete their final roster (50 players card with pictures and maximum 17 staff members with pictures) on the intranet site of the tournament (www.footballquebec.com ) before June 29 th 2016 (at midnight). VI- Team colours: Important: No delay will be tolerated It would be preferred, but not mandatory, if each team had a second set of uniforms in different colours. Teams from the province of Quebec are required to wear the uniforms authorize by the federation. Prior to manufacture of sweaters the teams must get approval from the federation.
VII-Official ball: Obviously, only the Spalding Alpha Youth ball is allowed for the Spalding Cup MU15. Football Quebec will provide the balls (new or in good condition) for the tournament games. VIII- Trophies and medals: The name of the 2016 winning team will be inscribed on the permanent MU15 Spalding Cup trophy. A trophy from the tournament will be awarded to the team, it may retain possession until the tournament the following year. It is the responsibility of the team to bring back the trophy in good condition. The players and staff of teams ranked 1 to 3 will receive medals of the tournament. At each game, Football Quebec will identify and offer a souvenir to the game MVPs (1 per team / per game). IX- Competition format (see competition schedule) Semi-finals and finals (4 vs 1 & 3 vs 2) in sections A and B (Game of 4 X 12 minutes) pour to determine the ranking in each section Ranking Games: Teams rank 1 st in sections A and B play the Tournament Final for rank 1 & 2 (Game of 4 x 12 minutes). Teams rank 2 nd in sections A and B play for the positions 3 and 4 (Game of 4 X 12 minutes). Teams rank 3 rd in sections A and B play for the positions 5 and 6 (Game of 4 X 12 minutes). Teams rank 4 th in sections A and B play for the positions 7 and 8 (Game of 4 X 12 minutes). X- Tie rule: According to the Amateur Canadian Football book rule (Rule 1 section 2 article 6). XI- Ranking tie :
Non-applicable in the actual tournament format. XII- In case of dispute or discipline The tournament disciplinary committee as appointed by Football Quebec will handle all cases of dispute or discipline. Important: the committee s decisions are final and without appeal and sanctions may be applicable beyond the context of tournament (regula season etc XIII- Team managers meeting: Date to be announced. XIV- Communication devices (Head set): All teams participant in the 2016 tournament may if they wish to use their own communication system for coaches (head set), and this, even if the opposite team do not have or use their head sets systems. However, communication system between coach and player are prohibited.

Comments regarding the expansion project of the tournament:
Eligibility of Quebec players all categories a. To be eligible to play during the tournament, a player must have played during the preceding season; b. A player that played with a civil team the preceding season and who is transferring or is thinking of transferring to a scholar team during the tournament year, is required to play with the civil selection that he played for ; c. A player that played with scholar team and who has transferred or is going to transfer to a civil team during the tournament year, is required to play with the scholar team that he played for ; d. A player that played in a civil team and that is moving to another league is required to participate with the selection program of the new league where his team transferred. However, the team transfer would have to be confirmed by May 1 st according to the procedure dictate by the green book ; e. A player that played in a civil team and that is moving to another league is required to particpate with the selection program of the new league where his team transferred. However, the team transfer would have to be confirmed according to the actual procedure of the RSEQ ; f. In the case that a juvenile team lay in a region and that the cadet team play in another, the following rules will apply: o The cadet players that are in the age group MU15 will have to report themselves to the team of the region where the cadet team is playing; o The juvenile players that are in the age group MU17 will have to report themselves to the team of the region where the juvenile team is playing g. In the case of schools that have a juvenile team playing in the juvenile AAA, the players will have to report themselves to the selected team MU17 or MU15 of the nearest region. ; h. No upgrading will be allowed in the Spalding Cup, it is mandatory for the players to evolve in their age category.,
2016 Spalding Cup Specific Regulations - BALLS : MU-15 SPALDING J5Y supply by Football Quebec MU-17 SPALDING J5V Silver supply by Football Quebec ; - We ask you to bring back the official balls after the game; - There will be a coin toss at the beginning of the games; - There are 4 periods of 12 minutes ; - There are 4 downs and 2 time outs; - There is no time out at the 3 minutes mark of the 2 nd and 4 th quarter ; - Each game must have a winner. Therefore, overtime will be played according to the rules book.
